Hon’ble Minister for Statistics &PI (IC) hasconvened a meeting on 23 January 2009, at 2.00 PM in the ConferenceRoom No. 223 of the Ministry at Sardar Patel Bhawan, Parliament Street,New Delhi. A notice regarding the meeting has already been issued videletter of even number dated 26.12.2008. The main purpose of the meetingis to review the implementation status of MPLADS in various States/UTs.

The agenda items to be discussed during the aforementioned meetingare forwarded herewith and you are requested to participate with completeinformation to make the review meeting fruitful.

AGENDA NOTES

REVIEW MEETING WITH THE SECRETARIES OF THESTATE GOVERNMENTS/UNION TERRITORIES ONMPLADS AT 2.00 P.M on 23.01.2009.

Background

As per para 6.2 of the MPLADS Guidelines, the Ministry of Statistics & ProgrammeImplementation will hold meetings in the States and also at the Centre at least once in a yearto review the implementation of the MPLAD Scheme. To ensure better monitoring, theMinistry of Statistics & Programme Implementation holds review meetings at the Centretwice a year. Seven such meetings have been held on 11.7.05, 16.12.05, 28.7.06,15.12.2006, 23.07.07, 04.12.2007 and 10.04.2008.

1. FOLLOW UP ACTION ON THE MINUTES OF THEMEETING HELD ON 10.04.2008.

The deadlines fixed for completion of uploading of pending data on MPLADS website(30.06.2008) and forwarding of complete replies of CAG paras have not beencomplied with by many States. No data has been uploaded in respect of 10 districts.The data uploaded by other districts is also incomplete and not up-to-date (detailsare at Annexure-VII). The status of replies to CAG paras in respect of Audit Para1997 and 2000 are placed at Annexure-III.

The Hon’ble Minister mentioned that many States/UTS have still not conducted anytraining programme on MPLADS Guidelines. The defaulting States/UTs to send theirproposal to the Ministry for financial and other assistance for conducting thesetraining As on date-12 States/UTs viz. namely Bihar, Goa, Himachal Pradesh,Jammu & Kashmir, Manipur, Nagaland, A&N Islands, Chandigarh, D&NHaveli, Daman & Diu, Delhi and Pondicherry have not yet sent their proposals.The Hon’ble Minister also expressed his concern over the inordinate delay incompletion of the pending Tsunami works. Tsunami works are still pending in theStates of Andhra Pradesh, Tamil Nadu, Andaman & Nicobar Islands and Kerala.

The Hon’ble Minister also directed the State representatives to conduct meetingsof the State Level Monitoring Committee and send the minutes to the Ministry. SixStates/UTs have not yet constituted the said Committees (Annexure –VI).

2. ITEMS FOR DISCUSSION

(i). MPLADS IMPLEMENTATION STATUSPHYSICAL AND FINANCIAL

Physical Status – As on 31.12.2008, 12.36 lakh works have beenrecommended by the Members of Parliament and District Authorities havesanctioned 10.98 lakh works. The numbers of works completed have beenreported as 9.95 lakh. The percentage of works completed to sanctioned at thenational level is 90.59. The State-wise details are given Annexure-ID

Financial Status - As on 31.12.2008, Rs.19115.25 crore have been releasedsince inception of the Scheme and as reported from the Districts, an expenditureof Rs.17342.21 crore has been incurred. The unspent balance lying with theDistrict Authorities is Rs. 2182.77 crore. The percentage utilization over release is90.72% The ranking of the States based on percentage utilization of MPLADSfunds is indicated in the enclosed statement (Annexure-IA).The latest status (upto 31.12.2008) will be discussed in the meeting.

(ii) . Pending Documents pertaining to release of MPLADS Funds.

The Nodal Secretaries of all State/UT Governments have been requested to send the pending documents required for release of MPLADS funds. The details (Annexure-II) of pending documents are indicated in the State profiles.

(iii). C&AG Audit Paragraphs

The Comptroller and Auditor General of India has so far submitted two AuditReports on Member of Parliament Local Area Development Scheme (MPLADS),one for the period ending March 1997 and the other for the period endingMarch, 2000.

C&AG Report 1997

There are 34 audit paras in the first report. It contains the result of the reviewof implementation of the MPLAD Scheme from inception in 1993-94 to 1996-97in 24 States and 6 Union Territories through sample checks in 165 of the 488districts.

Complete replies have been received only from Arunachal Pradesh, Gujarat,Uttarakhand, Chandigarh, Dadra and Nagar Haveli, Daman & Diu, Delhi andPuducherry.

C&AG Report 2000

There are 45 audit paras in the second report, which covered the period from1997-98 to 1999-2000 and reviewed the implementation of the scheme in 26States and 4 Union Territories through sample checks in 241 out of 786constituencies.

Complete replies have been received only from Haryana, Arunachal Pradesh,Gujarat, Uttarakhand and Daman & Diu.

DG (Audit) has intimated that complete replies are to beforwarded alongwith remedial measures taken to avoidrecurrence of such lapses. As the reply to DG (Audit) canbe forwarded only on receipt of complete replies from allStates on all audit objections, the remaining paras needto be replied satisfactorily by the Districtauthorities/State/UT Govts on priority.

It is therefore requested that complete replies in respect of all pendingparas of 1997 and 2000 Reports be submitted latest by 20.02.2009.

