(IV) Proposed Terms of Reference for EIA studies

As prescribed under Appendix III of the EIA Notification, 2006 and Amendment SO. 562E, 2014, the ToR for conducting EIA study of proposed expansion of “M/s. Godavari Biorefineries Ltd.” shall include the following:

A. ENVIRONMENTAL IMPACT ASSESSMENT

Environmental Impact Assessment will be carried out for the proposed expansion of “M/s. Godavari Biorefineries Ltd.” Located at PO-Sakarwadi, Taluka: Kopargaon, Dist- Ahmednagar - 413708. The EIA report will cover various environmental aspects of the proposed project and an Environmental Management Plan. Following points will be considered while preparing the EIA report:

Study of existing Status of the project area.

Detailed project description comprising of site selection , land requirement along with break up, master layout plan of the industry, process description along with process flow diagram, raw material requirement & its source, chemical reaction balance of the project, water budgeting along with flow diagram, detailed on material balance & solid waste generation, process technology, details of proposed source-specific pollution control schemes.

Identification of project activities, which can have a potential impact on the environment, so as to determine physical, chemical, biological, cultural and socio-economic parameters for further study.

Identification of impact zone for proposed project.

Collection of physical, chemical, biological, cultural & socio-economic data for proposed project to establish existing environmental status (Baseline Studies).

Compilation and analysis of all primary and secondary data for completion of study.

Prediction of impacts and mitigation measures

Alternative technologies in terms of energy conservation during both construction and operation phase of the project

Environmental Monitoring Program

Risk assessment and disaster management plan along with Natural resource Conservation Plan

B. METHODOLOGY

1) Baseline studies

To determine the impacts of proposed activity on site, base line study will be conducted. These will include Land Environment, Water Environment, Air Environment, Socio-Economics and Demographics, Soil and Hydrology, Meteorology, Health Status within the impact zone. The study will be carried out at two levels- the activity area [Core Zone of 5 km from project boundary] and the other area not directly linked to the project zone [Buffer Zone of 10km from project site].

Following environmental components will be studied as part of the baseline environment:

b) Air and Noise Environment

The study on air and noise environment shall broadly cover the following: 1. Identification of air/ noise pollution sources, significant environmental features,

location of sensitive features including reserved forests/ lakes 2. Monitoring the existing status of ambient air/ noise quality within the impacted region

(10 km from the periphery) of the proposed project site 3. Collection of meteorological data, viz. wind speed and direction, humidity, ambient

temperature, rainfall etc. through secondary sources. 4. Estimation of quantities of air emissions including fugitive emissions from the

proposed project 5. Identification, quantification and evaluation of other potential emissions (including

those of vehicular traffic) within the impact zone and estimation of all the emissions/ impacts.

6. Prediction of changes in the ambient air quality 7. Prediction of future noise levels resulting from the proposed project and related

activities including increase in vehicular movement 8. Evaluation of the adequacy of the proposed pollution control devices to meet ambient

air quality standards. 9. Delineation of mitigation measures at source, path ways and receptors

2.2 Nature Of The Project

M/s. Godavari Biorefinaries Limited has proposed Amendment in Existing Production Quantity

with additional increase in product range. The raw materials for the production will be sourced

from local area. The project is placed under item no. 5(f) - “Synthetic organic chemicals industry

(dyes & dye intermediates; bulk drugs and intermediates excluding drug formulations; synthetic

rubbers; basic organic chemicals, other synthetic organic chemicals and chemical

intermediates) as per EIA Notification, 2006 (as amended thereof) category ‘A’ project as the

project does not fall in the notified industrial estate and will be appraised at central level.

2.3 Need of the Project

Chemical industry especially Organic Chemicals is one of the growing sector in India. It has lot

of potential not only in India and also abroad which could earn foreign exchange which makes

the country self sufficient in foreign currency. One of the basic raw materials is industrial alcohol

which is being multiplying in a big way due to the availability of raw materials such as molasses,

tobacco, and beet sugar etc. Maharashtra is one of the largest producers of industrial alcohol

which can be converted in organic chemicals Godavari Biorefinaries Ltd. has been continuously

striving to develop various organic chemicals such as Crotonaldehyde, Paraldehyde, etc. which

has demand in International market.

Ethyl Acetate being a versatile solvent is used widely in various Industries like paints,

Pharma, Extraction, Ink, Printing, etc. Hence a steady growth of demand is envisaged.

By increasing the production capacity, our overheads will be distributed and we can face

the international and domestic markets more competitively.

