Introduction

What’s New in this Release? The 2014.02 release contains compliance updates for the 2014–2015 payroll year. This release can be installed prior to 1 July 2014; compliance changes are not activated in the product until the relevant date. This release also adds new features to EXO Payroll, including improvements and additions to superannuation management.

Note: This release also contains all features introduced in the optional 2014.01 release. See the “EXO Employer Services 2014.01” section on page 13 for information on these features.

Changes to PAYG

This release includes the PAYG tax tables for the 2014–2015 payroll year. Changes to the tax tables include:

a temporary levy on taxpayers with taxable income over $180,000

an increase in the Medicare Levy from 1.5% to 2%

an increase in the withholding limit for back payments, commissions, bonuses and similar payments from 46.5% to 49%

MYOB EXO Payroll automatically applies the new PAYG rates and thresholds.

Effects of the Medicare Levy Increase

As well as affecting PAYE tax tables, the increasing Medicare levy also affects the following areas of the system:

The tax rates on unused leave on termination increase to 17%, 32% and 49%. The Termination Wizard uses the new rates for pays in the 2014 – 2015 financial year (the labels on page 3 of the Termination Wizard have been updated to reflect this).

The tax rate on Lump Sum A payments increases from 31.5% to 32%. If you have any Allowances where the Payment Summary Type is set to “Lump Sum Payment A”, you must change the Override Tax Rate to 32% for pays in the 2014 – 2015 financial year.

Changes to Fringe Benefit Tax

Changes to Fringe Benefit Tax (FBT) come into effect on 1 July 2014. MYOB EXO Payroll has been updated to incorporate changes to FBT rates.

The fringe benefit gross-up rates for the 2014 – 2015 financial year are as follows:

MYOB EXO Payroll will automatically use these new rates for pays in the 2014 – 2015 financial year. Any reports that displays FBT will use the appropriate rates for the reporting period, and the Non-Cash Benefits window will display the updated rates for Non-Cash Benefits with the Payment Type set to “Fringe Benefit”.

The following Higher Education Loan Programme (HELP) income thresholds and repayment rates are automatically applied for the 2014–2015 payroll year:

Superannuation Guarantee Changes From 1 July 2014, the Superannuation Guarantee rate rises from 9.25% to 9.5%. MYOB EXO Payroll has been updated for this change; when opening a pay in the 2014–2015 financial year, users will be asked if they want to update the SG rate to 9.5%. (If they choose not to, the message will continue to appear each time a pay in the new year is created, until the user chooses to update the rate.)

Note: When the user chooses to update the SG rate, all open pays are affected—this means that if the rate is updated while there are still pays open in the 2013–2014 year, the SG rates in these pays will also be updated to 9.5%. To avoid this, ensure that all pays in the 2013–2014 year have been closed before choosing to update the SG rate.

This change is the latest step in a gradual increase to a rate of 12%. The Government has announced that the rate will remain at 9.5% until 30 June 2018 and then increase by 0.5 percentage points each year until it reaches 12%.

Maximum Super Contribution Base

For employers who enforce the maximum earnings base for super guarantee contributions, the maximum super base quarterly amount has increased to $49,430 for the 2014–15 financial year. Update the Maximum Earnings Base property to this amount on the Superannuation Maintenance window for all superannuation types. Any new Superannuations created in the 2014–15 financial year will have their Maximum Earnings Base set to the new amount by default.

ETP Changes Employment Termination Payment (ETP) threshold amounts have changed as follows for the 2014–2015 financial year:

New companies created in the 2014–2015 financial year will be given these values by default. For existing companies, you must edit the values on the Payroll Setup window at Payment setup > Termination Payments:

Changes to Child Support Deductions From 1 January 2014, the Child Support Protected Earnings Amount (PEA) changed as follows:

Any new Child Support Deductions created after the installation of this release will contain these values as defaults. MYOB EXO Payroll does not automatically update these amounts in existing Deductions, however; you must edit them on the Deductions Maintenance window for each Child Support Deduction (if you have not done so already):

The PEA amounts must be updated as shown for the first pay after 1 January 2014.

Withholding Payer Number EXO Payroll now allows you to enter a Withholding Payer Number (WPN) in place of an Australian Business Number (ABN). A company may have a WPN if they do not have an ABN, but are employing staff and therefore need to withhold and report PAYG.

