TENDER Notice NO:- NMRCL/CONSUL/3/2015 Nagpur Metro Rail Corporation Ltd. (NMRCL), is a Joint Venture of Govt. of India and Govt. of

Maharashtra registered under the Companies Act, 2013 for construction, operation and

maintenance of Nagpur Metro Rail Project.

NMRCL invites Expression of Interest (EOI) on the basis of International Competitive Bidding (ICB)

to appoint Agencyon Quality and Cost Based Selection (QCBS) for selection, supply, installation,

implementation of and support for ERP and 5D-BIM solution and provide services to setup and

ramp-up Owners Support Office in Nagpur Metro Rail Project. Expression of Interest are being

invited by the Managing Director, Nagpur Metro Rail Corporation Limited (NMRCL) from eligible

and interested National and International Agencies having relevant experience who may apply via

the portal accessible through the following link: https://nmrcl.maharashtra.etenders.in

2. Organization Overview

Nagpur Metro Rail Corporation Limited (NMRCL)

Nagpur Metro Rail Corporation Ltd. (NMRCL), is a Special Purpose Vehicle (SPV) of Govt. of India

and Govt. of Maharashtra registered under the Companies Act, 2013 for construction, operation

and maintenance of Nagpur Metro Rail Project.

The project has been sanctioned by Government of India (GOI) and Government of Maharashtra

(GOM) for project completion cost of Rs. 86,800 Million (Rs. 8,680 Crores). This completion cost

includes the land acquisition, rehabilitation and resettlement and all applicable taxes. The project

is sanctioned in two corridors: Alignment- 1 North South Corridor having length 19.865 Kms. And

comprising of 17 stations with 15 elevated stations and two at-ground stations. The Alignment

two is of length 18.266 Kms. Having 19 stations which are all elevated. Out of total Length about

4.6 Kms. Of North-South corridor is at-ground and remaining is elevated.



3. Project Background

3.1 THE PROJECT OF DEPLOYMENT OF ERP& BIM

1. NMRCL has conceptualized the project to deploy a proven integrated ERP

(Enterprise Resource Planning) and 5D-BIM (5 Dimensional Building Information

Modeling) solution to automate its operations and integrate its processes. An

Owners Support Office shall be created which will depend on the mentioned

solutions for strategic and operational design, delivery, execution and subsequent

support.

2. The key outcome of OSO, ERP& 5D-BIM implementation are linked to service

delivery, operational excellence,transparency and compliance

3. Service delivery to stakeholders

a. Multi-channel service delivery for optimum and efficient processes to end

points via the best suited technology and user interface that may include

thick/thin client, portals and mobile devices.

b. Secure and convenientaccess to internal and external stakeholders to avail the

services including but not limited to features for direct upload of directives,

monitoring KPIs, and process execution as empowered by NMRCL

c. Facilitate and enable employees of NMRCL in administration, support and

service delivery

4. Operational excellence

a. Integration of processes for all functions like Finance, Procurement,

Materials,Project Management, HR, etc.

b. Estimation and optimum utilization of resources: Assets, Financial resources

and Intellectual resources for delivering the services

c. Quick turnaround time for financial transactions, reporting, analysis and

feedback

d. Excellence in the Deployment of facilities and resources, project planning, and

exploiting internal expertise

5. Transparency and compliance

a. Proactive and tight adherence to regulation in financial transactions and

operations of NMRCL

b. Adherence to standard government norms in financial transactions,

reconciliation and reporting as required by regulatory authorities, dashboards,

reports and analytics needs of stakeholders.

c. Compliance to best practices in project management, customer

management, and service delivery

3.2 THE STRATEGY OF THE PROJECT

There are many dimensions to the strategy of OSO, ERP and 5D-BIM deployment at

NMRCL, and they are formulated around the possibilities offered by these solutions.

1. Standardization – standardization of processes, records, terminology,

information exchange mechanisms



2. Proven solutions - With the scale and criticality of its activities in mind, NMRCL

hasclearly identified that a strong foundation of technology is essential towards

creating the best possible outcomes. Thus it is envisaged that all activities will be

carried out with help of the best of technology solutions.

