Introduction
In 2003 at Bali, Indonesia, the Bali Concord II came out from the resolutions of the
ASEAN summit. In 2005 December 9, at the ASEAN Commercial Ministerial Meeting, the
Mutual Recognition Arrangements (MRA) was signed among all members countries. In this
MRA there was a mutual understanding between all countries for eight chapters where
engineering is included. During that time, Engineering Council was not yet formed in
Myanmar. So, the government of Myanmar had agreed to assign the Ministry of Construction
as a Focal Ministry and temporarily formed Professional Regulatory Authority (P.R.A.),
Monitoring Committee (M.C.) and Myanmar Board of Engineer (M.B.E.) started to award
Registered Professional Engineer (P.E.) certificates. ASEAN 10 countries also recognized
one another and issued ASEAN Chartered Professional Engineer (A.C.P.E) certificates.
Referring the international Engineering Council Laws from all over the world, the Myanmar
Engineering Council Law was prepared as a draft. The draft of the Engineering Council Law
was announced to the public for people's suggestion and feedback in the daily newspaper. In
2013 November 28, the President of the Union of Myanmar signed and declared the State
Parliamentary Law No. 37. According to the Myanmar Engineering Council Law, with
proclamation order no. 81/2013 of the Ministry of Construction, the first term of Myanmar
Engineering Council along with the constitution of eight working committees had formed by
the Union of Government on 11 December 2013. According to the codifications in the By-
law of Myanmar Engineering Council, the working committees have carried out the relevant
activities according to the relevant responsibilities. The first term of the Myanmar
Engineering Council has expired on 15 December 2017. The head office of Myanmar
Engineering Council under Ministry of Construction is currently situated at No.50A/46B of
Khayae Pin Road in Lanmadaw Township.
According to the one of the ultimate objectives of Myanmar Engineering Council, for the
development of the Engineering Education to achieve the quality of international standard,
the Engineering Education Accreditation Committee (EEAC) has accomplished the
accreditation on-site visits to total of four Technological Universities/Institutions in Yangon,
Mandalay, Thanlyin and Kyauk Sel throughout the year of 2017. The EEAC and the
technological universities discussed the further accreditation evaluation process and
verification of the engineering programs. The procedures and the details of the accreditation
programmes have been advised by the EEAC.
The Myanmar Engineering Council coordinated and conducted the National Standards
workshops such as “MEngC Notional Workshop on the Engineering Technologists and
Techniques" and “Workshop for Technological University Rectors and Professors -
"Dialogue Session on Engineering Curriculum Design" in 2017. The recognition of the
quality of engineering professions, the quality assurance and the improvement and
development of educational programmes in engineering had been discussed during the
workshops.

Mission, Objectives and Function
(A) Mission
To train and nurture Myanmar engineers and technicians who can satisfactorily fulfill the
requirements of the international quality standard in their engineering professions.
(B) Key Objectives
The main aim of Myanmar Engineering Council is for Myanmar engineers and technicians, to
achieve the quality of International Standard. Distinctively, the objectives of Myanmar
Engineering Council are to:
uphold and upgrade the dignity, ethics, and quality of the Myanmar citizen
engineers, graduate technicians and technicians who are practicing engineering
works;
explore, using engineering technology and information technology combined, the
good methods, research and development activities by which the natural resources
and human resources of the State may be beneficially applied with least impact on
the environment;
carry out guidance and supervision, and to take necessary actions for the fulfilment
of the requirements of stipulated technical standards, proper methods, and safety
rules, by keeping the high ethical standard and being dutiful in the fields of
engineering and technology and also by promoting education, researches, and
services;
offer service engineering and technology-related functions and duties beneficial for
the State if assigned by the relevant Ministry and relevant organizations.
(C) Function
The function of Myanmar Engineering Council are as follows:
to announce from time to time, which engineering degrees, technology degrees and
technology diplomas are recognized by the council;
to recognise or refuse to recognise, the degrees and diplomas conferred by any
technological university, engineering university, any technological college or institute
in the country or abroad, and the registration certificates issued under this law by any
organization or department concerned with an engineering subject;
to specify work-related qualifications of the degree and diploma holders which are
required for any kind of registration certificate to be issued under this law;
to specify the ethical principles to be followed by engineers, graduate technologists
and technicians, controlling whether the ethical principles are followed, and taking
action in case of non-compliance;

