Supervisor Gatherings

• The supervisors participated in Summit 200 in February, met inMarch with the Cabinet and Board of Directors, held a SupervisorsSymposium at Life Pacific College in the Spring of 2017, and met inApril while attending Exponential East in Florida.

2017 was the year of midterm reviews for every district. The General Supervisor met with the district council and key team leaders to discuss the

progress of every district, as well as discuss any needed adjustments.

This year was filled with stories of transformation in cities, suburbs, and rural towns throughout the nation. We have received weekly reports of decisions, baptisms, healings and people ministering the Good News in creative and effective ways. Churches have expressed the Kingdom of God by serving their communities causing local governments, schools and agencies to ask for ongoing partnership. May the narrative of our mission always be changed lives and transformed communities!

I have the privilege of serving with some incredibly servant-hearted and gifted people in the districts and NCO field and office teams. You will find their reports in the following pages. In 2017, my tour across the country gave opportunity to hear stories from district councils and pastors about the catalytic leadership provided by our district supervisors and their teams. I am indebted to those who participated and gave helpful feedback regarding areas of celebration as well as areas we can strengthen. I love our district supervisors and honor them for who they are and the leadership they provide. You will see a dashboard report reflecting the statistics of the missional objectives in 2017.

I believe we are beginning to gain momentum and look forward to 2018 with great anticipation!

Central Pacific District: • Refocus Retreat (3-day leadership development retreat): 80 leaders attended, (23 were new leaders), 6 churches participated that didn’t have NextGen ministries the year before • NextGen Pastors and Leaders Workshops at summer camps • Monthly online training o One a month for Children’s, Youth & Young Adults ministries • Partnering with and resourcing churches who do not have NextGen ministries to help assist in starting them

Northwest District: • NextGen After Party event (community building); expected 150 NextGen leaders and had over 250 show up • First ever NextGen focused training session • Increased desire for community and growth in NextGen leaders

Hispanic Multiplication Foursquare Cabinet 2018 National Church Office

National Hispanic Commission (NHC): The members of the NHC are: Daniel Prieto (NCO - Chairman), Juan M.Vallejo (DHS Supervisor – Co-Chairman), Virginia González (NEAD), Martín Ruarte (GD), Frank Saldaña (MSD), Ramón Talamantes (NWD),

Fernando Castillo, Sr. (SWPD), JR Gonzalez (SED), Enrique Zone (Education), Frank Nuño (BOD), Joe Hernández (SCD), Luis Milian (CPD), Eliana Caudillo (HD) and a Hispanic Representative from NPD that is pending.

During 2017, a group of Hispanic district leaders in conjunction with district supervisors dialogued and worked strategically on how to empower their Hispanic ministries and develop a collaborative effort between the districts. The focus of the conversation was: 1. How to missionally empower the Hispanic Movement in that region. 2. How to develop a more strategic collaborative missional work between districts. 3. How to do that within the existing structure. The result was the formation of a Hispanic missional network that originally would be among the seven districts that are outside the geographical territory of the Hispanic district. Supervisors at their annual meeting last January agreed that this network should include all 11 districts.

2. In Church Multiplication, the HMN will develop a unique church multiplication process for the Hispanic Ministry that follows the current and established parameters by the Supervisor’s Church Planting Taskforce. Develop healthy, responsible, reproducing churches and congregations. Mobilize local churches for the evangelization and discipleship of their communities and cities. Plant new churches and congregations. 3. In Church Transformation, the HMN will help the transformation of churches based on each district requires and needs. Identify internal and external Foursquare resources for church transformation and church health. Help in transformation processes for the local Hispanic churches upon the district’s request. 4. District and Hispanic Conferences. The HMN will mobilize Hispanic pastors and leaders to the district conferences. Organize Hispanic conferences in cooperation to be held every two years with the objective to foster a communal nature of the Kingdom and create a culture that will accelerate the missional objectives.

