Camp Nautilus is lo-cated in the region of Kenting National Park, is partnership between Scouts of China and National Museum of Marine Biology & Aquarium in providing professional venue in Environment Education
to the youth.
Kenting National Park was Taiwan's first na-tional park, the diversi-fied terrain and tropical climate of Kenting have helped breed a rich and fertile vegetation ranging from upland to coast with a full variety of liv-ing species. Situated on Taiwan's south-ernmost Hengchun Peninsula, Kenting National Park faces the Pacific Ocean on the east, the Taiwan Strait on the west, and the Bashi Channel on the south. The Park covers a land area of 18,084 hectares, including the coral reef cliffs and coastal zone from Gueishan to
Hongchai on the west; Maobitou, Nanwan, Eluanbi, and Kenting Forest Recreation Area south of Longluantan on the south; Jialeshuei along the Pacific ocean on the east; and Nan-renshan on the north. The coastal area stretches across 15,185 hectares, including Nanwan and the waters within one kilometer of the shore
from Gueishan, north Eluanbi, to Nanren-wan. The total area of the park is 33,269
hectares.
National Museum of Marine Biology & Aquarium
The NMMBA is located in Checheng of Pingtung County, facing the Taiwan strait in the west and standing beside the Tortoise Mt. in the east. The whole area of the district is 300 hectares, the construction of the museum division alone occupies 25 hectares, whereas the surrounding grasslands and public facility occupy more than 275 hectares. The building allocation can be divided into: the museum (the three theme exhibit halls of Waters of Taiwan, Coral Kingdom Pavilion and Waters of the World and administration and teaching centers), several major building divisions like the husbandry center, public facilities, research building, maintenance facilities, international conference center and
academic research center.
Locating among the mountain and river, the concept of the museum focuses on present-ing the spirit and characteristic of water. It is developed with low building density, and connected with footpaths to maintain the harmonious relation with the original natural
environment.

The camp site is at 22° 2'49.14"N, 120°41'58.48"E, connected to the well known Ma-rine Aquarium which covers an area of
25,000M2, which consists of 3 aquarium as
(Waters of Taiwan), (Coral Kingdom)and (Waters of the World) are managed by private enterprise as BOT project with Ministry of Education. The nature area, includ-ing the Howan bay and Tortoise Mt. cover over 250 hectors providing wide diversity of land and marine species. Kenting area is full of coral reef and abundant marine eco system which is under the conservation protection, and Howan bay is also home of endangered land crabs that represents part of the nature wild life in the national park. Situated in tropical climate with fertile vegetation, here is also internationally famous for migrating birds observation in Asia for scientific re-
search.
The Authority of the museum work closely with NSO to develop the nature area for envi-ronment education related programme for youth all year around with the support of the resident scientists and researchers. The Na-tional Park & Forest Bureau authority also
provide profes-sional support to our programme, enrich the scout environment educa-tion programme with more conser-
vation context.
The future develop-ment of the camp site will follow the principle of mini-
malnism and Leave No Trace to keep the en-vironment impact at lowest possible level, and demonstrate the new disciplines of managing a camp with green energy, zero pollution dis-charge to the nature and total recycle from the
scout activities in the premises.
There are abundant natural resources to pro-vide opportunities for Scouts to experience and connect with natural world. The wetland system (11.5 hectors) in the camp is to polish the effluent from the aquarium after been properly treated, and the final pool is con-nected to the tidal zone thus attracted coastal marine life, birds and wide variety of plants with observation decks and experiment zone for scouts to participate
science courses.
Kenting area enjoys cloud-less weather most of the time, makes it one of the best location for astro-nomical observation. Ob-servatory equipped with 2 remote controlled Reflect-ing Telescope for academic research and education purpose which provide great learning ground for
youth.