Due to the erosion of margin on the product, we would like to take the advantage of the

economy of scale, to make the unit more sustainable, as this product contributes

substantially to our unit’s turnover.

We have a good infrastructure, which will result in relatively lesser capital investment.

2.4 Demand & Supply Gap

We are planning to meet the future demand of Ethyl Acetate product.

We also envisage that many Industries may replace the other harmful solvents, with

Ethyl Acetate, which is more Eco friendly, thereby resulting in higher demand.

2.5 Imports Vs. Indigenous Production

The production process, technology, methods and systems are all indigenous. Though, there

are extremely raw materials that are being imported as of now. In fact, the value addition to

certain products have also found its way abroad.

2.6 Employment Generation Due To Project

Existing manpower of industry is 413 and additional manpower required for the proposed project

will be approximately 200 skilled and unskilled employees. Total manpower after expansion

shall be 613.

3.0 Project Description

This project is an expansion in existing production quantity along with additional products.

3.2 Location Of The Project

The proposed project is located at Gut No.-158-165, 167, 168, 180/1, 180/2, 181/1, 181/2,

187/1, 187/2,188,189,199 of Wari village Post, Kopargaon Tehsil, Ahmednagar District,

Maharashtra. The project falls under the geographical co-ordinates of Lat:

19°49'11.78"N & Lang: 74°34'8.55"E at 504m MSL.

No alternate sites have been examined as the proposed project will be developed in existing

premises itself.

3.5 Manufacturing process details

Industry currently manufacture, 26 products and has proposed 17 products, general

manufacturing process is given in Figure 4.

3.6 Raw material required

Different raw material like ethanol, Acetic Acid, Methyl Ethyl Ketone, Crotonic Acid, Myrecene,

Oxalic Acid, etc. will be used in manufacturing of the products. Detailed list of existing and

proposed raw material along with the quantity and source is attached as Annexure.

3.7 Resource optimization / recycling and reuse

The Industry is recycling ETP treated wastewater to cooling tower makeup and STP treated

wastewater to gardening. Industry is saving power plant of 10KW from exiting solar plant which

is utilized for lightning of bulbs and tube lights. The same shall be continued after proposed

expansion.

3.8 Availability of Water

Source of water for industrial as well as domestic water is met through the Godavari River and

Canal water. Industry has obtained permission from Irrigation Department for the same Total

Fresh water requirement of the project after expansion shall be 2750.00CMD.

3.9 Power Requirement

Industry is using Coal, Biogas & HSD as a fuel. Total fuel requirement after expansion shall be

The various sources of air pollution from the existing unit will be process, utility and fugitive.

Industry has provided different kind of pollution control equipments, details of same are provided

in Table 6.

4.0 Site analysis

4.1 Site connectivity

Details of connectivity towards proposed site is given below

Road Sanvatsar - Kanhegaon Road is approx. 0.19km towards East direction

SH-47 is approx. 3.15km towards SW direction

Railway Kanhegaon RS is approx. 0.70km towards SE direction

Airport Gandhinagar Airport, Nashik is approx. 80.42km towards NW direction

4.2 Land Form, Land Use And Land Ownership

The total land is in possession with the management. Factory Land is also used for Industrial

purpose. Proposed expansion will be done in existing premises only. It is a plain land with some

agricultural areas in surrounding. Land Documents are procured from respective authorizes.

4.3 Topography

The total geographical area of the Ahmednagar district is 174 Lakh hectors which is largest in

Maharashtra, Topographical district can be divided into three parts as follows,

A Sahyadri hill ranges North-west that is having highest peak at Kalsubai with a height of

1646 meters in the state.

The Plateaus: Mainly Akole plateaus, Ahmednagar Plateaus, and Jamkhed plateaus

having general elevation of 600 meters.

The Basins; In between the plateaus there are river basins. The two main basins are

Bhima basin in the South and Godavari Basin in the north, which includes the Pravara

Mula Basin. In general these basins have an elevation of 500-600 meters

4.4 Existing Land Use Pattern

The existing land has been utilized for industrial purpose.

4.5 Existing Infrastructure Maximum resources like electricity, water supply, road connectivity, availability of raw material

etc. are available for the proposed project due to the presence of exiting industry.

4.6 Soil Classification

The area shows slight variation in soil type along the Godavari River and away from it. Along the

either side of the River banks the soil is kankar and sandy , rich in calcium. However, as we

move away from the River the soil becomes reddish and then black, which is typical of the

deccan basaltic region. The black cotton is more sticky and has a typical property of swelling

when wet.

