The Mumbai Municipal Corporation(Mahanagarpalika) Elections are being held on 16th February, 2012. Mumbai, the capital city of Maharashtra and the financial capital of the country has a population of over 124 million people (as per the 2011 census). The Mumbai Municipal Corporation is the biggest Municipal Corporation in Asia. This election is extremely important for the citizens of Mumbai as it determines their way of life. It is this election that makes available to them all the modern and infra-structural facilities and also prepares Mumbai to meet the expectations of an international tourist destination.

Earlier in 2009, elections for the Parliament and the Legislative Assembly were held where the voters expressed their faith in the congress and its allies by voting for UPA to form the government in centre and Progressive Democratic Front (An alliance of Congress and Nationalist Congress Front) in the State. And it’s all because of people’s trust in the leadership of the Congress Party President Smt. Sonia Gandhi and the President of Nationalist Congress Party Shri. Sharad Pawar, Both the parties could come to power in Delhi and in Maharashtra respectively. Also, in the recently concluded elections for the Municipal council and corporations in Maharashtra State, the people expressed their trust by giving the Congress and National Congress Party a comfortable majority. This alliance stands for the poor and fights for dalits and the downtrodden, it motivates the minority, embraces the common man, inspires the youth and protects the rights of the womenfolk .These attributes have won Congress and Nationalist Congress Party the trust and love of the people.

If Mumbai has to transform and get the best of civic amenities, the co-operation between the Central and the State government is a must. Today, Congress and Nationalist Congress Party are in power at the centre and in the state. If Mumbaikars entrust the power of Municipal Corporation to Congress – Nationalist Congress Party alliance, we will be able to co-ordinate with both the governments more effectively and make extra funds available if required, In an endeavour for making Mumbai a city with modern facilities and services on par with its international counterparts. And all of this is possible only in the able hands of Indian National Congress and Nationalist Congress Party.

It is no longer a secret that there’s large scale corruption in the Municipal Corporation today, which has been ruled for the last 16 years by Shiv Sena – BJP alliance. We undertake to eradicate this corruption. For this purpose, we guarantee that we will have a single window in every ward office at the adminis-trative level to address the citizens’ complaints in a time bound manner. We will also ensure that the corporators elected on our party tickets perform in a transparent manner and will publish their work performance as well as their asset position every year during the five year term.

India’s former Prime Minister, late Shri. Rajiv Gandhi, had made 18 as an age limit for voters so that the youth could participate in the process of power and had made 33% reservation for women for allow-ing their participation. Hon. Congress Party President Smt. Sonia Gandhi and Shri Sharad Pawar increased the limit of women’s reservation in the forthcoming local independent institutions elections to 50% from the previous 33%. And we have started its implementation, as a result of which 114 constituencies out of 227 in Mumbai, will have the women candidates.

Indian National Congress Party and Nationalist Congress front are underlining our commitment for the people of Mumbai in the 227 constituencies across the city. We are confident that the voters will welcome this manifesto.

The progressive front government at the centre and in particular, the Hon. Prime Minister Dr. Manmohan Singh, have given special attention to the development of Mumbai, of which the citizens of Mumbai are well aware of. We humbly appeal to the voters of Mumbai to vote for the Indian National Congress and Nationalist Congress. Rest assured, it will be a vote in favour of development, A vote in favour of world-class amenities for every Mumbaikar and a vote for corruption free administration. We are confident that we will see the tricolour of Indian National Congress and Nationalist congress front flying on the Mumbai Municipal Corporation in the forthcoming elections. We hereby undertake and promise that the prom-ises we have made in this manifest will be fulfilled in the following 5 years and all plans will be completed. 1. The first stage of the approx. Rs. 9500 crores Mumbai Metro Project to start soon and second stage has also been approved. Mumbai will have the honour of having the first monorail project in Maharashtra.

2. To remove the traffic jams in the city and the suburbs, The State Govt. has almost completed the work on 16 flyover bridges at the cost of Rs. 422 crores.

