Program Overview ◦ San Mateo County Energy Watch (SMCEW)◦ Local Government Partnerships administered by PG&E◦ Funded by ratepayers under the auspices of the California Public Utilities Commission (CPUC)
◦ Serve all 20 cities and the County

Schools Prop 39 K‐12 Program◦ Conduct benchmarking and analysis on energy use of school facilities/sites
◦ Provide (no‐cost) energy audits for schools
◦ Assist schools with evaluating financing options, incentives and project implementation
◦ Complete and submit an energy expenditure plan(s) for school districts

RICAPS◦ Regional Integrated Climate Action Planning Suite (RICAPS)
◦ Assist our 20 cities and the County in the development and implementation of CAPs
◦ Provide technical assistance for CAPs and GHG emission inventories
◦ Host monthly meetings to share best practices◦ All cities in the County either have an adopted CAP or a draft

Turn‐key Lighting Services◦ Provide no‐cost energy audits to identify energy and cost saving opportunities

◦ Schedule and manage contractors to carry out energy efficiency work
◦ Handle rebate processing and inspect projects for quality assurance

Municipal Energy Efficiency Call for Projects◦ Goal: Support local governments in the identification and implementation of energy efficiency projects at their facilities
◦ Eligible projects: interior or exterior lighting, HVAC, controls, and other measures that generate CPUC‐approved energy savings
◦ Eligible activities: local government or consultant staff time to work on project implementation

On-Bill Financing (OBF) is a revolving loan fund (RLF) that has funded over $78M in Energy Efficiency projects for PG&E’s non-residential customers.
• The RLF uses ratepayer funds and is loaned at 0%
• As customers repay their loans, those funds can be loaned out again
• Loan payments are intended to be ‘bill-neutral,’ meaning they are based on the estimated energy cost savings from the project

*Government Agency Customer is defined as a tax-payer funded agency of federal, state, county, or local government that uses tax revenue to pay its PG&E energy bills. Such Customers may include, but are not limited to, public schools, state of California colleges and universities, public libraries, and government offices.
1 Government customers may combine premises in a single loan, so this may be considered a per project cap. Exceptions may be made where unique opportunities to capture large energy savings exist and all other OBF loan program terms will be met, up to a maximum of $2,000,000.

SAVINGS BY DESIGN
• This program encourages high‐performance, non‐residential building design and construction, and offers a variety of solutions to building owners and design teams.
• Financial incentives are available to owners when the efficiency of their new building exceeds the minimum Savings By Design threshold (10% better than Title 24).
• Owner Incentives help offset any additional costs of energy efficient buildings ($150,000 incentive cap)
• Design Team Incentives reward designers who meet ambitious energy efficiency targets ($50,000 incentive cap)
• 10% Bonus for end use monitoring
• Design Assistance supports integration of innovative design technologies into new construction projects
• Energy Design Resources offers analysis tools, training, and in‐depth information on efficient technologies and strategies