3. 5D-BIM which has the become the best practice for the creation of large

infrastructure projects globally, with techniques that have been extended beyond

conventional 2D &3D modeling, the added dimensions of time and cost have been

beneficial and have resulted in on-time and within budget execution. The 5D-BIM

solution would address the following in near real-time where technically feasible:

a. Focus on design beyond 2D drafting and 3D modeling

b. Early visualization by NMRCL – faster approval cycles.

c. Ease of coordination between construction documents.

d. Spatial Coordination between disciplines

e. Clash detection and conflict resolution limiting issues on-site and during

construction.

f. Extraction of intelligent data and automated schedules.

g. Ability to take-off materials and quantities.

h. Models + Projects Schedules and Construction Sequencing.

i. Projecting future construction sequence conflicts.

j. Tracking and identifying location of material and pieces on-site in a

simulated environment.

k. Transparent and realistic picture of the actual activities in the Project.

l. Visualization of construction-sites for contractors, subs and clients on-

site.

m. Integration of BIM with mobile-devices for managing construction and

commissioning / hand-over.

n. View the current cost and compare it to the estimated total target cost

of their projectas well as interim costs against design during design phases

o. Effective strategic and operational setup right from the beginning of

the Project

p. Implementation of an effective Operational Excellence in Initialization

& Execution

4. A platform to address the evolving needs – The operational characteristics of

NMRCL would evolve over a period of time, as the project moves from construction

stage to operations of Metro. Keeping in line with this change the requirements of

NMRCL from the IT system would also change. The ERP solution is expected to act

as a platform with which the multiple requirements could be addressed effectively.

The ERP solution would address the following:

a. Integration of business processes across departments onto a single

enterprise-wide information systems

b. Automation and integration of the core business operations

c. Requirements of asset management and maintenance management

d. Increased operating efficiency

e. Reduced operating and inventory costs

f. Better day-to-day management



g. Support for strategic management

h. Global best practices and processes in functions like project

management, financial management, procurement, materials management,

Government file management and documentation, etc.

i. Integration with ticketing operations

5. The objective of NMRCL in investing in 5D-BIM &ERP based applications is to:

a. Achieve world classquality of service, achieve efficiency and practice

better control over the financial transactions and project activities

b. Establish uniform standards for excellence in operations, project

management, human resource management, financial management and

performance reporting

c. Create and empower Owner Support Office with technology to achieve

the most optimum results possible. d. Adopt the global best practices in different spheres of, procurement,

materials management, human resource management, quality management,

customer service, financial management and accounting, and performance

management.

6. Phased implementation

a. Owner Support Office should be able to work out a well-defined set of

project requirements and a sound basis for successful execution. OSO

organizational and functional framework should enable NMRCL to identify the

necessary control tools and procedures to effectively manage project risks. This

shall run as an independent project in parallel to ERP and 5D BIM.

b. With the evolving nature of operations of NMRCL, it has been decided

to implement the ERP solution in two phases, with the first phase focusing on

the basic requirements of the Metro Rail system and the second phase of the

project focusing on the operational aspects of the Metro rail.

c. The 5D-BIM project will be run in parallel to the OSO and ERP projects

with defined dependencies and Master Data exchange planned between the

systems.

d. Upon go-live all the systems need to interface with each other by

design for NMRCL to get the best possible outcomes of the project.

7. Expected outcomes of the project

a. Adopting best practices offered by ERP solutions in the key processes like

finance and accounts, control, audit, asset management, materials

management, human resources management, as applicable to the operations

of a Metro Rail project, will lead to efficiency, transparency and informed

decision making

b. The ERP Solution will facilitate embedding best business practices and

processes into all its operations, doing away with non-value adding/redundant

processes in various functions of the corporation to make them efficient,

transparent and compliant to regulations.

c. The 5D-BIM solution is expected to ensure that project execution stays

within the defined timelines and budgets with the best of quality resulting from

world-class practices on scheduling, estimation and engineering.

d. For Owner Support Office ability to apply proven best practices to

create robust insight into overall project performance across the entire project

lifecycle



3.3 THE PROJECT OVERVIEW

1. The project will be executed by a competentAgency, on a turnkey basis, with

responsibility for all the aspects of the project listed in this RFP

2. The Agencyshall assess the requirements of NMRCL as listed in the RFP and propose

a proven 5DBIM &ERP solution, to meet the requirements of NMRCL

3. The Agencywill provide installation, implementation and post implementation

support services, for the proposed combined 5D BIM&ERP solution.

