Outlook in 2016

What does this mean for 2016? The outlook for the construction sector in 2016 remains positive, thanks to continuous list of government jobs including the Light Rail Transit 3, the Mass Rapid Transit project and the slew of highway projects including the Pan Borneo Highway and the Damansara-Shah Alam Elevated Expressway (DASH). Other upcoming projects include the Tun Razak Exchange project, the 118-storey skyscraper development Warisan Merdeka and the affordable housing project under the PR1MA initiative will drive construction activities despite the weakened ringgit and rising cost of construction.

ABOUT THE SUMMITThe Malaysian Construction Summit (MCS) Series was designed by Master Builders Association Malaysia (MBAM) as an annual event. The Summit built on the success of the inaugural 1st Malaysian Construction Summit 2008 which saw overwhelming support as it provided an interactive platform for the participants that enabled key representatives from the Government, industry stakeholders, investors and regulators to constructively discuss and brainstorm issues with a view of providing the industry with practical solutions. The subsequent editions of the MCS allowed conference delegates to gain in-depth insights and exchanged views on up-to-date construction industry trends and industry happenings. THEME“Increasing Productivity Through Technology and Processes”Construction industry development is a deliberate process to improve productivity, capacity and effectiveness of the construction industry in order to meet the demand for building and civil engineering, and to support sustained national economic and social development objectives.

Thus, the theme of the 7th MCS 2016, “Increasing Productivity Through Technology and Processes” is timely as construction industry players are now more concerned about increasing productivity. The construction sector is a labour-intensive industry that relies heavily on human capital. Although there are many productivity enhancers and technologies within the construction industry worldwide, Malaysia will need to find ways to utilise these time-saving systems even if the implementation of these methods may come at a high cost.

Policymakers and industry players need to work together to help drive changes in the construction sector in regards to boosting productivity, possibly by setting both short and long-term plans. The long-term goals of the construction sector are probably best addressed at the policy level, with recommendations made with the understanding that they will probably take years to implement. Short-term recommendations, however, can be possibly be implemented within businesses or on-going projects for immediate effect, if they do not involve any regulatory approval and only require a firm commitment to change for the better from relevant organisations.

INTRODUCTION

OVERVIEWMALAYSIAUnder the Construction Industry Transformation Programme (CITP), the Government of Malaysia has placed productivity high on the agenda. The CITP has been presented and endorsed at the National Development Planning Committee (NDPC) on 11th of March 2015 and also at the Special Committee for the Services Sector (SCSS) on the 16th March 2015, which was chaired by YAB Dato’ Sri Haji Mohd Najib bin Haji Tun Abdul Razak, Prime Minister of Malaysia.

The Construction Industry Transformation Programme was launched by YAB Dato’ Sri Haji Mohd Najib during the International Construction Week on 10th September 2015. Productivity was not only one of four main strategic thrust of the CITP but is also critical to support the 11th Malaysia Plan (11MP). The Government’s initiatives for construction under the 11MP focus on three key drivers for productivity, namely workforce, technology and processes.