3. On 26 of July 2005, Mumbai had to face a deluge because the “Storm Water Drain System” (Rain Water Drainage) was not functioning effectively. Many innocent lives were lost. The work of laying a network of rain water drainage system was delayed by the Shivs-ena BJP alliance. With the State Govt. initiative a project called “The Brimstowed project” has been started with a grant of Rs. 1200 crore from the Central Govt.

4. The work on the delayed sewage drainage project stage-2 will also start soon.5. The work on various projects for improving the suburban transport has started under MUTP and Mumbai Railway Development Corporation.

6. The implementation of Rs. 1600 crores worth Central Vaitarna Water Project has begun due to the Central and State Govt. initiatives.

7. BEST undertaking has been given a grant for the purchase of 650 new modern buses.

8. The Work on the second stage of Mithi river development and renovation has started.

9. Because of the progressive decision taken by the State Govt. under the leadership of the Hon. Chief Minister Prithviraj Chavan and the Dy. Chief Minister Ajitdada Pawar, the hurdles in the way of relocation of slums have been cleared. This will further help in the rehabilitation of slums on the land belonging to the airport authority.

10. Due to the decision of the Govt. to construct 20 percent low income groups houses in the redeveloped buildings on the plots of 2000 sq. mtrs. Plus area as per development control Act 33 (7) and distributing than through MHADA, citizens from low income group will get more number of houses.

11. Redevelopment of Sector 5 in Dharavi has been started by MHADA and govt. has given approval for starting the development immediately for the remaining 4 sectors.

12. The Central govt. has agreed in principle to give twelve and half acres land of Indu Mills for the Dr. Babasaheb Ambedkar National Memorial.

1. Addl. Commissioner (city), East/West suburbs will address the citizens problems from their respective areas. Municipal Commissioner will visit both the suburbs once every week.

2. E-goverance will be made more effective in the Corporation.

3. Applications for birth/death certificates and other certificates shall be received and given online.

4. We shall make efforts to keep the shops open till 10.00 pm with a request to govt. for permission.

5. Staff vacancies will be filled.

6. Conservancy staff heirs will be given preference in employment.

7. Housing loan for municipal staff has been stopped which will be started again.

8. Provisions will be made for Women and Child Welfare Committee with a special budget and implementation of welfare schemes.

9. A Protocol Committee will be appointed for the reception of foreign dignitaries and guests visiting the Corporation.

10. Efforts will be made to expedite the Dharavi slums project.

11. We will try to change the time-line of constructions before 1962 (non-residential) and 1964 (residential) as per BMC laws, by making them official.

12. A five year plan will be drawn for the Municipal Corporation and it will be implemented in time bound method.

We will protect the poor.We will protect their homes.

1. We will follow up with the govt. for providing protection to all the slums from 1999 to 31 dec 2000.

2. For the slums situated on B.P.T. & Central Govt. land, we will follow up with the Central Govern ment through the State Government for the implementation of theirredevelopment plan.

3. We will follow up with the Government to reduce the distance from 500 meters to 100 meters in the CRZ for the slums from Colaba to Versova seashore.

4. During the time required for the implementation of the above, the people living in these slums will be provided the basic amenities of water/electricity/drainage/toilets and wherever they are already available, they will be strengthened.

5. The official slum residents of pre 1995 period, who have still not received theirphoto-pass, will be given photo-pass within 3 months through a single window plan.

6. We will relax the slum repair rules and arrange to grant repair permission within 30 days.

7. In every slum, provisions will be made for Balwadi, Gymnasium, and Cultural Welfare Centre for per 200 huts.

8. We will make arrangement to grant license for small businesses in the recognized slums.

9. Maharashtra Govt’s visible schemes for the development of slums existing on lands of Central Govt’s various departments in Mumbai will be implemented after discussions with the respective department of the state govt.

10. We shall insist with the Maharashtra govt. to allow the rehabilitation of 30 to 40 thousand homes that are presently on the forest dept. land

11. Today there is a shortage of about 40,000 toilets in Mumbai city. We undertake to build 10,000 toilets every year from 2012.

12. An independent Jhopadpatti panchayat of licenced slums will be formed to provide civic amenities and development.

1. We shall insist that the Govt. extends the housing repair and redevelopment Actapplicable to the Mumbai city to Eastern/Western suburbs.

