Chapter 1
Compliance of Stipulated Conditions of Environmental Clearance
A. Specific Conditions:
Construction Phase

1. “Consent for Establishment” shall be obtained
from Haryana State Pollution Control Board
under Air and Water Act and a copy shall be
submitted to the SEIAA before start of any
construction work at the site.

2. A First Aid Room will be provided in the project
both during construction and operation of the
project.

3. Adequate drinking water and sanitary facilities
should be provided for construction workers at
the site. Provision should be made for mobile
toilets. Open defecation by the laborers is strictly

Presently, soil excavation is undergoing on the site
and almost about to complete. Site photographs
showing the present condition of the site has been
enclosed as Annexure 4.
We are providing adequate drinking water (hired
water tankers from nearby villages is being
provided) & sanitary facility to the workers.
Mobile toilets have been provided. Open defecation
by the laborers is strictly prohibited. No waste water
drainage system yet developed. We ensure that the
waste water and the solid waste generated during
the construction phase will be disposed off safely.
4. All the top soil excavated during construction
activities should be stored for use in
horticulture/landscape development within the

5. The project proponent shall ensure that the
building material required during
construction phase is properly stored within
the project area and disposal of construction
waste should not create any adverse effect
on the neighboring communities and should
be disposed of after taking necessary
precautions for general safety and health
aspects of people, only in approved sites with
the approval of competent authority.

6. Construction spoils, including bituminous
material and other hazardous materials, must
not be allowed to contaminate watercourses
and the dump sites for such material must be
secured so that. they should not leach into the
ground water and any hazardous waste
generated during construction phase, should
be disposed off as per applicable rules and
norms with necessary approval of the
Haryana State Pollution Control Board.
Construction spoils will be stored in a dedicated area
duly bounded to avoid contamination to the
environment in proximity. Storage area will be
covered by insulated lining to prevent
contamination from hazardous materials like fuel of
DG sets. Waste oil of the generators shall be
disposed off through authorized vendors.
7. The diesel generator sets to be used during
construction phase should be of ultra low
sulphur diesel type and should conform to
Environment (Protection) Rules prescribed
for air and noise emission standards.
In construction phase D.G. Set will be kept in
Acoustic enclosure and low sulphur diesel type.
8. The diesel required for operating DG sets shall be
stored in underground tanks and if required.
Clearance from Chief Controller of Explosives
shall be taken.

10. Fly ash should be used as building material in the
construction as per the provisions of Fly Ash
Notification of September 1999 and as amended
on 27th August 2003.
Ready mix concrete will be used in construction. Fly
ash mix as per regulatory requirement will be
incorporated into the structural design and concrete
mix for building material.
11. Storm water control and its re-use as per CGWB
and BIS standards for various applications
should be ensured.

12. Water demand during construction should be
reduced by use of pre-mixed concrete, curing
agents and other best practices.

13. In view of the severe constrains in water
supply augmentation in the region and
sustainability of water resources, the
developer will submit the NOC from CGWA
specifying water extraction quantities and
assurance from HUDA/ utility provider
indicating source of water supply and quantity
of water with details of intended use of water
- potable and non-potable. Assurance is
required for both construction and operation
stages separately. It shall be submitted to the
SEIAA and RO, MOEF, Chandigarh before the
start of construction.
Affidavit regarding the supply of construction
water shall be met from Behrampur STP already
submitted to SEIAA and the respective authorities.

14. Roof should meet prescriptive requirement as
per Energy Conservation Building Code by using
appropriate thermal insulation material.

15. Opaque wall should meet prescriptive

mandatory for all air conditioned spaces while it

16. The approval of the competent authority shall be
obtained for structural safety of the building on
account of earthquake, adequacy of fire fighting

including protection measures from lightening
etc. If any forest land is involved in the proposed
site, clearance under Forest Conservation Act
shall be obtained

17. Overexploited groundwater and impending
severe shortage of water supply in the region
requires the developer to redraw the water and
energy conservation plan. Developer shall reduce
the overall footprint of the proposed
development. Project proponent shall
incorporate water efficiency {savings measures
as well as water reuse/recycling within 3 months
and before start of construction to the SEIAA,
Haryana and RO, MOEF, 001, Chandigarh.
Dual plumbing will be adopted for conservation of
water.
18. The Project Proponent as stated in the proposal
shall construct 11 rain water harvesting pits for
recharging the ground water within the project
premises. Rain water harvesting pits shall be

designed to make provisions for silting chamber

responsible for maintenance must be provided.
Care shall also be taken that contaminated water
do not enter any RWH pit.
19. The project proponent shall provide for
adequate fire safety measures and equipments
as required by Haryana Fire Service Act, 2009
and instructions issued by the local
Authority/Directorate of fire from time to time.

necessary permission regarding fire safety
scheme/NOC from competent Authority as
required.

