1. Purpose. The Naval Aeronautical Orgiinization is designed to provide to interested bureaus, offices, and commands a detailed presentation of the various naval avial.ion programs appearing in the currently approved Basic Naval Establishment Plan.

2. Cancellation of Previous Publication. OPNAV NOTICE 05400, ser ia l 01296PEiO of 20 November 1956 is superseded by this Notice.

3. Corrections. Addressees a r e requested to notify the Office of the Chief of Naval Operations (OP-501) of any e r ro rs , omissrons, o r changes which should be in subse- quent issues.

4. Information. During Fiscal 1958, several stations, units, and squadrons will be inactivated, disestablished, o r reduced in structional organization. This matter should be taken into consideration upon reporting e r r o r s a s required in the above paragraph.

5. Cancellation. This Notice is cancelled upon receipt of the next issue of the Naval Aeronautical Organization.

PERSONNEL

The total Navy Personnel Allocation Plan exclilding USMC, for Fiscal Year 1958 requires a man year strength of approximately 653,023 man years. This includes all Regulars and Rerierves on continuous active duty, al l officer candidates and personnel from other government service who a r e reimbursed by the Department of the Navy, but excludes personnel with other government services in a reimbursable status. AIR ACTIVATION SCHEDULE AFFECTING

NAVAL AVIATION PERSONNEL ALLOCATIONS

1. Reorganization of Air Barr ier Commands resulted in decommissioning of VW-13 and VW-16. Final personnel allocations were made to both Atlantic and Pacific Air Barr ier Commands.

2. NAS Rota commissioned and will be brought up to allowances.

3. FASRON 201 a t Halfar, Malta will be disestablished a s Sigonella becomes activated.

4. NAVSTA Coco Solo will be reduced to inactive status.

5. Air Development Squadrons,. VX-2 and ZX-11, to be disestablished.

6. NAF Elizabeth City disestablished.

7. NAAS Mustin Field will be inactivated.

8. The following Naval Reserve Stations will be disestablished, NARF Birmingham, NARF Houston, NARF Spokane, NAS Akron, NAS St. Louis and NAS Lincoln.

9. Two VAH refueler squadrons a r e scheduled to be commissioned in FY 1958.

1 . VX-6 to be decommissioned.

2 . NAS Atlantic City, N. J. will be disestablished early N 1959.

3 . NAF Sigonella, Sicily to be commissioned.

4. Several new stations a r e planned. The commissioning dates a r e undertermined on all the stations, however, NAS Meridian, NAS Lemoore, FAD Souda Bay, Crete, and NAF Hertford will be a t various stages of development.

RESULTANT CHANGES IN REQUIREMENTS

1. The overall personnel allocated to aviation will be decreased throughout the year in the amount of 7,300 due to cut backs in overall Navy personnel decreases. This is a result of budgetary limitations and level funding.

The planned Naval Aviation Shore Establishnient, including Marine Activities, for the F i sca l Year 1958 i s reflected in the assigned missions of individual activities. These m i s s ~ o n s a r e based on the Basic Naval Establishment Plan for F i sca l Year 1958 and may be moddied a s revised SECNAVNOTICES a r e issued. Assigned tasks to accomplish the listed mission a r e promulgated by BUAER NOTICES (Series 5451) which supersede the OPNAV N(YT1CES f o r each activity. The "units/activities t o be supportedv by individual activities a r e designated by the Chief of Naval Operations and will be listed in the appropriate BUAER NOTICE: 5451. The eventual planned pre-D-Day b a s e capa.city fo r each activity is contained in OPNAV INSTRUCTION 011010.7A and OPNAV INSTRUCTION 0011010.10 of 30 June 1956 o r revisions. Permanent duty stations of Naval uni ts a r e contained in the effective edition of OPNAV INSTRU- TION 3114.14.