2. Only the chawls/buildings constructed before 1940 are permitted for development as per 33(7) in Mumbai. Efforts will be made to extend the permission to 1969.

3. Redevelopment of old chawls/buildings in Mumbai as per 33(7) is permitted only for the city. We will make attempts with the Govt. to include eastern/western suburbs in this scheme.

4. For the repairs of old chawls/buildings we will make attempts to obtain permission through a single window, within 30 days after fulfilling all the requirements of the relevant documents.

5. A scheme for water taps will be implemented for persons staying at a height, in Brihan Mumbai City. For this we will make efforts to increase the grant of Rs. 1000/- per person to Rs. 2000/-.

6. We will try to make extra funds available from the Govt. for the repairs of old chawls and build ings receiving subsidy.

7. We will make extra efforts for appointing special committee for the redevelopment of B.I.T. and B.D.D. chawls in Mumbai City.

1. We will make efforts to provide a toll free telephone (helpline) to instantly report about the collected garbage .

2. If the collected garbage is not cleared within 48 hours, the concerned staff will be held responsi ble and penalized. Also strict action will be taken against the contractor.

3. An effective scheme will be implemented for clearing the garbage in front of hotels, hospitals and Institutions.

4. Provision will be made to procure vehicles equipped with modern equipment for cleaning and disposal of garbage.

5. Arrangements will be made for the use of chemical powders and disinfecting the garbage dumps regularly.

6. Arrangements will be made to procure vehicles with machinery for cleaning of footpath and drains.

7. We will regularly clean and repair private housing lanes through corporation.

8. We will follow up with Govt. for the manufacture of fertilizers / electricity and fuel from the collected garbage.

9. Zero garbage schemes will be followed strictly.

10. Spittoons will be made compulsory at paan shops and will also be kept on thecity footpaths.

11. We will build toilets on the space available under the bridges on eastern/westernhighways and these will have 24 hours access.

12. The areas outside each railway station will be beautified and corporation will construct toilets & urinals for ladies also.

1. Brimstowad Project, which will allow the rain water to flow easily. This has been funded by the Central Govt. with 1200 Cr. Rupees. Now we will get an auditing doneof the same.

2. An initiative to cover up the big nalas will be taken up.

3. If required, modern machinery will be used to clean nalas.

4. Nalas will be clean throughout the year. If the contractors fail to do their work properly, they will be punished in the court of law.

5. If unauthorized constructions are noticed beside nalas, the ward officers and other concerned officers will be held responsible.

6. Dahisar River / Powai River and other rivers will be re-developed on the linesof Mithi river.

7. To stop misuse of open nalas aerial survey will carried out and mapping will be done.

1. Due to leakage in chambers and the drainage system, drinking water gets contaminated and increase health hazards. Such systems will be inspected and repaired immediately.

2. In Mumbai a stretch of about 45 k.m. has no drainage system at all. We will construct it as soon as possible.

3. From Bandra to Malad, survey would be conducted to figure out whether outlets could be provided across the seashore and proper solutions will be figured out.

4. To improve and build the drainage system, the Municipal Corporation has purchased land spending crores of rupees. But the work has not started. We will implement the projects at the earliest.

5. At many places underground drainage systems have become old and are not in proper working conditions. At such places re-inspection will be carried out and proper action will be taken.

6. While developing a big cluster like housing schemes at B.P.T., B.D.D., B.I.T., developers will have to strengthen the infrastructure, mainly the drainage system.

7. A city survey was done in 1928 to 1930 (90 years back). On that basis we will ask government to survey Mumbai city (settlement) with the help of the revenue

department.

8. For drainage, a service administrative based system will be implemented divisionwise .

9. Drainage systems in old buildings will be repaired and resolved with the help of Munici-pal Corporation.

Water supply in every home is our promise to Mumbai.

1) The soil residue will be removed from the Tulasi-Vihar, Vaitarana and Tanasa lakes, supplying and providing water to the City of Mumbai, by which their capacity to store water will increase.

2) New Water-supply projects will be undertaken on Kalu, Shahee, Gaargaee, and Pinjaar rivers, for better supply of water to Mumbai city.