20. The Project Proponent shall obtain assurance
from the DHBVN for supply of 6730 KW of power
supply before the start of construction. In no case
project will be operational solely on generators

21. Detail calculation of power load and ultimate
power load of the project shall be submitted to

22. The Project Proponent shall not raise any
construction in the natural land depression/

natural flow from the Nallah/water course is not

23. The Project Proponent shall keep the plinth
level of the building blocks sufficiently above
the level of the approach road to the Project as
per prescribed by-laws. Levels of the other areas
in the Projects shall also be kept suitably so as to
avoid flooding.
The project is being constructed complying with all
statutory by laws.
24. Construction shall be carried out so that density
of population does not exceed norms approved
by Director General Town and Country
Department Haryana.
All the workers employed/ hired are from nearby
areas. Hence, there is minor influx of people in the
area.
25. The Project Proponent shall submit an affidavit
with the declaration that ground water will not
be used for construction and only treated water
should be used for construction.

tree and project landscaping plan should be
modified to include those trees in green area.

30. The project proponent shall ensure that the U
value of the glass is less than 3.177 and
maximum solar heat gain co-efficient is 0.25 for
vertical fenestration.

31. The project proponent shall adequately control
construction dusts like silica dust, non-silica
dust, wood dust. Such dusts shall not spread
outside project premises. Project Proponent shall
provide respiratory protective equipment to all
construction workers.

32. The project proponent shall develop complete
civic infrastructure of the Group Housing colony
including internal roads, green belt development,
sewerage line, Rain Water recharge
arrangements, Storm water drainage system.

treatment of bio-degradable waste, STP, water
supply line, dual plumbing line, electric supply
lines etc. and shall offer possession of the units/
flats thereafter.

33. The project proponent shall provide one refuse
area till 24 meter, one till 39 meter and one after
every 15 meter as per National Building Code

35. The project proponent shall obtain permission of
Mines and Geology Department for excavation of

36. The project proponent shall seek specific prior

40. The project proponent shall provide helipad
facility as required under NBC norms and shall
seek permission of helipad from AAI accordingly.
Building height of the tallest tower is 97.10 m. NOC
from Airport Authority of India has already been
submitted to SEIAA.
41. The project proponent shall ensure that canal
water is not contaminated because of any activity
in the licensed area.
There is no canal in the licensed area. So this
condition is Not Applicable in our project.

II Operation Phase
a. "Consent to Operate” shall be obtained from
Haryana State Pollution Control Board under Air
and Water Act and a copy shall be submitted to
the SEIAA, Haryana.

commissioning of the project from Haryana State
Pollution Control Board under Air and Water Act.
b. The Sewage Treatment Plant (STP) shall be
installed for the treatment of the sewage to the
prescribed standards including odour and
treated effluent shall be recycled. The installation
of STP should be certified by an independent
expert and a report in this regard should be
submitted to the SElAA, Haryana before the
project is commissioned for operation. Tertiary
treatment of waste water is mandatory.
Discharge of treated sewage shall conform to the
norms and standards of HSPCB, Panchkula.
Project Proponent shall implement such STP
technology which does not require filter
backwash.
STP of adequate capacity will be installed and
treated effluent will be recycled. Same shall be
complied with.
c. Separation of the grey and black water should be
done by the use of dual plumbing line. Treatment
of 100% grey water by decentralized treatment
should be done ensuring that the re-circulated
water should have BOD level less than 10
mg/litre and the recycled water will be used for
flushing, gardening and DG set cooling etc. to
achieve zero exit discharge.

will be installed for separation of grey and black
water.
d. For disinfection of the treated wastewater ultra-
violet radiation or ozonization process should be
used.

source of back-up power for lifts, common area
illumination and for domestic use should be of
enclosed type and conform to rules made under
the Environment (Protection) Act, 1986. The
location of the DG sets should be in the basement
as promised by the project proponent with
appropriate stack height i.e. above the roof level
as per the CPCB norms. The diesel used for DG
sets should be ultra low sulphur diesel (0.05%
sulphur), instead of low sulphur diesel.
f. Ambient Noise levels should be controlled to
ensure that it does not exceed the prescribed
standards both within and at the boundary of the
proposed Residential Complex.

