New Delhi: India reportedclose to 2 million Covid-19 ca-ses in August, the highest re-corded in any country du-ring any month since the out-break of the pandemic. Thecountry also saw a surge indeaths from the virus, with28,859 fatalities reported inAugust, a 50% jump from theprevious month’s toll.

The 19,87,705 cases recor-ded during August in India,as per TOI’s data collatedfrom state governments, ma-de it the worst outbreak ofthe virus in any country du-ring a single month — higherthan the number of infec-tions reported in the US inJuly (19,04,462).

However, in terms of de-aths, the US and Brazil repor-

ted a higher toll than India inAugust. The US had recordednearly 31,000 deaths till Au-gust 30 while Brazil had re-gistered 29,565 fatalities.

In India, the massive sur-ge in infections during Au-

gust can be gauged from thefact that 54% of all cases re-corded since the outbreak ofthe pandemic came duringthe month. India’s total case-load stands at over 36.8 lakh.Of these, 28.3 lakh have reco-

vered while there are nearly7.9 lakh active cases in thecountry. India’s number ofactive cases is second only tothe US, where the countstands at 25.6 lakh.

The virus has so far clai-med 65,373 lives in India, thethird highest in the worldfollowing the US (1.87 lakh)and Brazil (1.2 lakh).

On Monday, India recor-ded the lowest jump in casesin a week, with 65,968 fresh in-fections reported in the count-ry. The day’s death toll, at 824,was the lowest for a single daysince August 3. The decreasein fresh cases is consistentwith the trend of lower num-ber of infections detected onMondays due to lower testsover the weekend and proces-sing work slowing down dueto Sunday being a holiday.

Maharashtra, AndhraPradesh and Karnataka arethe three high burden statescurrently leading the Co-vid-19 caseload in the country,accounting for 45.7 % of newcases detected on Sunday.

He was a key negotiatorwith the Left on the India-USnuclear deal till the commu-nists parted ways with theUPA. Secondly, his ideologi-cal commitment was clearand consistent: he was aslightly left-of-centre cen-trist, with a balanced ap-proach on social and eco-nomic issues, but consis-tent with the socialist con-text of a transforming andunequal economy like In-dia and with the inclusivephilosophy of the party herepresented.

Thirdly, his temper-ament, criticised by someas short and hot, was fullyunderstandable for a manheavily pressed for time,who had no time for smalltalk or idle political gos-sip. But catch him withtime or in a relaxed mood(like a flight to Kolkata orelsewhere, as happenedwith me more than once),and you would be treatedto a delightful experienceof old-world charm, anec-dotal treasures, deep andincisive analysis and achildlike simplicity. Final-ly, his commitment to hisconvictions was strong,honest and sincere: he wasincapable of pretensionsand came across as he was,without hypocrisy or cam-ouflage.

In a 2012 article beforePranabda was even select-ed as the Presidentialnominee by diverse par-ties, Inder Malhotra quot-ed an unnamed writer whodescribed Pranabda as a“front person, referencepoint, troubleshooter,lightning rod, live wire,fulcrum, flywheel, and, in-deed, the very heart andsoul of the government”.

Malhotra added: “Thiswas a mind boggling... stu-pendous achievement forsomeone with most mod-est beginnings... who hadto walk a few miles to thenearest school.”

New Delhi: Postponed twicedue to the pandemic, the Jo-int Entrance Examination(Main) for admission to topengineering colleges in thecountry will commence withunprecedented preparationsfrom Tuesday.

A total of 9.58 lakh aspi-rants have registered for the ex-am to be conducted from Sep-tember 1 to 6 across 660 testingcentres. While Odisha, Mad-hya Pradesh. Rajasthan andChhattisgarh governments ha-ve assured the aspirants freetransportation, a group of IITalumni and students have alsolaunched a portal to providetransport facility to exam cent-res for needy aspirants. Ra-mesh Pokhriyal, Union mini-ster of education has appealedto chief ministers of variousstates to support the candida-tes appearing for the exam.

According to Vineet Joshi,director general, National Tes-ting Agency, a comprehensivestandard operating procedure

for the candidates and centrestaff has been put in place to en-sure social distancing and se-cured delivery of the test. The-re has been demand for furtherpostponing of the JEE (main)and medical entrance examNEET-UG amid rising Covid-19cases. JEE (Main) is conductedfor admission to engineering

courses in IITs, NITs and Cen-trally Funded Technical Insti-tutions (CFTIs), the score ofwhich is also used by variousstate and private engineeringcolleges. “I appeal to CMs of allstates to support our studentsin such unprecedented cir-cumstances and make appro-priate arrangements so theaspirants do not have to faceany inconvenience. I also appe-al to students to have faith inagencies behind conduct of theexamination,” said Pokhriyal.

