Prendergast spoke specifically about the need to build capacity on the Long Island Rail Road (LIRR). “The East Side Access project, as I am sure you’ve heard before, will reduce commutes by 40 minutes for some 160,000 daily commuters and it will also allow us to increase the number of trains into Manhattan by some 40 percent and will support a generation of growth.” He explained that, “Construction of a double track for the main line between Farmingdale and Ronkonkoma will increase service reliability, spur economic activity, provide hundreds of construction jobs and improve LIRR service to Long Island MacArthur Airport.” According to the MTA’s website, ridership on the LIRR’s Ronkonkoma Branch has doubled over the last 25 years. Adding a second track along the 18 mile stretch between Ronkonkoma and Farmingdale would provide the flexibility needed in the event of a service disruption. Currently, if a train becomes disabled, all other trains in both directions have no way around the problem. Prendergast served for more than three years as president of MTA New York City Transit and for six years as the president of the Long Island Rail Road (LIRR). In 2011, Governor Cuomo’s MTA Search Advisory Committee conducted a national search to find and recommend the most talented candidates to lead the MTA as Chairman and Chief Executive Officer. Mr. Prendergast was highly recommended by the Committee, selected by the Governor and then confirmed by the New York State Senate in June, 2013.

NYSDOT Fills Two Key Positions for the Region The New York State Department of Transportation (NYSDOT) has announced promotions of two employees to key positions in the Department’s Long Island (Region 10) and New York City (Region 11) offices. John Kwok has been appointed as Regional Construction Engineer for Long Island, and Bruce Ogurek is the new Director of Construction for NYSDOT’s New York City regional office. These appointments will support the Department’s focus on working across regional boundaries to deliver services and projects. Both Mr. Kwok and Mr. Ogurek have demonstrated a commitment to regional and statewide needs, which will be important to NYSDOT’s future success downstate.

The Wall Street Journal Finds No Pulse Among Many of the Nation’s Highway BuildersThe Wall Street Journal is reporting what LICA has been warning about for the past two years: “A steep drop in public infrastructure spending is squeezing the nation’s highway contractors, pushing some out of the business and into other fields such as energy exploration.”

The national business newspaper of record tells readers, “Road building, like defense, is one of the few industries tied directly to government spending, which has fallen amid federal and state efforts to close budget gaps. Once boosted by the 2009 federal stimulus program, contractors are now scrambling to find work, often competing with eight or more bidders on even small-scale projects such as bridge repairs.”

LICA Executive Director Marc Herbst says the Journal story is not surprising. “The skill set, the institutional memory, the enormous talent and the business model required to repair and rebuild our roads and bridges is being allowed to atrophy and waste away. The unwillingness to invest in our infrastructure is going to create a national emergency that will harm our economy, job creation and our entire transportation system.”

The Journal’s story on America’s abandonment of infrastructure repair comes at a time when The New York Times is reporting that Germany is facing enormous repair bills on its infrastructure because of its refusal to invest in timely repairs. Herbst notes that many of that nation’s roads and rails had to be rebuilt after World War II, but clearly, much needed maintenance money has been redirected. One study says Germany needs to invest almost $10 billion a year for 15 years. “Industrialized nations like the United States and Germany are endangering their futures as developing countries put enormous resources into infrastructure. There are lessons here for those willing to listen.”

Occupational Safety and Health Administration (OSHA) revised its Hazard Communication Standard (HCS) to align with the United Nations’ Globally Harmonized System of Classification and Labeling of Chemicals (GHS) and published it in the Federal Register in March 2012 (77 FR 17574). Two significant changes contained in the revised

standard require the use of new labeling elements and a standardized format for Safety Data Sheets (SDSs), formerly known as Material Safety Data Sheets (MSDSs). The new label elements and SDS requirements are intended to improve worker understanding of the hazards associated with the chemicals in their workplace. OSHA is phasing in the specific requirements over several years (December 1, 2013 to June 1, 2016).

The first compliance date of the revised HCS is December 1, 2013. Employers must train their workers on the new label elements and the SDS format. This training is needed early in the transition process since workers are already beginning to see the new labels and SDSs on the chemicals in their workplace. To ensure employees have the information they need to better protect themselves from chemical hazards in the workplace during the transition period, it is critical that employees understand the new label and SDS formats. NYSDOT Contract - EmergencySnow and Ice Control As the weather starts to feel like winter, NYSDOT is advertising two contracts for Emergency Snow and Ice Control. Click here for an overview that describes the two contracts, one of which is proposed for Region 8 and one for Region 10. The services requested by each contract include providing a specific number of large and medium snow plow trucks for use during major snow or ice storm events.