During 2018, focus of the Hispanic Multiplication Coordinator is to launch the Hispanic Missional Network while helping to establish leadership and vision on Hispanic ministries in the districts that need it.

The collaborative nature of the Hispanic Missional Network (HMN) is to work in cooperation on Leadership Development, Church Multiplication, Church Transformation, and promote unity and integration within the Foursquare Church and the Hispanic Ministry of each district. 1. In Leadership Development, the HMN will establish channels of feedback and mutual support. Build a Hispanic leadership community by identifying and developing leaders. Promote growth through personal and ministerial development of pastors and local leaders. Identify emerging leaders (the Hispanic bilingual/bicultural generation) and prepare them for ministry in the Hispanic community and cross-culturally, helping establish Bible institutes, local leadership programs and residencies in the local churches and districts.

Dialogue on Hispanic Theological EducationIn March 2018, during the Foursquare Symposium, the Second Summit of Hispanic Educators will be held, during which they will present the final documents on: A Hispanic theological education that sets the philosophical guidelines, which will govern as a frame of reference for our churches and for each bible institute, present and future. A specific certification process for Hispanic Foursquare Bible institutes.

The Education Hispanic Task Force that has been working on these documents and on the organization of the summit is composed of: Dr. Enrique Zone, Chair, George Chambers, Jeffrey Zone, Javier Kosacki, Neil Paez, Daniel Prieto and Juan M. Vallejo

Dialogue with Hispanic MillennialsMissional Coach Daniel Prieto is talking with a group of Hispanic millennials that represent churches and different regions of the country about how they see Jesus transforming their generation and how they see themselves as a generation empowered by the Holy Spirit to be a transforming force. In a 2018 Foursquare Connection workshop titled: The Hispanic Millennials, Field and Transforming Force, a group of them will share the result of their conversation with pastors and leaders. 15

Hispanic Multiplication Foursquare Cabinet 2018 National Church Office

In these 3 years, 3 cohorts have completed the program, involving a total of approximately 300 pastors and leaders of the Hispanic churches of the NPD and NWD. The local churches that have participated manifest a change in the pastoral and missional culture that has brought health to the life and ministries of the churches and have developed a pastoral team. Sixteen leaders from local churches have been recommended by their pastors as potential church planters as well as to pastor churches.

PMI - Programa de Multiplicación de Iglesias (Hispanic Church Multiplication Program)There are 8 church planters in the current cohort. This group of planters are developing a Pastoral Community Engagement through which they will plant the gospel in the city where they have been called. As part of the process they have participated in online classes, among which are classes for strategic planning and strategic fundraising to implement the pastoral community engagement plan. The expectation is that these eight new churches will be launched during the summer of 2018. Another cohort of 5 church planters will begin in June 2018. All these church planters came out of EF3CTO.

Northwest and North Pacific District collaborative effortEF3CTO • Is a 3-year collaborative project between the North Pacific and Northwest Districts with the purpose of empowering the development and multiplication of disciples, leaders and churches that started in 2015. • Is a formation program for ministry that provides the pastor with a guide for teaching, ministering, mentorship, and coaching that encourages a ministerial discipleship culture in the local church. • Holds 3 retreats-trainings, from Friday to Sunday, following 3 months of mentorship by which the leaders are discipled by their pastors to serve in ministry. • Provides a process to identify those who are ready to be sent to pastoral ministry, guiding and helping them, in collaboration with the district and the local church to be appointed to a local church or to be part of the church multiplication programs of the district. • Concludes, June of 2018.


Leadership Health Foursquare Cabinet 2018 National Church Office

The health and well-being of Foursquare pastors and leaders are at the core of our developing Reimagine culture. In order to bring greater intentionality to this priority, our leadership health team has found it necessary to give definition to what is meant when we use the term “healthy pastors.” Healthy pastors are in the process of becoming “more alive, more concerned, more sensitive, more reverent, more human, more passionate, more responsible.” We arrived at this definition with the aid of Eugene Peterson’s MESSAGE Bible (2 Corinthians 7:11) and it describes our desired outcome. Contemporary church expectations and the challenges of leading in an increasingly post-Christian culture are adding to the stress and potential isolation pastors and leaders feel today. God’s desire is that we know Him intimately, comprehend ourselves fully, and develop ongoing relationships freely. The goal of our Leadership Health Team is to aid in this worthy endeavor.

