RESIDENTS RESPOND TO DISTRICT SALES TAX

According to a recently commissioned, independent community opinion survey, National City residents are extremely concerned about protecting and maintain-ing their local city services, with a high priority placed on maintaining police and fire services, rapid 9-1-1 response times, and the financial viability of the City.

The survey of 400 National City residents, conducted September 23 through October 3, 2013 by the highly-respected opinion research firm of Fairbank, Maslin, Maullin, Metz & Associates, found that 72% of respondents support a continuation of National City’s existing, voter-approved district (sales) tax, to maintain local City services and continue to provide a local source of funding protected from State takeaways. Continuing this measure would not raise current tax rates.

According to the survey, 64% of respondents view National City as headed in the right direction, with 69% holding a favorable view of the City government. Overall, residents strongly support protecting local funds from state takeaways (80%), with 72% extremely/very concerned about state budget cuts that reduce the money available to local city services.

“We are pleased that the residents of National City are happy with the job we are doing,” said City Manager Leslie Deese. “For us to maintain the local services we all rely on -- especially retaining our local firefighters and police officers-- we must continue to have a dedicated source of local funding that can’t be taken by Sacramento.”

Public safety services top the list of services residents want maintained, together with a desire to protect and maintain the City’s financial viability. STATE TAX CREDIT PROGRAMS – MUST READ!

WIND-DOWN OF EXISTING ENTERPRISE ZONE PROGRAM- Effective Immediately • All EZ credits, including the hiring credits, sales/use tax credits, NOL carryover, business expensing and net interest deduction are repealed effective Jan. 1, 2014.• Businesses have 10 years to claim any unused EZ credits. Or, put another way, you have 10 years to use what you’ve earned before 2014, but you can’t continue to earn new credits after 1/1/2014.• Note: If you have hired a new employee who might quality for the EZ hiring tax credit, and you have not yet obtained a voucher certificate from the City of San Diego for that hire, you should seek such certificate immediately. THREE REPLACEMENT PROGRAMS – Effective January 1, 2014These three programs are legislated in State Assembly Bill 93 and State Senate Bill 90.

NEW HIRING TAX CREDIT PROGRAM• Open to businesses located in former EZs as well as areas with high unemployment and poverty. Excludes temporary help agencies, retailers, and food services, unless those businesses have less than $2 million in gross receipts (which means they are a “small business” as defined by the legislation).

Effective Jan. 1, 2014 through Jan. 1, 2021• Businesses must obtain a tentative credit reservation from the Franchise Tax Board in order to claim the credit.• Must be a net new job created at the business – not just a replacement hire.• Wage not less than $12/hour. Credit capped at 350% of minimum wage. Employee must work 35 hours/ week or more.• Employee must fall in one of the categories below: o Unemployed prior 6 months. o Unemployed veteran (must be unemployed since return from service). o Ex-offenders previously convicted of a felony. o Recipient of the Earned Income Tax Credit. o Is a recipient of CalWORKs or general assistance.

NEW SALES TAX EXEMPTION PROGRAM FOR QUALIFIED PURCHASES• This program is very similar to a sales tax exemption enacted in 1993 for small manufacturers.• Qualified purchases include: o Equipment used in any stage of the manufacturing, processing, refining, fabricating or recycling process. o Equipment used for research and development. o Equipment used to maintain or repair equipment purchased in the two categories above.

Effective July 1, 2014 through July 1, 2022 for businesses statewide, and is not restricted to former EZ boundaries.• Only applies to businesses with NAICS Codes 3111 through 3999, 541711 and 541712 and excludes any apportioning businesses.• Businesses capped at $200 million in qualifying purchases each calendar year.

CALIFORNIA COMPETES TAX CREDIT• Intended to be used as one-time tax incentive to encourage companies to relocate or expand in California.• Funded by $180 million in fiscal year 14/15; $200 million in each following fiscal year, ending in 17/18.• Distribution of the credit determined by the California Competes Tax Credit Committee. Membership consists of the State Treasurer, Director of the Department of Finance and the Director of the Governor’s Office of Business and Economic Development (“GO Biz”).• 25% of the credit reserved for small businesses.• Criteria considered when awarding credit must include: o Number of jobs created. o Wages paid. o Unemployment or poverty in area where business is proposed to be located. o Other incentives offered.• Requires that a recipient of the credit enter into a written agreement with the State.

Customized TrainingCustomized Training is training that is designed to meet the special requirements of an employer. San Diego Regional Enterprise ZoneBusinesses in the San Diego Regional Enterprise Zone (SDREZ) have until Dec. 31st to hire eligible employ-ees that could potentially earn businesses a tax credit equivalent to $36,000 over a five year period. Employees hired after this date may not qualify businesses for the hiring credit.

Putting Your Money Back in Your Pocket

One of the constant challenges for small-business owners is cash flow, particularly in the first years of operation.For years, many new business owners faced the burden of registering for a seller’s permit with the Board of Equalization only to discover that they had to post thousands of dollars in the form of a security deposit with the agency. The deposit was supposed to act as collateral for future liabilities, but it was an expense that most new businesses – hungry for scarce capital – could do without. California businesses already had enough to worry about without having to send their much-needed capital to Sacramento in the form of a needless security deposit.

As your representative on the Board, it had long been a goal of mine to eliminate the automatic security deposit program. I’m happy to report that I have succeeded in fulfilling that goal. On December 17, 2013, my colleagues and I voted to eliminate the automatic requirement for security deposits. And beginning in February, the BOE will release almost half of the $296 million in security deposits that it currently holds– $67 million of which is cash and liquid assets – back to business owners.

