The Sealed tenders are invited for seed production programme of Paddy crops during the

year 2015-16 (330 acres of Paddy in Rabi season) by outsourcing of all components of inputs on

commensurate share basis at Central State Farm, Jawalgera, Tq-Sindhnur, Dist. Raichur,

Karnataka as per details given below:-

The terms and conditions, Tender form and other details can be had from this office by

depositing Rs. 200/- on any working day or through our website i.e. www.indiaseeds.com.

However, a DD of Rs. 200/- towards the cost of tender should be enclosed by the bidders if it is

downloaded from the website. Prospective bidders shall have to deposit the EMD amount of

Rs.2000/- per acre of land for participating in the tender through DD drawn in favour of

‘National Seeds Corporation Limited,’ payable at any nationalized bank in Sindhanur.

In case, the tender is not finalized on 10.11.2015, it will be conducted on 16.11.2015

Terms & Conditions for Seed Production Programme of Rabi -2015-16 Paddy Crop on

share basis at Central State Farm, Jawalgera ( Raichur).

1. The Land will be assigned to the farmer who intent to take up seed production of different crops at

the farm land for one year – Kharif-2015 and Rabi 2015-16.

2. Seed production programme of different crops shall be offered on share basis. Tender for Paddy &

Maize-Bengal Gram crops have to be submitted both for Kharif 2015 and Rabi 2015-16 seasons.

Tender for Cotton & Redgram can be submitted for Kharif-2015 season only and tender for Jowar

& Rainfed Bengal Gram crops can be submitted for Rabi 2015-16 season only.

3. The tenderer shall be entitled to carry out the production programme as per terms and conditions

and the ownership of the land will remain with the farm.

4. The agreement shall cease to exist on completion of the production programme of particular season

or seasons, as the case may be.

5. The tenderer shall have to deposit lot wise EMD at the rate of Rs.2000/- per acre (Rupees two

thousand only) for participation in the tender. The EMD should be deposited in the form of DD

drawn in favour NATIONAL SEEDS CORPORATION LIMITED on any nationalized Bank

payable at Sindhanur. The EMD of successful tenderer shall be converted into Security Deposit

while that of the unsuccessful tenderer shall be refunded through cheque within a week without any

interest on such amount.

6. Security Deposit of the successful tenderer shall be refunded/ adjusted on successful completion of

the production programme without any interest on such amount.

7. Land will be assigned to the tenderer on as is where is basis and reclamation/ development work

required, if any, shall be carried out by the tenderer at his own cost.

8. Canal irrigated land will be offered for paddy cultivation. However, in case shortage of water is felt,

the tenderer will be allowed to lift water from the adjoining farm tank to meet the irrigation at his

own cost. While lifting of water from the tank, a minimum of 5 ft. water from the bottom of the

tank will be maintained.

9. Selection of crop/ varieties shall be the sole discretion of the farm authorities and the tenderer shall

abide by the same.

10. Tenderer will have no right to take the crop residue like paddy straw or cotton crop stem after

harvesting the crop and those will be the property of the farm.

11. The tenderer shall have to share a fixed part of raw seed per hectare with the farm towards the land

and water utilization, which will be decided by the farm authorities on the basis of maximum

quantity offered, i.e. qntl/acre through the tender.

12. The whole share of produce of the tenderer, i.e. fully dried produce at 12% moisture and bagged

raw seed shifted to the godown will be procured/ taken over by the farm at MSP or local APMC

rate for the particular raw seed whichever is higher. Payment for the balance raw seed (after the left

quantity which has been offered as per Clause 11) will be made within 2 weeks from the date of

such transaction.

13. The planting material i.e. certified/ foundation/ breeder seed will be supplied by the farm on its

fixed sale price on cash and carry basis.

14. The tenderer will have to arrange for all inputs like seed, fertilizer, pesticides, machinery/

implements and labour etc. and all expenses of seed production excluding certification charges will

have to be borne by him.

15. All agricultural operations like land preparation, nursery raising, transplanting, fertilizer/pesticide

application, rogueing, harvesting/ threshing, transportation of produce to the threshing floor, drying

( at 12% moisture), bagging and weighment of raw seed etc. will have to be carried out by the

tenderer at his own cost as per directions of farm authorities. However, packing material will be

provided by the farm.

16. Machinery/ implements available at the farm can be used by the tenderer at the rate(s) fixed by the

farm if the same can be spared on hire basis.

17. Farm authorities will have the right to re-tender the allotted paddy area for Rabi season if the

performance of the tenderer is not found satisfactory during Kharif season.

18. The tenderer or his representative will not cause any damage to the movable or immovable property

at the allotted area directly or indirectly. Any loss or damage to such property as assessed by the

farm authorities shall be recovered from the tenderer.

19. The tenderer will have to arrange for cleaning/ de-silting of related distributory/outlet or water

course in the allotted area at his own cost.

20. The farm will not be responsible for any damage to crop or produce or low production due to

vagaries of climate or any loss/theft caused to the tenderer after acceptance of the agreement.

21. Tenderer will submit the list of labourers/ personnel engaged by him alongwith their address and

identity.

22. Tenderer will be responsible for any indiscipline/illegal act of him or his engaged personnel. They

are liable for legal action for any misconduct or illegal action.

23. Tenderer will pay income tax/ service tax or any other levy applicable under rules & if not

registered then such charges shall be paid by NSC and the same will be recovered from the

tenderer.

24. Tenderer will not sub-let the area of land allotted to him for seed production purpose.

25. The Farm Director reserves the right to accept or reject any or all offers received and also to cancel

a part or whole tender process without assigning any reason.

26. Work Order will be issued after acceptance of the offer/ tender. Tenderer will have to deposit the

Security Deposit as per clause (5) above within 7 days of receipt of work order.

27. Tenderer will have to sign an agreement of above terms & conditions on non-judicial stamp paper

of Rs.100/- to be purchased by him. The original agreement will be kept with the farm and a

certified copy of the same will be given to the tenderer.

27(a) Tenderer cannot take raw produce from the farm except prior permission of the farm director.

27(b) Tenderer will not have any claim on straw etc. crop residue.

ARBITRATION

In case of any dispute/difference/disagreement between the parties and unable to settle them

mutually, the same may be referred to the Chairman cum Managing Director (CMD), National

Seeds Corporation Limited (NSC) or any person appointed by the CMD as arbitrator and their

decision shall be final and binding on both the parties. The Courts in Raichur district will have the

jurisdiction to adjudicate the matter in case of dispute between the parties.
