STEP 1: Creation of a new User “ACodP-2/3 translation POC” through the NMCRL-WEB application interface

Prerequisite: NCB must be a subscriber to NMCRL-WEB !

a) Go to Codification Tools portal at URL: https://eportal.nspa.nato.int/ac135public

b) Login to NMCRL-WEB with your MASTER ADMIN

c) Select Menu Tab “USER MANAGEMENT”

• Check in “USER LIST”, if a LOGIN has already been created for ACodP-2/3 POC, as listed in CodSP-75D. If already done, skip the next directives and refer immediately to section “d” - ACodP-2/3 Upload access rights

Connect as NMCRL-WEB MASTER ADMIN

• If not already done, click on “CREATE USER”

• Enter User Profile data (NAME, E-mail etc…) + Password; click on STEP 2

• Checkmark “NMCRL-WEB product” in GROUP Membership and the “Subscription List” value; click on STEP 3 to proceed

• Click on “CREATE” to complete the operation

The USER (in this screen example “afelten2”) is now created, but cannot access the ACodP-2/3 Upload application Tool, yet !

d) ACodP-2/3 Upload Access Rights

• Please send an e-mail to André FELTEN at [email protected] requesting ACodP-2/3 access rights for your created user (indicate LOGON NAME)

• NSPA will grant ACodP-2/3 access rights to this user and will inform you accordingly

e) Future Enhancement:

The NCB MASTER ADMIN will be able to grant the ACodP-2/3 rights directly during the User creation/modification:

• a new GROUP MEMBERSHIP (ACodP-2/3) will be added

• NO MORE INTERVENTION FROM NSPA !

STEP 2: Access to the Multilingual ACodP-2/3 Upload Interface

a) Login to NMCRL-WEB with your USER Name + Password

b) Beside the 4 normal NMCRL+ Search modules, an additional module “ACodP-2/3” will become visible

• Select “Translation Process” to start the “UPLOAD INTERFACE”

Connect as NMCRL-WEB USER responsible for ACodP-2/3 translation process (see STEP 1)

c) The Upload Interface will automatically show up in your national language (in this screen example “Swedish”)

• Click on BROWSE button; a Choose File pop-up window will appear similar to the own shown below (usually on top of the web page)

• Locate the proper drive/folder and select your national translation file you

want to upload, and click on the Open button. This will place the file you selected in the corresponding blank box, similar to the screen shown below

• Select the appropriate format in the drop-down box: ACodP-2 or ACodP-3

Note that your national ACodP-2 and ACodP-3 files must scrupulously comply with the predefined transaction format, as detailed in CodSP-75A. Sample Records are presented in CodSP-75B. The upload file in Text format (.txt) will be using mandatory character encoding UNICODE UTF-8. If these criteria are not respected, the Upload file will be rejected!

• Click UPLOAD button when ready to send the file

• After the file(s) has(ve) been successfully transmitted, you should see a result box similar to the one below: Upload Status: Transfered / Result: Success

• If the upload is not successful, the Result will indicate “Failure”. The responsible person should then identify the problem, fix it (offline process) and re-upload the file.

• In case of validation the data will be integrated in real time to the ACodP-2/3 database on the NSPA server.

• Go to ACodP-2/3 “Search Database” and verify the correctness of your uploaded data !

d) General considerations

1. The Master Data Identification Process will be the following:

• The NSPA server application will monthly and automatically download the US H2/H6 DB2 tables from the DLIS (U.S. NCB) web site.

• Identify the changes in terms of: Creation, Cancellation, Deletion and Updates

• Post the monthly changes (P2 and P3 files) in the left Box “MONTHLY CHANGES” ;see

• The file layout should respect a predefined format, as detailed in CodSP-75A. For Sample Records, refer to CodSP-75B

• Keep the last 12 months files, including a download capability.

2. The Missing Translation Process will be the following :

• After each master data integration identify the NSC, NSG and INC of the respective nation for which no translation has not yet been provided.

• Post the monthly translation missing records (P2 and P3 files) in the right Box “MISSING TRANSLATIONS” ;see

• Keep the previous month files (P2/P3), including a download capability.

• The file layout should respect a predefined format, as detailed in CodSP-75A. For Sample Records, refer to CodSP-75B

3. On view of ACodP-2/3 update information, Nations should schedule translation of the relevant text elements.

• The file should respect a predefined transaction format, as detailed in CodSP-75A. (Sample Records are presented in CodSP-75B)

• In general, for those nations starting with the translation process, it is advisable to concentrate first on the “Missing translations” files.

• After this initial translation step, the respective nation should consult the “Monthly changes” to take corrective update action on the national translation files (ACodP-2 and ACodP-3)

• Get a routine to update the national ACodP-2/3 files on a monthly basis.

e) CAUTION

• Every NCB will be entirely responsible to upload the file in appropriate format (c.f. CodSP-75A) through the ACodP-2/3 application interface.

• It is recommended to start testing the “Upload Interface” with ONE SINGLE ACodP-2 and/or ACodP-3 record in order to familiarize with the new tool.

• The update is done in real time and can immediately be verified !
