The purpose of the MSHSAA and K-8 after school program evaluation is to measure the extent to which

Pattonville High School MSHSAA and K-8 after school programming supports the goals of the Pattonville

School District School Improvement (SIT) Plans and Comprehensive School Improvement Plan (CSIP).

These data are used to identify strengths and weaknesses, to make future program improvements, and to

ensure district programming supports the academic mission.

Chart 1

● MSHSAA student participation data indicate an increase in both male and female student

participation from the 2016-17 school year to the 2017-18 school year.

Chart one provides an overview of MSHSAA program participation by student demographic group. These

data help to ensure that the programs offered at the high school are meeting the needs of our students.

Based on these data, we have at least one demographic group of students that we need to engage to

determine if there are participation barriers that can need to be addressed to increase participation.

Jefferson City

• Marching Band and Guard won the Grand Championship at the Francis Howell Marching Invitational

earning 10 trophies in one day for their performances in prelims and finals.

• Thomas McFarland, Abby Twyman, Trevor Vigus, Lay Dukes and DJ Smith earned membership in

the All-Suburban Jazz Band. Natalie Baugher made the All-Suburban Concert Band. Savanna

Wooten and Alex Newett were named All-Suburban alternates.

• Thomas McFarland named Honorable Mention All-State for Jazz Band.

• Jazz Ensemble and Jazz Band both earned a Superior Rating and 3rd place in their respective

divisions at the Rolling Meadows, IL jazz festival. Individual awards for Thomas McFarland, Chad

Jones, Daniel Mamrenko, Alex Newett.

• Wind Ensemble, Symphonic Band, Jazz Ensemble and Jazz Band each earned 1st place at a

competition in New Orleans, LA hosted by “Music Festivals, Inc.” Pattonville Band was awarded the

Esprit de Corps Award, all four PHS groups earned a Superior Rating and PHS was named the Grand

Champion of the festival. The Jazz Ensemble Rhythm Section earned the best section award and

Chad Jones was earned the Outstanding Soloist Award for the festival.

• 29 students qualified for the State Music Festival and all of them earned a Gold, Silver or Bronze

medal at State.

• PHS Winter Guard earned 8th Place at the MCCGA Regionals competition.

Updates and Next Steps on Pattonville High School MSHSAA Areas of Focus

● Review all survey data with coaches and sponsors at the conclusion of each season

○ During annual coaches’ meetings data taken from the end of season surveys along with

summer camp survey data is reviewed including the areas of strength and areas of growth.

● Revise current plans for each sport and activity to advance and progress each program

● Collect data for non-MSHSAA sponsored activities at high school and middle school

○ Sponsors submit information including; number of students participating, hours of

commitment outside of school day along with a list of activities for the 55 non-MSHSAA

sponsored activities at the high school.

● Advertise clubs and sports by utilizing our new technology (video boards and laptops)

○ Market MSHSAA opportunities to student body through Pattonville Sports Center webpage,

scoreboard videos, athletic website, social media, seasonal posters and announcements.

● Expand skill development opportunities through school-sponsored camps and strength

and conditioning programming

○ Summer strength and conditioning opportunities were expanded to allow a larger number of

student athletes to participate from a larger number of sports.

● Expand leadership opportunities for high school students

○ GALXC girls leadership group, Student Council activity and leadership course and expand

number of activities that allow for additional leadership opportunities.

TITLE IX COMPLIANCE REPORT 2018-2019

Title IX of the Education Amendments of 1972 prohibits discrimination on the basis of sex in education

programs and activities by recipients of federal financial assistance. In particular, the regulations require

institutions to “provide equal athletic opportunity for members of both sexes.” Title IX requires schools to:

1. Offer male and female students equal opportunities to play sports

2. Treat male and female athletes fairly

3. Male and female athletes are provided similar help in securing athletic scholarships for

college

EQUAL OPPORTUNITIES TO PLAY SPORTS

1. Percentages of participation compared to percentages of enrollment by gender:

a. For the 2018-2019 school year, 55.71% of the female students participated in one or more

MSHSAA programing. Male student participation in MSHSAA programing represented

50.42% of the male student population.

2. History and continuing practice of expanding athletic opportunities for female students:

a. Pattonville High School offers 12 male sports program and 12 female sports programs. The

programing being offered to both male and female students is in compliance with Title IX

regulations.

EQUAL BENEFITS AND SERVICES

1. Overall support:

a. Gate receipts are divided up in accordance with Policy IGDF-R with 50% going to the

activities department to support operations such as paying for referees, purchasing

equipment, tournament fees, and other costs associated with supporting athletics and

activities. The remaining 50% is deposited into general fund revenues. All sports have the

opportunity to host a banquet with the district providing the facility.

2. Equipment and Supplies:

a. The district provides athletic equipment of similar quality and quantity for both

female and male athletes.

b. Uniforms are of similar quality and quantity for male and female athletes and are

paid for through the athletic department.

c. All sports uniforms (male and female) are on a replacement rotation.

3. Scheduling of Games and Practice Times:

a. Both male and females have an equal amount of suitable practice times.

b. The numbers of competitive events are equal and loss of academic time due to

practices and games is limited as much as possible for both males and females.

c. Male and female teams have the opportunity for post-season and/or league

championships. Teams can go to state or national competitions if they qualify.

4. Travel and Related Expenses:

a. The resources allocated for travel accommodations and meals, for male and

female teams when they travel is the same.

b. All male and female athletes are transported to games by bus with the exception

of boys and girls golf. The golf teams frequently utilize private vehicles to travel

to practices and matches.

5. Availability of Coaches and Compensation:

a. The district provides the same quality coaches for male and female athletes and

all are paid according to the district stipend policy.

b. Quality officials are provided for male and female teams along with support staff

and office resources to handle paperwork, etc.

6. Locker Rooms, Practice and Competitive Facilities:

a. All practice and competitive facilities (including locker rooms) are equally

available and equally maintained for both male and female teams.

7. Medical and Training Services:

a. Weight training and conditioning facilities are equally available and have uniform

quality for male and female athletes.

b. Medical personnel and an athletic trainer are provided equally for male and female

athletes.

c. Insurance is equally available to male and female athletes.

8. Publicity:

a. Male and female sports are provided equitable school level media coverage.

b. School’s publicity personnel are equally available to male and female teams.

c. The cheerleaders, pep band, and drill team are equally provided for male and

female teams.

Scholarship Opportunities:

● In addition to the coaches, Pattonville High School has a college counselor that works

both male and female athletes to help them to secure scholarships for college.
