If there was defining moment during the third IFPIPlatinum Europe Awards show last week, it was whenNeil Kinnock blushed on stage while being hugged bythe Corrs. "Nobody told me I would get to be kissed bythe most beautiful women in Europe," quipped thevice president of the European Commission in anunscripted moment.

Well, that moment just about summed up thewhole thing. The show attracted top European politi-cians with the artists doing what they do best-being stars.

Paul Russell, who is one of the founding, athers ofthe Awards, got it right when he said before theshow: "We have to use our artists to speak on behalfof the industry."

The IFPI Platinum Awards confirmed that themusic industry's message is probably better deliveredif it is imbued with the charisma of some of the best-selling artists on the continent.

And indeed, there was a lot of that kind of charm

on stage on July 13.Overall, the show was a success. Phil Collins proved

to be a well -seasoned host (he could always pursue acareer in talk shows if his records ever stop selling).Kinnock delivered a speech where he alternated amessage to the industry with a few jokes, and grace-fully took the stage to present the awards to theartists. Jean -Michel Jarre suggested sending musicdownloaders Napster a virus called "I hate you," andhanded his baton of Artist Spokesman to The Corrs.The artists thanked their record companies-perhapsthere should have been a special award for the Cardi-gans' lead singer Nina Persson, who rather humorous-ly thanked "PolyGram-no, Universal. Ummm...Sea-gram-or...whoever bought us the last time!".

There was also some good music to listen to.Now, only time will tell if the

industry will get more out ofBrussels than it has to date onissues such as the CopyrightDirective. But it is through eventslike the Platinum Awards that theindustry can get its messagespelled out in the most eloquentmanner by its best ambas-sadors-the artists.

Positive reaction to Platinum Europe Awardsby Emmanuel Legrand & Gordon Masson

BRUSSELS - The early departure ofEuropean Commission PresidentRomano Prodi from the third IFPIPlatinum Europe Awards on July 13did little to detract from a occasion,hailed by all involved as a success.

Prodi had to leave early toattend a ministerial meeting. Thatleft the way for the Commission'svice president, Neil Kinnock, tostep in. He told those assembledthat "the truth is that pirates hitinvestment, variety, opportunity,and quality-and the music mak-ers and the fans lose out."

The speech went down well withEMI Group chairman Eric Nicoli,who said it was good to see an emi-nent political figure demonstratean "impressive grasp of the issues

facing our industry in an enter-taining speech." Paul Russell,chairman of Sony Music Entertain-ment Europe said: "The fact thatthat two of the most importantpoliticians in Europe, Prodi andKinnock, both attended, shows howsignificant the Awards havebecome within the Brussels agen-da." Chairman/CEO of WarnerMusic International StephenShrimpfon described Kinnock'sspeech as a "positive statement forthe European music industry."

Talking to M&M after theawards, Kinnock said he hadenjoyed the event and that themessage that the music industrywas trying to pass on to Europeanpolicy -makers has been "receivedand understood." He concludedthat: "We need to look at the situa-

tion so that we can combine realprotection without protectionism."

Looking back at the event, IFPIchairman/CEO Jay Berman said:"The feedback from politicians wasvery, very good. The EU people andthe Commission people had a goodtime and thought it was just theright mix and low key. From ourperspective, it went off perfectly."

One of the hottest tickets for Brus-sels bureaucrats, the PlatinumEurope Awards could become an evenbigger event. Berman says an expan-sion, taking it to different Europeancapitals and even televising the showare all options, but adds, "The prob-lem with bigger is that we would haveto go to a bigger venue and it wouldlose some of the intimacy. We willhave a review in September and beginto think about the next one."

Court ruling threatens futureof Austrian commercial radioby Susan L. Schuhmayer

VIENNA - More than 20Austrian commercial radiostations face having theirlicences revoked, in a legalruling which one leadingradio executive says could"catapult Austria back intothe Stone Age."

The country's constitu-tional court has ruled thatthe law which set up thecountry's PrivatundFunkbehoerde (commercialbroadcasting authority) in1997 was unconstitutional,as it granted the organisa-tion quasi-judicial powers,allowing it to operate inde-pendently from the constitu-tional court and parliament.

Media law expert HeinzWittmann says that, ineffect, the ruling means thatthe broadcasting authoritycan only operate with a veryspecific mandate dealingwith a limited range of

areas. And because the veryconstitutionality of theauthority had been calledinto question, so thereforehas its licensing decisions.

The court's ruling hasbeen greeted with horrorby Austria's fledgling com-mercial sector, with thefate of major stations suchas Radio Energy, 92.9 RTL,Antenne Wien and 88.6hanging in the bal-ance.