to study and scrutinize matters in order to develop and upgrade the qualifications and
standards of engineers, graduate technologists and technicians; coordinating with
government departments and organizations and NGOs ;
to issue after having scrutinized the application, registration certificates; compiling
and maintaining a list of registration certificates and publishing it occasionally;
to advise, support, and cooperate with the main ministry, other relevant government
ministries and other organizations relating to required norms and the compilation of
ethical principles in engineering to develop and upgrade the quality and standard of
all engineering subjects and technological works;
to advise, support, and cooperate with the main ministry and other relevant Union
ministries upon studying methods developed internationally in engineering subjects
and technological teaching with a view to creating qualified engineers, graduate
technologists and technicians capable of developing engineering subjects and
technological teaching;
to advise and, as necessary, to support the main ministry, other relevant Union
ministries and other organizations to secure continuous teaching for engineers,
graduate technologists and technicians according to their engineering subject and
technological work requirements. Holding theoretical and practical classes,
workshops and seminars for continuous development. Arranging participation in
international and regional meetings and conferences as representative of the State;
to advise and support the main ministry, other relevant Union ministries and other
organizations on research and development so as to develop and upgrade engineering
subjects and technological standards;
to scrutinize in accordance with the approval or the instruction of the main ministry,
whether the specified procedures, standards, norms and rules for quantity analysis are
in conformity with the requirements of consulting engineers and engineering and
technological companies and organizations, contractors and contracting companies
within the country and abroad; conveying the council's opinion and remarks to the
relevant Union ministry and Government organizations;
to carry out the duties of the council and the executive committee under the Council
Law after forming the office of the chief registrar with the approval of the main
ministry
to perform the duties assigned to it from time to time by the main ministry so as to
successfully achieve the objectives of the council.

Registration and Licensing
The Myanmar Engineering Council issued the registration certificates with the scrutiny of
Law and By-law of codifications of the Council. The issued certificates and the applications

Activities of the Working Committees
(A) Assessment Committee
In the year 2017, the Professional Engineer certificates awarded ceremonies were celebrated
and the recognition certificates were awarded as follows:
In May, the 2nd
ceremony of Assessment Recognition certificates awarding and 5th
ceremony of ASEAN Chartered PE certificates awarding were celebrated at assembly
hall of Yangon Technological University.
In June, the 6th
ceremony of ASEAN Chartered PE certificates awarding and 5th
ceremony of Registered Engineers certificates awarding were celebrated at assembly
hall of Yangon Technological University.
In July, 1st ceremony of Registered Limited Engineer certificates awarding and 2
nd
ceremony of Registered Senior Engineer certificates awarding were celebrated.
In August, the 2nd
ceremony of Registered Limited Engineer certificates awarding and
3nd
ceremony of Registered Senior Engineer certificates awarding was celebrated at
assembly hall of Yangon Technological University.
In October, the 6th
ceremony of Registered Engineer certificate awarding and 4th
ceremony of Registered Senior Engineer certificates awarding was celebrated.
The Myanmar Engineering Council evaluated and issued the ATech, AGTech, AE, RE,
ACPE, RFPE and RLPE certificates. The list of issued certificates until December 2017 is

In every month until December 2017, the Assessment Committee interviewed the total of
2783 applicants of all engineering disciplines for the PE, RSE, RE certifications in all
Divisions and States of the Union of Myanmar including Yangon Division. Moreover, the
writing examinations were held for the applicants of PE, RSE, RE applicants in Yangon,
Singapore and other States and Division in Union of Myanmar. The list of Registered Senior