The ABN field on the Employer details section of the Setup Payroll window has been renamed to ABN/WPN, and allows entry of an ABN or a WPN:

Superannuation Changes

New Superannuation Transfer Option

A new Consolidate Employee Totals option is available at the bottom of the Superannuation Transfer window:

When this option is selected, the superannuation transfer file will contain a single line for each employee, with totals consolidated across the entire remittance period. If the option is not selected, the behaviour will be as it was in previous versions, i.e. the file will contain multiple lines per employee, one for each pay period in the remittance period.

Superannuation Provider Options

New options are available at the bottom of the Superannuation Provider Maintenance window:

The Payment Method dropdown lets you select a payment method for the provider from one of the following options:

BPAY

Cheque

EFT

Other

You can also enter a new payment method into this field and it will be saved to the list so that it can be used for other providers. The payment method is displayed on the Superannuation Transfer report, and on the Superannuation Summary report when it is sorted by Super Provider or Super Code.

A Unique Superannuation Identifier (USI) is required for superannuation funds that are regulated by the Australian Prudential Regulation Authority (APRA). The new Unique Superannuation ID field lets you enter the USI for a provider, if it has one.

Self-managed superannuation fund (SMSF) trustees are required to receive both electronic messages and payment when employers make contributions using the SuperStream data and payment standard. The new Electronic Service Address field lets you enter the electronic service address (alias) used to receive data messages relating to employer contributions.

When exporting the Superannuation Summary report or the Superannuation Transfer report to CSV, Unique Superannuation Identifier and Electronic Service Address are both available as fields that can be added to the export file.

Report Changes

New Superannuation Summary Report Option

The Superannuation Summary report has a new report option: Print each provider on a new page. When this option is selected, the report will print each superannuation provider on a separate page. A separate page showing the grand total will be added to the end of the report.

Changes to the Leave Paid Report

The Leave Paid report now displays a separate Leave Loading Included column:

This column shows how much of the value in the Amount column consists of leave loading.

Flood Levy Settings Removed All settings relating to the 2011 – 2012 Flood Levy have been removed from EXO Payroll, as they no longer apply. These are:

The Flood Levy Applied check box on the Employee defaults setup > Tax classifications section of the Setup Payroll window.

The Flood Levy check box on the Employee Details tab of the Employee Maintenance window.

The Leave Loading check box on the Employee Details tab of the Employee Maintenance window. (This setting is not directly related to the Flood Levy, but it also applied only to the 2011 – 2012 financial year and earlier, so is no longer needed.)

Long Service Leave Balances This release changes the way Long Service Leave balances are displayed. The fields have been renamed to match the ATO’s terminology and a Less Accrued Taken field has been added to make it clearer how the balances are calculated:

These changes have been applied to the Leave Management window, to the Long Service Leave Balances window available from the Leave Entitlements tab of the Employee Maintenance window, to page 2 of the Termination Wizard and to the Long Service Leave Report.

Cost Centre Lookup Controls Edit buttons are available next to the Cost Centre fields on the following windows:

The Leave Entitlements tab of the Employee Details window.

The Edit Wage window in the Standard and Current Pay

The Edit Allowance window in the Standard and Current Pay.

Clicking an edit button opens the Cost Centre lookup list, making it easier to select the Cost Centre to assign.

EXO Employer Services 2014.01 EXO Employer Services 2014.01 was an optional release that introduced a number of new features to the EXO Employer Services system. If you did not install the 2014.01 release, these features will be added to the system when you upgrade to 2014.02. A recap of the features introduced in 2014.01 is provided below.

Unpaid Leave

EXO Payroll now allows you to process unpaid leave for employees. The Leave Management window in the Current Pay contains a new Unpaid Leave section:

This section works in the same way as for the other leave types: enter the number of hours’ leave, select the dates taken and optionally specify a Cost Centre to override the employee’s default.

Other changes have been made to the EXO Payroll system to support Unpaid Leave:

A new Unpaid Leave report is available in the Leave section of the Select Report window—this report shows unpaid leave taken for the selected employees over the selected time period.

A default Cost Centre for Unpaid Leave can be set in the new Leave Management Setup > Unpaid Leave section of the Setup Payroll window, and an Unpaid Leave Cost Centre can be set for each employee on the Other tab of the Employee Maintenance window.