4. Hardware sizing based on the concurrent load, transaction volume, growth plan

and response time expectations of NMRCL.NMRCL will procure and provision the

necessary hardware as mutually agreed based on technical justifications provided.

5. Hosting options for the solutions will be separately evaluated and decided. The

Agencymay suggest and recommend based on their understanding of the solution.

6. NMRCL will institutionalize the use of the 5D BIM and ERP solutions and expects the

solutions to become the backbone of the project during the build phase and

subsequently for operations upon go-live of the project. No change in platforms is

envisaged unless the technology solution is declared obsolete and out of support.

7. The 5D BIM solution will be the master repository of BIM data received from

various construction and engineering contractor BIM solutions. At the same time

the 5D BIM will be required to integrate with the NMRCL ERP solution to provide

material quantities, costs, and schedule compliance amongst other functionality as

defined in the RFP for implementation.

8. Post the implementation, the Agencyshall provide operational support for the 5D

BIM &ERP solutions. Service Level Agreement for support will be defined along with

the terms of reference for the implementation. The support contract shall be for a

period of 6 years extendable for another term of 6 years based on performance

during the preceding period.

9. It is expected that the Agencywill assist NMRCL with knowledge transfer and

creation of a functional Center of Excellence (COE) for 5D BIM and the ERP.

3.4 IMPLEMENTATION PHASES

NMRCL shall procure the licenses for5D BIM &ERP solutions best suited for its

requirements and implement in phases.

1. Phase I of the implementation of the ERP will cover the following functions

a. Procurement and Contract Management

b. Materials management

c. Finance and accounts

d. Project Management

e. Human Resources, and optionally payroll management and administration

f. Business analytics

g. Integration module to integrate other applications

h. Asset management

i. Government file management

2. Concurrent with the Phase I of the ERP implementation, the 5D BIM solution will be

implemented to cover the following functionality:

a. 2D drawing and 3D Visualization

b. Addition the dimensions for Scheduling and time estimation

c. Material and quantity estimation and associated costs

d. Clash and detection, and Layout



e. Construction Management reporting

f. Collaboration between stakeholders

g. Integration with ERP and contractor BIM solutions (refer 2.3(7))

3. Digital Project Delivery Services and the OSO

a. The Agencyshall assess, design and implement a Digital Project Strategy and

Project Execution Plan as well as the Project Organization

b. Develop long-term strategy around information needs of stakeholders

c. Develop the Digital Strategy in line with project execution strategy, including

contracting strategy and capital plan

d. Align and integrate project management processes and tools

e. Assess and design data flow between systems to improve integration and

efficiency

f. Identify interfaces with corporate functions

g. Develop execution plan, setup and run a Digital Project

h. Define strategic project delivery options and develop strategic framework

i. Define and design the project governance, organization and process aligned to

digital project delivery

j. Define policies, roles and responsibilities, decision making, escalation,

standards, contracts and procurement strategy

k. Setting up a performance measurement and monitoring model fully integrated

into the project delivery environment

l. Designing the contract and sourcing strategies, and contract management in

line with digital project delivery

m. Aligning the procurement and supply chain strategy, so that it will satisfy the

requirements of digital project delivery

n. Undertake Information Management and Digital Ecosystem Management

o. Define and design an integrated system to manage all project functions such as:

• Supplier & Contractor Management

• Building and Design Information Management

• Document Management including Engineering Design Authorisation

• Contract Management and Construction Planning

• Procurement Management

• Estimation & Schedule of Rates,

timelines meeting the defined and signed-off requirements in full.

5. Brief Description of Selection Process

• Expressions of Interest (EOIs) are being invited with well-defined pre-qualification criteria

(without any financial proposal).