Engineers, Registered Engineers, Apprentice Engineers, Councillors, Evaluators, Council
Members, Assessors, and Judges is presented in Appendix B.
(B) Accreditation Committee
The Engineering Education Accreditation Committee (EEAC) organised and hosted the "20l7
Inaugural Taiwan-Myanmar Higher Education Presidents Forum Shaping the Advancement
of Engineering and Technological Educations and Mobility of Future Engineers Workshop"
at Novotel Hotel in Yangon, "Workshop on Preparation of Engineering Education
Accreditation" at both Yangon and Mandalay Technological Universities with the experts
from Institute of Engineering Education Taiwan (IEET). Regarding the accreditation process,
the EEAC conducted the workshops by the title "Accreditation Committee: Outcome-Based
Education Training" to the professors, rectors, and lecturers from the Engineering
Universities/Institutes. Furthermore, the EEAC delivered the training courses "Engineering
Accreditation and SAR Training". The evaluation team of EEAC of Myanmar Engineering
Council received the self-assessment reports of 19 graduate programmes of Yangon
Technological University, Mandalay Technological University, Thanlyin Technological
University and Kyauk Sel Technological University in order to review and evaluate the
qualification of Engineering Education. For the confirmation of continuing the accreditation
process, the reports were submitted to the Executive Committee Meeting (8/2017).
To ensure that the quality of engineering education/programme of its registered engineers
attain the minimum standard comparable to global practice, and to accredit each engineering
programme the EEAC appointed and initiated the Convener and the Evaluation Team on the
basis of their expertise and standing in a particular discipline of engineering.
To facilitate the Technological Institutions to meet the minimum standard stipulated for the
accreditation of their existing engineering programmes or newly proposed programmes, and
to evaluate the self-assessment reports submitted by the Technological Universities, the
EEAC produced the manuals and guidelines such as “Guideline for Evaluation Team,
Evaluation Team Report, Exit Statement, Program Evaluator Worksheet. To evaluate the
quality of engineering programmes, "2017 Check List for Accreditation" was created and
published within the Council. The estimated budget plan for Accreditation On-Site Visit was
also created and submitted to the Executive Committee Meeting (10/2017) in order to review.
Moreover, "Engineering Technician Programme Accreditation Manual" and the draft version
of the memorandum of understanding between the Technological Universities and the EEAC
was produced and submitted to the Executive Committee Meeting (10/2017).
Upon the applications and invitations, until December 2017, the Accreditation On-Site Visits
were accomplished to the Yangon Technological University, Mandalay Technological
University, Thanlyin Technological University and Kyauk Sel Technological University by

the EEAC members together with the Evaluation Team to evaluate the engineering
programmes.
In October, the EEAC together with two professors from University of New South Wale
evaluated and benchmarked the Civil Engineering and Electrical Programmes of Yangon
Technological University recognised as the Provisionally Accreditation Programmes.
In November, the EEAC together with two observers from University of New South Wale,
two observers from Institute of Engineering Education, Taiwan (IEET), Evaluation Team and
Councillors visited the Mandalay Technological University to review and evaluate the seven
engineering programmes.
In December, the evaluators of Myanmar Engineering Council, the observers from EEAC and
the judges visited the Thanlyin Technological University to review three engineering
programmes.
The evaluators of Myanmar Engineering Council, the observers from EEAC and the judges
visited the Kyauk Sel Technological University on 27/12/2017‒ 29/12/2017 to review six
engineering programmes.
As the professional body of engineering, the Myanmar Engineering Council designed the
Strategic Plan which is being implemented. The Myanmar Engineering Society has been
providing the training programmes whilst the Assessment Committee and the Accreditation
Committee of Myanmar Engineering Council evaluate the quality of profession and issues the
recognised certificates, registered certificates and licenses according to the Rules and
Procedures and standards of the International Engineering Alliance.
In December 2017, the Myanmar Engineering Council organised and conducted the
workshops on "Engineering Education Programmes Curriculum Designing" and "Engineering
Education Accreditation".
(C) Ethics Committee
With the advice and guidance of the focal ministry, Ministry of Construction, the Ethics
Committee of Myanmar Engineering Council created the Code of Ethics booklets and issued
to the applicants of Registered Engineers and Council members. Collaboration with the
Disciplinary Committee, the disciplinary cases against registered engineers is inquired and
investigated.
(D) Discipline Committee
The Discipline Committee of Myanmar Engineering Council created the Log Book for
Engineering Registration in both English and Myanmar Languages. The Log Book was
confirmed to publish at the Executive Committee Meeting and is started using for Registered