3) Water that is being wasted at the foothills on the East of Western Suburbs of Goregaon, Borivali and Dahisar will be collected in small ponds. The responsibility of creating these ponds will be given to Private Developers.

4) Capacity of the Water-Reservoirs of the Water Purification Projects at Panjarapol and Bhandup will be increased.

5) To make optimum water supply available for the citizens of Mumbai, new water reservoirs will be constructed at places wherever possible and the capacity of the old water reservoirs will be increased.

6) A committee of experts will be appointed to explore new sources of water .

7) Buildings that are being renovated or are under construction or are already constructed will have facilities to implement Rain Water harvesting scheme.

8) Water exudation, wastage and illegal supplies will be traced and severedisciplinary action will be taken against the concerned and the responsible officer.

9) Soil and other residue from the wells(per revenue audit) of Mumbai City will be arranged to be removed through Municipal Corporation.

10) Rules will be amended for providing a strong and compatible bore-well system by the developers.

11) Old and leaking pipe lines will be replaced by new-ones to prevent / stop contaminated water supply.

12) Wherever possible in Mumbai, water reservoirs for Rain-water will be effectively implemented.

13) Facility for adequate water supply shall be made available toMumbaikars.

Student welfare from transformation in the education system.

1 The teaching & educational standards in Municipal Schools will be duly improved.

2) Vigorous follow-up for repairs and redevelopment of Municipal School buildings falling apart will be made as per Hon. Justice Dhanuka Committes reports.

3) Life Insurance coverage will be provided to the students through Municipal Schools.

4) Private N.G.Os. / Institutions will be inspired to adopt and manage the municipal Schools.

5) The land under land reservation scheme for schools in Mumbai City and its suburbs, will strictly be utilized only for construction of Schools.

6) Students skilled in Arts , Games & Sports will be motivated to develop them further with support from the Municipal Schools.

7) Children of the Construction labourers etc. will be given admissions in nearby Munici-pal Schools of the area.

8) Redevelopment of the dilapidated Municipal Schools will be arranged through the Municipal Corporation or through the private developers wherever possible.

9) There are 914 Senior Primary Schools and

248 Junior Primary Schools out of a total of 1162 Municipal schools for Standards from 5th to 10th and for Standards up to 4th respectively. As such many students who cannot afford private education from primary to secondary have to give up schooling.We will work to resolve this issue in Municipal schools so that the poorest of the poor students of Mumbai can also receive education.

10) Why is the number of drop outs in case of Girl Students is on the rise? Especially after the 4th Standard. In a survey conducted by Mumbai Municipal Teachers Union in 2004, it was noticed that state of cleanliness in Municipal School toilets was worst and 60% of these schools did not have proper toilets and urinals . We will work towards providing clean toilets and urinals on a large scale and ensure that they will be maintained in Municipal Schools.

11) Mumbai Municipal Corporation is one of the few Municipal Corporations where the medium of teaching / learning is in eight languages viz. Marathi, Hindi, Urdu, Telugu, Gujarati, Tamil, Kannada and English. In many Municipal Schools, students are not able to continue their education due to non-availability of learning in the medium of Choice after 4th Standard, e.g. an Urdu School in Govandi and Tamil School in Dharavi. We shall ensure and arrange to get them their education in the Medium of their choice.

12) In the Municipal Schools computer education will be provided for Std. 1 to Std. 10.

13) '' Sarva Shiksha Abhiyaan'' Scheme by State and Central Govt. will be meticulously followed.

14) A sum of Rs.5000/- maintained in favour of a girl student as a motivation-fund deposit in a Nationalised Bank , will be paid with interest earned by cheque to the girl student who completes her education from the 1st to 10th Standard by taking admission in the 1st Standard in a Municipal School.

Our promise to you is a road without pot - holes

1) The main roads and the bus routes in Mumbai City and in the Eastern & Western Suburbs (in all Approx. 1800 k.m.) will be concretized in a phased manner.

2) Road widening, new fly-overs with a quality construction, pedestrian bridges & sub-ways will be built with the help /aid from M.M.R.D.A. / M.U.P.T. / Central & State Govt.