In the following tabulation of b a s e s and satellite fields, a n Outlying Field (OLF) is a11 airfield having no established facilities in operation except a landing a r e a . It is designated a:; such by the Chief of Naval Operations in th i s document for the purpose of providing a landing a r e a whereon a i r c r a f t based a t established Naval a i r installations can conduct landing practice o r other exerc i ses which a r e best conducted away from those installations. An OLF is under the cognizance of a nearby parent a i r station to which a r e allocated minimum funds for the mainte- nance of the OLF. No personnel a r e based a t a n OLF.

An Auxiliary Landing Field (ALF) is a n airfield having some faci l i t ies in operation iri addition t o a landing a r e a . It is designated as such by the Chief of Naval Operations for the purpose of providing a n airfield a t which a i r c r a f t based a t established Naval air installations can b e r e - fueled and/or r e a r m e d for the conduct of gunnery pract ice. The facilities which a r e in opera- tion, in addition to the landing a r e a , may include severa l o r a l l of the following: minimum personnel berthing and messing facilities, a i r traffic control, communication, c r a s h and rescue, refueling o r rea rming equipment. An A L F i s not a separate established Naval activity, and therefore is not listed in the "Catalog of Naval Activities". It is under the cognizanct! of a near- by parent a i r station to which a r e allocated minimum personnel, funds and equipment for i t s support. The parent air station may maintain a smal l ca re taker detachment a t an ALF.

Of the th ree CVA-41 Class Attack c a r r i e r s , two (F.D.ROOSEVELT and MIDWAY) have been converted (Project 110) and a r e now equipped with an angled and strengthened flight deck, s team catapults, Mark 7 a r res t ing gear , an enclosed bow and other improvements. The CORAL SEA is presently undergoing conversion (Project llOA) and is scheduled for zomple- tion in February 1960.

All remaining attack c a r r i e r s ( formerly the ESSEX Class) have received ei ther the Project 27A o r 27C conversion. Nine sh ips originally received the Project 27A conversion. Cjf these nine, seven have received in addition, Projecc 125. Project 125 includes an angled fligbt deck, improved elevators, enclosed bow and other changes. One remaining 27A ship (ORISIIANY) is receiving Pro jec t 125A which wil l encom2ass Mark 7 a r res t ing gear and steam catapillts a s well a s the angled flight deck. T h e ORISKANY i s now undergoing conversions and moljerniza- tion and is to be completed in June 1959. The LAKE CHAMPLAIN, WASP, and YORKTOWN have since been redesignated CVS. Of the s i x Project 27C ships, a l l have received an;led flight decks, equipped with Mark 7 a r r e s t i n g gear and s team catapults.

ASW SUPPORT CARRIERS (CVS). T h e nine unconverted ESSEX C l a s s c a r r i e r s have oeen r e - classified CVS. Of these c a r r i e r s only seven a r e active. The CVS c a r r i e r s a r e by virtue of their speed, size, and bet ter aeronautical equipment, a more effective close a i r s u p p ~ t and ASW vesse l than the CVL/CVE c l a s s c a r r i e r s which they replace. In addition, the CVS c a r r i e r h a s a limited capability of operating jet f ighters in their own defense, a capability which is lacking in the CVL/CVE c lasses . One shu.p, the ANTIETAM, h a s a n angled flight deck.

Five CVL c a r r i e r s in Reserve F lee t a r e to be redesignated CVHE pending the availability of funds.

NAVAL AIR TRAINING COMMAND

NAVAL AIR TRAINING COMMAND Location: Headquarters, NAS Pensacola, Florida. Mission: To conduct Naval Aviation training, other than that assigned to the Operating Forces by CNO, in order to provide Naval Aviators and trained aviation personnel for the Naval Estab- lishment, and to maintain a trained Naval Air Reserve.

NAVAL AIR BASIC TRA&ING COMMAND Location: NAS Pensacola, Florida. Mission: To coordinate and direct a l l pre-flight training, basic flight and ground training a t such activities a s a r e placed under the cognizance of the Chief of Naval Air Basic Training.