Before our vote, the Board of Equalization placed a heavy burden on many new businesses by requiring them to make a significant security deposit, which varied between $2,000 and $50,000 depending on sales volume, when applying for their seller’s permit. Under my leadership, the Board of Equalization determined that the costs outweighed the benefits of this program. It wasn’t efficient; it wasn’t good business.

Unfortunately, the BOE does not have the ability to eliminate all security deposits because existing laws require some businesses, such as those that sell cigarettes, to post mandatory security deposits. However, the Board’s action goes a long way towards providing much needed relief to new business owners and in turn, increases the possibility of new businesses and ventures flourishing in this great state of California. I am very proud of this accomplishment and its benefits to the business communities I represent. The stage was rejoiced with the participation of the Mext’Cayotl Aztec Dances and folkloric dancers from Tijuana and San Diego. Attendants enjoyed the performances of musicians like the Grammy Award-winning Mariachi Los Camperos de Nati Cano, the distinguished Mariachi Viva Tecalitlan from Guada-lajara, Mexico and the renowned University of Texas Pan American Mariachi Aztlán. Also, competing ma-riachi students from throughout San Diego County, Las Vegas and San Fernando showcased their music skills. The mariachi program supports today’s youth in their artistic, individual and educational develop-ment. With your support we were able to offer mariachi practitioners a two day music conference on Thursday, March 13 and Friday, March 14 at the University of San Diego. The conference consisted of mariachi music instruction and technical training for 300 students from throughout the United States and Mexico. Instruction was provided by world class mariachi maestros including Rigoberto Alfaro, Sergio Caratachea, Jonathon Clark, and Javier Rodriguez.

The workshops and student showcase culminated to the mariachi festival and competition on Saturday, March 15 at Pepper Park with over 11,000 in atten-dance. We organized over 60 exhibitors including merchant booths, social service agencies, nonprofit organizations, and food vendors. The festival also fea-tured the esteemed mariachi student competition with 9 participating groups, ballet folklórico performances, live band entertainment, interactive children’s area, beer garden, wine and tequila tasting in our VIP area, arts & crafts, and music demonstrations.

What is CERT? CERT stands for Community Emergency Response Team. CERT is a group of people that are trained to work as a team to respond to disasters that impact their homes, businesses, and neighborhoods. The CERT program focuses on providingspecialized training to organized “teams” to provide vital services within their neighborhoods or businesses, in the absence of emergency re-sponders, whose arrival may be delayed due to the scope of the event.

Paradise Valley Hospital Named One of Top 100 Hospitals in the NationParadise Valley Hospital was named one of the :100 Top Hospitals" in the nation in March by the interna-tional research firm Truven Health Analytics, based on quality of care and patient satisfaction from public data.

Paradise Valley was one of only two hospitals in San Diego to be named among the Top 100 and the only South Bay hospital to achieve it.

For 21 years, the list has recognized hospitals with the best outcomes combined with operational efficiency. This year, Truven evaluated more than 2,800 acute care hospitals across the nation on 10 performance mea-sures, including patient safety, clinical standards of care, lower 30-day readmission and mortality rates, patient satisfaction and average patient stay.

“Our patients receive exceptional medical treatment combined with compassionate care, and we are pleased to see this validated by objective organizations, such as Truven, that specialize in analyzing hospital care data on a national scale,” said Neerav Jadeja, Paradise Valley Hospital administrator. “Each year, our physicians and staff receive these types of prestigious recognitions, which place us in the top-tier of hospital care nationally and lo-cally. We no longer are South Bay’s best-kept secret.”

According to Truven Health Analytics, award winners demonstrate that high-quality patient outcomes can be achieved while improving efficiency. If the nearly 3,000 hospitals across the nation performed at the same level as the 100 Top Hospitals award winners more than 165,000 additional ives would be saved and nearly 90,000 additional patients could be complication-free.

Business and Membership Development Committee The Business and Membership Development Committee is responsible for building and sustaining a strong, pro-active membership organization, providing financial assets to support programs and initiatives necessary to ensure the Chamber continues to be a leading advocate for businesses. This committee works collaboratively with the City of National City, National City Chamber of Commerce Visitor Information Center and other community partners to foster va healthy business environment by marketing the Chamber of Commerce services, promoting members and community assets, and is responsible for development of the Chamber’s communications and collateral material including the Business Directory, Quarterly Newsletter, Website, and Press Releases.

Economic Development Committee The Economic Development Committee of the National City Chamber of Commerce focuses on promoting economic development in National City through the development and implementation of projects, programs, and policies that stimulate economic growth and prosperity, enhance community development initiatives, leading to improved quality of life. This committee is the legislative and regulatory advocate for businesses at the local, state, and federal levels. The Committee reviews legislation, supports pro-business policies and actively represents Chamber members.

Meets Second Thursdays (8am-9am). Chair: Dukie Valderama, San Diego Unified Port District.

Executive CommitteeThe National City Chamber of Commerce Executive Committee maintains oversight of the Chamber’s finances, execution of Chamber Policies, member services, products and programs, and oversees the performance of the chief executive officer.

Meets Second Fridays (11am-12pm). Chairman: John Snyder,EDCO Disposal Corp.

Special Events CommitteesThe Special Event Committees of the National City Chamber of Commerce are tasked with organizing the Chamber’s annual events including Automobile Heritage Day, Career Pathways Job Fair, Golf Tournament, Salute to Navy Luncheon, Mariachi Festival and Competition, and the Annual Inauguration and Awards Dinner.