The number of aspirantsper room has been broughtdown to 12 from 24 for the com-puter-based test and the com-puters used in the first shift ofthe day will not be used in thesecond shift. “Staggered entryand exit, not allowing gathe-ring of parents/ guardians ne-ar the centre will help in crowdmanagement and social distan-cing,” said Joshi, who addedthat each protocol will be strict-ly implemented.

As per the SOP in place, be-fore the start of each shift andafter the last shift ends, all se-ats, including the workstation

and keyboards will be disinfec-ted. The complete centre, itswalls, toilets and doors will al-so be thoroughly sanitised.Hand sanitisers will be avai-lable at the entrance of the ex-amination centre and insidethe exam hall.

The usual process of check-ing the admit cards of candida-tes will be replaced with barco-de readers. Even though thecandidates are being asked tocome to the test centres withmasks and sanitisers, at thecentre they will have to use themasks provided by the exami-nation authority. Each candi-date will be offered a three-plymask at the time of entry and isexpected to wear the same du-ring the examination.

The JEE (Main) was origi-nally scheduled to be held fromApril 7-11, but was postponed toJuly 18-23. It was postponedagain till September. Based onthe results of the JEE (Mains),the top 2.5lakh candidates willbe eligible to appear for the JEE(Advanced) for admission intothe 23 premier Indian Institu-tes of Technology.

A bench of Justices ArunMishra, B R Gavai andKrishna Murari had

convicted Bhushan on August20 through a 108-page judg-ment for tweeting “false andmalicious” statements to scan-dalise the court besides thepresent and former CJIs. OnMonday, it came out with an 82-page sentencing judgment re-jecting his defence as “neitherbona fide nor in public inter-est”. The bench held that thelawyer's responses aggravatedthe crime of contempt.

The SC said it was all forshowing magnanimity andclosing the case if Bhushanhad shown remorse and ten-dered an apology. “The court,from the very beginning, wasdesirous of giving quietus tothis matter. Directly or indi-rectly, the contemnor waspersuaded to end this matterby tendering an apology andsaving the grace of the insti-tution as well as the individu-al, who is an officer of thecourt. However, for reasonsbest known to him, he has nei-ther shown regret in spite of

our persuasion or the adviceof the attorney general.Thus, we have to consider im-posing an appropriate sen-tence upon him,” it said.

The bench said said the ac-tions of the contemnor weregrave and serious. “When thesenior-most functionary inthe legal profession of the

stature of the AG was givingadvice to express regret andwithdraw the wild allega-tions, a lawyer of such a longstanding (Bhushan) was ex-pected to give due respect toit. Even our request made tohim has gone in vain. Thus,we feel that the simple is-suance of warning is not go-

ing to suffice in the instantcase,” the court said.

Shrugging off Dhavan’sargument that punishingBhushan would make him a‘martyr’, the bench said,“Pursuant to the convictionin a criminal case, the BarCouncil of India can suspendthe enrolment, if it so desir-es. It is also open to this courtto debar from practising in acourt. We are not afraid ofsentencing the contemnor ei-ther with imprisonment orfrom debarring him frompractice.

“His conduct reflects ego,which has no place in the sys-tem of administration of jus-tice and in a noble profession,and no remorse is shown forthe harm done to the institu-tion to which he belongs. Atthe same time, we cannot re-taliate merely because thecontemnor has made a state-ment that he is neither invok-ing the magnanimity or themercy of this court and he isready to submit to the penal-ty that can be lawfully inflict-ed upon him for what thecourt has determined to be anoffence,” the SC said.

Court: Bhushan’s defence neither bona fide nor in public interest

Justices Jasti Chelameswar, Ranjan Gogoi, Madan B Lokur andKurian Joseph, who were restive over cases of ‘far-reachingconsequences for the nation’ being ‘assigned selectively’ to

‘benches of preference’, held a press conference on the lawns ofChelameswar’s bungalow on Tughlaq Road, barely 200 metresfrom the CJI’s residence on Krishna Menon Marg.

When this incident was referred to by activist-advocatePrashant Bhushan in his defence that like him, even SC judgeshad criticised the top court and its CJIs, a bench of JusticesArun Mishra, B R Gavai and Krishna Murari said the contem-nor was wrong in his attempt to draw “negative equality” withthe judges’ press conference. On the press conference, thebench said, “We hope it was the first and the last occasion thatjudges have gone to the press, and God gives wisdom to protectits dignity by internal mechanism, particularly when allega-tions made, if any, publicly cannot be met by sufferer judges. Itwould cause suffering to them till eternity. Truth can be the de-fence to the judges also but they are bound by their judicialnorms, ethics and code of conduct.”