As we continue to experience the beneficial effects of the Reimagine Initiative, it has been necessary to revisit and retool our efforts to encourage a more district/regional delivery system for needed leadership health resourcing. To help facilitate Reimagine our national leadership health team functions in two vital arenas: (1) the research and development of new resources to enrich the personal lives and ministries of Foursquare leaders (2) and the provision of trained professionals, who are able to enhance what is being provided by district teams.

In 2017 we continued to initiate training in spiritual formation practices, Sabbath keeping, emotional health, and marriage enrichment. When a more therapeutic environment was desired or required, CSR East and West have provided counseling, personal encouragement, rest, and respite. The ongoing efforts of Robby Booth, Paul Kuzma, Larry Spousta, and a number of experienced Foursquare elders administer care and mentoring to our pastors and leaders throughout the country. In 2018 we will continue to partner with:

• Pure Desire – to rescue those trapped by sexual addiction • Creative Resource Management – to aid in the development of a “coaching culture” in our Foursquare movement • Emotionally Healthy Spirituality (Pete Scazzero) – to encourage holistic spirituality of our ministers and congregations • Soul Formation Academy – to inspire leaders in the development of greater intimacy with God • Blessed Earth – to help pastors and congregations discover the joy of Sabbath keeping and the refreshment of periodic Sabbaticals • Prepare and Enrich – to cultivate healthy marriages • Flourishing in Ministry Survey – to assess the overall health and development of our Foursquare leaders • Church Health Assessment Tool – to survey the health and well-being of local congregations and their leadership

The discovery of proven resources, strategic ministry partnerships, and the training and equipping of an ever-growing team of seasoned caregivers is foundational to the success of our Foursquare Leadership Health Initiative.

The Foursquare Department of Leadership Education and Training partners with formational communities to provide support and resources so that every leader is a growing disciple and

every disciple can become a healthy, transformational leader in their area of influence.

In focusing on the training and education of holistic leaders, our emphasis will be toward establishing a culture of lifelong learning, providing resources and opportunities in the areas of experience (hand), education (head) and personal health (heart). While local district training will be the primary source for practical experience (hand), the national church will partner with the district providing pathways to enhance a leader’s education (head) and personal health (heart). A few ways that this will be accomplished: • Life/ministry plan reflecting life-long learners • Emotional health assessments and evaluations • Online courses on Bible, theology and ministry (Canvas)

Together our military and institutional/industrial chaplaincies total 256. These 256 chaplains are currently serving in 293 chaplaincy posi-tions. 29% of our endorsed chaplains are women. Foursquare Chaplains are called to a missional ministry of presence in a variety of settings, and often minister to people experiencing trauma and crisis both in the U.S., and in military settings globally. These Foursquare ministers were very involved in active spiritual and mind/body/soul ministry which resulted in 1,422 who accepted Jesus as Savior and rededicated their lives to Him, 126 Holy Spirit baptisms, and 361 water baptisms. Additionally, a number of our chaplains led their own “congregations” totaling 94 missional congregations with an average combined weekly attendance of 2,495. The Chaplains gathered at our annual chaplains training at Connection in Washington, D.C. The 2017 Annual Chaplain Training was focused on legal concerns for chaplains and ministry in a pluralistic culture. Attendance at the 2017 Annual Chaplaincy Training was 85. Two chaplains were ordained at this conference.

