Introduction

§  This document provides Petition groups with structure, guidance, and an outline of expectations as they petition to become a chapter

§  Local Energy §  Each potential NAAP chapter is formed by members of the local community – to be

successful, a chapter should originate from the energy and interest of members in a given region, because ultimately the network thrives bottom’s-up

§  National Guidance §  The petition process was developed based on a decade of experience developing

local chapters under the umbrella of a national federation

§  Serious Commitment §  Running a fully-functioning, non-profit organization requires time, energy, dedication,

and a serious commitment §  Individuals interested should assess the process, vision of NAAP and make sure this

is right for them

§  While our work with the community is exciting and fulfilling, we aim for sustainability to ensure long-term growth

What is a Petition?

§  A petition is a formal application process a group of individuals go through to form a NAAP chapter

§  Throughout this process, the group in formation will be referred to, publicly and internally, as a NAAP Petition Chapter

§  The petition group is governed by NAAP, Inc.

§  NAAP’s Unique Value Proposition §  It is how we achieve our vision - through the execution of our 5 goals - that

helps us appeal to members with varying interests and backgrounds across our community

§  Channeling member passions into the implementation of these 5 goals enables members, organization and community to better realize potential

§  Flexibility §  Each chapter is given the flexibility to implement the goals in ways that

best suit their local community §  While certain chapters might have more activities in one area – based on

the response and needs of that region – each chapter must support and engage in all five goals

The Application - Step 1

§  The application consists of the following:

§  Names: Collect the names, numbers, addresses, email addresses and signatures of ten individuals who have expressed interest and willingness in establishing a chapter §  Fill out and sign the Petition Application document (see appendix)

§  Calendar of Activities: Outline of proposed activities for the period of one year, which includes a description and timeline of events, meetings and/or projects §  This discussion will allow you to understand and explore the needs, interests of

your group §  The 5 NAAP goals must be fully reflected in the outline of activities §  This helps ensure that your group is willing to support and uphold the mission

statement in its entirety

§  Region Profile: Develop a short profile of the Arab-American community in your petition area. This should include the following information: §  Demographic information §  Census information (if available) §  Organizational landscape

The Application - Step 1, continued

§  Note the following as your prepare your application:

§  At the outset, you will be assigned a National Liaison who will schedule an application kickoff call

§  Take your time & prepare a professional submission - this is your presentation & pitch to NAAP

§  The more detail we receive, the easier it will be for us to learn about your group and assess your application

§  Submit your application as a PDF to: [email protected] §  Once we formally receive your submission, the petition formally begins

Trial Period - Step 2 §  The second step in the process is a three to six month Trial Period (time is up to the

discretion of NAAP, and is unique per region)

§  Name §  Any public mention for your group, written or verbal, should clearly convey that

the activities are organized by a NAAP-Petition Chapter or a NAAP "chapter in formation”

§  Online presence + membership §  NAAP will create and moderate a Facebook page which will serve as your

platform to the world §  Additionally, event pages will be created for you on www.naaponline.org §  All members should fill out membership forms at www.naaponline.org

§  Activities §  Your group will generally have three to six months to carry out the initial activities

outlined in your proposal. If new opportunities or ideas arise, you may submit an updated proposal to your National Liaison

§  All activities (events, public meetings) should be created as a Facebook through the NAAP moderated Facebook page event (we will create mirror pages on www.naaponline.org)

Trial Period - Step 2, continued

§  Communication w/ NAAP §  Maintain communication with your National Liaison throughout the Trial Period §  Provide your National Liaison with updates and/or progress reports on a bi-

weekly basis. These updates may be brief and informal (i.e. email, phone call, etc)

§  Reference §  During this trial-period, compile a list of 5-10 of your most active members

(name, email, and phone number) and submit these names to your National Liaison. This list may be very similar to the original list of names submitted.

§  These individuals do not need to be involved in every aspect of your group’s development, but should have attended at least one meeting and be familiar with your activities

§  This list will serve as your references during the review period

Petition Review - Step 3

§  The petition review will decide whether your group becomes a chapter, is declined or whether the petition requires more development

§  Your complete application and trial period progress will be reviewed at the next scheduled NAAP National Assembly Meeting (typically scheduled every 6 months) §  Note: if your trial period does not coincide with a National Assembly meeting your

trial period and petition may extend past the 3-6 months

§  The National Assembly will vote on the initiation of your petition group. Criteria will include, but is not limited to the following: §  Adherence to the petition process §  Member base/ growth opportunity §  Chapter sustainability §  Diversity in activities §  Geographical location §  Upholding NAAP philosophies and vision

§  You will receive the disposition of your application within one week after the National Assembly Meeting

Charter Agreement - Step 4

§  If your petition group is approved, you will be entitled to the rights and responsibilities of a NAAP Chapter as outlined in the NAAP Bylaws and Charter Agreements

§  Your initial ‘board of directors’ will be required to sign the NAAP Charter Agreement

§  Online presence §  Official moderation and management of petition Facebook page and petition page

on www.naaponline.org will fall under your new chapter team

§  Administrative expectation §  As part of NAAP federation, National accounting and administrative practices/

expectations will be shared (bank account setup, incorporation w/ state) §  National Dues will become application at National Assembly meeting following

Charter Agreement signatory §  New chapter representatives will be added to National Assembly
