Capability Statement 1 General MSW is a 100% black owned consulting engineering and project management company with a level 2 BEE Certification. MSW platforms specialized black professionals with the skills and financial resources necessary to deliver infrastructure development in South Africa. Based in Midrand, Johannesburg and with additional offices in Polokwane, Limpopo, and Nelspruit, Mpumalanga. As such, we are building and training our team to achieve superior skills and knowledge in the industry. The company’s internal resources specialize in the fields of water and wastewater engineering, roads and highway engineering, structural engineering, project management, and institutional and capacity building. MSW are proud of their involvement in the development of South Africa’s infrastructure and employ these internal resources to meet the needs and expectations of its broad client base. The principal consultancy fields for MSW Project Managers and Consulting Engineers are as follows: • Civil Engineering • Project Management • Structural Engineering • Water and Waste Water Engineering • Highways engineer • Engineering Cost Management MSW provides a comprehensive service in the procurement of supply and construction contracts. Tender documents and specifications can be prepared in accordance with any recognised Conditions of Contract. The company's Contracts Staff are familiar with the Conditions used by most of the International Lending Agencies and the major international construction organisations, such as FIDIC and local conditions as prescribed by CIDB or JBCC. The company has wide ranging experience of international Codes of Practice and Standards, and can either recommend appropriate sets of Standards, or specify and work to Standards of the Client's choice. The company's experience in tenders and Contract preparation covers all types of contract including Traditional Client-Contractor construction and supply contracts, and also full turnkey and EPC contracts. The company has provided contract services to all contractual parties (Client, contractor, Owner, EPC Contractor etc) and provides all the normal advisory services and assistance during bidding, appraisal, negotiation and award. It is normal for MSW to provide a resident staff on the project site to supervise and co-ordinate all aspects of construction and installation up to and including final acceptance and commissioning. The site team is drawn from staff that are fully conversant with construction supervision and contract administration. Using the latest communication technology, the site team generally remains in close contact with the home office, receiving the benefit of full back-up support from the home office specialists.

The company currently employs around 40 permanent staff across their various offices.

Quality Assurance MSW is committed to the FIDIC policy statement on Quality Management in the consulting engineering Industry. Quality assurance as opposed to Quality Control is advocated in that it implements a ‘plan, do, check and act’ that is an ongoing unction encompassing all the day to day activities of the company with quality control and quality assurance being merely part of the cycle. Quality management focuses on prevention based on the principle that quality cannot be inspected onto a product or service, but, rather should be built or designed at each step. The process demands that errors and wasted effort be prevented by striving to ‘get it right the first time’ and demonstrating that careful attention to the project start up and planning stages can yield potentially significant savings. The Technical Staff of MSW are consistently aware of the Quality Management process and policy requirements with regard to achieving all milestones on a project. Within MSW, referral of review takes place between the project director and the review Engineer to address compliance with the essential elements of the Quality Management System in the following ways: • Customer satisfaction • Customer relationship • Prevention focus and professional Indemnity compliance • Continuous improvement • Visionary programme design • Top management commitment • Proactive leadership • Total employee involvement • Recognition • Teamwork and measure quality assurance Regulatory guidelines, as issued by CESA, as well as design codes, SANS, BS and ISO are adhered to. MSW’s professional staff members are all appropriately qualified and registered. The business operates a Quality Management System which is accredited to the SABS ISO 9001: 2008.

Professional Indemnity MSW carries a Professional Insurance cover of R35million for each and every claim.

Tebogo has attended various short-term management courses. the chairman of Masetlaoka Business Holdings. Vyande Chisiza CEO

Our CEO, Vyande Chisiza, has over 30 years’ in management of civil engineering projects and more than 18 year’s experience in managing companies in the construction environment. He holds a BSc Degree in Civil Engineering (Building Construction) and is a Professional Construction Project Manager (Pr.CPMO). He joined Scott Wilson Central Africa in 1996 as Director of Marketing and Business Development. From 1998 he was the managing partner for Scott Wilson Botswana until 2006 when he was appointed to his current position as executive Director and CEO of MSW.