3) The Municipal Corporation will claim and acquire the roads made as per 63 (K) and shoulder the responsibility for its safety and maintenance.

4) D.P. in Private lay-outs will be acquired and constructed by the Municipal Corporation.

5) Construction of Traffic islands with heavy traffic will be carried out with the latest technology available.

6) Foot paths will be provided with every road 60 ft. wide and more.

7) Modern and latest Signaling Systems will be implemented in order to prevent accidents in crowded / accident-prone places.

8) Solar Energy bulbs will be provided / installed on all roads in Mumbai City and its suburbs.

9) The present Sea-link services between Gorai and Madh islands to be extended to Malad, Varsova, Juhu, Mahim and Worli.

To reduce the burden on present transport facilities, Hover craft Sea-link from the Gateway of India to Sevri, Navi Mumbai, Panvel, will be launched. A vigorous follow-up will be made with the Govt. Administration.

10) Municipality, despite having spent crores on roads, the conditions of roads have not been improved. This is a serious issue and will be seriously taken up... Quality Control Division will minutely and in details inspect and audit the quality of road works.And the Contractor having undertaken the contract will be held responsible for the pot-holes. A penalty and disciplinary action will be taken against the contractor and only the same contractor will be made to rectify the defects.

11) The contractors who delay the work beyond a scheduled time-frame and executing poor quality works will be black listed.

12) A Coastal Ring Road construction plan is being planned.

1) Parking Zones will be provided under the Fly-Overs so that the illegal encroachment by beggars, Anti-Social elements and other illegal encroachments can be prevented.

2) Reserved Lands for Trucks Terminals will be acquired on a war footing, and a parking

will be provided for trucks.

3) Multiple parking’s for Multi-storied buildings will be constructed.

4) (Pay and Park) Parking zones outside the housing Societies will be offered to the nearby societies on Priority Basis.

5) As per the prevailing Rules, Underground Cars Parking facility will be provided.

1) Public Medical Services in Municipal Hospitals will be further improvised for the benefit of Mumbaikars to keep them in sound health.

2) All the Municipal Hospitals will be readied to serve with Ultra-modern Machines and Medical facilities.

3) The number of C.T. Scan, M.R.I. Machines, Ventilators and Incubators are very few. More machines will be made available with the skilled technical staff to operate them.

4) We will co-ordinate amongst Municipal Hospitals / State and Central Govt. Hospitals and if possible Private Hospitals, to collect the Data of quantity and /of various Blood Groups and display the same on Computers for Public Information.

5) We will follow up with the State Govt. to provide the Coronary Court Services at The Lokmanya Tilak Municipal Hospital,Sion.

6) Nair, Sion, K.E.M. Hospitals will provide World Class medical facilities.

7) For prevention of epidemics in Mumbai City and its Suburbs, Anti-epidemic Spraying will be conducted at Night.

8) Observing and knowing the cause of frequently arising natural calamities, well prepared and anti-calamity systems will be developed and maintained in municipal Hospitals.

9) Two huge Hospitals of the likes of K.E.M. Hospital with Ultra modern amenities will be built in the Eastern and Western suburbs of Mumbai.

10) We will work with full efforts to start a Dental hospital like Nair Dental Hospital in the suburbs.

11) We will provide Mobile Hospitals with the Best Medical facilities and aids to serve and protect health of poor, slum dweller Mumbaikars.

12)Municipal Ambulance service is not available on time. We will improve the funadamentals of the Ambulance Services and provide and makeavailable the same at a reasonable service charge.

13) We will make a noticeable change in Security Systems and arrangements and CCTVs in Municipal Hospitals as per the Guide Lines of the Hon.High Court.

14) Most often essential medicines are not available at Municipal Hospitals so patients have to buy them from private medical stores and it’s not affordable for the poor patients. Therefore all such medicines will be made available in the medical stores

of hospitals.

15) A special hospital will be built for children in the suburbs.

16) Primary health care centers will be modernized and rebuilt if necessary.

17) Preventive measures will be undertaken to eradicate the nuisance of stray dogs.

1) Mini Bus service will be provided to citizens residing in areas far away from theRailway station.

