Participatory Good Governance in Roxas, Palawan

Roxas presents a unique case in that its development thrust is characterized by a bottom-up, participatory approach , “ Barangay Bayan Bayanihan saKaunlaran ng Roxas Palawan”

Facilitated in part by a program called PROGRESS initiated by Helvetas, Roxas embarked on a multi-year process in which communities themselves crafted their own development agenda.

Every barangay in Roxas underwent a Barangay Development Planning Through Participatory Rural Appraisal (BDP-PRA)

The Municipal Government provided funds for the implementation of the BDP-PRA, and helped form a Technical Working Group for its conduct, composed of facilitators coming from various municipal departments. And Identifies the needs of the community in provisions of basic services

As for today the LGU aside from PRA documents , using the CBMS Results to identify the needs of local community , were Hon. Mayor Angela Sabando , promotes the uses of CBMS in Barangay Development Planning

Derives from the target needs in community using the CBMS result a participatory scheme such as Co-production, co-financing as a strategy for project implementation eg technical assistance from the municipal government, labor and material counterparting from the communities, etc.

1. It makes LGUs more responsive and more “in touch” with the pulse of their constituents

2. It inspires transparency and holds LGUs more accountable to their constituents.

3. It helps LGUs craft policies, programs and projects that are most needed by the people.

4. Communities are inspired to take part, AND provide counterpart if they are involved in the process of development planning.

5. Participatory processes allows better and more efficient use of scarce resources.

Focusing on the Results on the Poverty Threshold

Based on the CBMS Results on 2010 , the municipality reaches the average of 76.50 % for the poverty threshold . Most of the respondents were farmers and fisher folks which define as their income were not sufficient due to poor access road resulting to delay of their produce to reach market place with lower value ,on this the LGU focuses on the delivery of basic services & facility such as road access . Through the initiatives of the Hon. MARIA ANGELA V. SABANDO , using the data available , source out funding from the external source such the Philippine Rural Development Project ( PRDP ) under the Department of Agriculture ( DA ) which results from the approval of the three major projects , (i) Nicanor Zabala – San Miguel – Jolo Farm To Market Road – 98 M , ( ii ) Antonino Taradungan FMR 93 M , (iii) the Const of facility for the Casoy Processing Plant 38 M .

Focusing on the Results on Access to Basic Services

Provisions of access to basic service facility such as power , water were part development thrust of the LGU more specifically on the off grid and island barangays , Mayor Angela focuses on the island without access to basic utility such as power and water , as results from the CBMS 2010 , the Purok Green Island Barangay of Tumarbong ( 50.8 % ), shows that majority of the settler have no access to water and power utilities , thus making them one of the priority of the LCE , sourcing outside resources from the Palawan Center for Appropriate Rural ( PCART ) – Solution Using Renewable Energy Inc. ( SURE ) access the grant giving program of the United States Agency for International Development (USAID)

Focusing on the Basic Health Services Potable Water Supply Based on the 2010 survey results the on the 16.56 % of the municipality

without access to safe drinking water thus the LCE , though the CBMS results identify the need of almost 50% of the barangays ( Tinitian – 45.43 % , Salvacion -85.52% , Tagumpay -25.65%) with no access to potable water supply , to access the funds from the Grassroot Participatory Budget Program of the National Government through the Department of the Interior and Local Government (DILG) Salintubig Program ( Sagana at Ligtas na Inuming Tubig) amounting to P 10.3 M and for 2015 access for the 15 Million Funds from the Project and 7 M local counterpart totaling to 22 Million available fund for 2015 Project and additional 3 M for the 2016 LPRAT PLAN