In his current position, Vyande is tasked with ensuring proper corporate governance according to the law and King III principles and that all the role players of MSW adhere to the vision, high quality of performance and professionalism the company promises to fulfil. The company operates using the ISO 9001 (2008) quality management system and Vyande’s additional role and responsibility is to ensure that the operational processes of MSW adhere strictly to these requirements. “Our positive client feedback puts us in a different league.” Raymond Madi is the Business Development and Marketing Director of MSW. Raymond has been with the organisation since its incorporation. Raymond has taken numerous in-house business training courses with the respective companies he worked with. With over 10 years’

experience in the management of various business environments he has held senior management positions in a number of companies. Raymond’s role involves developing and managing business development and marketing strategies to grow MSW in the Southern African market. His vast experience in marketing has allowed him to assist MSW in determining areas in which to consolidate the company’s market focus, thereby helping us to be experts in our field. He brings to the team an understanding of the potential that can be discovered in individuals and the know-how to make this happen. Ian Hargreaves, Technical Director

“Our current focus is delivering a quality product on time and within budget” Ian has 29 years’ experience in the construction industry and holds a BSc. Honors Degree in Civil Engineering and is also a Chartered Engineer and registered as a Professional Engineer in South Africa. He has been with Scott Wilson since 1992, mainly involved with the design and supervision of industrial, commercial and other buildings, as well as aspects of project management.

He joined as Project Engineer and has held various other positions. In 2006, he was promoted to Director for Africa, a position he held until his appointment as Director of MSW in 2007. Ian’s focus is on ensuring MSW delivers quality products on time and within budget.

2 MSW’s Areas of Specialisation MSW has focused in developing capabilities and specialization in the following key areas:

Portfolio, Programme and Project Management We define projects and portfolio management as a cross divisional discipline. Project management is a key focus area for our business and we have registered project managers working in all sectors of the construction industry. These Project management skills will be employed by the programme management team to ensure a planned, cost effective and timeous delivery of the programme. The regular recording and reporting of progress against agreed targets is a key function and the programme manager will work closely with our specialist institutional capacity builders and IT/Quality control professionals to ensure that the programme is a success. Effective Project Management, from the very beginning of a project, is a particular strength of MSW. At the outset of a project, we ensure that a client’s objectives are clearly defined, with full knowledge of the implications of all the different options. Advice covers location, type of facility required, construction needs, cost, potential risk factors, availability of resources, and consideration of alternatives. This process is necessarily interactive. We place great emphasis on controlling and managing changes. Each project is controlled positively rather than developing its own inertia. At all stages of the project we establish the programme and cost targets, and closely monitor the activities and interfaces, so that any potential problem is identified early, and appropriate and prompt corrective action can be taken. MSW’s policy is to establish and maintain close and responsive liaison with our Clients to enable all parties concerned to be kept fully informed and up to date on the overall requirements, financial aspects, progress and quality of work. MSW place great emphasis on the adoption of “informed Project Management”. All of our Project Managers have a broad background in the construction industry and understand the importance of balancing the objectives of time, cost and quality; they are not drawn from a particular discipline that might make them place a bias on one particular objective to the exclusion of the others. Additionally, our Project Managers are able to draw on the full strength of MSW’s multi-disciplinary expertise to provide independent advice and support when dealing with specialist issues.

Water & Sanitation The water & sanitation division provides the following specialist design services:

Water and Sanitation Planning and Resource Management We can assist with reviewing existing infrastructure for water and plan for future capacity.

Water and Wastewater Treatment Design By using Cutting-edge technology and industry best practices, our engineers can develop plant systems to provide treatment to National Quality Standards for both water and wastewater.