g. The project proponent as stated in the proposal
should maintain at least 41.42% as green cover
area for tree plantation especially all around the
periphery of the project and on the road sides
preferably with local species which can provide
protection against noise and suspended
particulates matter. The open spaces inside the
project should be preferably landscaped and
covered with vegetation/grass, herbs & shrubs.
Only locally available plant species shall be used.
Green Area Development will be done on 37268.00
m2 (approx. 41.42%) of the plot area.
The green belt along the plot boundary shall be
regulated to conform to the day & night standards of
CPCB for residential land. Therefore plantations
would be of large leaf trees that provide adequate
shade and are semi-evergreen to evergreen.
h. The project proponent shall strive to minimize
water in irrigation of landscape by minimizing
grass area, using native variety, xeriscaping and
mulching, utilizing efficient irrigation system,
scheduling irrigation only after checking evapo-

implemented. Before recharging the surface run
off, pre- treatment through sedimentation tanks
must be done to remove suspended matter, oil
and grease. The bore well for rainwater
recharging shall be kept at least 5 mts, above the
highest ground water table. Care shall be taken
that contaminated water do not enter any RWH
pit, The project proponent shall avoid Rain Water
Harvesting of first 10 minutes of rain fall. Roof
top of the building shall be without any toxic
material or paint which can contaminate rain
water. Wire mess and filters should be used
wherever required.
j. The ground water levels and its quality should be
monitored regularly in consultation with Central
Ground Water Authority.
The same shall be carried out in operational phase of
the project.
k. There should be no traffic congestion near the
entry and exit points from the roads adjoining
the proposed project site. Parking should be fully
internalized and no public space should be
utilized.

MoEF.

m. Energy conservation measures like installation of
LED for lighting the areas outside the building
should be integral part of the project design and
should be in place before project commissioning.
Use of solar panels must be adapted to the
maximum energy conservation.
The same shall be complied with.
n. The Project Proponent shall use zero ozone
depleting potential material in insulation,
refrigeration, air-conditioning and adhesive.
Project Proponent shall also provide Halon free
fire suppression system.
Same shall be complied with.
o. The solid waste generated should be properly
collected and segregated as per the requirement
of the MSW Rules, 2000, and as amended from
time to time. The bio- degradable waste should
be treated by appropriate technology at the site
ear-marked within the project area and dry/inert
solid waste should be disposed off to the
approved sites for land filling after recovering
recyclable material.
Total solid waste generated from project (residential
& visiting population) will be approx 2561 kg/day.
The solid waste generated shall be properly
collected and segregated as per the requirement of
the MSW Rules, 2000.
p. The provision of the solar water heating system
shall be as per norms specified by HAREDA and
shall be made operational in each building block.

q. The traffic plan and the parking plan proposed
by the Project Proponent should be adhered to
meticulously with further scope of additional
parking for future requirement. There should be
no traffic congestion near the entry and exit
points from the roads adjoining the proposed

and no public space should be used.
r. The Project shall be operationalized only when
HUDA/local authority will provide domestic
water supply system in the area.
The project will be made operational only after
obtaining water supply connection from HUDA.
s. Operation and maintenance of STP, solid waste
management and electrical Infrastructure.
Pollution control measures shall be ensured even
after the completion of sale.
Agreed and same shall be provided.
t. Different type of wastes should be disposed off as
per provisions of municipal solid waste,
biomedical waste, hazardous waste, e-waste,
batteries & plastic rules made under
Environment Protection Act, 1986. Particularly
E-wasle and Battery waste shall be disposed of as
per existing E-waste Management Rules 2011
and Batteries Management Rules 2001. The
project proponent should maintain a collection
center for E-waste and it should be disposed off
to only registered and authorized dismantler /
recycler.
As this is a group housing project there will be no
other waste except Domestic Waste, If any we will
take care of it respectively. Solid waste will be
collected & segregated and handed over to
authorized vendors.
u. Standards for discharge of environmental
pollutants as enshrined in various schedules of
rule 3 of Environment Protection Rule 1986 shall
be strictly complied with.

v. Water supply shall be metered among different
users of utilities.

height of DG sets is as per the CPCB guide lines
and also ensure that the emission standards of
noise and air are within the CPCB prescribed

shall maintain the power factor between 0.98 lag

y. The project proponent shall use only treated
water instead of fresh water for DG cooling. The
Project Proponent shall also use evaporative
cooling technology and double stage cooling
system for HVAC in order to reduce water
consumption. Further temperature, relative
humidity during summer and winter seasons
should be kept at optimal level. Variable speed
drive, best Co-efficient of Performance, as well as
optimal integrated point load value and
minimum outside fresh air supply may be
resorted for conservation of power and water.
Coil type cooling DG Sets shall be used for saving
cooling water consumption for water cooled DG
Sets.