Engineers. Formal writing, professional writing at work is mandatory in the Myanmar
Engineering Council offices and the training courses are provided to the staff.
The investigation and cross-checking the data of PE, RSE and RE applicants who passed the
licensing examination are done by the Discipline Committee. The RE application forms,
filling facts in the application forms, checking and listing are accomplished by the Discipline
Committee.
(E) Standards and Specifications Committee
The Standards and Specifications Committees worked to achieve the ISO Certificate for the
Quality Management System of the Myanmar Engineering Council. Therefore, the committee
provided the closed calls for tender to the ISO Auditor (Bureau Veritas, SGS Myanmar, GIC
Myanmar, ACM Myanmar, Global Mork Pty Ltd). Among those ISO Auditors, GIC
Myanmar was selected after checking the Quotation to achieve ISO certificate. The voice of
GIC Auditor was submitted to the Executive Committee meeting (11/2017) and the draft
version of Service Agreement Contract between the Myanmar Engineering Council and the
GIC Myanmar was submitted to the Executive Committee meeting (12/2017) and the project
has been initiated. The Standards and Specifications Committee submitted the case in needed
to appoint and assign the new eligible committee members according to the Engineering
Council Law to replace the resigned committee members for various reasons to the Executive
Committee meetings in order to be approved.
(F) Continuous Professional Development Committee
In December 2017, the CPD Committee conducts the CPD activities such as short courses,
workshops, seminars for applicants of registered engineers. The Committee provided the total
of 27 CPD activities for the total of 107.5 CPD hours. The course on Professional
Development Programme- DPD Course (14/2017) was offered for 214 applicants in Yangon
on 23/12/2017 - 24/12/2017. Similarly, the Committee planned to offer DPD course (1/2018)
in Mandalay and DPD course (2/2018) in Kalaw respectively. The CPD Committee had
offered the total of 55 DPD courses to total of 8519 applicants in Singapore, Yangon and
other States and Divisions of Union of Myanmar. The Committee examined the CPD forms
on 11/12/2017 - 29/12/2017 and the Committee analysed and considered 38 new applications,
12 amended applications, 21 PE renewal applications and 79 RSE renewal applications. The

The total of 510 training courses for 4381.5 hours was offered by the CPD Committee.
(G) Engineering Organization Scrutinizing Committee
The Engineering Organization Scrutinizing Committee released the disciplines and terms and
conditions to examine the standard specification of the engineering education companies and
engineering professionals’ companies on 09/05/2016 and has taken the follow-up actions. At
present, the foreign-invested engineering companies inquire the standards and specifications
specified by the Myanmar Engineering Council. Therefore, the Committee submitted the
rules and procedures to examine the standards and specifications and the service charges are
drafted and submitted to the Executive Committee meeting (6/2017).
Until 11/12/2017, the Engineering Organization Scrutinizing Committee has examined the
standards and specifications of 109 companies out of 203 companies which applied to the
Myanmar Engineering Council to specify and standardize. The rest of 14 companies are
being examined and still in process. Since the expired date of the standards and specifications
of the companies is 31/12/2017, the Committee sent the letter of notification to the companies
to apply for the renewal of the standards and specifications on 1/1/2018 - 28/1/2018. The
Committee has examined and specified 3 companies and submitted to the Executive
Committee meeting (1/2018) and achieved the confirmation on the standards and
specifications of the companies.
(H) National & International Relation Committee
The National and International Relation Committee started publishing the "News of
Engineers" in June 2017 to release the news to engineers, engineering candidates and the
public about the aims and objectives of the Myanmar Engineering Council, the operations,
and conditions of the operations.
Moreover, the daily operations of the Myanmar Engineering Council, statements, the list of
Registered Engineers, Registered Senior Engineers and the examination schedules, results of
the examinations and training courses schedules for CPD hours, invitation letters for
meetings, standards and specifications of the companies, and relevant certificate awarding
ceremonies schedules are launched in real-time basis on the Myanmar Engineering Council
website and Social Media page. To transform the building of the head quarter of the
Myanmar Engineering Council into the smart building, the MoU with Intelligent Building
Society (IBS Korea) has been signed and the follow-up actions are being taken and carried
out the development of information and technology additionally.

