of Goa, addressing the audience at the inaugural function

The inaugural function was followed by five technical sessions and a panel discussion. There

were 6 paper presenters from outside the state and 16 paper presenters from within the state of

Goa. There were 100 participants (students and teachers) who attended this seminar.

The first technical session on the theme ‘Agriculture, rural sector and social sector development’

was chaired by Shri Bhaskar Nayak, Director, Directorate of Higher Education, Government of

Goa. There were four papers presented in this session. The papers emphasized that for inclusive

growth of the Goan economy, development of the agricultural sector is imperative and the same

holds true for the Indian economy at large. So also an inclusive health policy is the need of the

hour and attention needs to be paid to preventive health care so as to mitigate future public health

expenditure. Though there are a large number of social protection schemes in India, there is no

proper implementation of many schemes across states.

The second technical session on the theme ‘Environment protection’ was chaired by Shri Tapan

Chowdhury, CEO, Prayati Skill & Resource Development Pvt Ltd., New Delhi. Shri Tapan

Chowdhury was the resource person for this session. He emphasized that it is important to take

stock of where we Indians as a global community are in terms of our efforts at addressing

sustainability concerns. The last few decades have made it clearly evident that economic

development can no longer be viewed in isolation from environmental protection and social

progress. While there has been remarkable progress in Indian legal provisioning on sustainable

development, a few challenges continue to exist particularly with respect to implementation. It is

well recognized that key to improved implementation is the capacity building and improved

financial and technical resourcing of executing agencies. India today is an environmental basket-

case; marked by polluted skies, dead rivers, falling water-tables, ever-increasing amounts of

untreated wastes, disappearing forests. Meanwhile, tribal and peasant communities continue to

be pushed off their lands through destructive and carelessly conceived projects. A new Chipko

movement is waiting to be born. There were three paper presentations in this session which

focused on current regulations in carbon accounting and reporting, impact of door-to- door

garbage collection and impact of tourism on environment and the issues of concern.

Ltd., New Delhi

The third technical session on the theme ‘Inclusive Growth: A Sustainable Perspective’ was

chaired by Prof. S. M. Noronha, Head, Department of Economics, Goa University. Prof.

Noronha raised concerns over large sections of society who are left outside the ambit of

economic growth. There were six papers presented in this session. The paper presenters covered

topics related to impact of fiscal decentralization on economic growth, impact of government

expenditure on agricultural growth, developing sustainable tourism for local communities,

impact of tourism on the Goan economy and the challenges faced by the economy. It was found

that within the country, the states have experienced different pace of economic growth, with

some states showing fast progress and others languishing behind, although the national growth

has been remarkable for the past two decades. The distribution dynamics suggest that there exist

large income disparities among the states, what is of concern is that they continued to persist in

the decades. There has been polarisation and convergence club formation in India. An attempt

was made to explore global empirical evidences during growth enhancing reforms and its impact

on the economy, with a special focus on lower income groups.

The fourth technical session on the theme’Business model innovation’ was chaired by Dr.

Radhika Meenakshi Shankar, Founder, Wise Owl Consultancy Services, Hyderabad, who was

Page 35: Mrgaon Edcaion SociEy’S - MES COLLEGE · The college council organised fresher’s party to welcome the first year students on 4th Sept 2014,various events like group dancing, singing,

also the resource person. Dr. Shankar discussed various business models at the national level,

their working approach and success stories. There was one more presentation in this session

which brought out the key issues in business model innovations in the education sector and

evaluated the business models of higher educational institutions.

Paper presentation by Dr. Radhika Meenakshi Shankar, Founder, Wise Owl Consultancy

Services, Hyderabad

The fifth technical session on the theme ‘Financial inclusion’ was chaired by Shri. M.A.

Sundaram, Visiting faculty, Goa Institute of Management and Goa University. There were four

papers presented in this session. The papers focussed on the current status of financial inclusion

in India as well as in Goa, the linkage between household savings, financial inclusion and growth

and the future prospects of financial inclusion.

The last session was a panel discussion on the theme ‘Inclusive Growth in India- Key Challenges

and the Way Forward’. The following members were on the panel; Prof. Arindam Das Gupta,

Shri Tapan Chowdhury, Shri M.A. Sundaram and Shri Binayak Datta, FCA, Chartered

Accountant, Senior Corporate Consultant and Trainer, Goa. The speakers highlighted the

importance of economic and social inclusion in the process of growth and emphasized that every

person should assert his/her right. There needs to be proper implementation of policies and good

governance to ensure that every Indian derives benefit from economic growth and hence should

be a part and parcel of the growth process.

Panel Discussion on the theme ‘Inclusive Growth in India- Key Challenges and the Way

Forward’

The seminar concluded with the valedictory function. The chief guest, Dr. B.A. Gomes, Member,

SPCA (Sate Police Complaints Authority) and former Director, Directorate of Higher Education,

Government of Goa, expressed his views on the importance of inclusive growth. The guest of

honour was Shri. Manguirish Pai Raiker, National Council Member, ASSOCHAM and

Chairman and Managing Director of Brown Packaging Systems Pvt. Ltd. who emphasized the

challenges faced by our country in achieving the objective of inclusive growth. The Presidential

Address was delivered by Shri. M.S. Kamat, Chairman, Murgaon Education Society. He stated

that large cross-sections of our population still remain outside the purview of the growth process.

The ‘inclusive’ model of development, as envisaged in the eleventh plan, is a political, social and

economic imperative. India’s growth has primarily benefited its urban elite and middle class

population. It is imperative to ensure that all segments of population have equitable social and

economic opportunities. In order to achieve this, the government and the private sector need to

work in tandem and leverage each others’ strengths to drive inclusive growth.
