Subject: NPS battlefields example preservation projects

Below are four example preservation projects at NPS battlefields/military parks that are inthe ballpark of $100k - if there is interest in supporting a particular type of project, or aparticular unit, we can work with the region/park to further clarify the project. We have notreached out to the regions/parks to discuss these individual projects, but again, withspecific direction, we can work with an individual park to tailor the project to meet theparameters of the donation.

Vicksburg (MS) - Preserve and Restore Park Monuments $95.5k

This project provides for the third of five years of restoration maintenance to over 1,350historic monuments and markers throughout the Vicksburg NMP and those on formerNPS land for which the park is still responsible to maintain. Vicksburg NMP has a worldclass collection of Civil war monuments memorializing the events, people, and places ofthe battle which changed the course of this war. Many of these monuments were erectedover 100 years ago and are in dire need of major repairs or of preservation treatmentstargeted toward halting additional degradation. A large portion of the monuments have notreceived any maintenance in decades because of their remote locations and or lack ofavailable resources. Each monument must be treated on a case-by-case basis. Theappropriate treatments vary from the restoration or documentation of missing orvandalized components, to the repointing of masonry, and the cleaning and waxing ofbronzework. Because of the volume of monuments to be addressed and the remotelocations of some; the time consuming nature of the work, and weather-related factors, only a limited number (approximately 15-20%) receive needed preservation treatmenteach year.

Chickamauga and Chattanooga National Military Park (TN) Replacement ofCannon/Carriage Parts and Painting of Carriages $85.1k

Replace Cannon carriage parts that are missing, broken or vandalized. Carriages andwheels are to be cleaned and painted to NPS standards. The Park has 252 field artillerypieces (cannon carriages) that are historically located to enhance and supportinterpretation of the Battle of Chickamauga. All of these artillery pieces are the originalcarriages placed on the Battlefield in 1905. The carriages were cast with a low grade ofcast iron (pig iron). The carriages are deteriorating due to age of the materials. They arenow displaying metal fatigue as well as broken, loose and missing parts as a result ofvandalism. Carriages are to be cleaned and painted. The trunnions, trace and wheels arecritical elements of the cannon carriage for safe display. Current conditions of brokenelements of the cannon carriage present a safety hazard to the park visitor and the staff.Correction of these conditions will return the cannon carriages back to their originalcondition and appearance assuring that they are displayed in a safe manner. The park’sannual visitation is one million; the cannon carriages are located in heavily visited areas.Reproduction cannon carriages will be cast with ductile iron to provide added tensilestrength which will eliminate metal fatigue.

Kings Mountain (GA) Clean and repoint U.S. Monument - $121.2k

The appearance of the monument is becoming degraded due to dirt, lime deposits, efflorescence, and other stains. The mortar joints are disintegrating which will in timecause significant damage by spalling which results when water seeps into the joints. Thebronze plaques are missing bolts and buttons which secure them to the monument. Themonument was last cleaned and repointed in 2004. This project will entail the raking of allvertical and horizontal joints of the monument; repointing all joints and fissures; removingefflorescence and lime deposits; cleaning the entire monument utilizing a light blastingwith walnut shell or the latest approved technology for cleaning historic monuments; andremoving all stains without the use of caustic or abrasive cleansers. The bronze tabletswill be removed, cleaned, and waxed with a protective coat of microcrystaline wax. Allmissing bolts and buttons that secure the tablets to the monument will be replaced in-kind.

Chickamauga and Chattanooga National Military Park (TN) Maintain HistoricMonuments at Chickamauga Battlefield $130.7k

This project requests funds to assist the Park maintain our historic monuments. Aseasonal preservation crew will be hired to clean bronze features, wash stone surfaces, and re-point failing joints as needed. A professional conservator will be contracted torepair several monuments.

Good morning, Jessica.

Thanks again for forwarding this information yesterday.

Can we identify a specific, discrete project that could be accomplished with this donation --and in the near future-- at Chickamauga and Chattanooga National Military Park? Ideally an infrastructure project such as roadsand/or trails?

Thank you,Virginia

This project provides for the third of five years of restoration maintenanceto over 1,350 historic monuments and markers throughout the VicksburgNMP and those on former NPS land for which the park is still responsibleto maintain. Vicksburg NMP has a world class collection of Civil warmonuments memorializing the events, people, and places of the battlewhich changed the course of this war. Many of these monuments wereerected over 100 years ago and are in dire need of major repairs or ofpreservation treatments targeted toward halting additional degradation. Alarge portion of the monuments have not received any maintenance indecades because of their remote locations and or lack of availableresources. Each monument must be treated on a case-by-case basis. The appropriate treatments vary from the restoration or documentation ofmissing or vandalized components, to the repointing of masonry, and thecleaning and waxing of bronzework. Because of the volume ofmonuments to be addressed and the remote locations of some; the timeconsuming nature of the work, and weather-related factors, only a limitednumber (approximately 15-20%) receive needed preservation treatmenteach year.