A new “Unpaid Leave” Note Type has been added—when Unpaid Leave is processed in an employee’s pay, an Unpaid Leave note is added to their employee record.

Unpaid Leave amounts can be imported using the Import Time Transactions and Rapid Load Pay functions, using the leave type “U”.

MYOB MyStaffInfo supports Unpaid Leave—when entering leave requests or timesheets, users can select “Unpaid Leave” as a leave type.

Unpaid Leave can also be entered in the Remote Timesheet module.

Custom Payslip

EXO Payroll includes a new payslip report that can be fully customised to suit your company’s needs.

The custom payslip must be enabled and configured before it can be used in the EXO Payroll system. To set up the custom payslip, open the Setup Payroll window and go to the new Payslip section under Other Setup:

Tick the Enable custom payslip report option to enable the Payslip Custom report on the Pay tab of the Select Report window. When the custom payslip report is enabled, you can tick the Hide other payslip reports option to remove the existing payslip reports from the Select Report window.

You can specify a custom company logo to appear on the report by clicking Change Logo Image and selecting an image file.

Note: Logo images must be in BMP format.

Clicking Modify Custom Payslip opens a Report Designer window where the payslip report can be edited and formatted:

From the Report Designer window you can:

Edit the page setup of the report.

Resize each section of the report.

Move, resize and delete existing fields and labels.

Add new fields, labels and images using the buttons on the Report Controls floating toolbar.

Edit the properties of all fields, labels and images.

To undo all customisations and restore the report to its default state, click the Reset Custom Payslip button on the Payslip Setup window.

All customisations will appear when generating the report from the Print Report window. The Payslip Custom report can be exported to all of the usual formats, and also includes an “Email” option in its Destination dropdown; selecting this option will email the payslip to all employees who have an email address defined.

The Employee defaults setup > Standard settings section of the Setup Payroll window now contains settings to specify the default hours per day and hours per pay for new employees:

In an upgrade, these settings are created with default values, which depend on the existing default pay frequency:

Client ID

EXO Employer Services now allows clients to enter a Client ID code, which allows them to easily identify themselves when contacting Support or dealing with their MYOB Enterprise Solutions Partner.

The Client ID code can be entered on the Registration and About windows:

This allows clients to easily identify themselves when contacting Support or dealing with their MYOB Enterprise Solutions Partner.

Copying Hours Paid History

A Copy button has been added to the Edit Hours Paid History window:

Clicking this button copies all data on the window to the clipboard, so that it can be pasted into an external application, such as a spreadsheet.

ETP Update Utility Removed

Known Issues The following Known Issues have been identified in this release.

Error 2066 in a networked environment

The FoxPro error: “2066/Index file [filename].CDX is corrupt. Please rebuild it” can occur persistently on network systems that have a Server 2008 operating system with workstations running Windows Vista, Windows 7 or 2008 Terminal Server; or peer-to-peer networks where the server/workstation is running a Windows Vista or Windows 7 operating system, and one or more other workstations are also using a Windows Vista or Windows 7 operating system.

Summary of Changes Below is a quick overview of the changes addressed by this release and what actions are needed to implement them.

Rate and Threshold Changes

The new rates and thresholds for PAYG, Fringe Benefit Tax, HELP and SFSS will be applied automatically by MYOB EXO Payroll for pay periods that end on or after 1 July 2014.

Any Allowances where the Payment Summary Type is set to “Lump Sum Payment A”, must be updated to change the Override Tax Rate to 32% for pays in the 2014 – 2015 financial year.

Superannuation Guarantee Changes

The Superannuation Guarantee rate changes to 9.5% for pay periods with a physical pay date on or after 1 July 2014. Rates will be updated in MYOB EXO Payroll the first time a pay with a physical pay date on or after 1 July 2014 is created—ensure that all pays in the 2013–2014 year have been closed before creating any pays in the 2014–2015 year.

Open the Superannuation Maintenance window and update the Maximum Earnings Base property to $49,430 for all superannuation types.

Employment Termination Payment Changes

Employment Termination Payment (ETP) threshold amounts have changed for the 2014–2015 financial year. These amounts must be updated on the Payroll Setup window at Payment setup > Termination payments.

Child Support Changes

The Child Support Protected Earnings Amount (PEA) changed on 1 January 2014. You must edit any Child Support Deductions to use the updated Protected Earnings Amounts, if you have not done so already.