2) We will provide and increase the capacity of bus service in the area between the Railway Station and the Airport.

3) Reserved Land for the BEST Bus Depot and Electric Sub Station will not be sold and the same facilities will be provided at the same reserved plots.

4) Senior Citizens are provided concession of Rs:25/- in monthly pass and Rs:50/- in quarterly pass. We will give 50 % concession in monthly and quarterly passes toSenior Citizens.

5) All Students will be provided travel facility at a nominal cost of Rupee 1 per trip.

Electric supply is the bestWe will give bills the best!

1) We will review the present tariff and implement a revised tariff suitable to consumers.

2) We will ensure that more powerful bulbs will be installed.

3) More Sub-Station Transformers will be provided, if necessary.

4) A strong and capable system will be established to resolve Consumer grievances.

5) We will try to expand the present area for electric supply by the BEST.

6) All the meters will be replaced 100 % by the electronic Meters for the BEST consumers.

1) We will keep plots for gardens, games and amusement for which the same are reserved.

2) We will make arrangements so that all citizens will have access to all the parks, gardens, and play grounds.

3) We will include local citizens and a self help groups to look after all the parks and gardens.

4) We will provide Toilets / urinals without affecting public health of the visitors to the parks, gardens and sea shores.

5) We will start study centers for school going and needy children.

6) We will beautify all the sea shores in Greater Mumbai Municipal area.

7) Historically important places like "August Kranti Maidan’’, "' Nagapada Mastan Talao'' and “Kamgar Maidan'' which were part of independence movement, will be beautified.

8) The State Government has planned a scheme to plant 100 crore trees in Mumbai.

9) We will establish libraries for Senior Citizens in Parks and Gardens.

10) We will arrange for Security Guards for safety and security of the present Municipal gardens and grounds.

11) We will arrange for drinking water in municipal gardens lacking such facility.

12) In each Municipal ward, we will make at least one jogging track in a park or a ground.

13) The Zoo at Jijamata Udyan (Rani Baug) at Bycula, will be updated to world class standards.

14) While developing play grounds and open grounds, we will build Sports Complexes for public use.

15) A follow up will be made with Govt. Administra-tion to start a world class zoo at Sanjay Gandhi National Park.

16) At mangroves and slushy areas in Mumbai, Nature Parks will be developed.

17) The developers will have to plant trees in and around the Buildings constructed.

1) The response for redevelopment of Municipal Markets is very poor. As such upon reviewing the present rule-books, a comprehensive and suitable rule-book will be made

and the markets will be redeveloped without affecting the rights of municipal corporation.

2) The necessary services and facilities as well as employees will be arranged in those markets that are not participating in the Market Redevelpoment.

3) Mini Wholesale Market will be created in Bandra and Dahisar.

4) Smaller Markets of Municipal Corporation will be set up in new larger localities.

5) The halted work for older Markets’ proposals will be put on fast track.

6) Considering the increasing population of Mumbai and expansion of Mumbai city, new Markets with all facilities will be constructed and used for the benefit of citizens of Mumbai.

1. Crematorium, burial ground, and cemetery will be modernized with public facilities.

2. Cemetery will be created in every area and a burial ground will be provided if required.

No need to search for fire brigade facility,Every area will have its own fire brigade facility!

1. Every administrative area of Municipal Corporation will have at least one well-equipped fire brigade facility.

2. Possession of Reserved land will be taken and fire brigade facility will be provided.

3. Fire brigade employees will get Para military grade and they will equipped withmodern facilities.

4. At the moment there is no fire resistance equipment in high storied buildings.From now onwards builders will have to make available latest fire resistant equipments.

5. On the lines of the main fire brigade station at Byculla , in suburban area also two fire brigade centers will be established .

Corruption at octroi naka will be kept in check with strict vigilance.

1. People have to face corruption at octroi naka. In order to ensure corruption free octroi collection, all nakas will be connected to each other with modern technology and every day new vigilance team will be appointed. CCTV cameras will be set up to check corruption.