Chickamauga and Chattanooga National Military Park Option 1: Rehabilitate the West side of the Point Park Trail. Approximately $78,000 As America’s oldest and largest national military park and the first federally protected Civil War battlefield (5 years before Gettysburg), Chickamauga and Chattanooga (CHCH) provides an unparalleled experience for 1 million visitors annually. The corridor that includes the Point Lookout Observatory and Ochs Museum offers sweeping views of the Tennessee River Valley and the ability to understand the Battles for Chattanooga and 12,000 years of American Indian presence on Moccasin Bend National Archeological District. However, access to this corridor has been identified as a safety hazard due to erosion issues and broken flagstone. The park will employ a youth crew and repair 86 feet of the west side of the Point Park trail. This trail is the primary entry/exit trail leading down to Ochs museum. Constructed in 1950, the trail was formalized in 2011 with the addition of a concrete walking surface over a build-up of stone and gravel. Repairs will re-stabilize the structural subgrade and fix the drainage and eroded trail surfaces. The project will also address several uneven sections of flagstones and water bars along its length. Because of the isolated location, the majority of work will accomplished by manually moving equipment and material down the trail. Seventy five feet of 6 feet wide by 5 inches deep concrete will have to be saw cut, jack hammered and removed by hand. The excavation of 900 cu-ft of stone and gravel will be removed and set aside for re-compaction. A six inch diameter drainage tile will be installed across the base of the trail with backfill installed and compacted in 12 inch lifts. Eight yards of exposed aggregate, brown sand and river stone blend will be poured as the finish tread. Should the project remain unfunded the deferred costs will increase and likely triple in 10 years. If the trail shoulders and tread is left untreated, the tread will further erode and cause water to run down the length of the trail and can cause irreparable damage to the trail flagstones and the surrounding vegetation. The uneven tread can result in hazardous conditions for hikers. Poor tread conditions also lead to further vegetation damage as users find ways to bypass impassable areas and cause trail braiding and potentially impact historic Civil War resources. This project will directly benefit park visitors by providing them with safe and enhanced hiking trails and gain access to the Lookout Mountain trail system and the Ochs Museum.

Page 35: NATIONAL PARK SERVICE - Amazon S3 · President Trump as he wishes to make a personal donation to the National Park Service to be used for exclusively public purposes. Please find

The stone steps and water bars are improved, tread is repaired, water bars are cleaned, and brush is removed resulting in both a safe and enjoyable hike to see the panoramic views at the Ochs museum. Option 2: Repair Ochs Museum. The project will repair and rehabilitate rustic architecture of the Ochs Museum, located on the northernmost point of Lookout Mountain Battlefield. It was originally constructed by the Civilian Conservation Corps in 1938. The design and materials used on this structure are indicative of the NPS rustic architecture of the Depression era. Built of stone and steel, the rehabilitation of the Ochs museum/memorial will consist of restoring 11 steel casement windows with Depression era glass, reconstructing two custom-sized steel and wood doors measuring approximately 4/0 x 6/8. Two architecturally significant, heavy iron gates will be restored with hinges replaced and remounted in the stone walls. Ten sandstone cap stones will be replaced and repointed. Repairs to 110 linear feet of spalled mortar joints will be accomplished. Miscellaneous deck repairs and inspections will be accomplished on all storm water drains and downspouts. The gate protecting access to the outside tip of Point Park will be repaired.

Hi Mike, April,I thought this would be a good time to follow up on our initial communication from a fewmonths ago, to give you an update on our VOA coverage of the National Park Service andto also explore the possibility of sitting down with one of you for an on-camera interview.Given that so much has happened in the past few months, it would be great to hear whatyour plans and hopes are for the National Park Service in the coming months and years. As you may recall, we’ve been producing a series of feature stories on various platforms(TV, Web, and Web-Vids for social media) on the National Park Service for use by our 45language services. Our coverage started in 2015 ahead of the park service’s 100th

birthday, and continued with dozens of stories pegged to the milestone anniversary in2016, and our coverage continues. So far we’ve produced almost 40 reports, the vast majority of which are told through theeyes of one of your most dedicated supporters, Mikah Meyer. Our young partner isplanning to visit all 400+ NPS sites over the next several years. He’s visited about 120 ofthem so far and is providing us with excellent videos and photos that we are weaving intosome fascinating stories that touch on the history, culture and natural beauty of the parksand the important role they play in preserving so much of America’s past and present, forfuture generations. We often supplement our stories with excellent photos (and sometimes videos) providedby the NPS. It’s been a pleasure meeting and talking with NPS representatives in personand over the phone as I’ve worked on these stories.Since I was last in touch, two of our language services, Khmer (Cambodia) and Urdu(Pakistan), have requested our entire series so they can reversion them for broadcast intheir programming and make them available to their respective affiliates. And an increasingnumber of our language services are using individual stories for use in their broadcasts. If we can arrange an interview within the next week or so, I could incorporate highlights ofit into a special TV feature ahead of National Park Week and/or Earth Day.Thanks for your consideration.I look forward to hearing from you.Julie.