Construction of the Myanmar Engineering Council Building
To lease the ground floor, the fourth floor of the Myanmar Engineering Council building to
the Mottama Development Group Co.Ltd (MGC), the lease agreement has been discussed
with the Mottama Development Group. The renovation process and installation process in the
construction of the building are being carried out by the relevant construction companies such
as Min Dahma Co.Ltd, Super Mega Co.Ltd, and Taw Win Family Co.Ltd. To achieve the
building approval, the Fire Fighting System Designs of the Myanmar Engineering Council
were sketched and the sketches of the system and installation process were submitted to the
New Building Construction Committee meeting on 24/4/2017. According to the outcomes of
the meeting, the installation of Fire Fighting & Fire Alarm System has been completed,
therefore, the application of the building approval is being initiated and carried out.
Administration and Staff
The organization structure of the Myanmar Engineering Council is amended and submitted to
the Executive Committee meeting and quarterly meetings, and the Ministry of Construction.
According to the counselling of the Ministry of Construction, additional staff is appointed.
According to the organization structure, the new staff is appointed in the new departments
and vacancies in the relevant departments. The increments and promotions are offered to the
existing staff.
According to the Myanmar Engineering Council Law, article (4), Union of Government had
formed the Myanmar Engineering Council with the proclamation order No. 81/2013.
Myanmar Engineering Council constitutes the eight Working Committees and carries out the
functions and duties according to the Engineering Council Law. As the 1st term of the
Council has expired on 15 December 2017, the 2nd
term of the Council 60 council members is
elected in accord with the stipulations of the Council. By the Section 2 of Council Law 5-b,
the Patron Body of the Council elected the President, the vice-President and associate
secretary from the 60 Council members and the election of the rest of the Council members
have been done on 7 January 2018. The special session of the Executive Committee meeting
was held on 23/11/2017 and the 4th
quarterly meeting was held on 27/11/2017. The Patron
plenary meeting of the Myanmar Engineering Council was held on 10/12/2017 and the
Executive Committee meeting was held on 16/12/2017.
During the 1st term of the Council four years, the amendment of the staff's salary, the
increment, appointing the staff and probation staff according to the organization structure
have been carried out. Since the Chief Engineer of Maintenance Department, U Aye Win
resigned, the promotion of the Deputy Chief Engineer of the Maintenance Department with
probation was submitted to the Executive Committee meeting (1/2018).