General manag-er at 88.6 BerndSebor says that"more than one bil-lion schillings ininvestment by com-mercial broadcast-ers and many, manyjobs," could beaffected by the ruling whichhad been sought by morethan 90 companies who wereunsuccessful in their appli-cations for commercial radiolicences in 1997.

But some station execu-tives believe the sifuationcan be salvaged. AndreaKozak-Kuszak, generalmanager of Radio Energy,which is partially owned byFrench group NRJ, says:"I'm fairly sure we will loseour licence, but even if we dowe think we can get it back."

Funkbehoerde,agrees the stationsare likely to regaintheir licenses evenif they are initiallywithdrawn by thecourt. "The lawhints at a slightlybetter position forbroadcasting com-panies that have

conducted their operationsin accordance with the law.I don't think the court willfrustrate those broadcast-ers after all the money theyhave invested," he predicts.

MTV on top for first time in Germanyby Tayfun Kesgin

COLOGNE - MTV has takenover from its main competitor,VIVA, as the most popularmusic TV broadcaster in Ger-many for the first time since itlaunched itslocalised servicethree years ago.

According to asurvey by marketresearchers IFDAllensbach, thetwo music TVchannels bothincreased theirratings in theirmain target groupof the 14-29 year -olds, withMTV's Central service reach-ing some 3.09 million viewerscompared with VIVA's 2.99million.

While managing director ofMTV Central Christiane zuSalm welcomed the results asa "visible manifestation ofMTV's market leadership,"VIVA declared that their com-petitor's predominance was

due to MTVupgrading to theAstra transponder(in January 1999),thus ensuring it anincrease in reach ofsome seven millionhouseholds.

Zu Salm admitsthat the satelliteupgrade was a pre-requisite for, but

not a guarantee of, marketleadership, explaining: "Atthe end of the day, it is con-tent which decides leader-ship. For years we [MTV and

VIVA] have taken the Allens-bacher study as the common[ratings] currency and, as inprevious years, the resultsare clear."

It is expected that VIVA'sflotation in Frankfurt on July19 will provide the funds toupgrade the broadcaster fromthe Eutelsat transponder tothe Astra satellite, enablingthe two music channels to com-pete on a level playing field.

The results will add fuel tothe race between the twochannels for Germany's youthaudience, which has been hot-ting up recently. MTV hasmanaged to poach MarkusKavka and Niels Ruf, two ofVIVA 2's best-known VJs,while VIVA announced plansfor the launch of a nationalradio brand.

Zomba seeking local talent in Italyby Mark Dezzani

MIIAN - UK -based ZombaRecords is planning to devel-op Italian repertoire with theopening of its new office inMilan. The independent saysit will be selective, intendingto sign one or two youngartists by the end of this yearfor launch early in 2001.

Five months after it wasfirst announced, Zomba's Ital-ian affiliate has opened up forbusiness in the country'smusic capital, with RobertoBiglia, appointed back in

March, heading up operationsas managing director.

"Initially we will be pro-moting Zomba's internationalartist roster," Biglia tellsM&M. "But we already havecontacts with Italian produc-ers and we are keeping ourantennae up for local acts."

Biglia, who was managingdirector of Universal MusicItaly's Polydor division priorto the Universal merger will,for the time being, handleA&R activities. But he warnshe will be prudent in hispotential signings: "They will

be on the basis of the talentrather than looking for a spe-cific genre. We will take ourtime to establish ourselvesand find the right artist."

All promotional workwill be handled by Zomba'snew Italian team compris-ing former Polygram/Uni-versal staffers DanieleDemartini, GiuseppinaBianchi and Simone Cres-canti. Distribution will staywith Virgin/EMI, whichpreviously licensed andhandled Zomba's distribu-tion and promotion in Italy.

ON THE BEATOMNITEL LAUNCHES MOBILE MUSIC

MILAN - Italian telecommunications company Omitelis launching the country's first pay -to -play mobilephone music service, with users being charged aroundeuro 0.26 to download a three -minute -long track. Theservice offers audio samples, previews of new recordsand a back catalogue juke -box. Dora Baiardo, MD ofOmnitel 2000 says: "Record labels are showing a greatinterest in people paying for streaming, as most aresceptical about releasing their music for free." Musicby unsigned acts will be made available to Omnitelunder a deal with Italian Internet company Vitaminic.

DIGITAL ALLIANCE FORMED

LONDON - Three of the UK's largest radio groupshave come together to form a consortium to bid forregional digital radio multiplexes as they are rolledout across the UK. The GWR Group, The WirelessGroup and Scottish Radio Holdings have formed TheDigital Radio Group Limited, which will bid forlicences already advertised in the north east of Eng-land as well as forthcoming licences for the SevernEstuary, west, north west and Yorkshire regions ofEngland. The alliance is backed by a multi -millionpound investment and promises to expand radio lis-tenership through DAB technology.