In providing unstructured play and exploration in nature. An integrated ori-
enteering system is designed through out the whole site covering wide aspects of nature encounter with different level of challenges. It’s designed for scouts of all ages, including scout leaders for a wilderness experience while gaining scientific knowledge about the environment. The programme designed for exploration ranges from the land, tidal range to the sea. In each field, there are profession-
als as instructors and support-ing staffs to ensure the quality of the activity as well the safety
concern.
Programme modules include knowledge base, scout skills, cultural base, experiential base, scout advancements. To imple-ment WSEP programme, the camp also provide opportunity gaining WSEB and SWA knowledge preparing scouts to achieve the goals while provide related workshops to scout leaders in guiding their own scouts in completion of both programme. Here is famous international stop for popular migrating birds, there are also Gallinula chloropus, Amaurornis phonenicurus, Pycnonotus taivanus, Hypsipetes madagas-
cariensis etc.
Plants :
On the land, there are local plants such as Ficus caulocarpa, Sea Cups, Sapotaceae, Bird-lime Tree, Pittosporum pentandrum, Indian almond, Barringtonia asiatica, Old-ham Scolopia, Negundo Chastetree, Linden Hibiscus etc.; The water born plants are Wa-
ter Lily and black mangrove.
Incests :
With abundant honey plants they attractbees, beetles, dragon fly and butterfly such as Ap-pias lyncida formosana, Cepora nerissa cibyra, Cepora nandina eunama, Danainae,
Euchromia elegantissima formosana Butler.
Endangered crabs
There are 2nd largest diversity of land crab in Kenting and the only tree crab in the world. There are 30 kind of crabs including-Gecarcinidae, Grapsidae, Sesarmidae, Ocy-podidae, Potamidae, Coenobitidae. Due to the impact caused by human, every year during the breeding season is also intensive conservation activity to protect the crabs
crossing the road into the sea for breeding.
Corals
Coral reef is protect by law, and there is largest coverage of coral in the region. Coral spawning is annual event and under thor-ough protection by the marine biologists for research and conservation purpose. The Mu-seum is also well known internationally in
coral restoration technology.
Sea Slugs
More than 50 kind of fascinating sea slugs are found the nearby Howan bay. The sea slugs is known to provide cancer curing ele-ment but a mysteries creature. Ongoing re-
search is underway.

Partnership and Networking
The Museum has been certified by Environ-ment Protection Administration based on the Environment Education Act in 2012 as “Certified Environment Education Facility”. There are 30 professionals in research, edu-cation, domestication who have been work-ing with NSO in developing wide range of land and marine related programme. Provid-ing curriculum and syllabus to implement WSEB goals has been top priority, and inte-grate into various activity modules. The pro-fessionals also act as instructors in merit badge advancement which scouts can learn
and demonstrate to meet the requirement.
The camp provides opportunities to learn about natural features of the centre and sur-rounding natural environment through visit-ing costal area, waterfront activity ( swim-ming, snorkeling, canoeing, SCUBA ), bik-
ing, orienteering and conservation activity.
During the camp activity, properly designed programs according to the local features provide scouts with unguided environmental learning experiences as part of exploration
to satisfy personal interest and goals.
With scout leaders and professional instruc-tors, certified environment education courses are provided as guided environmental learn-ing experiences. These courses are integrated into various type of activities as modules to meet the need of different scout sections in different field of interest. Plus, seasonal eco-logical events cooperated with national park and forest bureau are also popular and will be part of the MoP programme to widen the experience of scouts in environment related
activities.
WSEP team in the NSO is working closely with professional teams in the Museum, not only with scouting goals but also bench-marked on the syllabus developed under the guidance of the Ministry of Education. It’s goals of both teams to provide environment education with scouting activity to the youth locally and internationally. With SCENES Center certified, the encouragement will form stronger tie between 2 organization to become an international Sea Base in scout-
ing and environment education.
There is no disposable utensils, and every-one should bring his own gears. All guests to the camp are requested to follow environ-mental practices to minimize liquid and solid waste, garbage separation, biomass
collection as fertilizer. Food supply is re-
quested to be locally produced .