Financial Statement
The total earning currency of the Myanmar Engineering Council from 1/1/2017 - 31/12/2017
is 1126.77 million kyats and total spending budget is 1385.21 million kyats. The total
balance is 258.44 million kyats. The closing bank balance until December 2017 is 586, 269,
966.96 kyats, the received cash from the donation is 996,284.94 kyats and USD 11815.97.
The total expense for the construction of new building until 12/12/2017 from the funding of
the Myanmar Engineering Council is 703.46 million kyats and 1 587 630 687 kyats from the
donated cash. The financial statement of Myanmar Engineering Council throughout the year
2017 is presented in Appendix C and D.
General Issues
The Myanmar Engineering Council organized and conducted the Workshop for
Technological University Rectors and Professors – “Dialogue Session on Engineering
Curriculum Design” on 16 December 2017. The workshop on Accreditation of Engineering
Education was conducted on 21/12/2017 and 22/12/2017. The preparation for the workshop
on “Engineering Curriculum Design” is being undertaken.
On 8/12/2017, the Myanmar Engineering Council held a meeting with “Academic
Commission” and discussed on the Engineering Education and the meeting on “Naval
Architecture and Marine Engineering” was held on 15/12/2017. The Myanmar Engineering
Council called on meeting with the Myanmar Architecture Council on 26/12/2017. The
President of the Myanmar Engineering Council attended the “UNESCO Workshop” in
Jakarta, Indonesia on 20/12/2017 - 21/12/2017.
To assign the Council members to 8 Working Committees for the purpose of implementing
the functions and duties of the Council, the suitable candidates were proposed at the 2nd
quarterly Executive Committee meeting. According to the outcomes of the meeting, the
suitable candidates were selected and assigned to the relevant vacant positions of the
Working Committees at the Executive Committee meeting (7/2017). The President and the
associate secretary 2 attended the “2017 International Engineering Alliance Meeting
(IEAM)" in Anchorage, Alaska, the United States on 18/6/2017 - 26/6/2017.
National Commission of the Union of Myanmar, National Accreditation and Quality
Assurance Committee is carrying out the Quality Assurance of Education in Myanmar. The
National Accreditation and Quality Assurance Committee invited Professional Councils to
discuss and collaborate National Accreditation and Quality Assurance Committee in order to
support and to discuss the measures of the Quality Assurance of the Professional Councils in
Myanmar. The professional's Councils of Myanmar such as Statistics Council, Computer
Development Council, Medical Council, Nurse and Midwife Council, Lawyers Council,
Council Veterinary Medicine Council, Architecture Council, Dental Council discussed their
strategic plans on Quality Assurance. The President of the Myanmar Engineering Council
discussed on 29/6/2017 from 14:40 pm – 15:20 pm.
The President, the Vice-President 1, the Vice- President 2, the Secretary and the Associate
Secretary 2 attended “The China Association for Science, Technology” coordination meeting
in Beijing, China on 31/10/2017 – 3/11/2017.

The Myanmar Engineering Council and the Intelligent Building Society (IBS Korea) signed
MoU on 8/11/2017. The President of the Myanmar Engineering Council attended the 35th
CAFEO and FEIAP Engineering Guide Line Meeting for Engineers in Bangkok, Thailand on

On 8/12/2017, the President of Myanmar Engineering Council met with “Academic
Commission” and discussed on the Engineering Education and “Naval Architecture and
Marine Engineering" on 15/12/2017. The Myanmar Engineering Council called on meeting
with the Myanmar Architecture Council on 26/12/2017. The President of the Myanmar
Engineering Council attended the “UNESCO Workshop” in Jakarta, Indonesia on 20/12/2017
- 21/12/2017.
The President of Myanmar Engineering Council attended the meetings on “NAQAC Set
Criteria / Standards Programme” in the year 2017.
Analysis
The status of the Myanmar Engineering Council is presented in 3 distinct parts as follows:
(A) Weakness of the Myanmar Engineering Council
The outstanding to make payment for the construction of new building is
USD 39, 324.30 and 174, 361, 524 kyats. The total value paid is 2, 343, 820, 661 kyats.
The total monthly expense and the total monthly earnings are not in balance, and the earning
is not enough for the monthly general expense. It is analysed as the Myanmar Engineering
Council is not able to plan the monthly expense budgets and earnings. The balance of the
total earnings and expense is minus (-) 258.44 billion in one year. Therefore, it is the loss
from the economic point of view. Since the construction of the new building has not been
completed yet, the expense for the construction will be increased.
(B) Challenges
In a rapidly changing world, with the technological advancement, the standard of
international engineering education is advanced. With an increasing need for human capital,
the education system of Myanmar is required to be overhauled. A major change in curriculum
is required to be able to satisfactorily achieve international standard and quality.
The lecturers must be sufficiently well qualified to deliver the degree-granting university
programs. The teaching techniques and the teaching materials are promptly essential to be the
international credibility and standards. The professional bodies and the relevant committees
must fulfill the necessary qualifications and standards to issue the registered engineer
certificates.

The Rules and Procedures of PAG, EGC and the Evaluation are required to be implemented
referring the international standards of Rules and Procedures. The members of PAG and EGC
teams are essential to be qualified.
(C) Threats
The major threats to the Myanmar Engineering Council are attacks on critics through social
media. To answer the attacks, the Engineering Council Law should be revised and amended
to be up-to-date with the current updating engineering technology.
