NSW = National Single Window for port reporting formalities

One NSW system has been set-up for each country participating to the IMP Demonstration Project

Reporting formalities covered

The following reporting formalities can be reported in NSW

Prototype:

Pre-arrival notifications (24h and 72h for PSC)

Arrival (ATA) and Departure (ATD) notifications

Cargo formalities (including FAL 2, ENSA, Summary declaration

for temporary storage, and a mock electronic cargo manifest)

Notification of dangerous and polluting goods (Hazmat)

Pre-arrival notification of waste and residues

Notification of security information

Crew and Passenger lists

Crews effects declaration

Ships Stores declaration

Maritime Declaration of Health

Authorities functions

Each authority may have a clearance function or a

consultation-only function

An authority that has a clearance function is

involved in the decision to provide approval or denial

of clearance to the ship

An individual authority may cover one or several or

all ports of its country

Authorities functions are configured by the national

administrator in terms of legal obligations

Clearance authorities

All authorities who have a clearance function, will record their decisions regarding a notification in the NSW (Accept, Not accept) and may add some comments (e.g. to request additional information, or to identify incorrect elements)

Decisions and comments are recorded per group of information (i.e. per tab)

The decisions and the comments are communicated to the ship data provider as soon as recorded

A notification will be fully accepted (ship is cleared) when all relevant authorities will have accepted the notification

What can the Authorities do in the NSW

Consult the information reported by the ship

representatives (this is called a Notification)

Register decisions regarding the information

reported by the ship Approve Notifications

Note: The Ship representatives may provide the

information required in one unique notification,

or in several (a first notification and update notifications)

Ship representatives will report: Arrival notifications, subject to clearance for arrival

Departure notifications, subject to clearance for departure

Authorities user accounts

The NSW administrator will configure a user profile for

individual person All persons (users) representing that authority will belong to the same

Agency

The Clearance decisions are recorded in tabs:

Ship: ship details

Port: information on the port call

Cargo: general cargo and dangerous and polluting goods (DPG)

Ships Stores

Waste: notification of waste and cargo residues

Security: ISPS pre-arrival information

Crew & Passengers: crew and passengers lists + crews effects

Health: maritime declaration of health

The Authority user can search notifications by: Ship identification (Name, IMO, MMSI)

Port of Call

Approval status (Pending, Accepted , Not Accepted)

Register additional comment if needed (e.g. if more information is required, or to indicate incorrect

information)

The screen gives an overview of the decisions submitted

Once the decisions are submitted, they are communicated to the ship representative (by email or system message).