Pipeline Design Our team has experience in pipeline projects from conception through to construction management for a range of applications. We utilise computer-aided design software to achieve the optimum solution for any project.

Water and Sanitation System Network Analysis Our team can analyse water distribution networks using our accurate software to ensure that appropriate flows are achieved throughout the area concerned.

Infrastructure Auditing and Asset Management Using our modelling software and our expertise, we can help municipalities audit existing water supply infrastructure and develop strategies to meet growing water demand.

Civils and Structural

MSW Project Managers and Consulting Engineers has considerable experience in institutional buildings and infrastructure projects of any nature appropriate to South Africa, having been engaged in related consultancy projects during the past twenty years. Our experience in handling the adverse soil conditions places us in a very good position to recommend appropriate cost effective solutions for foundations and superstructure. The company has undertaken various designs in a wide range of structures associated with urban development infrastructure projects as well as architectural and industrial structures. In addition, the company has provided structural engineering expertise for the construction of community facilities such as hospitals, schools, sports stadia, swimming pools, libraries, as well as multi-storey housing developments. In the fields of low cost and smaller single storey housing developments, we have developed specialised foundation designs for all types of terrain and soil conditions. We are proud to have a number of clients using these economical systems. Extensive use is made of in-house computer aided design and draughting and we are in possession of the most updated software for all types of structural design. We are proud to have been credited with ten Structural Engineering Awards attained during the period 1982 to the present date.

The specialist project management skills will be used to support the programme manager and our design team will assist in the review of client department briefs and develop scopes of work for the design consultants.

Roads and Highways The Roads and Highways division provides a broad range of services including road design, road management and maintenance.

The resources of the Roads and Highway Engineering Division are supplemented as necessary by specialist input from other sections such as Transportation Planning, Bridges or Geotechnical, to form multi-disciplinary teams.

Through the application of the comprehensive engineering resources within the MSW group we are able to undertake the full spectrum of highway engineering services including the following main areas: Road Infrastructure Project Management Our knowledge of civil engineering technologies enables us to provide excellent project management services in the transportation sector, still taking into account community and environmental needs.

Traffic and Transportation Planning One of our strengths is solving transportation challenges by working through economic, environmental and other restrictions. Geometrical Design We are up to date on all design standards required for road-building and cross-section development. Pavement Design Our geotechnical division’s in-depth experience in the design and development of flexible and rigid pavement structures makes us your perfect partner for pavement solutions. Hydrology and Road Drainage Design By analysing rainfall, run-off and the topography of the project site we are able to size all drainage structures. Labour-Based Technologies We integrate Labour-Based technology with road projects, thereby empowering communities through both employment and education. Infrastructure Auditing MSW specialises in the audit of highways programmes, developing recommendations to support these programmes. Designs have been prepared for schemes ranging from feeder road rehabilitation through to motorway construction and involving all types of terrain and road building materials.

Cost & Contract Management

The cost management division focuses on the provision of cost and contract management services to both internal and external clients. They will support the programme manager and their skills are key to the delivery of this programme. They will assist in the development of contract control systems and will provided added capacity to the programme team with the review and certification of claims variation orders and the like should a spike in work - load occur. Our cost managers, through the application of standardised financial management accounting principles and efficient cost control measures, are able to optimise financial efficiency to the benefit of our clients and stakeholders. Some of the duties they have carried out on projects include the following:

The institutional capacity building division provides management support to institutions through a combination of strategic initiatives and implementation of management systems. Their intervention into an institution would typically start with a wide ranging audit and gap analysis which highlights opportunities to improve the institution. These opportunities are developed into defined programmes to capacity build staff, support recruitment initiatives, implement management structures and systems. 3 Relevant Experience, Expertise & References MSW has a wide range of experience in programme management and civil and structural engineering projects (see below).