IRELAND BEEFS UP COPYRIGHT LAW

DUBLIN -A maximum five-year jail sentence andfines of up to IR £100,000 (euro 178,000) have beenintroduced in Ireland for those found guilty of copy-right crimes, in the first major update to Irish piracylegislation since 1963. The law also affords protectionfor copyright owners on the Internet and makes thebootlegging of live concerts an offence for the firsttime. The IFPI says the bill will serve as "useful guid-ance" for the EU's forthcoming Green Paper on Coun-terfeiting and Piracy.

LONDON -A useful resource forradio presenters has beenlaunched on to the 'Net. Musictrivia website www.thisdayinmusic.com provides a day-by-day rundown of the last 40years of rock and pop music. The site claims to hold thelargest database of music history on the web, listingartists' birthdays, revealing stars' real names andrelating historic music events. The site has been set upby Seal's ex -manager John Wadlow and former SignalFM/Stoke-on-Trent presenter, Neil Cossar. The sitealso has an e -tailing facility through record store HMV.

LONGER SENTENCES FOR COUNTERFEITING

LONDON - The British government is proposing thatprison sentences for those found guilty of counterfeit-ing and piracy should be increased from two to sevenyears. The announcement comes following figuresshowing such crimes have increase by 27%. The cost ofcopyright and trademark theft to the British musicindustry in 1999 increased to £8.19 billion (euros 13.34billion) from £6.42 billion the previous year.

Sello Autor was set upthree years ago, followingthe creation of FundacionAutor, the promotion andevents arm of SGAE. Until

"We shall continueto publish this kindof material, which nocommercial labelwould probably everrelease," says Garcia."But the focus onnew talent does not

mean the creation of ourown roster. Ideally, wewould help good unsignedartists get a decent contractwith one of the major labels.We hope new artists see us

STOCKHOLM - Top Swedishradio breakfast team JesseWallin and Martin Loognaare to present on AC net-work Mix Megapol, afterhaving been lured awayfrom rival and main com-petitor, Rix FM (Hot AC).

Wallin and Loogna are vet-eran pioneers of Swedish com-mercial radio, with theirrespective careers going backto the 1980s. They beganworking together in the early'90s, first at Stockholm's RadioCity and later on national net-work Rix FM. Their show, RixMorronzoo, increased morninglistening at the station, mak-ing it more popular in someregions among the target 25-44 -year -old demo than marketleader P4.

Opening up Europe's ratings booksM&M correspondents present a round -up and analysis of recently -released radio ratings figures in Germany, Italy and France.

GERMANYThis year's annual Media -Analyse (MA) ratingsin Germany are, for the first time, based onComputer Assisted Telephone Interviews(CATI), replacing MA's 28 year -old system ofpersonal interviews.

Some 57,273 Germans were interviewedabout their radio listening habits betweenOctober 4 and December 1999 and betweenJanuary 31 and April 9 2000. Germany is one ofsix European countries using CATI systems intheir ratings -the others being Belgium,France, Luxembourg, Portugal and Sweden.

The MA 2000 figures reveal that Germancommercial stations have won another 2.43 mil-lion listeners aged 14 -plus, and now reach 10.45million listeners per average hour. The coun-trv's public broadcasters remain ahead, though.with 32.93 million listeners per day compared tocommercial radio's 30.39 million.

The country's most competitive radio marketof Berlin -Brandenburg, where 26 stations vie forlisteners' attention, is lead by commercial CBEstation 94,3 r.s.2 with an average of 230,000 lis-teners per hour. The station enjoyed a major PRcoup this year when it staged a wedding between

two listeners who had never previously met, astunt previously undertaken in Australian radioand last year by Birmingham's BRMB in the UK.Following close behind with 210,000 listeners perhour is CHR station BB Radio, which is the mar-ket leader in the Brandenburg area.

Berlin urban outlet Jam FM saw its ratingsincrease substantially, from 19,000 per hour to41,000. "It proves that a station like Jam FM,which has until now only been available via cableand satellite, can indeed compete with most of theterrestrial stations," says Jam FM managing direc-tor Frank Nordmann. "But we are still workingvery hard to secure a terrestrial frequency."

RTL's Hot AC station in Berlin, 104.6 RTL, sawan increase in its hourly audience from 110,00 to186,000. "The figures confirm our strategy of con-centrating our stations on specific target groupswithin the 14 to 49 demographic," says JurgenFilla, managing director of RTL Radio in Germany.Filla adds that the new CATI methodology "gives amuch more realistic and transparent overview ofthe radio market in all age groups."

