What keeps you up at night? Safety concerns, mandates, and staying on top of the latest trends and technologies affecting the way we do business are just a few of the issues that are constantly on the minds of those of us in the world of underground infrastructure. Personally, I don’t know where I would be without the wealth of information I have received over the years as a result of my involvement with NASSCO. This year in particular, being privileged to serve as NASSCO’s President of the Board of Directors, I have been given even more insight into the many different ways NASSCO is committed to its mission: To set standards for the assessment, maintenance and rehabilitation of underground infrastructure and to assure the continued acceptance and growth of trenchless technologies.

Having recently returned from WEFTEC, the importance of standards and the sharing of industry information and knowledge is particularly fresh in my mind. During the Conference, NASSCO held its Semi-Annual Meeting to update members on the advancements we have made over the past several months. We had an extraordinary turnout, with many new faces in attendance, as well as familiar industry pros who have been committed to NASSCO’s contributions since the very beginning. To see all of these talents come together in one place is remarkable, particularly as they join together to participate in NASSCO’s influential Committees. These smaller groups—focusing on topics such as industry standards, government relations, infrastructure condition assessment, operations and maintenance, just to name a few—allow members to contribute their ideas to topics that matter most to them, with results that benefit us all. If you are not yet involved in one or

more NASSCO Committees, I encourage you to check them out now at nassco.org.

When it comes to Committee participation, WEFTEC was just the warm-up for our Annual Conference scheduled for February 13-16, 2017 in Naples, Florida. During the Conference NASSCO Committees will formally meet and have even more time to dive into the issues affecting our industry. Additionally, the technical knowledge available through NASSCO’s Technical Day, the record number of papers submitted for review, and the great presentations that are planned—not to mention the networking opportunities and chance to reconnect with friends, both old and new—will make the time you spend at this year’s Annual Conference more valuable than ever before

NASSCO’s semi-annual meeting and networking reception are held at WEFTEC every year and it’s always great to see NASSCO members there. This event is the perfect time for the Board and Committee Chairs to update the membership on items that have

been accomplished since the Annual Conference, and initiatives for the coming year.

One of those topics was the status of NASSCO’s Strategic Plan, which includes literally all of NASSCO’s long-term goals and objectives related to Quality Training & Technical Resources, Industry Advocacy & Growth, and Operational Efficiency. To help manage all of our initiatives, NASSCO has established a Board Strategic Planning Committee under the leadership of Daniel Magill with Avanti International. We look forward to accomplishing the tasks outlined by our strong leadership, while keeping all of our goals up-to-date and relevant to the industry.

The development of a software certification/validation tool is an important objective outlined in strategic plan for Quality Training and Technical Resources. NASSCO members within the software industry have come together as a team, through the Software Vendor Committee, to ensure that the 7.0 certification software and validation tool are up to NASSCO’s standards. This tool is very important to the PACP standard, as it sets the guidelines for software so that those using PACP can count on the most important benefits of using PACP: work done well and money saved. In addition to proper functionality, we have added verification of condition grades and scoring to help insure consistency.

Another major task on our list of objectives was the most recent update to PACP. PACP 7.0.2 was released in October and included some modifications

to the manual, but many of the revisions involved improvements to the training materials. Along the same lines, we have also field tested the Online PACP Recertification system, and plan to release it in November (hopefully by the time you read this).

Even though WEFTEC is still fresh in our minds, we are looking ahead to make plans for the Annual Conference in Naples, Florida. NASSCO’s Annual Conference is a great opportunity for our committees, who remain active throughout the year, to work face-to-face with other members.

Finally, you may have noticed my new photo. For the second year, I have had the opportunity to jam with colleagues at Jammin4Water. This year we played “Black Water” by the Doobie Brothers. Jammin4Water has become an annual event held the Saturday before WEFTEC. In addition to being a lot of fun and good music, the generous sponsorships and proceeds from ticket sales benefit water charities around the world. This year over $70,000 was awarded to different

charities in response to specific, highly scrutinized requests. I know we have some NASSCO musicians, and hope to see you participate in future events.

In the meantime, I look forward to seeing you at the Annual Conference!

Technical Day- Naples, 2017The program for Technical Day 2017 at the Annual Conference in Naples is complete. There are two tracks: Track A, Inspection, Asset Management & Training, will be moderated by Kyle Dehne. Track B, Rehabilitation, will be moderated by Gerry Muenchmeyer. See the program on page 2!

Trenchless Technology Center (TTC) PartnershipA few times during my career I have had the opportunity to make a presentation to a college civil engineering class, essentially be a professor for a day. Louisiana Tech, the home of the Trenchless Technology Center (TTC), developed a series of Mini-Seminars on the general subject of trenchless technology. Each Mini-Seminar consisted of a two-hour class on a specific subject, and my subject was CIPP.

It was good to be back on a college campus. My class had about 25 students, and they were attentive and asked good questions. Two hours sounds like a long time, but the time flew by. None of the students had any prior CIPP knowledge, so terms and background that we take for granted had to be explained.

A total of 12 Mini-Seminars were held in September and October. NASSCO was well represented with 5 of the 12 seminars. Other NASSCO presenters included Mike Woodcock of Portland Utilities Construction Company (Pipe Bursting), Frank Aguilar of Avanti International (Injection Grouting), Dr. John Matthews of Pure Technologies (NASSCO’s TAG-R Software) and Walter Carpenter of CDM Smith (Shreveport’s Consent Decree Program).