• All submissions are to be done on the e-tendering platform only within the stipulated and

defined timeline.

• EOI with financial proposal will be rejected.

• Based on the EOIs received from the various Applicants (individually or in a consortium), NMRCL

will shortlist prospective Applicants who fulfill the pre-qualification criteria.

• These prospective Applicants will be issued RFP to submit their detailed Technical and Financial

proposals for implementation of proposed 5D BIM & ERP Systems in NMRCL.

• These prospective Applicants will also be invited to NMRCL to carry out pre-proposal study.

6.3 EOI Application Processing fee

The Applicant shall pay EOI Application Processing Fee of INR 21,000/- (Rupees Twenty One

Thousand Only) online on the portal which will allow the applicant to download the document.

6.4 Preparation of EOI

The notes below are provided as a reference as the process shall be online. Should the Applicant

have any questions or clarifications, they may be raised following the process defined later in section

5.7 in this document. For sake of clarity, the submission should include information from Agencies in

case the bid is being submitted jointly with other companies. The EOI will include the following:



a) Application in the prescribed format (Form 1 to Form 3 ) along with supporting documents as

stipulated in clause 3 (Pre-qualification Criteria)

b) Covering Letter for EOI Application ( Please refer Form 1)

c) Particulars of Applicant (Please refer Form 2)

d) Information showing that they are qualified in the field of the assignment

e) Information on the Technical and Managerial capability of the firm

f) Information on the core business and financial performance for the last 3 years

g) Brief Profile of Promoters, Board of Directors, and Management Staff

h) A write-up on the approach and methodology to be adopted for this assignment

i) Project Experience with relevant supporting documentation(Please refer Form 3).

j) EOI and all correspondence shall be written in English and shall conform to prescribed formats.

6.5 Last Date of Submission of EOI

• EOIs should be submitted online no later than 12:00 noon on 29/08/2015 after which the portal

shall be closed for submissions.

• NMRCL may, at its discretion, extend the deadline for the submission of EOI, in which case all

rights and obligations of NMRCL and Applicants previously subject to the deadline shall thereafter

be subject to the deadline as extended.

• Applications submitted by any other form for example via e-mail shall not be entertained and

shall be summarily rejected. Only detailed complete EOI filled onlineon or before last date and

time of EOI submission shall be taken as valid.

• EOIs in which any of the particulars and prescribed information is missing or incomplete in any

respect and/or prescribed conditions are not fulfilled are liable to be rejected.

6.6 Cost of EOI Preparation

The Applicant shall bear all costs associated with the preparation and submission of their EOI and/ or

any subsequent events/activities related to this document. NMRCL will in no case be responsible or

liable for these costs, regardless of the conduct or outcome of the bidding process.

6.7 Clarifications on EOI

• EOI Pre-Bid meeting will be organized at NMRCL Office, Nagpur at 16:00 Hrs. on 11/08/2015 to

provide clarifications sought by Applicants. The prospective applicants are encouraged to attend

the EOI Clarification meeting, seek clarifications and make suggestions for consideration of the

NMRCL.

• Applicants requiring any clarification on this “Request for EOI” document may notify NMRCLby

email before 12:00 noon on 07/08/2015. Similarly if the Applicant feels that any important

provision in the documents is unacceptable, such an issue should be raised at this stage. Queries

shall be sent by email to: [email protected]



• A form (Form No. 4) has been provided in this regard so that queries received prior to 12:00

noon on 07/08/2015 may be clarified during the EOI Pre-Bid meeting. A “Response to Queries”

statement will be uploaded on NMRCLportal within 72 hours after the meeting. The clarification

to the queries raised and any additional amendments which may be proposed by NMRCL of its

own will be uploaded in the e-tender portal of NMRCL. Applicants are requested to check

NMRCL e-tender portal frequently for any updates.

• Authorized representatives (Maximum Three) of each Applicant (in case of a consortium bid, one

representative per company of the partnership will be permitted to attend the Pre-bid meeting.

However, only primary bidders shall formally raise queries. Personal queries from individuals

shall not be entertained.