There's little movement in the Hamburg andSchleswig-Holstein markets, with Hot AC sta-tion Radio Hamburg out in front in that city for

the ninth successive year with a marketshareof 23.6%. In Saxony and Sachsen-Anhalt, RadioPSR remains market -leader in Saxony. Its363,000 listeners per hour make it the mostsuccessful commercial station in easternGermany, while Radio SAW stays at numberone in Sachsen-Anhalt. Baden Wuerttemberg,where SWR3 stays ahead of commercial CHRstation Radio Regenbogen, is one of the fewstates where a public station is the marketleader.

With 1.33 million listeners per average hour(compared to 790,000 in last year's MA) RadioNRW in North -Rhine Westfalia is the most -lis-tened to individual radio station in Germany,beating off the challenge of stations from thestate's public broadcaster WDR.

In Bavaria. AC powerhouse AntenneBayern/Munich saw its audience increase by86,000 to 791,000 per average hour, narrowlymissing the top spot in Bavaria which remainsthe property of public station BR Bayern 1.

Public rock station BR Bayern 3 almost doubledits hourly average, from 291,000 to 566,000 year -on -year.

ITALYRadio Dimensione Suono (RDS) has overtakenRTL 102.5 Hit Radio in the head to head battlefor the ears of Italy's twentysomethings, whichsaw the two networks in court earlier this yearover programme rights.

Both stations operate an "adult" CHR musicformat skewed to the 25-34 demographic andare strong on news, information and personali-ty presentation. RTL 102.5 overtook RDS 12months ago, but in the latest Audiradio surveyfor the second quarter of 2000, the Rome basedRDS has re -gained the lead over its Milan -based rival.

first quarter figures, due to seasonal listeninghabits. In comparison with the same period lastyear, RDS remained relatively stable with 4.6million average daily listeners, whilst RTL 102.5lost 150,000 listeners at 4.5 million.

"We've been working on refining our pro-gramming, and we feel that this work is nowpaying back in terms of listener loyalty," saysRDS' head of external relations Danilo Ciotti."But we are also looking towards the future andare increasing interaction with our listeners andthe entertainment quota of our programming."

One factor in RDS' revival in fortunes is thesuccess of its lunchtime comedy and phone-inshow Alto Gradimento, presented by CharlieGnocchi and Joe Violanti, which it poachedlock, stock and barrel from RTL last year. RDSsubsequently took RTL to court when theMilan network continued to broadcast theshow with different presenters, Grant Bensonand Gianni Riso.

The court ruled that the original presenters,Gnocchi and Violanti, created the format andtherefore owned the rights to the programmeand its title. As a result, RTL was forced tocome up with a new name and format for its

Music stations Nostalgie, Fun Radio, Europe2, Cherie FM, Rire et Chansons and RTL2 haveall posted rises in audience, with gold networkNostalgie reaching an all-time high of 8.4%. Theonly music networks to lose audience wereSkyrock (CHR/Urban) and RFM (Gold).

According to NRJ Group VP Alain Weill,Nostalgie's performance validates the program-

ming strategy implemented by NRJ when itbought the station two years ago, and took allthe new music off the station (Nostalgie previ-ously had an AC/Gold format). In just two years,the station's audience has increased by 90% tonearly four million daily listeners.

NRJ has seen all four of its national networks(CHR NRJ, AC Cherie FM, Gold Nostalgie andAC/comedy Rim et Chansons) reach new levels,with a cume of 13.8 daily listeners. "Four net-works, four records," rejoices Weill.

The NRJ executive also notes that the compa-ny's flagship CHR network, which is up from11.2% to 12% (with 5.7 million daily listeners), isback to the record figures it recorded in the sameperiod of 1999. "And the gap [with market -leaderRTL] is narrowing," notes Weill.

Another gainer this time around is FunRadio, which has regained the audience levelsit last enjoyed five years ago, thanks to the on -

lunchtime slot.Despite a further quarter -on -quarter fall for

overall listening to public broadcaster RAI'sthree radio, networks, full -service RAIRadioUno-which recently increased its talkoutput -bucked the trend with an increase ofover 100,000 listeners against the same periodlast year, with 7.7 million tuning in daily.

GOD SAVE THE SOULThe David Chong remix of Cyril K's Soul Save TheQueen (Le Maquis/France), shows yet more evidence ofa healthy diversification in French dance music. Anundeniably soul influenced chorus and live instru-mentation hint at the current garage movement but inreality have little real allegiance to it or any othermovement. It is a strong song, well performed, and isalready playlisted by Radio Nova. Although Nova'schoices are often far from the mainstream, in this caseSSTQ is a classy crossover contender.