Trenchless Assessment Guide for Rehabilitation (TAG-R) - UpdateNASSCO’s TAG-R software was published in 2008 and needs to be updated. The original software was developed by Dr. John Matthews when he was a

student at Louisiana Tech. John completed the work under a contract that NASSCO had with the TTC, and he worked closely with several NASSCO product and process experts who provided technical envelop and other information that went into the software.

While at WEFTEC, Ted DeBoda and I met with John and Jadranka Simicevic of the TTC to discuss updating the software. Currently Jadranka is preparing a proposal to complete the work. There are two phases to the update: 1) The structure of the software needs to be revised and 2) Current product and process technical envelopes need to be updated. Also, any products that came into the marketplace since 2008 will be added.

Research IdeasThe TTC is compiling a list of research ideas that can be used for graduate student projects. If you have any ideas or something that you would like to see invented or developed, please let me know.

Sample databases for certification process have been updated. Certification of software to version 7.0 standards has continued and seems to be quite steady. We have had numerous meetings for the Education and Procedures work groups with continued discussions going forward. Email was sent out recently to the committee looking for interest in creating another work group regarding Pendant Software Certification.

Action Items Completed:• PACP/LACP Version 7.0.5 and MACP Version 7.0.6 data dictionaries were released• PACP/LACP 7.0.2 and MACP 7.0.4 databases were released• Creation of two work groups Education and Procedures

Infrastructure Assessment Committee (IAC)Laurie Perkins (Wright-Pierce), Chair PersonLast meeting: 11/4/16

Below are some of the things the committee has been doing:

• MACP/LACP recertification scripts for online training are being reviewed within committee. • Work groups are being created to address Aytipcal Structures, Crossbores, Stormwater Condition Grades, and pipe materials. We are looking for more volunteers for this effort. • The One Voice initiative is moving forward with help from Oklahoma State University (OSU). The IAC requested that OSU prepare a report related to their review of the PACP Databases.• Chapters 1 and 2 of the Manual of Practice are finished. Chapter 3 is still under review.

Action Items Completed:• Updates for 7.0.2 complete and released• MOP Chapters 1 & 2 • Trenchless Technology article submitted on using GIS and PACP Based Risk Management to Prioritize Inspections• Review and submittal of Defect Detective. Next two articles are assigned within committee.

Industry Relations CommitteeJimmy Stewart (Pure Technologies), Chair PersonLast meeting: 9/26/16

The Industry Collaboration Committee continues its efforts to promote ITCP training classes in collaboration with different WEF MA’s. Currently the most active efforts for ITCP training collaboration efforts are the AWEA and KY/TN, these MA’s are reviewing the contracts and looking at available dates for training classes. This effort will continue to be advertised thru numerous WEF CSC resources.

The committee has submitted a request to La Tech for a proposal to update the TAG-R Manual (Trenchless Assessment Guide for Rehabilitation). The updated manual will include database updates of new technologies/parameters and how to integrate the TAG-R manual into an Asset Management program.

Louisiana Tech is working on a proposal to update the databases in the existing TAG-R software to include new technologies on the market, and update technology parameters since the last version of TAG-R was made. A second proposal will be about incorporating TAG-R into asset management programs. Water Sector Awaits WRDA Approval in CongressIn October, the House of Representatives approved the Water Resources Development Act (WRDA) of 2016 (H.R. 5303). The bill is comprehensive, bipartisan legislation to address the needs of America’s harbors, locks, dams, flood protection and other water resources infrastructure. The legislation passed the House by a vote of 399 to 25.

The House bill is narrowly focused on authorizing U.S. Army Corps of Engineers projects and studies. WRDA 2016 contains no earmarks, maintains the strong bipartisan reforms included in the Water Resources Reform and Development Act of 2014, and adheres to the new transparent process established in that law for congressional review of proposed Corps of Engineers water resources development activities. Following the oversight and review process set forth in the 2014 law, WRDA 2016 authorizes infrastructure improvements that have been proposed at the local level, reviewed by the Corps according

to strict, Congressionally-established criteria, and submitted to Congress for consideration.

The Senate version of H.R. 5303 passed in September on a 95-3 vote, and includes funds to jump-start the Water Infrastructure Finance and Innovation Act (WIFIA) pilot program, emergency funding for Flint and other lead assistance programs. The final bill is currently being negotiated by a House-Senate conference committee. According to the Association of Metropolitan Water Agencies (AMWA), should conference committee negotiations proceed smoothly, lawmakers could vote on a final WRDA bill soon after returning to Washington in November.

The Senate bill measures on the clean water side include:

• Establishing a Water Infrastructure Trust Fund fueled by a voluntary consumer goods label to spur private investment in the Clean Water and Drinking Water State Revolving Funds, and authorizing a study of the feasibility of establishing a low-income ratepayer assistance program;• Permanently authorizing the Water Infrastructure

Financing and Innovation Act (WIFIA);• Authorizing $1.8 billion to help communities deal with extreme wet weather; and• Codifying EPA’s Integrated Planning framework, providing communities more time to meet regulatory obligations, and establishing an Office of Municipal Ombudsman to provide a voice for municipalities struggling to provide clean and safe water.

NASSCO’s Training Center is getting a makeover and will now include a little bit of sewer history.

The updates are scheduled for installation this month and include a new 10 x 10 sewer history exhibit. The new exhibit will be housed in our training center, but will also be available to go on the road as needed. In addition to the exhibit, shelving will be installed for samples and other classroom tools, new furniture will be added and the image display, from the original 10 x 40 Sewer History Exhibit, will be preserved and put on the training center wall.