2. Property tax of suburban area will be reduced.

3. There is a big difference in property tax levied on city’s old and new buildings. This difference is going to be reduced and that tax would be levied on the basis of value. This would be processed as early as possible. Care would be taken that there will beno extra cost imposed upon common people, while implementing this new policy.

4. Acquisition of reserved plots related purchase law currently favors the land owner. We’ll make efforts to make it completely unbiased.

1. The downtrodden population dwells all over Mumbai and 5% of revenue budget fund will be used for development of these locations.

2. Special attention will be provided for cleaning of locations wherein thedowntrodden live.

3. There is big backlog of lower caste inclusion in various establishments of Municipal Corporation. This will be filled immediately.

4. Pre-schools, library and gym will be opened in the colonies where downtrodden live.

5. The remaining part of chaityabhumi will be revamped.

Development For the people below poverty line…Give them better facilities.

1. Large residents of forest lands in Mumbai’s eastern and western suburbs were not counted in the census. Because of which no municipal corporation and governments benefits can be provided to them. For that purpose re-census will be conducted so that everyone receives their share of privileges.

2. Pre-school and schools are not available to the children of these areas. Hence,pre-schools and primary schools will be opened in these areas.

Corruption at octroi naka will be kept in check with strict vigilance.

Shivsena - BJP parties were ruling for the last 16 years and they have neglected the Disaster Management System. This led to the loss of large number of lives in 26 July 2005 flood. Many died and crores rupees worth public property were lost. It sent shock waves all over the world and Mumbai was discredited .

We will strengthen the emergency facility with the help of civil/police/state government.For that purpose we would appoint one deputy-commissioner. It would be ensured that the Disaster management system would be inspected every three months.

Flood and other emergency control systems and life saving programmers will be developed.

Due to Municipal corporation’s ignorance or irresponsible act, if a citizen faces an accident, etc. then expenses incurred by them would be reimbursed ( e.g. open drainages/drain etc) and responsible officer responsible for the negligent act will be punished.

1. Koli/ agari residents of Mumbai are still staying in villages and koliwada in gaothans.It is a need of the hour that these Gaothans and Koliwadas should be developed.Till today development of Gaothans was ignored. We will develop Gaothans and koliwada with necessary facilities. For that purpose provision will be made in the municipal budget.

2. For Koli society villages, we will change D.C. conditions and these villages and koliwada will be developed.

3. To support the fishing business, dry fish centres and for the purpose of drying fish,platform construction scheme will be implemented .

1. Follow up will be kept with the State government for the availability of space for develop ment centers for women.

2. Under Sarva Shiksha Abhiyan students are provided with nutritious food (khichadi).This work of cooking khichadi would be given to mahila bachat groups.

3. ICDS or municipality has not provided separate buildings for Anganwadi and Balwadis. Due to this, the Balwadis are running in rental space or available Samaj kalyan Kendra. We will try to provide municipality’s space for Balwadis and education in Balwadis will be brought on par with international standards.

4. Lower income group and middle income groups working women will be provided with baby sitting facilities in each administrative area.

5. To strengthen the Mahila Bachat Groups, a space of municipality will be provided for sale of their product.

6. Mahila Bal Kalyan Samiti of Mumbai municipality is ineffiecient. It will be made efficient by providing special rights & authority .

7. Management of parking space and toilets will be handed over to Mahila Bachat groups.

Garbage free Mumbai,Healthy Mumbai!

Mumbai city is in pitiable condition with shivsena/BJP alliance rulling over municipality. Mumbai is filled with garbage and illness. It makes commuting difficult. The garbage has caused malaria, dengue, typhoid, chickengunia.

Greater Mumbai is facing a big problem of garbage. Mumbai municipality is collecting 6,500 ton garbage everyday. 750 crore is being spent on it. In spite of this, the dirty face of Mumbai still remains.

Congress and NCP have decided to provide more and more attention to cleaning the garbage. A battle will be launched against garbage, once Mumbai municipality comes under control of Congress and NCP and Mumbai will be made garbage free.

Anyone can call the toll free helpline number to inform about the garbage. This facility will be available for 24 hours. For that purpose cleaning brigade will be established on lines of fire brigade. Cleaning brigade will reach within four hours after receiving garbage alert and garbage will be cleaned.