Foursquare Chaplains International is composed of two primary branches: • 52 Military chaplaincy postings (Army, Navy, Air Force, National Guard, Reserves, Civil Air Patrol, and Veterans Affairs Chaplains) comprised of: o 21 Active Duty Chaplains, 8 Reserve Chaplains, 7 National Guard Chaplains, 8 Military Chaplain Candidates, 6 Civil Air Patrol Chaplains, 2 Veterans Affairs Chaplains. • 194 Institutional/Industrial chaplaincy appointments comprised of: o 25 Fire Chaplains, 34 Hospice Chaplains, 56 Hospital Chaplains, 31 Prison & Jail Chaplains, 42 Law Enforcement Chaplains, and 41 Specialized Chaplains. o A new division of Chaplaincy was developed in 2017 providing pastoral care, connection, and support to 12 retired chaplains.

Development of a “UPG Concierge/Consultancy”With so many unreached people groups moving to the USA, and in recognition that this is a viable place for them to experience Christ, Foursquare has launched a concierge/consultancy to USA Foursquare leaders and churches. The aim is to help inform, educate, and identify pockets of unreached groups now residing in the USA and to then network together and find ways to reach out. Bhutanese Pastors Network Continues. Bhutan is a Buddhist nation situated between India and China. They speak the language of near neighbor, Nepal but Christians were rejected in Bhutan, expelled, and ultimately have become refugees in the USA. The Bhutanese network of pastors and churches continues to grow; now with 36 pastors. There are significant administrative and language challenges in connecting with Foursquare.

Beta District level Multi-ethnic councilThe Southeast District under Bill Gross has launched a district mulit-ethnic council to more effectively leverage opportunities for immigrant and multi-ethnic ministry as well as provide needed representation and insights.

Chinese “Sinophone” global affinityOne in six people in the world today are Chinese. With the appointment of “Bella” as the FMI AM to the North Asia region, and her relocation to Southern California, the door has opened to create a global Chinese network for Chinese believers and for reaching Chinese people throughout the world.

Deportation of Foursquare membersNew measures are being taken by Homeland Security and ICE to deport undocumented immigrants. Foursquare Indonesian believers in the Northeast district were hit particularly hard, however the deportations affected the Foursquare church throughout the US in many immigrant groups. A climate of fear has spread to many of our immigrant believers and they have voiced a desire for any support that might be available to them and their families: emotional, legal, and ministerial.

Deployment of US Based missionaries to Unreached People Groups.This past year a fruitful field missionary to an unreached area of the world returned to the US and is working as an FMI missionary in partnership with the Southeast District to reach a particular unreached group. This continues to open new means of partnership to deploy missionaries in the US with a solid NCO/FMI partnership.

The primary growth potential of the American church continues to reside in ethnic and immigrant populations. This growth, however, continues to be elusive for many legacy denominations and recently formed movements.

- Ethnic diversity in congregations and leadership is growing but not at the pace of the US population. - Native American ministry in America in general continues to be a challenge both ministerially and organizationally. - The Urban and Multicultural Department has been a part of the Foursquare Church since the late 1990’s and was originally developed and led by Ken Bringas, Art Gray, Ted Vail, and recently handed off to Jim Scott. This ministry sits between NCO and FMI and often serves to bridge people of other nations as they come to the US. This is both in effort to reach those who come in need of the Gospel, as well as those who come with the Gospel and endeavor to partner together with the Foursquare Church in the USA.

There is a renewed focus in the “UMC” department to take a stronger role in Stage 1-2 ministry with people groups. The actual focus is less Urban and more multi-cultural. While the consultancy and advocacy of the UMC towards stronger existing people group movements within Foursquare still remains, the heart of funding from the UMC in a much tighter budget is towards

advancing the Gospel among people groups and contexts that are not being reached.

