    RE: Pulse Asias November 2011 Nationwide Survey on

    the Performance and Trust Ratings of the

    Top Officials of the National Government,

    Senate, House of Representatives and Supreme Court

    Pulse Asia is pleased to share with you some findings on the Performance and

    Trust Ratings of the Top Officials of the National Government, Senate, House of

    Representatives and Supreme Court from the November 2011 Ulat ng Bayan national

    survey. We request you to assist us in informing the public by disseminating thisinformation.

    The survey fieldwork was conducted from November 10 to 23, 2011 using face-to-face interviews. The following developments dominated the headlines: (1) the

    Supreme Court's issuance of a temporary restraining order (TRO) on the watch list order

    against former President Gloria Macapagal Arroyo and former First Gentleman Jose

    Miguel T. Arroyo; (2) acting on orders of Department of Justice Secretary Leila de Lima,the immigration officials' preventing the former First Couple from leaving the country

    despite the SC TRO; (3) the arrest of former President Gloria Macapagal-Arroyo on 18November 2011 on charges of electoral fraud in the May 2007 elections; (4) the murder

    of a son of former Senator Ramon Revilla, Sr. and the alleged involvement of family

    members in the murder plot; (5) the Association of Southeast Asian Nations (ASEAN)

    Summit and Asia-Pacific Economic Cooperation (APEC) Summit attended by PresidentBenigno S. Aquino III; (6) the visit to the Philippines by U.S. State Secretary Hillary

    Clinton and South Korean President Lee Myung-Bak; (7) the Bureau of InternalRevenues (BIR) continued campaign against tax evaders; (8) the commemoration of the

    second anniversary of the Maguindanao massacre; (9) the issuance of a hold departure

    order against retired Maj. Gen. Jacinto Ligot and his wife following the filing of taxevasion charges against the couple; (10) government financial assistance given to several

    rebel groups; (11) the Supreme Court decision mandating the distribution of the lands ofHacienda Luisita to about 6,000 farmer beneficiaries; (12) the passage of the nationalbudget by the Senate and (13) depreciation of the Philippine peso and increase in diesel

    prices and power rates. Other developments during this period include Saranggani

    Representative Emmanuel D. Pacquiaos controversial win over Mexican boxer Juan

    Manuel Marquez, the appointment of Maj. Gen. Emmanuel Bautista as the new chief ofthe Philippine Army and the inclusion of the Palawan Underground River as one of the

    provisional winners in the search for the new seven wonders of nature.

    As in our previous surveys, this nationwide survey is based on a sample of 1,200

    representative adults 18 years old and above. It has a 3% error margin at the 95%

    confidence level. Subnational estimates for each of the geographic areas covered in thesurvey (i.e., Metro Manila, the rest of Luzon, Visayas and Mindanao) have a 6% error

    margin, also at 95% confidence level. Those interested in further technical details

    concerning the survey's questionnaire and sampling design may request Pulse Asia in

    writing for fuller details, including copies of the pre-tested questions actually used.

    Pulse Asias November 2011 Ulat ng Bayan Survey:

    Media Release on the Performance and Trust Ratings of the

    Top Officials of the National Government,

    Senate, House of Representatives and Supreme Court

    13 December 2011

    Three of the leading officials of the Philippine national government score majority

    approval and trust ratings in November 2011; Vice-President Jejomar C. Binay

    once again obtains the highest ratings (both at 83%)

    Most Filipinos express appreciation for the performance of President Benigno S.

    Aquino III (72%), Vice-President Jejomar C. Binay (83%) and Senate President Juan

    Ponce Enrile (60%). In the case of House Speaker Feliciano R. Belmonte, Jr., approval isthe plurality sentiment toward his performance (45%). As for Supreme Court Chief

    Justice Renato C. Corona, virtually the same percentages of Filipinos among those aware

    of him (77%), express either appreciation for or indecision as regards his performance(38% versus 37%). (Please refer to Table 1).

    AWARENESS & PERFORMANCE RATINGS OF TOP NATIONAL OFFICIALSTable 1

    Overall, the highest approval rating is enjoyed by Vice-President Binay (83%)

    while the lowest is obtained by Supreme Court Chief Justice Corona (38%). Ambivalenceis most pronounced toward House Speaker Belmonte (36%) and Supreme Court Chief

    Justice Corona (37%) and least marked toward Vice-President Binay (12%). With regard

    to disapproval, Filipinos are most critical of the performance of Supreme Court Chief

    Justice Corona (24%) while single-digit disapproval ratings are recorded by Vice-President Binay (4%) and President Aquino (9%). (Please refer to Table 1).

    Across geographic areas and socio-economic classes, President Aquino and Vice-President Binay register majority approval ratings (64% to 82% and 80% to 85%,

    respectively). Senate President Enrile also enjoys majority approval ratings in most ofthese sub-groupings (58% to 64%), with Visayas being the exception (50%). HouseSpeaker Belmontes only majority approval ratings are recorded in Classes ABC and E

    (both at 53%). Supreme Court Chief Justice Corona posts almost the same approval and

    indecision ratings in most sub-groupings (35% to 45% versus 31% to 42%). (Please refer

    to Table 2).

    These overall performance ratings do not differ significantly from those recorded

    in Pulse Asias August 2011 survey. Only marginal changes in the performance ratings ofthese government officials occur between August and November 2011. Even the 5-

    percentage point decline in the approval ratings of President Aquino and Senate PresidentEnrile, the 5-percentage point decrease in the level of indecision toward the work done by

    House Speaker Belmonte and the 5-percentage point increase in the disapproval scores of

    President Aquino and Supreme Court Chief Justice Corona fall short of being significant

    given this surveys overall error margin of +/- 3 percentage points. (Please refer to Table

    3).