TASTE OF THE TROPICSRightly hailed as being one of London's most creativecrews, Da Lata have established a reputation as thor-oughly worthy pan -cultural nu jazzers. Their latesteffort, Binti (Palm Pictures/UK), shows a deft, neo-populist touch and wisely comes with a radio edit. Thehaunting vocal by Deirdre Dubois combines with asyncopated percussive backing that picks up momen-tum supported by guitar and keyboards. Amongst themany contemporary tracks influenced by tropicalmusic, this is one of the freshest thanks to its origi-nality and a warm production.

TAKA BOOM THE TRUSTIN' SORTFollowing a top 10 with Joey Negro's Must Be TheMusic Taka Boom is back with Trustin' (Deepencl/UK).With music by Articulate the track is already an earlyIbiza -season hit and has enough pazazz to be a possi-ble crossover tune. It is a given that Boom's vocals arecharacteristically powerful and rich but the song itselfhas a rounded production with plenty of classy, deeptouches, and manages to be as floor -friendly as it ispotentially programmable. With the track featuringregularly in sets by Lisa Loud, Jazzy M, Paul Stevensof El Divino and Jonathan Ulysses of The Space Bar"summer hit" momentum would seem to be building.

LATE DEBUT FROM TOMMY HOOLSEver since the track Subjectif Warrior appeared on1998 compilation French Fried Funk vol 2 TommyHools have been the next big French thing in -waiting.Over two and a half years later their self -titled debutalbum, on East West France licensed from indie labelRecall, is finally ready.

The pop -lounge style will undoubtedly draw com-parisons to Air as will the loose, melodic style andmyriad '60s references. Kicking off with The ReturnOf The Darkside the band establish their hip hoproots only to flip into two tracks-End Of The Dayand Fire-that owe much to psychedelic pop. LoveIs The Message sees a return of a more electronicsound with dark, hovering textures and a lowkeyrap-a moody opus.

I Don't Give A Damn is a funky workout that bringsto mind Can's more approachable, song -basedmoments while the brass 'n' bass -heavy Ness Uno Maiis a heartfelt homage to the Paulo Conte school ofgrowly dialogue underpinning a strong tune. Le Mairede Venise is a rousing Bacharach/Ennio Morricone-styled piece of film music and Easy Way To Lose issupremely wistful pop. On My Mind features top notchpsychobabble and Forward Not Backward sounds likeearly Pink Floyd with tough love bass tones andscratching. A fabulous wake-up call.

When Music & Media reported in ourFebruary 12 issue on the two -pronged"Finnish invasion" of Europe by BomfunkMC's and HIM, the Freestyler single by theBomfunk duo of rapper Raymond Ebanksand DJ Gismo was in its fifth week onEurochart Hot 100 Singles.

The infectious Epidrome/Sony clubcrossover had already been a number onein Sweden, but as Freestyler racks up its29th week on the Eurochart this issue,Germany, France, Austria, Greece,Holland, Switzerland,Hungary and Belgiumhave all fallen to thesingle and its parentalbum In Stereo, andthe UK will be next.

With a sound univer-sal enough to beembraced by stationsranging from alterna-tive rock outlet Xfm todance mainstreamerKiss 100 FM, both inLondon, and with further support from BBC Radio 1, local com-mercial radio and on the small screen atMTV and The Box, the track will finally be inBritish shops on July 24 on Sony's Dancepoollabel, followed by the album on August 7.

Early this month, Freestyler went tonumber one in Australia, the ninth countrywhere it has hit the top, and perhaps frus-tratingly for UK programmers, the continu-ing international success, has led to nofewer than four postponements of its

British release date. But with BomfunkMC's due in London for promotion on July26, it's finally chocks away on one of the lastkey territories in the campaign: Sony hasscheduled an in-house presentation to theact on that day for its achievements so far,for its own staff and selected media, and thegroup will also mount a regional radio tour.

"It's a little bit frustrating, because youjust want it to come out, but it's a greatrecord," says Kiss programme directorAndy Roberts, who jumped on Freestylervery early. "I bought it when I was inAmsterdam, brought it back before it was

even serviced to usand started playing itin high rotation." It'scurrently receiving 25-30 plays a week onKiss, and Robertsbelieves the song'sbreakbeat, "indie kid"feel is helping it crossthe formats to a wideradio audience.

The Bomfunk pairare already charting inScandinavia, Holland

and Belgium with another single, B -Boys &Fly Girls, and their dominance does notend there. The Freestyler theme can bedownloaded onto mobile phones from vari-ous websites and is a European hit in thatformat too. An extraordinary 65,000 down-loads are estimated to have been madefrom one site, yourmobile.com, so themelody can be heard blasting not just fromradios but in bars, shops and trains all overthe continent.

