SMI Functionality Specification SMI Strategic Objectives: Mapping the MCE and other stakeholders’ SMI objectives to the SMI enabling functions so as to confirm the required SMI minimum functions (e.g. identify the mechanisms that will be required to deliver the SMI objectives) (Note: On 21 Oct09, the NSSC removed this mapping from the SMI F.S. It will now be a separate supporting background paper.) SMI Components: Identify and confirm the SMI components to be included in the SMI Functional Specification SMI Requirements: Specify for each smart metering function business requirements defined as smart meter function definitions, performance and service levels. HAN Interface (Function 16) Standard Evaluation The NSSC accepted the KEMA recommendation that the HAN Interface Standard decision be deferred and competing standards be tested by companies in lab and field trials. KEMA has proposed a timetable to carry out a Request for Information with competing standards bodies with the objective of having a NSSC recommendation to SCO/MCE by May 2011.

SMI Regulatory Architecture The purpose of this document is to provide advice to the NSSC on the architecture of a consistent national NEM regulatory framework for the provision of SM. NEM Smart Metering Processes Maps (Level 1) Level 1 Process Maps for all smart meter functions have been completed as drafts based on SMI F.S. (version 0.21). The analysis will be updated for any changes in SMI F.S. For metrology functions, the Level 1 process maps are in their final draft and are awaiting finalisation of the Level 2 steps. For the customer service functions, control points need to be finalised and validated. Subsequent updates to the customer service Level 1 process maps (in respect to any changes to Chapter 7) will need to be included when these changes are available.

The Testing Strategy was reviewed by the NSSC on 16 Dec09. The Testing Strategy governance arrangements and testing principles were endorsed in principle except for the proposal to establish regulatory obligations on AEMO and registered participants for the Testing framework execution. The NSSC deferred a final decision until its 23 February 2010 meeting in order to allow more time for consultation with ENA and ERAA members.

Stage 2: National Testing Procedures and Processes Testing procedures and processes that outline how the testing will be undertaken. These may include Test design - based on business processes, Test management tools, Defect management and reporting ,Roles and responsibilities, and Communication protocols

Stage 3: Test Plans, Test Cases and Test Sripts Minimum industry test cases and test scripts, outlining the detailed tests that will be undertaken including who will do it, when they do it, any interdependencies and prerequisites for the test, the starting point for the test and the definition of success of the test (i.e. what will be the data output, what will be its accuracy level and what is the service level expected). Testing tools, including specifying the tools required to undertake the tests.

Start and duration of Stage 3 depend on the volume and complexity of NEM Procedures Change Requests required to support smart metering. This will be assessed with the AEMO in May 2010.

3. Key Planning Assumptions by Work Stream

Business Requirements

1. The SMI Functional Specification will include business requirements defined as smart meter function definitions, performance and service levels.

2. The BRWG will specify indicative service levels and customer services standards as a business requirement that would be referred to the Business Processes and Procedures WG to be validated.

3. The final recommended service levels a will be addressed in the work on NEM Procedures being performed by the BPPWG. This is because the service levels are referenced to the “applicable market procedures”.

4. The customer service standards are for future reference for jurisdictions to consider if and when customer service standards are to be harmonised in the NECF.

5. The SMI Functional Specification is an information paper and not a regulatory instrument.

6. The NSSC may seek to have a vendors’ review of the SMI F.S. to check for any potential ambiguity in the requirements in May 2010. Results of this review will be presented to the NSSC in June 2010. This will be decided at the NSSC meeting on 23 Feb 2010.

7. A timetable to conduct a formal evaluation of HAN Interface Standards has been prepared by KEMA Consulting. The following steps are proposed and were approved by the NSSC on 16 Dec09.

