Annual Listing of Obligated Projects
The Annual Listing of Obligated Projects (ALOP) for which Federal funds were obligated during Federal Fiscal Year
(FFY) 2015 has been published. This document was made available on December 30, 2015 on the Northwest
Arkansas Regional Planning Commission web site, www.nwarpc.org, under Departments and Programs;
Transportation; Annual Listing of Obligated Projects. The document can also be obtained by calling the NWA
Regional Planning Commission at 479-751-7125.
This publication presents a list of projects in the Northwest Arkansas Regional Transportation Study (NARTS) area for
which Federal funds were obligated during FFY 2015, October 1, 2014 through September 31, 2015, on projects in
the FFY 2013 –2016 Transportation Improvement Program (TIP). The TIP contains an estimate of the Federal funds
that will be needed for project phases to progress during a given fiscal year.
The publication of this list is in response to 23 U.S.C. 134(j)(7)(B), 23 U.S.C. 135(g)(4)(B), 49 U.S.C. 5303(j)(7)(B), and 49
U.S.C. 5304(g)(4)(B) as revised by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users
(SAFETEA-LU)and the Moving Ahead for Progress in the 21st Century Act (MAP-21), that requires "...an Annual Listing of
projects, including investments in pedestrian walkways and bicycle transportation facilities, for which Federal funds have
been obligated in the preceding year shall be published or otherwise made available by the cooperative effort of the State,
transit operator, and metropolitan planning organization for public review. The listing shall be consistent with the funding
categories identified in each metropolitan transportation improvement program (TIP)."
The public participation procedures outlined in the NWARPC Public Participation Plan (PPP) serve as the public participation
process required for the development of transit projects as per FTA Circular 9030. Specifically, the public participation
procedures outlined in the PPP will serve to satisfy the Program of Projects (POP) requirements of the Section 5307,
Urbanized Area Formula Grant Program for the University of Arkansas/Razorback Transit and Ozark Regional Transit.
The NARTS and any and all public transit operators will address the POP requirements as per FTA Circular 9030.
Additionally, any and all public transit operator’s capital projects and operational costs are included in the NARTS TIP which
is developed through a cooperative and collaborative process with interested parties and other private and public
transportation providers.
This notice is in accordance with the 2035 Northwest Arkansas Regional Transportation Plan, the Federal
Transportation Act, and MAP-21, in cooperation with local agencies, the Arkansas Highway and Transportation
Department, the Missouri Department of Transportation, the Federal Highway Administration, and the Federal
Transit Administration. The Annual Listing of Obligated Projects report was funded in part through grant(s) from
the FHWA, FTA, and/or the U.S. Department of Transportation. The views and opinions of the NARTS expressed herein
do not necessarily state or reflect those of the U.S. Department of Transportation.