Spain's Carotone finds fame in Italyby Howell Llewellyn

Tonino Carotone rides a Vespa, dresses flash -cool in a white suit made by his mother, sportsa pencil -line moustache, and has reachednumber three in the Italian singles chartswith what is probably the song of the summerthere. Nothing too unusualthere perhaps except thathis real name is Antonio dela Cuesta, he is fromPamplona of Hemingwaybull -running fame in north-ern Spain, and his song-MeCago En El Amor ("I Shit OnLove")-is being ignored bySpain's main national musicradio networks.

The problem could be thesong's title, although at leastone programmer privatelyargues that Carotone'shumour is "too intelligent"for CHR audiences. Indeed,a mix of genuine fresh talent and slick humouris what Carotone and his new album, MondoDifficile, is all about.

"The song title probably has not pleasedthis network's executives," agrees ToniSanchez, programme director of CHR market -leader, Cadena SER's Los 40 Principales. "It isnot a pop song, and if we put Carotone's songon our playlist we'd have to put Julio Iglesias,for example. It could even harm Los 40 as apop network, and is more suitable for Radio 3."Indeed, in Spain, apart from the odd regionalradio network such as the Basque Country's

Radio Euskadi, only alternative/indie publicbroadcaster Radio 3 does play the single.

In Italy, it is a different story, where alterna-tive broadcaster Radio Popolare picked up onMe Cago En El Amor several months ago help-ing to make it a hit. But what really made ittake off was its use as background music by

sportswear company Fila ina European TV advertisingcampaign, which has not yetreached Spain. Consequentlywhen the album MondoDifficile was released in mid -June it went straight in theItalian album charts at num-ber 22.

Carotone is the firstdomestic artist to find inter-national success on VirginRecords Espana imprintChewaka, whose directorJavier Linan describes himas a "genius". He is alsowhat they call in Spain an

"insumiso," or someone who refuses to do com-pulsory military service-a decision which ledto several months in prison where he learnt toplay the guitar and wrote "insubordinate"songs. "Virgin France is now very interested inTonino, so this summer we'll be launching himin a big way there," says Linan. "It's startlinghow big a summer phenomenon he quicklybecame in Italy, and we expect the same tohappen in France with an album release inSeptember." The album is also scheduled forrelease later this year in Germany, Greece,Mexico and Argentina.

Full nameLeopoldo Mendez peddles a blend of hip hopand latino music which has proved popular inthe very north of Europe and is now spreadinginto southern territories, first stop Italy. Hisfirst single Chiki-Chiki was released in 1998,produced by Rob'n'Raz, and the folow-up, RazorTongue, reached platinum status in Sweden aswell as the airplay and sales charts in the restof the Scandinavia. His debut album LatinoLife came out in Sweden in March, and it isexpected to receive a pan-European releaseshortly. New single Fiesta once again featuresa catchy mix of latino guitars and Spanish rapand is again going down well in Sweden. Dance BeatThe weekly dance chart comment by Harald Roth

There is still a lack of movement at the top of thechart, with Black Legend's You See The TroubleWith Me (Rise/Time) remaining at number one forthe eighth consecutive week, making it the longestrunning Italian -signed chart topper ever. Thetrack has now overtaken Eiffel 65's seven weekstay with Move Your Body (Skooby/Bliss Co.).Number two also remains the same, as BobSinclar holds fort with I Feel For You (Yellow Pro-ductions/East West), whose increase in sales iscompensating for a decline in club play.

Two tracks enter the top 10 this week. Firstly,Finnish DaRude's Sandstorm (16 Inch/Stargate)rises from 11 to three and is now the highest evercharting dance track from this territory. WhileArmand van Helden's Koochy (Armed/ffrr) stillranks in the top 30, the artist's new track FullMoon (also Armed/ffrr) goes up from 13 to seven,giving van Helden the honour of being the bestperforming US act in the chart this week.

Italian Afro Medusa's Pasilda (D:Vision/En-ergy), already big at home and in the UK, hasnow entered the German dance chart. It climbsfrom 38 to 13 in our chart and becomes the thirdhighest -ranked Italian -signed track this week,below Black Legend and Love Connection.

Matt Darey presents Mash Up's Beautiful (In-centive/Ministry Of Sound) rock-ets from 93 to 28 thanks to in-creased sales. However, as yet itonly features in the UK and Span-ish club charts. Also impressive isMoloko's Pure Pleasure Seeker's(Echo) jump from 37 to 24 in itssecond chart week. If the UK actfollow their usual pattern, the restof Europe will open their ears tothe track shortly and lift it to thetop end of the chart in no time.

This week's top 100 sees no less than 14 newentries, some of them likely to enter the top 40next week. One of the hopefuls is Wink featuringLil' Louis' How's Your Evening So Far (FrenchKiss/Ovum/ffrr). The track is only charting in theUK at the moment, but word is expected tospread quickly and cross -over the track to othermajor European dance markets.