• September/October 2010: Prepare market survey including pilots and trials experience and finalization of the requirements (with BRWG)

• November 2010: Preparation of the RFI (including requirements, evaluation framework with weighted selection criteria) (with BRWG)

• December 2010: NSSC approval – Request for Information (RFI) and Issue RFI to standards bodies

• January 2011 – mid February 2011 – RFI response period

• Mid to late February 2011 : Prepare initial evaluation and first draft of review to be send to BRWG

Regulation

1. SM Regulatory Architecture The SM Regulatory Architecture was approved by NSSC on 15 July 2009. Only minor changes, if any, are expected to be made

to this deliverable as the other work streams complete their work. The work of the Business Requirements and Business Processes and Procedures Work Streams will be reviewed by JWS

against the SM Regulatory Architecture to identify any potential inconsistencies that may need to be addressed. 2. AEMC Cost Recovery Review – AEMC has released a timetable for the review which commences in December 2009 and is to be

completed by 31 August 2010. The work plan for the AEMC Cost Recovery Review through June 2010 assumes that: The NSSC will lodge a submission on the AEMC’s draft Statement of Approach by 5 February 2010. The NSSC working with the RWG will prepare a submission to the AEMC on the Cost Recovery Review in advance of the

AEMC issuing its draft report in May 2010. The submission would be lodged by mid April 2010. The NSSC will decide whether to proceed with this work in February 2010.

3. SM NER Review: The SM NER Review may need to include all relevant chapters that may be impacted by smart metering but the major focus is

so far on Chapter 5 Network Connection and Chapter 7 Metering. Only required changes should be made in the current regulatory framework to support smart metering services for small

customers. The SM NER Review will not consider of the open access option for retailer enabled services until a policy decision is made by

MCE. Work on customer services will assume they are requested by retailers via B2B service order which may be required in any event.

The SM NER Review will include recommended Rule changes with supporting rationale for submission to the MCE. The preparation of a Rules Change submission is not included since this is a SCO responsibility.

4. NECF Drafts - Work on providing advice on NECF 2nd Exposure Draft is now scheduled with a submission deadline of 26 February 2010.

5. SMWG Working Paper No. 2 – work on providing feedback on this paper will be scheduled once a timetable is released by the SMWG.

Business Processes and Procedures

1. The Business Processes and Procedures Working Group (BPPWG) will identify the changes required to NEM Procedures to support smart metering services. The analysis will stop at the NEM systems interface from a distributor’s or retailer’s system and will exclude any analysis of participants’ back office processes.

2. The Working Group will first prepare NEM Change Requests for the metrology services associated with the smart meter functions 1-7, 9, 10, and 11 as shown below:

Functions:

1. Half-hourly consumption measurement and recording 2. Remote reading 3. Local reading – half hour display 4. Local reading – visual display 5. Communication and data security 6. Tamper detection 7. Remote time clock synchronisation 9. Daily remote reading (c) 10. Power factor measurement 11. Import / export metering

3. Work on customer services (e.g. load management, supply capacity control, etc.) will assume they are requested by retailers (FRMP) and performed by the Distributor. No work will be performed on retailer enabled services based on the open access option until a policy decision is made by MCE.

Pilots and Trials

1. The SMI Functionality Specification will be a key input into the Technology Acceptance Framework.

Testing Framework 1. The NSMP program of work does not include the delivery or implementation of smart metering infrastructure. The TFWG program will not

include the implementation of a testing program.

2. The national testing framework will not include analysis of participant back office systems and processes.

3. Individual participants are responsible for their own testing of back office systems and processes.

4. Existing test environments and tools will be used as testing is implemented under the national framework.

5. There is uncertainty as to how much of the Metering Data Agents' (MDA) processes are in scope of the Testing Framework. It is anticipated that during the first stage of the testing framework work stream, the TFWG will be able to make a recommendation to the NSSC on this matter of scope.

6. Timing and duration of Stage 3 Test Cases and Test Scripts–the start and duration of Stage 3 depend on the volume and complexity of NEM Procedures Change Requests required to support smart metering. Once the NSSC lodges the NEM Procedure Change Requests with the AEMO and IEC by end May 2010, it will be possible to make a more accurate assessment of the duration of Stage 3.