NAVAL AIR ADVANCED TRAINING COMMND Location: NAS Corpus Christi, Texas. Mission: To coordinate and direct al l advanced and specialized advanced flight and ground training and such other training a s may be assigned a t such activities a s a r e placed under the cognizance of the Chief of Naval Air Advanced Training.

I. Flight Training Program

a . The Flight Training Program is divided into two general segments. Basictrain- ing is conducted in the Pensacola a r ea utilizing NAS Pensacola, NAAS Whiting, NAAS Corry, NAAS Barin and WAAS Saufley a s parent stations with appropriate outlying fields assigned. Advanced Training i s conducted primarily in the Corpus Christi a r ea utilizing NAS Corpus Christi, NAS Hutchinson, NAAS Kingsville, NAAS Chase, and NAAS Cabaniss.

b. The Flight Training Program i s geared to produce 2900 Naval Aviators a year consisting of 2800 Navy and Marine Corps and 100 Foreign and Coast Guard. The course lenglh is approximately 18 months duration including pre-flight.

c. The various advanced training specialties include fighter, let attack, prop attack, ASW, multi-engine land, multi-engine sea, helicopter and lighter-than-a~r training. All these courses a r e entered upon completion of Basic Flight Training.

11. Post Graduate Flight Training a . The jet transitional training unit a t NAS Olathe provides jet transition or r e -

f resher training for 240 pilots per year. The course is 5 weeks in length and consists of 10 hours in the TV-2 and 20 hours in the F 9 ~ - 6 / 8 T for a total of 30 hours.

b. The helicopter training unit a t ALF Ellyson Field provides post graduate training to experienced Naval Aviators a s well a s providing advanced training to student pilots, The course is of 8 weeks duration and consists of 60 hours pilot time.

c . The lighter-than-air training unit a t NAS Glynco provides post graduate lighter- than-air training to experienced Naval Aviators a s well a s advanced training to student pilots. The course is of 17 weeks duration and consists of approximately 200 total hours.

NAVAL SCHOOL OF AVIATION MEDICINE Location: NAS Pensacola, Florida. Mission: Tra in aviation medical personnel and perform research in the field of aviation medicine, aviation psychology, and allied fields.

The School of Aviation Medicine, under the administrative control of the Chief of Naval Air Training, indoctrinates an average of one hundred and four (104) flight surgeons a year. Academic studies a r e directed toward $he medical problems peculiar to aviation, aviati n safety and a i rcraf t accident investigation. In addition, primary flight training in the T-34B, fhrough solo, familiarization flights in al l phases of naval aviation, plus indoctrination flight training in helicopters i s presented to broaden the medical officer's understanding of aviation medical problems. In addition, the School conducts such research projects in the field of aviation medicine a s a r e assigned by higher authority.

NAVAL AIR TECHNICAL TRAINING COMMAND Location: NAS Memphis, Tennessee. y. Mission: T o coordinate and d i rec t a l l Naval and Marine Corps a i r technical and sp~scialized aviation t raining and such other training as may be assigned at such act ivi t ies as a r e placed under the cognizance of the Chief of Naval Air Technical Training.

PROGRAMS: I. By the above mission, the Chief of Naval Air Technical Training is assigned the

responsibility for training those Naval aviation personnel who keep naval a i rc ra f t flying. The training programs s e t forth below a r e in effect to fulfill that responsibility.

a. Class "Pt' Training Class "Pv training is provitled to aviation recru i t s to acquaint them with the

aeronaut ical organization (and the dut ies of airmen), to t rain them to a reasonably uniform level of educational background in the sc iences basic to r a t e and in-service training, and to select those bes t qualified for entrance into specific rating schools. The training is offered a t two schools, the Airman (P) School, Naval Air Technical Training Center, Norman, Oklarhoma and the Airman (P) School, Naval Air Technical Traihing Center, Jacksonville, Flor ida. The lat ter school p r o c e s s e s only WAVE and USMC recru i t s .

b . C l a s s "Aw Training The basic knowledge and ski l ls required f o r performance of the duties of lower

rated petty off icers a r e acquired by personnel through Class "A" training. Fourteen such schools a r e in operation, eleven of which offer specialized courses to qualify personnel in SeLective Emergency Service Ra tes (SESR).

f . Naval Ai r Mobile Training

This specialized training of a nature s imi la r to C l a s s "C" is provided a t the field location where the training requirement ex i s t s through the use of a self-sufficient technical school t ransportable by van. Naval Air Mobile T r a i n e r s (NAMT's) a r e of four basic types:

(1) NAMT(M) - Maintenance of specific models of a ircraf t .