We have a new number one! Whitney andGeorge have been pushed down to third placeas The Corrs' Breathless (143/Lava/Atlantic)shoots up from six to the top spot this week.Deservedly so, some might say, as the grouphave followed in Jean Michel Jarre's footstepsand became artist spokespeople for IFPI. Noless than 13 stations have picked up the trackin its sixth week on the chart, including RadioDeejay in Italy and Belgian Radio Contact.

The highest new entry is Melanie C.'s ITurn To You (Virgin) at 38. Many CHRstations in the UK are picking up the track,but also new rock/dance station Beat 106 incentral Scotland has added it to its playlist.

Beat's head of music Richard Wilkinsonsays that it's not a track he would normallyplay on the ten-month old station: "We took astand from the beginning not to play the SpiceGirls, boybands, Britneys or Whitneys. ButHex Hector's version is a good trancy mix. It's

EMI leading the way in digitalous alternative revenue source.

EMI's announcement confirms theUK -based multinational record com-pany as one of the first majors, alongwith Sony, to transport large chunksof their extensive catalogues into thedigital age.

Although starting in the US,Simon Dyson, music market analystat London -based Market TrackingInternational says: "If it takes offfairly quickly, they'll distribute inEurope very soon after."

EMI is offering the works of 80 -plus different artists-rangingfrom the likes of Frank Sinatra,Pat Benatar, Pink Floyd and JoeCocker to contemporary materialby NWA, Spice Girls and JanetJackson-for downloading via thenew version of Microsoft's onlinedigital audio software, WindowsMedia Player 7.

"Windows Media is a great for-mat for releasing music today andone that allows us to embrace digi-tal music sales over the Internet,"says Jay Samit, senior VP, newmedia, EMI Recorded Music.

The new Windows Media play-er, available for downloading on toPCs through its web site, enablesmusic fans to play EMI tracksdownloaded via US online musicstores such as US -based VirginJamcast, Best Buy, CDnow, TransWorld Entertainment, Musiclandand HMV Canada.

One of the issues raised by digi-tal delivery, and the one dearest toconsumers, is how record compa-nies plan to price downloadabletracks compared to music sold onphysical formats such as CDs.According to New York -based EMIspokeswoman Dawn Bridges:"Wholesale price, which is all weset, is the same as that in thephysical world." In the US, thatmeans a downloaded album couldcost between $7.99 and $15.99 atUS retail.

As part of an initial 60 -day pro-motional campaign, visitors to theWindowsMedia.com site can useWindows Media Player 7 to access

However, Jupiter Communica-tions analyst Aram Sinnreich inNew York is not over -impressedwith EMI's foray into commercialdownloads. "This is a just babystep in the right direction," he tellsM&M. "There's no question thatthe major labels will sell digitisedversions of their entire cataloguein the near future. But we shouldnot be excited by this, which is justa quaint gesture." He argues thatin an age when consumers cansimultaneously exchange 500,000music files every night via Nap-ster, the file -swapping website,EMI's 100 -plus albums and singlesare a mere drop in the ocean.

Sinnreich believes all themajors need to digitise their entirecatalogues soon or "they'll beforced to by law. They are good atannouncing things, but the follow-through is always a hit-and-missaffair."

If ever there was a creativemarriage tailor-made for instantradio and retail acceptance, it isthe combined pop sensibilities onBreathless of the Corr family andproducer "Mutt" Lange, the long-time esteemed rock sideman (DefLeppard, Bryan Adams) whoturned white-hot with his writingand production for Mrs. Lange,better known as Shania Twain.

"Breathless sounded so muchlike the first single," says leadsinger and lyricist Andrea Corr. "Itwas like 'there you go, I justpunched you again.' " She recallshow the group met up with Langeat London CHR giant 95.8 CapitalFM's summer concert last year."We were doing Party In The Parkand Shania was doing it too, so wemet Mutt and he really was gush-ing about our music, he really likedour work, which was amazing to us.

"We got on very well and decid-ed to try and write together, so wewrote Breathless and two othersongs on the album (All The LoveIn The World and Irresistible) andit's lent it a very dramatic sound, Ithink. Mutt always does that, it's agreat flavour for the album."

Andy Murray, VP marketing forWarner Music International,reports spectacular early numbersfor both single and album. Atpresstime, midweek sales figuressuggested a number one debut forIn Blue in the UK, Ireland andGermany. "Their key markets inEurope, who got behind them fromthe beginning, are Denmark,France and Spain," says Murray,"but now having caught up, alsoSweden, Italy and Germany. Allthe things we hoped would happenare happening."