4.7 Climate

Average climate of Ahmednagar district is hot and dry, on whole extremely genial and is

characterized by a hot summer and general dryness during major part of the year except during

south-west monsoon season. This district is one of the known draught-prone areas of

Maharashtra. Rainfall in this district is uncertain and distribution of rainfall is uneven. Akole and

western Sangamner have more average rainfall than the rest of taluka's in the district.

Ahmednagar district receives average 566 mm. rainfall. The major rainfall received during

month of June to September. The average temperature ranges between 9°C (during

December.) to 41°C (during April and May).

4.8 Social infrastructure available

Social infrastructure like community centre, hospital and medical centers, banks, education

facilities, electricity etc. is available in Study Area

5.0 Planning Brief

5.1 Planning Concept

M/s. Godavari Biorefinaries Limited is already an existing industry and there shall not be much

planning required for the expansion activity. however following factors have been considered

while planning the project;

No major city or eco sensitive spots including national parks, wild life sanctuary,

historical and cultural sites

Industry already has permission from Irrigation department for water supply

Manpower required for proposed project can also be tapped from the nearby located

areas

The proximity to the highway is great advantage, since the company’s raw material and

finished products will move by road

Common Hazardous Waste facility is available

Industry has proposed a proper plan to mitigate all the pollution from proposed activities considering being located in Non MIDC Area

5.2 Population Projection

The proposed activity will generate total 200 Nos. of skilled and unskilled employee

opportunities. No influx of population is expected as local candidates will be preferred.

5.3 Land Use Planning

Total plot area of the plant is 13,98,473m2. Out of which, existing built up area is 99,754.79m2

and proposed BUA shall be 70,000.00m2. Total BUA after expansion shall be 169754.79m2.

Total Green Belt Area after expansion shall be 4,58,000m2 [33% of Total Plot Area ]. Plant

layout is shown in Figure 2.

5.4 Assessment of Infrastructure demand (Physical & Social)

The basic infrastructure such as roads, electricity, transportation, drinking water facilities, health

centers and hospitals, schools, sanitation facilities are already available in the vicinity. The

proposed project is not going to exert any unbearable load on the available resources.

5.5 Amenities/ Facilities

Facilities like canteen, rest rooms and drinking water facilities will be provided for the employees

and workers of the industry.

6.0 Proposed infrastructure

6.1 Industrial Area

The proposed project will be carried out in the existing factory premises only.

6.2 Residential Area

Facilities like canteen, rest room and indoor games facilities will be provided in the nearby

residential area. Industry has provided staff quarters for workers.

6.3 Green Belt

Greenbelt development is already carried out for the existing unit. The total Greenbelt area of

the existing unit is 1,70,000.00m2 and after proposed expansion the greenbelt area will be

6.4 Social Infrastructure

All type of infrastructure is already available in the vicinity. Apart from that, industry will identify

the need of the villagers and execute the CSR activity and shall prepare dedicated CER budget

as per the norms to develop social infrastructure around the project .

6.5 Connectivity

Site is well connected with by State Highway - 47 at approximately 3.15km towards SW

direction from the project site; Local village road i.e. Sanvatsar - Kanhegaon Road is adjacent to

the project site which is approximately 0.19km towards East of the project site.

6.6 Drinking Water Management

Drinking water is provided after proper treatment for existing unit. Same will be provided after

proposed expansion. The source of drinking water is Godavari River & Canal Water.

6.7 Sewerage System

Existing domestic waste water generated at the tune of190.00CMD is being treated in exiting

STP of 200.00CMD capacity. additional load of 33.00CMD will be treated in proposed STP.

6.8 Industrial Waste Management

The total hazardous waste generated from the existing as well as proposed unit and their

management is already covered in Table 6.

6.9 Solid Waste Management

The total solid waste generated from the existing as well as proposed unit and their

management is given below in Table 7.

7.0 Rehabilitation & Resettlement Plan

No rehabilitation or resettlement plan is required as the proposed expansion will be located in

existing premises only.

8.0 Project Schedule And Cost Estimate

The capital cost of the existing project is 164.09 Cr. For the proposed expansion the project cost

will be 200Cr. Total Capital cost after expansion shall be 364.09Cr. Execution of the proposed

activity shall be done over the five year after getting Environmental Clearance from the

respective authority.

9.0 Analysis of Proposal

Project shall create direct and indirect employment opportunities to the people residing at

surrounding region. With the implementation of the proposed project, the socio-economic status

of the local people will improve substantially. Corporate Social Responsible (CSR) program

shall be executed on need base. additional government revenue are generated from taxes ,

duties and other fees. Additional benefits of project also includes considerable growth of the

Industrial and Commercial activities in the state.