Native American GatheringFoursquare has been a pioneer in many aspects of Native American ministry, however, this has slowed in the past few years. There is a desire to expand the reach and ministry both “to and through” Native Americans and Foursquare has a great group of leaders. The Native American gathering will have a special time for the Native Council and native pastors, but will also feature the opportunity for non-natives to come and learn how to be more effective in native ministry. Rebuild National multi-ethnic council and develop more District Multi-ethnic councilsIn order to better reach and facilitate ministry both “to and through” Foursquare leaders of different ethnicities, the national level UMC consultancy will become more formal in involving leaders and voices that can serve as resources to US leaders desiring to reach more people and release more ministry. Along with this, such a council can provide connection and assistance to forming district level multi-ethnic councils which serve the supervisor and their teams. These councils are not mandatory, but do seem to significantly assist in effectiveness. Bhutanese Ministry conference2018 will see a collective gathering of Bhutanese leaders and church planters in an effort to connect and solidify ministry.

Affinity Networks afford our movement an opportunity to support leaders and sponsor distinctive missional activity. Connecting leaders who share like passions for the social issues of our day creates space for (1) mutual encouragement, (2) an organic exchange of ideas and resources, (3) opportunities

for collaboration, and (4) healthy multiplication of ministry in the spheres or sectors of society where the Gospel is greatly needed. The networks, in cooperation with U.S. districts and churches, are a part of the holistic, Kingdom-focused mission of God and Foursquare’s call to multiply disciples,

leaders, churches, and movements.

The past year could best be described as a year of exposure and exploration. As networks welcomed new participants, found new resources and ministry opportunities, they have become more visible and enjoyed a new measure of collaboration. Foursquare’s website, the CANVAS learning platform, Foursquare Communications, Connection, LPC and FMI have helped to bring awareness and clarity. Foursquare.org will include a more detailed list of Affinity Networks, opening the networks to a broader audience. CANVAS has made it possible to share resources and training; several networks have either utilized or plan to utilize the platform. The Business as Mission Network will launch a Theology of Work course via CANVAS in the upcoming weeks, and the Foster Advocacy Network is presently exploring the creation of a CANVAS course. The Communications Dept. conducted a training for networks to learn proper procedures to create a “Group” on the Foursquare Facebook Page, giving network leaders an opportunity to properly use social media. All the networks gained a level of familiarity by hosting gatherings, both relational and informational, at Connection 2017. LPC participated in the Campus Ministry Network which provided general network information to the students. FMI helped sponsor the upcoming Refugee and International Student Ministry Conference which will take place April 14th as a result of the Refugee Care Network and the International Student Network project partnership.

Exploration of new ministries, resources and training has added to our collaborative base. In addition to the existing church/city/government/NCO organizations mentioned in last year’s report, every network continues to research, utilize and partner with faith-based and public institutions. The Refugee Network gleaned from the experience of a Refugee Care Collective with national influence, from Catholic Charities and Lutheran Family Services. A member of the Foster Advocacy Network has engaged with Foster Parents’ Night Out, a national faith-based organization, while yet another member started a Child Abuse Prevention Council to work hand in hand

with the local DCS. The Business as Mission Network is working with the Global BAM Network which will be directly involved with the 2019 Lausanne “Global Workplace Forum”, the Campus Ministry Network has utilized the training of the NOVUS Project (James and Teri Craft) and the Voice of Christian Dreamers (thanks to our connection with LPC). As a result of new relationships, resources have abounded. Topics such as asset-based community ministry, generational poverty, ministry to DACA students, the impact of technology on students, ministry to transgender human trafficking survivors, and how to be a student of your community—to name just a few-- have been addressed by experienced practitioners for the benefit of network participants.

In the year ahead, we’ll continue to develop shared resources as a way to enrich the networks and serve Foursquare leaders. As new networks develop and new facilitators rise to the occasion, we pray the Church will see an increase in the number of leaders and ministries reaching the least (the vulnerable, such as refugees, the homeless, impoverished people groups, the mentally ill, physically impaired, etc.); the last (often children and the next generation), victims of poverty, trafficking, and educational inequity: and the lost (the many that have not yet heard the Good News in word or deed). In a year themed “Transformed by Jesus,” may we see people and places rescued, redeemed, and restored.