Eik Frederiksen, programmedirector of CHR station The Voicein Copenhagen and its AC sisterPop FM, describes Breathless as "asuperb pop number. We play it onboth Pop FM and The Voice."

While many stations were cau-tious about playing the early

Corrs' releases, Frederiksen is alongtime fan. "We've been theresince Forgiven, Not Forgotten andstarted playing their stuff veryearly," he says. "It was well pro-duced and well performed, and wehad no doubts about them. WarnerDenmark sent the first singles outto radio four or five times beforethey got any play, but now theyhave a huge audience."

Steve Bulley, programme con-troller at Orchard FM in Taunton,Somerset, in the UK, admits thatthe Hot AC did not play the groupuntil "they were an established act.We've had most of their hits on ourplaylist in one form or another," hesays, singing the praises of Breath-less and the In Blue set. "It's not allpure pop, there are some deep andmeaningful tracks."

In Blue also includes new studiorecordings of Radio, a hit from lastyear's MW Unplugged set, andanother song from that album, AtYour Side. The Unplugged setreceived its second PlatinumEurope Award certification in theIFPI's June awards for Europeansales. of two million copies, justbefore the Corrs took over as theorganisation's artist spokespeopleat the July 13 ceremony in Brus-sels (see story, page 2).

In Blue has polarised opinion inthe British media, with somereviewers seeing it as a naturalprogression of the Corrs' soundand others accusing them of bury-ing their Irish roots. "We're verywell prepared for people to say`this isn't what you've donebefore'," says Caroline Corr. "It'snot supposed to be what we'vedone before, we said to ourselves`we want to progress'.

"There's one totally instrumen-tal track [Rebel Heart] which isvery traditional, and Give Me AReason has a very big section ofIrish in it." Rebel Heart, writtenchiefly by Sharon Corr, is to fea-ture as the theme of a BBC TVseries this autumn about the Irishuprising of 1916. But Jim Corrsays they refuse to be traditionalfor the sake of it. "We're certainlynot going to try and put in a tradi-tional Irish line into a song if itdoesn't work," he says.

German media giant Bertelsmann hasannounced plans to take over US online retailerCDnow, via a cash offer of $117 million. Aftercompletion of the transaction, CDnow will operateunder the umbrella of Bertelsmann's e -commercegroup BeCG but will still use its own brand name,according to a July 20 statement from Bertels-mann. CDnow has been plagued with financial dif-ficulties and rumours of a takeover had been per-sistent in recent months.

In the UK, big changes are afoot in the pro-gramming department at public AC/MOR stationBBC Radio 2, following the BBC's recent restruc-turing which saw Trevor Dann's Music Enter-tainment department disappear. Geoff Mullin'sposition as Radio 2's head of music policy has beenabolished, to be replaced by two less senior postsof executive producer, music and executive produc-er, live music. These posts will report to Radio 2'shead of programmes Lesley Douglas (formerlymanaging editor, Radio 2), who in turn reports toRadio 2 controller Jim Moir. It was unclear atpresstime whether Mullin, formerly head of musicat the now -defunct London MOR station MelodyFM, would be remaining with the BBC.

Italian music industry federation FIMI hasnamed Milan -based online music company Vita-minic among its 105 member labels. Vitaminicbecomes the first Internet company to join theIFPI-supported body; it is recognised in the inde-pendent label category. The decision was madeduring FIMI's steering committee meeting on July11. General manager Andrea Rosi will representVitaminic at FIMI, but will not be on the associa-tion's board.

NRJ Group's multimedia affiliate e-NRJ hasacquired a 50% stake in Declics Multimedia, acompany specialising in interactive marketing andcommunication which was responsible for the cre-ation of NRJ's web site nrj.fr. The move will allowNRJ to "boost its development in the multimediaworld," according to the company.

EMI Europe has named Colin Daniels to thenewly created position of senior director of A&R,effective August 1. In his London -based role,Daniels-formerly A&R director at MushroomRecords in Australia-will report to CharlieDimont, president of EMI Europe. He will beresponsible for developing an A&R strategy forEMI Europe, and is expected to help identifyartists with potential for international success.

Beat 106/Glasgow programme controllerJohn Collins has departed the central ScotlandAlt.Rock and Dance station following its acquisi-tion by the Capital Radio group (M&M, July22). He is replaced by Andrew Jeffries, whomoves north from Capital's Brighton -based CHRstation Southern FM. Bobby Hain, Beat'smanaging director, is understood to be stayingwith the station.

And, talking of Capital Radio, that company'schief executive David Mansfield has been con-firmed as a keynote speaker at the NAB Euro-pean Radio Conference 2000, which will beheld in Berlin on November 5-7. Also taking tothe lectern will be Norm Pattiz, chairman ofUS radio syndication company Westwood One.