• The representatives must carry authorization letter from the Applicant to attend the pre-bid

meeting.

• Applicants may choose not to attend the EOI Pre-Bid meeting and this will not be a cause for

disqualification.

• Except for responses to request for any clarifications on the “Request for EOI” document, the

Applicant shall not contact NMRCL by any means for any matter related to this “Request for EOI”

from the time of submission of the EOI until the Contract is awarded to and accepted by the

successful Applicant. Such actions may lead to disqualification as well as blacklisting of the

Applicant.

6.8 Right of NMRCL to Accept or Reject EOIs

Notwithstanding anything contained in this “Request for EOI” document, NMRCL reserves the right

to accept or reject any or all EOIs at any time without assigning any reasons therefore and without

any liability or obligation for such acceptance, rejection or annulment.

6.9 Fraud and Corrupt Practices

• The Applicants and their respective officers, employees, agents and advisers shall observe the

highest standard of ethics during the Bidding Process. Notwithstanding anything to the contrary

contained herein, NMRCL may reject an Application without being liable in any manner

whatsoever to the Applicant if it determines that the Applicant has, directly or indirectly or

through an agent, engaged in corrupt practice, fraudulent practice, coercive practice,

undesirable practice or restrictive practice in the Bidding Process.

• Without prejudice to the rights of NMRCL hereinabove, if an Applicant is found by NMRCL to

have directly or indirectly or through an agent, engaged or indulged in any corrupt practice,

fraudulent practice, coercive practice, undesirable practice or restrictive practice during the

Bidding Process, such Applicant shall not be eligible to participate in any Tender or EOI issued by

NMRCL during a period of 2 (two) years from the date such Applicant is found by NMRCL to have

directly or indirectly or through an agent, engaged or indulged in any corrupt practice,

fraudulent practice, coercive practice, undesirable practice or restrictive practice, as the case

may be.

• Misrepresentation/Improper Response by any Applicant may lead to disqualification of the

Applicant. If any such disqualifications are detected even after the issuance of RFP, such

Applicants will be blacklisted.



• EOIs, which in the opinion of NMRCL, have been completed with the improper assistance of

employees of NMRCL and ex-employees of NMRCL, or with the utilization of information

unlawfully obtained from NMRCL, will be excluded from further consideration and will be

rejected.

• For the purposes of this Section, the following terms shall have the meaning hereinafter

respectively assigned to them:

(a) “Corrupt practice” means the offering, giving, receiving, or soliciting, directly or indirectly, of

anything of value to influence the actions of any person connected with the Bidding Process

(b) “Fraudulent practice” means a misrepresentation or omission of facts or suppression of facts

or disclosure of incomplete facts, in order to influence the Bidding Process;

(c) “Coercive practice” means impairing or harming or threatening to impair or harm, directly or

indirectly, any person or property to influence any person’s participation or action in the

Bidding Process

(d) “undesirable practice” means establishing contact with any person connected with or

employed or engaged by NMRCL with the objective of canvassing, lobbying or in any manner

influencing or attempting to influence the Bidding Process;

(e) “Restrictive practice” means forming a cartel or arriving at any understanding or

arrangement among Applicants with the objective of restricting or manipulating a full and

fair competition in the Bidding Process.

6.10 Due-diligence by Applicants

Each Applicant should conduct its own study and analysis in order to respond to this “Request for

EOI” document. NMRCL makes no representation or warranty and shall incur no liability under any

law, statute, rules or regulations on any claim the potential Applicant may make in case of failure to

understand the requirement and respond to the “Request for EOI” document. NMRCL may, in its

absolute discretion, but without being under any obligation to do so, update, amend or supplement

the information in this “Request for EOI” document.

6.11 Conflict of Interest

NMRCL requires that Applicant should provide professional, objective, and impartial advice and at all

times hold NMRCL's interests paramount. Without limitation on the generality of the foregoing,

Applicant, and any of their affiliates, shall be required to provide full disclosure and indemnity under

any of the circumstances set forth below.

• A firm that has been engaged by NMRCL to provide goods, works or Assignment/job other than

consulting Assignment/job for a project or visa-versa, and any of its affiliates, shall declare the

nature of the relationship.