    Few significant changes in the performance ratings of these officials occur

    between August and November 2011 across geographic areas and socio-economic

    classes. The only notable movements are the: (1) 15-percentage point drop in theapproval rating of Senate President Enrile and the 13-percentage point increase in the

    level of indecision as regards his performance recorded among Visayans and (2) 13-percentage point decline in the level of indecision concerning House Speaker Belmonteswork among those in the poorest Class E. (Please refer to Table 3).

    As regards trustworthiness, 83% of Filipinos express trust in Vice-President

    Binay. President Aquino enjoys the trust of 74% of Filipinos while 59% say they trust

    Senate President Enrile. House Speaker Belmonte registers essentially the same trust andindecision ratings (41% versus 40%) while Supreme Court Chief Justice Corona records

    a big plurality indecision rating (43%). (Please refer to Table 4).

    In general, trust is most manifest toward Vice-President Binay (83%) while thelowest trust rating is obtained by Supreme Court Chief Justice Corona (29%).

    Ambivalence is most pronounced toward House Speaker Belmonte (40%) and Supreme

    Court Chief Justice Corona (43%) and least marked toward Vice-President Binay (13%)and President Aquino (17%). While 27% of Filipinos distrust the Supreme Court Chief

    Justice, less than one in ten Filipinos distrusts Vice-President Binay (3%) and President

    Aquino (9%). (Please refer to Table 4).

    Three of these leading government officials register majority trust ratings across

    geographic areas and socio-economic classes President Aquino (68% to 87%), Vice-President Binay (78% to 91%) and Senate President Enrile (54% to 63%). House SpeakerBelmontes only majority trust rating is given by those in Class ABC (51%) while he

    posts plurality indecision ratings in the rest of Luzon, Mindanao and Class D (40% to

    41%). Indecision is the plurality sentiment toward Supreme Court Chief Justice Coronain most of these sub-groupings (42% to 46%). (Please refer to Table 5).

    Between August and November 2011, the most marked movement in the overall

    trust ratings of these government officials is the 6-percentage point rise in the distrust

    rating of Supreme Court Chief Justice Corona. Across geographic areas, PresidentAquino and Vice-President Binay enjoy improvements in their trust ratings in the Visayas

    (both at +13 percentage points) while Senate President Enrile experiences a decline in his

    trust rating in Metro Manila (-14 percentage points). Across socio-economic classes, the

    only significant change is the drop in the level of ambivalence toward House SpeakerBelmontes trustworthiness recorded in Class E (-13 percentage points). (Please refer to

    Most Filipinos approve of and trust the Senate (52% and 51%, respectively) and

    Supreme Court (52% and 53%, respectively); a big plurality of Filipinos (45%)

    appreciates the work done by the House of Representatives while almost the same

    percentages express either trust or indecision regarding the trustworthiness of the

    Lower House (45% versus 42%)

    A small majority of Filipinos (52%) approves of the performance of the Senateand Supreme Court while approval is the plurality sentiment toward the work done by the

    House of Representatives (45%). Almost the same percentages of Filipinos express either

    indecision or disapproval for the performance of these three institutions (28% to 35% and

    17% to 19%, respectively). (Please refer to Table 7).

    The Senate registers majority approval ratings in the rest of Luzon and Visayas

    (54% to 55%) and Classes ABC and E (54% to 56%). In the case of the Supreme Court,most of those in the Visayas and Mindanao (56% to 57%) and Classes D and E (51% to

    57%) appreciate its performance. Meanwhile, approval is the plurality sentiment in theVisayas and Mindanao (47% to 49%) and Class E (50%) regarding the performance ofthe House of Representatives. (Please refer to Table 7).

    The overall disapproval rating of the Senate increases significantly between

    August and November 2011 (+7 percentage points). In contrast, the national disapprovalscores of the House of Representatives and Supreme Court increase marginally during

    this period (+5 and +6 percentage points, respectively). Across geographic areas and

    socio-economic groupings, the only significantly change is the 13-percentage point dropin the approval rating of the Senate in Metro Manila. (Please refer to Table 8).

    Also in November 2011, while the Senate and Supreme Court register majority

    trust ratings (51% and 52%, respectively), the House of Representatives records basically

    the same trust and indecision ratings (45% versus 42%). All these institutions obtainalmost identical distrust ratings (12% to 15%). Levels of indecision on the matter of

    trusting or distrusting these institutions vary from 33% for the Supreme Court to 42% for

    the Lower House. (Please refer to Table 9).

    Majority trust ratings are scored by the Senate in the Visayas and Mindanao (53%

    to 56%) and Classes ABC and E (54% to 59%) while the only majority trust rating of the

    House of Representatives is posted in Class ABC (52%). The Lower House obtains

    almost the same trust and indecision ratings in the other sub-groupings (38% to 49%versus 40% to 46%) and socio-economic groupings (43% to 46% versus 41% to 43%).

    As for the Supreme Court, it enjoys the trust of most of those in the rest of Luzon,

    Visayas and Mindanao (51% to 57%) and Classes ABC and E (51% to 59%).

    Filipinos assessment of the trustworthiness of these three institutions remains

    generally unchanged between August and November 2011 both at the national level