z. The project proponent shall ensure that the
transformer is constructed with high quality
grain oriented, low loss silicon steel and virgin
electrolyte grade copper. The project proponent
shall obtain manufacturer’s certificate also for
that.
We will ensure that the transformer is constructed
with high quality grain oriented, low loss silicon
steel and virgin electrolyte grade copper. The project
proponent shall obtain manufacturer’s certificate
also for that.
aa. The project proponent shall ensure that exit
velocity from the stack should be sufficiently
high. Stack shall be designed in such a way that
there is no stack down-water under any
meteorological conditions.
Same shall be followed.
bb. The project proponent shall provide water
sprinkling system in the project area to suppress
the dust in addition to the already suggested
mitigation measures in the Air Environment
Chapter of EMP.
We will provide water sprinkling system in the

Part - B. General Conditions
i. The Project Proponent shall ensure the
commitments made in Form-I, Form-IA.
ElA/EMP and other documents submitted to the
SEIAA for the protection of environment and
proposed environmental safeguards are
complied with in letter and spirit. In case of
contradiction between two or more documents
on any point, the most environmental friendly
commitment on the point shall be taken as
commitment by project proponent.
The environmental safeguards contained in the
documents will be strictly implemented.
ii. Six monthly compliance reports should be
submitted to the HSPCB and Regional Office,
MOEF, GOI, Northern Region, Chandigarh and a

iv. The SEIAA, Haryana reserves the right to add
additional safeguard measures subsequently, if
found necessary. Environmental Clearance
granted will be revoked if it is found that false
information has been given for getting approval
of this project. SEIAA reserves the right to revoke
the clearance if conditions stipulated are not
implemented to the satisfaction of SEIAA/MoEF.

judicial orders/pronouncements issued by any

vi. All other statutory clearances such as the
approvals for storage of diesel from Chief
Controller of Explosives, Fire Department, Civil
Aviation Department, Forest Conservation Act,
1980 and Wildlife (protection) Act, 1972, Forest
Act, 1927. PLPA 1900, etc, shall be obtained, as
applicable by project proponents from the
respective authorities prior to construction of
the project.
All relevant clearances have been obtained/ will be
obtained as and when required.

Clearance by the SEIAA and copies of the
clearance letter are available with the Haryana
State Pollution Control Board & SElAA. This
should be advertised within 7 days from the date
of issue of the clearance letter at least in two
local newspapers that are widely circulated in
the region and the copy of the same should be
forwarded to SElAA Haryana. A copy of
Environment Clearance conditions shall also be
put on project proponent’s web site for public
awareness.
viii. Under the provisions of Environment
(protection) Act, 1986, legal action shall be
initiated against the Project Proponent if it was
found that construction of the project has been
started before obtaining prior Environmental
Clearance.
All Statutory clearance will be obtained from
respective departments.
ix. Any appeal against the this Environmental
Clearance shall lie with the National Green
Tribunal, if preferred, within a period of 30
days as prescribed under Section 16 of the
National Green Tribunal Act, 2010.

2.1 AMBIENT AIR QUALITY MONITORING
2.1.1 Ambient Air Quality Monitoring Stations
Ambient air quality monitoring has been carried out at two locations; one is on the project site
(near main gate) and other one is on the boundary of project west side to assess the ambient air
quality of the project site. This will enable to have a comparative analytical understanding about
air quality and the changes in the air environment in the study area with respect to the condition
prevailing. The locations of the ambient air quality monitoring stations are given in Table 2.1.

The duration of sampling of PM2.5, PM10, SO2 and NO2 was 8 hourly sampling per day. The
monitoring was conducted for eight hours at each location. This is to allow a comparison with
the National Ambient Air Quality Standards.
Ambient Air Quality monitoring was carried out as per the CPCB guidelines and analyze as per
IS: 5182.The techniques used for ambient air quality monitoring and minimum detectable levels
are given in Table 2.2.