(2) NAMT(M0R) - Familiarization and instruction in the operation and handling of a i r c r a f t munitions (including air-launched guided missi les) and allied equipment including terminal ordnance i t e m s of a i rc ra f t armament control sys tems .

(3) NAMT(0F) - Operational flight t r a i n e r s .

(4) NAMT(TAC) - Operated ei ther independently o r in conjunction with a n NAMT(O$), these t r a i n e r s provide pilots and crew m e m b e r s with training in specific models of a i r c r a f t and equipment under simulated operating conditions.

Fur ther , t r a i n e r s a r e classified a s being in ei ther Class "AT' o r Class "B" s tatus , the essent ial difference being that Class "AM t r a i n e r s a r e manned by NATECHTRACOM personnel and C l a s s "B" t r a i n e r s by local personnel.

Direct and coordinate the procurement of Naval Aviation Cadets, Class V-5. Furnish logistic support for the Marine Corps Air Reserve Training Command.

Training Load: Approximately 6,500 r e s e r v e pilots will utilize these facilities during regularly scheduled d r i l l s and active duty for training.- The dr i l l p rograms of the Naval Ai r Reserve a r e divided into 2 groups in t e r m s of the number of d r i l l s authorized annually .in a pay status: the 48-drill, the 24-drill p rograms . In addition to the d r i l l p rograms , training is conducted for individuals in the Active Status Pool. P r o g r a m s of the Marine Ai r Reserve a r e divided into TWO GROUPS: the 48-drill and the 24-drill p rograms . All personnel attached to the d r i l l pay uni ts a r e in the READY RESERVE personnel may be ordered to active duty ei ther in t ime of war , in t ime of national emergency declared by the Congress o r proclaimed by the President , o r when otherwise authorized by law.

a. T h e 48-dri l l program is composed of combat and combat support type squadrons in addition to administrat ive Air Wing Staffs. These squadrons a r e organized and trained to con- form in composition and mission with their regular Navy and Marine counterparts. They attend 48-dri l ls p e r year in addition t o a n annual 14 day active duty training period.

b . T h e 24-drill program is composed of Auxiliary Ground Units (AGU1s), Bureau of Aeronaut ics Reserve Training Units (BARTU' s) and Marine Ai r Control Units (MAC'S) and Marine Air R e s e r v e Groups (MARG1s). These units t ra in individuals t o supplement the Naval Establ ishment upon mobilization. They attend 24 d r i l l s p e r year in addition to a n annual 14 day act ive duty t raining period.

c . T h e Active Status Pool i s composed of personnel in a non-drill pay s tatus who a r e c a r r i e d on the ro l l s of the Distr ic t Commandmt. They a€tend no d r i l l s but may volunteer t o attend an annual 14 day active duty training period.

PROGRAM HIGHLIGHTS

During FY 1958, i t is planned t o transition 300 pilots to new model a i rc ra f t by means of an e x t r a period of 14 days active duty for transitional training. T h i s transition will be pr i- mar i ly to V P and VS models. In addition, 100 enlisted men will be given a n e x t r a 14 days t raining in o r d e r to qualify in maintenance of the new a i r c r a f t and, in some cases , a s plane Captains. I t is planned that e x t r a active du1.y o r d e r s will be issued to 100 off icers and men for a 10 day course a t FAETULANT - PAC in order to qualify them for operation of the electronic equipment on these new model a i rc ra f t .