Design and programme management Vhembe Technical Vocational Education and Training (TVET) College

Client: Vhembe FETs Duration: 2014−Ongoing Project Value: R92Mn Contact Person: Mrs BR Hlekane Contact Tel Number: 015 963 3156/7 MSW are currently engaged in the implementation phase of the expansion roll-out of the Vhembe TVET campuses at Makwarela, Mashamba, Mavhoi and Tshishimani along. We are also upgrading the central offices in Sibasa Thohoyandou and a catering school in Makhado. Each project is being delivered through separate contractors to help build the capacity of the construction industry in Vhembe. MSW have completed the design phase and obtained environmental screening clearances. The existing campuses were largely in rural areas and had been developed informally without planning approvals. MSW worked with the local municipalities to normalise this situation and obtained approvals for both the new and existing facilities. A total of 60 classrooms, two administration buildings, three 1200 capacity multipurpose halls, student support services and a domestic science block are being constructed. For the central offices, MSW is refurbishing a historical building and approvals have been obtained from the South African Heritage Resource Agency.

Integrated sustainable human settlement Client: Limpopo Department of Local Government and Housing Duration: 2010 Project value: Not applicable MSW were responsible for the investigation and recommendation of foundation types for housing projects at 67 residential sites across Limpopo. MSW mapped the project sites using GIS. We then carried out geotechnical investigations and categorised the sites based on the NHBRC system, which enabled a range of standardised engineering designs to be developed and implemented across the various projects.

The project included supporting the FET College management for the implementation of seven strategic funding areas that included campus and workshop rehabilitations, ICT development, and supply of Learner Support Materials. Technology transfer and capacity building was supported by MSW to the seven FET college local project managers and financial staff. The assignment was successfully completed, achieving a 100% expenditure of the budget.

The assignment began with a tender evaluation process for the selection of a panel of forty consultants. MSW developed a rotational procurement policy to engage successful panel members for individual assignments. MSW developed 80 terms of reference for water service delivery and maintenance projects throughout South Africa. The low-lying topography of the area presented challenges with both storm water and underground water and the existing pavement had been compromised with a high water table. MSW’s design made use of geo-membranes to protect the road layer works and strengthen the new asphalt surfacing.

Design for Preventative Maintenance of Surfaced Roads D936 from P1/3 to Codrington to Settlers in Bela Bela Municipality in the Waterberg District, Limpopo Province

MSW’s design made use of an improved subgrade while raising the road layer works above the expansive soils and strengthening the existing pavements structure.

Joe Slovo Bridge Modimolle

Client: Modimolle Local Municipality Duration: 2013 - 2014 Project Value R 4Mn Contact Person: Mr S Ramthlakgwe Contact Tel Number: 014 718 2056 The residential and commercial districts of Modimolle are separated by the Nyl River, which has a number of low level crossing that overtopped during floods preventing vehicular and pedestrian movement and creating a danger to life. A previous contract to upgrade the Joe Slovo Bridge failed leaving Modimolle Local Municipality with an open excavation and a range of materials. MSW were engaged to rescue the project. An audit revealed that the project did not have environmental authorisation nor a water use licence. MSW engaged both the Department of Water Affairs and the Department of Environmental Affairs and secured their approval to progress the project in parallel with securing relevant authorisations. In order to minimise costs MSW redesigned the crossing in the form of a multi barrel box culvert and incorporated environmental remedial works into the project to return the water course to its natural state.

