• For all feature Ads installation and/or modification and removal within the above mentioned area will be defined as construction work and will under the regulation of HKSAR, F&IU (Factory & Industrial undertaking) and Construction Site Safety Regulation (CSSR) will be enforced.所有於地下鐵路進行的廣告按裝均受香港勞工法例,工廠及工業經營條例,建築地盤(安全)規例作監管

• All working staffs should have mandatory Basic Safety Training Certificate. ( Green Card) under Section 6BA(2) of the factories and industrial undertakings Ordinance Cap 59.所有於地下鐵路進行廣告按裝之人員必需為平安咭之持有人

• Personal Protective Equipment個人保護裝備1. Safety Shoes – Studded sole, steel toe-cap safety shoes, highly

resistant to abrasion安全鞋必需為防滑鞋底,鋼頭鞋面和防腐蝕2. Reflective Vest 反光衣3. Safety Helmet安全帽4. Others: whenever applicable其他裝備

• All works related to work at height or use of scaffold tower must be complied with (F&IU) and SCCR Part 5A所有高空工作什使用工作台需按照香港勞工法例,工廠及工業經營條例,建築地盤(安全)規例進行

• Equipment - Ladder 纖維梯• Ladder ( only fibre ladder allowed) and must be in safe working

condition地下鐵路範圍內必須使用纖維梯• With inspection label ( every 6 months) 纖維梯必須最少每6個月檢

查一次• Ladder is used for access only and never take as working

platform at a height of 2 metres or more unless proper fall protection equipment is used纖維梯不得作為工作台, 而在2米以上工作必需採取有效之防止下墮措施(如安全繩)

Equipment – Scaffolding and Work at Height

• Only properly trained workmen with adequate experience and under the supervision of a competent person shall erect, alter and dismantle scaffolds按裝,修改及拆除工作台必須為合資格人士

• Ensure scaffold have been inspected by competent person with relevant statutory form 5 issued to certify the good and safe working condition for using工作台使用前必須有合資格人士檢查及簽署,方可使用

• Workers should move within the guarded working platform area and no over body extension at works are allowed.工作人員在工作台不得將身體誇離工作台範圍使用

• Workers working on scaffold must wear anchored safety belt.工作人員在工作台必須安全繩及扣在安全位置

• Workers must wear appropriate PPE such as safety shoes, safety helmets and protective gloves when needed.工作人員在工作台必須穿著個人保護裝備

Hot Work 熱作• No hot work is recommended during installation, all items shall be

pre-fabricated and install/fix onto designated area only.不鼓勵熱作,特殊廣告製作應為製成品,現場應只為按裝

• Any hot work need to apply in advance and subject to approval and additional charge.現場熱作需要預先申請及批准後,方可進行,而會有額外收費

Items not allowed bring into MTR• Danger Goods ( category 1-10) 危險品• High Inflammable items ( thinner)易燃物品• Items will release toxis gas during combustion燃燒時會發出有毒氣

Site inspection and measurement現場檢查及度尺

• All contractors are complusory to have a site inspection and measurement prior to the method statement and fixing drawing submission. All these activities can only be carried out at the non-traffic hours, and from Mon-Wed only. Contractor need to inform JCDecaux at least one working day in advance for such arrangement.承包商必須在特別型式廣告按裝前進行現場檢查及度尺,而檢查及度尺須於星期一至星期三進行,請於一個工作天前通知德高貝登

• During the site inspection, shall made sure the following MTR facilities should NOT be covered, blocked during installation現場檢查及度尺請留意地下鐵路之設備將不會被阻擋

• Hanging signages, clocks, wall mounted signages如指示牌,時鐘,掛牆指示牌等• Smoke detectors, ventilation shafts, sockets & Switches煙霧探測器,通風口,插蘇

及開關掣• Fire hose reel and other emergency plungers消防喉及緊急掣

Site inspection and measurement現場檢查及度尺

• While access doors and panels cannot be blocked, sticker need tohave die cut and the wordings shall be remained or relocated upon approval from MTR. ( SW – Switch board at the VE panel) 搪瓷板上之活門不可封蓋,必須沿邊整齊切割(包括鎖匙洞).而搪瓷板上之指示不得遮掩.除非有地鐵授權而將指示移動除外

• If contractor not sure about the installation feasibility or items can be blocked or not, JCDecaux will provide technical assistance and need to be arranged in advance.如承包商不熟悉現場要求,德高貝登可提供技術支援

Method Statement

• Written document to describe the location of work, scope of work, procedure of work, working team in charge, contact details & Material sample/ Structural calculation report or certificate ( if applicable) Also the statement shall mention the contractor shall be responsible the insurance and liability for their company’s staff and sub-ordinate and associate.施工程序文件要必須詳述工作地點,範圍,工作程序.聯絡人員資料.而文件必須列明有關第三者保險及責任保險之安排,而其他證明文件,報告或物料則在有需要時會要求提交.