• The Applicant will have an obligation to disclose any situation of actual or potential conflict that

impacts their capacity to serve the best interest of Client or that may reasonably be perceived as

having this effect. If the Applicant fails to disclose said situations and if NMRCL comes to know

about any such situation at any time, it may lead to the disqualification of the Applicant.

• In case related parties get selected for different work with or without dependencies, each shall

be individually responsible for execution in the highest professional manner in the best interests

of NMRCL. No transfer of resources from one to the other shall be allowed for the duration of

the contract and agreement, whichever is later.



6.12 Blacklisted Applicants

The Applicant and in case of a consortium each of the members individually and severally should not

have been Blacklisted by Government of India or any State government / PSU or any other foreign

government or foreign public sector entity (not limited to the country of registration of the

applicant) over the last five years from the last date of submission of EOI. Such Applicants would not

be eligible to submit EOI either themselves or through their associates.

6.13 Confidentiality

• After the opening of EOIs/ Bids, information relating to the examination, clarification, evaluation

and comparison of EOIs/Bids, and recommendations concerning the award of Contract shall not

be disclosed to Applicants or other persons not officially concerned with such process.

• Any effort by an Applicant to influence NMRCL or others connected in the process of

examination, clarification, evaluation and comparison of EOIs/ Bids, and in decisions concerning

the award of Contract, may result in the rejection of its EOI/Bid.

• No Applicant shall made unsolicited contact NMRCL on any matter relating to its EOI/Bid, from

the time of the opening of EOI till the time the Contract is awarded.

• Applicants will focus their inquiries and communications, if any, to only the authorized

representative of NMRCL as mentioned in clause “Address of Correspondence”.

• Canvassing in connection with “Request for EOI” is strictly prohibited. The submitted EOI of the

Applicant who resorts to canvassing is liable to be rejected. EOI containing uncalled remarks or

any additional conditions are liable to be rejected.

6.14 Applicant to obtain his own information

• The Applicant shall for all purposes deemed to have independently obtained all necessary

information for the purpose of preparing his EOI. The “Request for EOI” document is for

information purpose only and to help the Applicant to prepare his EOI.

• The Applicant shall be deemed to have examined the “Request for EOI” document and to have

obtained his own information in all matters whatsoever that might influence carrying out the EOI

preparation and satisfied himself to the sufficiency of his EOI.

• The verbal agreement or inference from conversation with any employee of NMRCL before,

during or after the submission of the EOI shall not in any way affect or modify the terms and

obligations herein contained.

6.15 Disclaimer

• This “Request for Expression of Interest” document (also referred as “Request for EOI”) is not an

agreement and is neither an offer nor commitment by NMRCL to any Applicant or any other

person. The purpose of this document is to provide information to the potential Applicants to

assist them in submitting EOI. Though this document is prepared with sufficient care to provide

all required information to the potential Applicants, they may need more information than what



has been provided. In such cases, the potential Applicant is solely responsible to seek the

information required from NMRCL, at his / her own cost. NMRCL reserves the right to provide

such additional information at its sole discretion.

This “Request for Expression of Interest” document (also referred as “Request for EOI”) is not an

agreement

6.16 Definitions of terms used in the EOI

ERP

Enterprise Resource Planning software, is business management

software—typically a suite of integrated applications—that a company

can use to collect, store, manage and interpret data from many business

activities, including: Product planning, cost, Manufacturing or service

delivery, Marketing and sales,. Inventory, etc.

5D BIM

An acronym for 5D Building Information Modeling, is a term used in the

CAD and construction industries, and refers to the intelligent linking of

individual 3D CAD components or assemblies with schedule (time -

4D BIM) constraints and then with cost-related information (5D BIM)

Real Estate

Management

Is the management of the structures including stations and tenants using

the space in or around the stations leased by NMRCL, terminal building,

and land on which the Metro is being build.

Metro Operations

Management

Comprises of solutions to manage the rolling stock, tracks, traction, energy

monitoring and management, rostering, scheduling, ticketing, and related

Agency refers to the individual applicant or consortium of vendors who bid