Limpopo St Bridge Modimolle – Client: Modimolle Local Municipality Duration: 2012 Project Value: R5Mn Contact Person: Mr S Ramthlakgwe Contact Tel Number: 014 718 2056 The Nyl river meanders through the residential areas of Modimolle and is crossed by a number of low level bridges. The Limpopo St Bridge crosses the river adjacent to a nursery school and represents a health a safety hazard. There is serious riverbank erosion just upstream of the bridge, which is putting private property at risk. MSW were engaged to upgrade the bridge to accommodate a 1:100 flood. River bank erosion protection in the form of gabions was integrated into the design of the heavily skewed box culvert bridge. Having completed the topographical survey of the bridge site and approach roads it became clear that the original bridge location was not aligned to its road reserve causing an adjacent crossroads to be staggered and creating a traffic black spot. By moving the new bridge to the centre of the road reserve and increasing its skew, it was possible to realign the approach road and remove the staggered junction

Roads and Stormwater Audit Client: Bela-Bela Municipality Duration: 2013 Project Value Not Applicable MSW carried out a Roads and Storm Water Audit for the town of Bela Bela in support of the development of a road management-planning tool. Preliminary designs along with the cost estimates were developed for Storm Water Drainage Systems. The roads monitoring system will ensure proper maintenance and operation of the roads.

The project entails the cleaning out of hydrological structures and upgrade of existing storm water pipelines, asphalt milling, in situ rehabilitation of existing pavement layers, asphalt paving, supply and installation of interlocking paving blocks, concrete lined drains, and the construction of precast concrete kerbs/channel combination. Due to heavy traffic passing through Bela-Bela CBD, MSW design has incorporated another layer of G2 materials from commercial sources to be added to some of the main roads to cater for such traffic.

Engineering Consultant Services for the Upgrading of Gravel Roads to Paved Roads in Bela-Bela Municipality, in the Waterberg District of the Limpopo Province

The works in this contract were executed using both conventional and labour-intensive construction methods according to the Extended Public Works Programme implementation guidelines (EPWP).

Sebayeng Dikgale Regional Water Scheme Client: Polokwane Local Municipality Duration: 2011 - 2017 Project Value: R200Mn Contact Person: Mr Nditsheni Sikhauli Contact Tel Number: 015 290 2077 MSW are responsible for the design and construction monitoring of the Sebayeng/Dikgale Regional Bulk Water scheme. The project is located 30 km northeast of Polokwane CBD within the Polokwane Local Municipality. The scheme supplies over 30 villages across more than 900 km2. The Sebayeng/Dikgale Bulk Regional water scheme draws water from the Ebenezeer main bulk line, which runs, between the Ebenezer dam and Polokwane city. This regional bulk water supply pipe is made up of a 450mm diameter steel grade 300 WA pipe conveying 78.91 l/s of water which feeds networks of 250 mm and 160 mm diameter steel pipes of approximately 30km which feed three new concrete reservoirs sized 11ML, 7ML and 40ML.

The projects are spread throughout the Aganang, Molemole, and Blouberg Local Municipalities.

MSW assessed the status of the failed project, developed a retrieval strategy, and were responsible for the design and construction monitoring of the upgrade of the works. The water purification plant was upgraded from 5 – 10Ml/day through the addition of a new filter and associated civil infrastructure.

Bulk Water Supply Client: Modimolle Local Municipality Duration: 2014 - Ongoing Project Value: R130Mn Contact Person: Mr S Ramthlakgwe/Mr M Chokolo Contact Tel Number: 014 718 2056 MSW developed a business plan for and assisted Modimolle Local Municipality in securing funding from DWAS for the upgrade of its bulk water supply scheme. The project will replace the existing asbestos pipelines which are under capacity and have out lived there design life.

The scheme includes an above ground steel raw water line, 13km gravity pipeline along with a total of 22Ml of storage. The existing scheme ran through agricultural land where access for maintenance is difficult. By making use of an adjacent road reserve for the route it has been possible to eliminate this challenge.

Water Supply Scheme Audit Client: Bela-Bela Local Municipality Duration: 2008 Project Value: R14Mn MSW carried out a technical audit of the Bela-Bela Water Supply Scheme. The assignment involved evaluation of the current infrastructure for its efficiency and effectiveness to meet present water and future water demands. The Audit informed the planning process and enabled a maintenance plan and emergency rehabilitation project scopes to be developed and presented to DWAF funding.