• Contact JCDecaux C/P prior to carry out installation施工程序文件必須列明承包商先要聯絡德高貝登人員而獲得批准後,方可施工

• Safety briefing, Job briefing to working team, including sub contractor. On site working team PPE & working tools checking施工程序文件必須列明工作隊主管需向工作隊作工作簡報及安全簡報及工具檢查

• Job completion, safety inspection 當特別型式廣告按裝過程完成後,須負責裝置是否安全及穩固

Fixing Drawing施工圖則

• Drawing to demonstrate the fixing details and use of material.施工圖則須清楚表達按裝方法及使用材料

• Drawing should be clear and easy understanding, Dimension shall be mentioned within drawing圖則須簡易明白及標明尺寸

• Installation location附有施工位置圖• Mock up of finished Feature Ads完工後的模擬圖• Use of material ( should match with the method statement)使用材

Material Submission施工物料呈交

• All Materials used for installation will be requested to have a submission with material specification/ component and fire retardant rating.特別型式廣告會要承包商呈交物料及防火證明書以作批核

• Decorative material: BS 476 part 7 class 1 (fire spread rate) , BS 6853 ( material use of passenger carrying train)一般物料須符合BS 476 part 7 class 1

• Electrical material: Electrical Appliance must have, IEC60335 together with CE cert, LCD, Plasma TV must have IEC 60065 with CE cert, Lighting must have type test certificate EN60598 and CE cert. LSOH cable should be used for wiring.電器產品須符合EN60598及使用低煙無毒電線

• Other type test certificate are subject to approval and will have longer lead time.其他安全認證需額外時間批核

• Installation procedure: should follow electrical wiring regulation of EMSD code of practice.電力裝置須依照機電工程署指引按裝

• For pre approved materials, please keep the invoice/ deliver note for checking upon request.批核之物料須保留單據以作檢查

JCDecaux Competent Person德高貝登人員

• Represents JCDecaux Pearl & Dean Ltd as the on site person in charge.代表德高貝登之現場人員

• Should contact JCDecaux Pearl & Dean Competent Person before installation.工作隊主管需向德高貝登之現場人員聯絡後方可進行按裝

• JCDecaux C/P will perform an on site briefing before shipping in the material and carry out the installation德高貝登之現場人員會向工作隊簡報是日工作範圍

• No installation shall be carried out without approval from JCDecaux Pearl & Dean C/P.沒有德高貝登之現場人員批准,不得進行按裝

• JCDecaux C/P will check and verify the all the documents and qualification of the working team. To provide necessary information and assistance.德高貝登之現場人員會負責核對工作隊之資格及提供資訊及協助

• Contact: Depot: 2750 9086, CM Yiu @9462 1489, C Wong @9121 5126,• Shall contact JCDecaux C/P after the installation completed, and need the

approval of JCDecaux C/P before sign off.完成按裝後,須有德高貝登之現場人員批准,方可注消

On Site Working Team工作人員

• Shall have a on site leader to represent the contractor’s company as well as the sub-contractor and their associate.工作隊必須有一名主管,代表主承包商及其外判承包商和所有工作人員

• To be responsible for overall safety briefing, job briefing equipment checking before carry out the assignment.主管須於按裝前向所有工作人員進行工作簡報,安全簡報

• To get the approval from JCDecaux C/P for installation and report to JCDecaux C/P after the installation job completed.主管作為承包商與德高貝登之現場人員之聯絡人,負責報開工及收工

• To monitor whole installation process as well as quality, define any necessary safety measurements and ensure the safety of the construction site. Also protect any dangerous situations to person or property within the work area主管須全時間監督整個按裝工程及安排保護設施

• To report to JCDecaux C/P any abnormal situation and/or damage of MTR facilities.向德高貝登之現場人員報告任何不尋常之情況及在安裝時之意外

Job Briefing and Safety Briefing工作簡報,安全簡報

• To made sure every individual team member of working team well aware the escape route within station/ work site when there is fire or any other emergency situation.確定每位工作人員熟悉工作地方之逃生路線

• To made sure every individual team member had equipped and have adequate knowledge to use the PPE and all working tools in safety manner.確定每位工作人員具備個人保護裝備及懂得正確使用有關工種之工具

• To made sure every individual team member understand their scopeof work and do not infringe other location beyond their scope ofwork.確定每位工作人員清楚知道工作範圍及不得進行未得批准之活動

• Report to the team leader when there is any abnormal situation and/or damage of MTR facilities向工作隊主管報告任何不尋常之情況及在安裝時之意外