As key part of WSEP in the NSO, the top priority of the camp is to be the training cen-ter for scout leaders in providing learning opportunities of the World Scout Environ-ment Badge so they can implement in the troop, and also be the exercise ground where scouts of all sections can explore, reflect and act. NSO also has plan to establish the camp as permanent SW Base for Scouts of the World Award program to utilize the facility and professional expertise for scouts to ex-plore the interested project to make some difference to the society through their service
plan.
Both teams plan to organize an international training project by providing sound expertise in coral reef restoration to other SCENES Centres or NSO where the technology can be applied and achieve practical result in their home land. The Museum expect Scout or-ganizations to participate the project proac-tively to create a better marine environment
around the globe.

Key Requirement 3: Practice Environmental Management
Quality Assurance and sustainable development
Began in early 2012, the NSO WSEP team made contact with the Museum and saw the potential in becoming a SCENES center for scouts and received positive respond from the authority. In 2013, during the APR Scout En-vironment Education Workshop, the partici-pants visited the site on the UN Environment Day to experience the courses and facilities. The Mu-seum was awarded in 2012 the Certified Envi-ronment Education Facil-ity by EPA which proved itself as nationally recog-nized for its management quality and capacity in providing environment education. The Mu-seum support the development of SCENES center with NSO to expand its education
scope with scouting features and principles.
The programme provided in Camp Nautilus
has put the principles and aims for environ-ment education in Scouting as core policy, further more we has added marine aspect to fully utilize the precious resources of the facil-ity and the region. The goal is to achieve Ma-rine Trinity — Education, Conservation and
Restoration, make it a very unique SCENES center among
the network.
The camp is located in the national park region where many areas are under protec-tion and enforced by the EPA police. The mission of the Mu-seum is to conduct scientific research then take necessary action to protect the environ-
ment. The camp is in the vicinity of environ-ment sensitivity hot zones where scouts can learn by first hand experience from the ocean, the land and the sky with the ongoing support
by the professionals..
EPA certification on the facility requires 3 years reassessment while the SCNES center would demand the same. MOU between NSO and the Museum ensures the annual plan exe-cuted properly and reviewed together. The Museum is also under supervision of the Min-istry of Education in service quality and sci-ence education perform-ance. NSO is developing a dedicated team of staffs for the Camp to provide tai-lored modules to all scout sections and will be avail-able to all schools. This will bring the impact of scouting to the education system to higher level, and also uplift the NSO operation to serve the society in a
wider aspect.
The Solar Power building open to the public in late 2013, it is the last solar powered public building in the country. It provide education in green energy and demonstrate the applica-tion in daily life as well commercial use. There are 2 graduate departments in the prem-ises specialized in marine biology and biodi-
versity search, and it is the base for annual migrating birds survey by wild bird organiza-tion which is also developing education sylla-
bus with NSO.
In 2014, there will be a national project “Taiwan Coast Watch” with Taiwan Environ-
mental Information Associa-tion to train the teachers and trainers, conduct coast field survey and coral reef survey. This is a 3 years partnership with the leading environ-mental organization, and we are looking into expanding the action all over the coun-try through scout councils and troops to work with local
community.
The goal is to develop Camp Nautilus as the Sea Base for scouting with general scout ac-tivities and sea scout program, environment education training center and conservation learning center. With the abundant resources and joint efforts of partners, we expect to have
successful results shortly.

Kenting National Forest Recreation Area
Situated in Lion Township of Pingtung County,
Shuangliu National Forest Recreation Area is
nestled among the mountains near Shoka on
Southern Cross-Island Highway. This area
ranges from 150 to 700 meters above sea level,
spans 1596 hectares,. Although the area is situ-
ated in a tropical climate zone, there is usually
a cool breeze due to the dense forest and nu-
merous rivers.