2.1.4 Discussion on Ambient Air Quality in the Study Area
The air quality monitoring results define in table: 2.3 infers the environmental scenario at the
project site, It observed that during Monitoring at the project site PM10 level is from 80.90 μg/m3
to 84.60 μg/m3 and PM2.5 level is from 36.16 μg/m3 to 39.30 μg/m3. It has been seen (fig. 2.1)
that all the values are well within the prescribed limits by NAAQS.
In context of Gaseous pollutant (table: 2.3) such as SO2 ranges from 9.99 μg/m3 to 10.21 μg/m3
and NO2 ranges from 19.40 μg/m3 to 23.01 μg/m3 .It has been seen (fig 2.1) that all the values are
well within the prescribed limits by NAAQS.
2.2 AMBIENT NOISE MONITORING
2.2.1 Ambient Noise Monitoring Locations
The main objective of noise monitoring in the study area is to assess the present ambient noise
levels in project site & project boundary due to various construction allied activities and increased
vehicular movement. A preliminary reconnaissance survey has been undertaken to identify the
major noise generating sources in the area. Ambient noise monitoring was conducted at 2
locations at the boundary of the project site as given in Table 2.4.

2.2.2 Methodology of Noise Monitoring
Noise is defined as unwanted sound that create interferences in speech communication, causes
annoyance, disturbance in work concentration and sleep, thus deteriorating quality of Noise
environment.In the present study Noise monitoring undertaken at two locations including one
location at project site and one at the boundary of the project.
Since loudness of sound is the important parameter to access the effects of particular activities
on human being, and for noise environment assessment that must be taken into the account.
Hourly Sound Pressure Level (SPL) was recorded with Sound level Meter (Envirotech SLM 100)
for 24 hours. The Leq value has been computed from SPL readings taken at uniform time
intervals from the relation as under:

2.2.3 Ambient Noise Monitoring Results
The location wise ambient noise monitoring results is summarized in Table 2.5. The location-
wise variation of noise levels are graphically presented in Figure 2.2.

2.2.4 Discussion on Ambient Noise Levels in the Study Area
Noise Monitoring has been undertaken at two locations, all the Leq values along with Minimum
and Maximum values are compiled in table 2.5 .At project site the Leq values found in the range of
53.09 dB (A) to 53.79 dB(A) during day time and 43.79 dB(A) to 44.01 dB(A) during night time.
2.3 WATER QUALITY ANALYSIS
Water is the most important natural resources. In order to assess the water quality, one water
sample from the supply Tank and Physico-Chemical examination was undertaken by Standard
methods (American Public Health Association -APHA/ and the Bureau of Indian Standards -BIS).
Bacterial examination was carried out to identify the microbiological contamination in source.

2.3.1 Methodology of water Quality Monitoring
Sampling of water was carried out on Mar. 2014. Samples were collected as grab sample and
sampling forms are filled in as per the sampling plan. The preservative sample were properly
added to preserve as per standard operating procedures (SOP) and stored immediately in ice
boxes, which were ensured for appropriate temperatures. Sample for chemical analysis was
collected in polyethylene carboys. Sample collected for metal content were acidified to <2 pH with
1 ml HNO3. A sample for bacteriological analysis was collected in sterilized glass bottles.
The analytical techniques and the test methods & sampling results are enclosed as Annexure-3
2.4 SOIL MONITORING
2.4.1 Soil Monitoring Locations
The objective of the soil monitoring is to identify the impacts of ongoing project activities on soil
quality and also predict impacts, which have arisen due to execution of various constructions allied
activities. Accordingly, a study of assessment of the soil quality has been carried out.
To assess impacts of ongoing project activities on the soil in the area, the physico-chemical
characteristics of soils were examined by obtaining soil samples from selected points and analysis
of the same. single sample of soil was collected from the project site for studying soil
characteristics, the location of which is enclosed as Annexure-3

2.4.2 Methodology of Soil Monitoring
The sampling has been done in line with IS: 2720 & Methods of Soil Analysis, Part-1, 2nd edition,
1986 of American Society for Agronomy and Soil Science Society of America. The homogenized
samples were analyzed for physical and chemical characteristics (physical, chemical and heavy
metal concentrations). The soil samples were collected in the month of Mar. 2014

The samples have been analyzed as per the established scientific methods for physico-chemical
parameters. The heavy metals have been analyzed by using Atomic Absorption Spectro-
photometer and Inductive Coupled Plasma Analyzer.
2.4.3 Soil Monitoring Results
Single sample of soil is collected from the site to check the quality of soil of the study area .The
physico-chemical characteristics of the soil, as obtained from the analysis of the soil sample, are
enclosed as Annexure-3
2.5 Stack Monitoring
For the evaluation of gaseous emission level (PM, NO2, HC) from the DG Set, stack monitoring
was done. Presently the stack monitoring was done for one DG Set of capacity 125 KVA and test
result is enclosed as Annexure-3