Installation按裝程序

• Prior to installation, team leader shall take photo to any damages at the installation location, If any damage are found after the campaign or removal, the remedial cost may be borne by the contractor.安裝前工作隊主管須檢查有關地方是否有花痕或損毀,并拍照作實.如在安裝或拆掉後發現,承包商或須負責有關維修費用

• Working team shall, according to the approved method statement and fixing drawing, to carry out the installation work.工作隊須按照批准之安裝方法進行安裝

• Working team shall, cease the installation if they did not bring/equipped with the approval material, tools. No works can be done until approved material, tools are brought on site.工作隊如在工程進行中發現材料/工具不足,必須停工.待有關材料/工具抵達後才可復工

Installation按裝程序

• If any electrical installation involved, WR01 form will be signed by licensed electrician after job completed. Team leader shall be responsible for the submission to JCDecaux C/P.安裝如包括電力裝置,必須有持牌電工簽署WR01表格作實,工作隊主管須將表格交與德高貝登之現場人員

• Working team shall not perform any other duty unless approved byJCDecaux in writing工作隊不得進行未經批准之工作

Completion and Sign off完工及注消

• Working team leader shall, made sure the job is completed and installation is secure enough before asking JCDecaux C/P to counter check.工作隊主管須在安裝完成後檢查裝置之安全.方可要求德高貝登之現場人員復查

• Shall clear the site and made sure no rubbish and working tools left behind.工作隊主管須清理現場垃圾及工具

• During removal of Feature Ads installation, besides rubbish and working tools, residue of the sticker had to be removed as well當拆除特別型式廣告時,除垃圾外,膠漬須一并清理

• Ceiling and wall drillings should made good after removal of Feature Ads installation天花或牆壁於安裝時如有鑽洞,須拆除時一并修補

• Shall made sure all staffs and associates have left the MTR station/ facilities.拆除特別型式廣告後須確定所有物品及人員清走及離開

• The contractor shall maintain the Feature Ads advertising materials are in good appearance and conditions and shall rectify or remedy any defects immediately upon JCDecaux Pearl & Dean Ltd notification.承包商須負責維持特別型式廣告於良好狀況,德高貝登,在有需要時,通知承包商維修,已損毀之特別型式廣告

• Contractors are responsible for removing sticker residue and made good the site immediately after the booking period.當展示期完成後,承包商須負責清潔(包括膠漬)及恢復於安裝前的面貌

• No Silk Screen Printing for Feature Ads特別型式廣告不得使用絲印• No irritating smell material shall be used for Feature Ads含有難聞氣味之材

料不得使用

• Total Extension length ( maximum 6 inches vertical and horizontal )總加闊度和高度,不得多6吋

for any Feature Ads installation unless written approval is received

electronics devices, all the contractors should not damage, touch, remove or relocate all the devices and facilities located at track side area.

• 3M sticker 3690 for rough finishing station exterior • For working at exterior, relevant document e.g. notice to police station,

TD for road closure must be submitted JCDecaux for record purpose• Proper safety precaution shall be applied during installation.e.g.

reflective cone, flash light, reflective vests and properly seal off the working site.

• Contingency plan for Typhoon, strong monsoon wind and other emergency situation shall be submitted.

• For billboard and other 3D attachments at the station exterior shall be removed before typhoon signal no.3 hoisted. ( only sticker wrapping can be excluded from this case)

• 3M 8648 with 8936 over laminate sticker can only be used while client request to have over laminate at the train interior campaign

• Inspection of in train damage together with JCD C/P shall be carryout prior to installation.

• All the touch up shall made have cutting matt to protect the in train surface.

• Gangway in between train compartment shall have proper protection to avoid damage to advertising sticker.

• In train glass pane shall only apply on the side facing train doors.• All the rubber edge surrounding the Saloon window shall not be

covered.

• Besides method statement and fixing drawing, material sample andcertificate, structural report, electrical power consumption and fire loading report must be submitted for approval.

• Structural report for display items shall meet the following G force calculation:

• Longitude direction, 5G• Horizontal direction, 1G• Vertical direction, 2G

• Total electrical power consumption shall be limited 10Amp 3 phase, all the fixing and wiring must comply with BS standard and all the cabling shall use LSOH type cable.

• Fire loading report, shall include all the combustible materialsand the fire size cannot more than 5 Mega Watt

Typhoon and other emergency requirementAll the contractor shall standby to depost exterior billboards while typhoon signal no.1 hoisted. Please kindly contact JCDecaux Pearl & Dean traffic department for arrangement with Station and Shopping arcade before carry out the deposting job. Other situations like strong monsoon wind and adverse weather condition, JCDecaux Pearl & Dean will request contractor to remove the exterior billboard.