As part of Hengchun Hill, the complex landscape
has hilly terrains, scattered mountains ridges, and valleys, of which the central valley is the
lowest area. Fenggan, Neiwen and Daren Creeks pass through this area. These three flows
bring heavy humidity, creating complex forests. There are streams, waterfalls, and hot
springs in Fenggan Creek. The Shuangliu Waterfall, located
at 3.6 kilometers from the entrance, washes down plenty of
water, and the surface looks like a white fan. The water
flows from woody rock cliffs to a deep water pit, resulting in
an environment full of water vapor. Hat Mountain at the
southern tip has highest peak here, and is accessible by a
2750-meter winding trail. Visitors can view the surrounding
mountains, the Pacific, and the Taiwan Strait.
Kenting National Forest Recreation
Area in Hengchun Town of Pingtung
County is situated at the center of
Hengchun Peninsula,the southern-
most tip of Taiwan. The elevation is
300 meters above sea level and the
area spans 150 hectares. Due to the
tropical climate here, day-to-day
temperature varies very minimally
most days throughout the year are
sunny.
Hundreds of thousands of years ago, this area consisted of innumerable
undersea coral reefs. Later on, the area was covered by a thin layer of
soil following crustal uplift and weathering, resulting in a peculiar, but
beautiful reef landscape with limestone caves, cliffs, canyons, stalag-
mites, stalactites, and other geologi-
cal wonders. Since the rocks have
become surfaces on which plants can
take root, visitors often observe giant
trees winding through the rock cliffs.
This natural landscape is absolutely
stunning.

Protected Wild Animal Caring Center
Established in 1993, till 2009 the canter had taken care of more than 2500 CITES protected wild animal which were illegally im-ported, injured or abandoned . The animals were proper treated and cared, some were transported back to their original habitats through inter-national coop-eration. For local spices, they will be released back to their proper natural habitat after diagnosed in healthy con-dition by the vet. If not, they will be kept in the center under proper caring. Currently there is 800 animals live in the center for their welfare.
The center is sponsored by the Council of Agriculture and supported by the experts from the National Pingtung University of Science and Technol-ogy. The center provide practical learning experience on wild animal res-cue, biodiversity, life education to the public in order to understand the importance of the harmony between human and the nature.
The center provide full support to the camp in learning wildlife knowledge and caring practice, as well as volunteering opportunity on project base for scouts to participate actual work in the center.
Following the birth of the Republic in 1912, the first Scout Troop
was organized in Wuchang on February 25th of the same year
in Mainland China. The movement spread rapidly all over the
country. The General Association was formally established in
Nanking in 1934 and became a member of the International
Scout Conference in 1937.
The registered membership reached 570,000 in 1974. How-
ever, all Scouting activities were interrupted in 1949 when the
Chinese communists took over the Mainland China. The Asso-
ciation was reorganized in 1950 in Taiwan, and resumed its
membership of International Scout Conference. Since then
Scouting has regained its momentum and became more active
than ever before. Scouting membership reached 60,000 in
2000. Department of WSEP in NSO was establish in 2012 to
implement the programme and create partnership with envi-
ronment groups in order to expand the scope of activity for
Scouting to reach out.

abundance and beauty of life, which nourishes the
culture of Taiwan with the ocean…
In 1991, the preparatory office of the National Museum of Marine Biology and Aquarium(NMMBA) was formally es-tablished, the hard and tough scheming and construction
work were then begun…., the opening of the Waters of Tai-wan was finally finished on February 25th, 2000 after nu-
merous efforts and frustrations, we formally stepped to-ward the infinite field of international marine education and research since then.
The NMMBA introduced the Waters of the World covering the global waters and ancient ocean with the method of
combining the aquarium and all digital images following the openings of the Waters of Taiwan and the Coral Kingdom Pavilion. All progresses were finished at the end of 2007,
which made the NMMBA the best museum worldwide.