(iv). Tsunami rehabilitation/ reconstructionworks under MPLADS

57 works to the tune of Rs.2189.30 lakh consented by Lok Sabha MPs and130 works to the tune of Rs.3134.30 lakh consented by Rajya Sabha MPswas been earmarked in the tsunami affected areas of A&N Islands, Tamil Nadu,Puducherry, Andhra Pradesh and Kerala.

As per the latest report received, 49 Lok Sabha works and 110 Rajya SabhaWorks have been completed.

7 Lok Sabha works are in progress. One Lok Sabha work to the tune of Rs.10lakh in Prakasham District (Providing PWS Scheme, Karedu) has been cancelledand the fund has been returned to the Nodal District of the MP.

19 Rajya Sabha works are in progress. One work, namely, construction of ‘newpond and drain water augmentation’ at Mulloothurai in Kanyakumari District hasbeen cancelled due to site problem.

The details of ongoing and cancelled/not yet started works are at Annexure-IV.

The concerned Nodal Secretaries of the States/UTs are requested to ensure thatthe ongoing works are completed within the targeted dates.

(v) BIHAR FLOOD REHABILITATION WORKSIn view of the extensive damage caused by the unprecedented and devastating

floods in Bihar, particularly in the districts of Madhepura, Supaul, Saharsa,Purnia, Katihar and Araria, the Ministry of Home Affairs (Disaster Management-I

Division) declared the natural calamity in the state of Bihar as a “Calamity ofsevere nature” vide letter No. 4-4/2008-NDM-I dated 2nd September, 2008.

Para 2.8 of MPLADS Guidelines provides that “In the event of “Calamity of severenature” in any part of the country, an MP can recommend works up to amaximum of Rs.50 lakh for the affected district. Whether a calamity is of severenature or not, will be decided by the Government of India. The funds in thisregard will be released by the District Authority of Nodal district of the MPconcerned to the District Authority of the affected district to get permissibleworks done. The Works Completion Report, Utilization Certificate and AuditCertificate for such works and funds will be provided by the District Authority ofthe affected districts to the respective District Authority of Nodal district fromwhom the funds were received”.

Hon’ble Chairman, Rajya Sabha and Hon’ble Speaker, Lok Sabha on 3.9.2008appealed to the MPs to contribute Rs.10 lakh each from their MPLADS funds forreconstruction projects as permissible under MPLADS Guidelines. Hon’bleMOS(IC), S&PI vide letter dated 11.9.2008 appealed to all MPs to indicate theamount they would wish to contribute for such works as permissible under theMPLADS Guidelines latest by 30th September,2008. They were also asked toindicate the specific district(s) where such works may be undertaken, if they sodesire.

In response to the aforesaid appeals, 155 Lok Sabha MPs have contributedRs.21.95 crore and 149 Rajya Sabha MPs have contributed Rs.20.46 croretowards Bihar Flood Relief so far.

The state Govt. was asked by this Ministry to furnish the list of rehabilitationworks to be undertaken in the flood affected areas with MPs contribution. TheState Government proposed the following works:-

(a) Disaster Shelter (one for every two panchayat) Total units=206

Land@ 7.5 lacs per acre and 75 lacs per unit Cost of 206 units =Rs.15450.00 lacs

(b) Multipurpose Community Center (One for each 1000 population)

Total units=2100 Land@ 7.5 lacs per acre and 45 lacs per unit

Cost of 2100 units = Rs.102375.00 lacs.

(c) Cattle Shed (one for each 1000 population) Total units=2100

Land@ 7.5 lacs per acre and 20.00 lacs per unit Cost of 2100 units =Rs. 49875.00 lacs.

Total Cost = Rs.167700.00 lacs

On noticing that cost of land (prohibited under the MPLADS Guidelines) is alsoincluded in the estimated cost, this Ministry asked the State Government tofurnish list of eligible works, vide letter dated 12.11.2008 without including thecost of land. However, the State Govt. has again submitted the same proposaleven after the visit of the Parliamentary Committee (RS) on MPLADS to Bihar.This Ministry, vide do. letter dated 15.12.2008, has asked for the list of eligibleworks under MPLADS Guidelines, as suggested by the Rajya Sabha Committee

during its visit to the State, alongwith place/location of the works and cost(excluding the cost of land) for rehabilitation and reconstruction of the floodaffected areas of Bihar, from the Govt. of Bihar. Reminder was sent on2.01.2009. However, the requisite information is still awaited from the StateGovt.

(vi). Role of the State/UT GovernmentMonitoring CommitteesIn the earlier meetings, the participants from the State Govts./UTs wererequested to intimate the status in respect of action taken in compliance of para6.3 of the Guidelines.

It is noted that 6 States/UT namely, Maharashtra, Jammu & Kashmir,Chandigarh, Dadra and Nagar Haveli, Daman & Diu and Mizoram, havenot yet constituted the Monitoring Committee for effective supervision ofMPLADS implementation in their States. Many States/UTs namely though haveconstituted the Committees but have not held any meeting of the Committees.The State-wise details are enclosed in Annexure-VI.

(vii). Work Monitoring Software

In November, 2004, the works monitoring software was launched onthe MPLADS website, i.e., www.mplads.nic.in. The requisite softwaredeveloped by NIC was supplied to all the District Authorities with therequest to upload the information pertaining to all MPLAD sanctionedworks w.e.f. 1st April, 2005. It has been observed that despitedeadlines given and agreed to by all the Nodal Secretaries/DistrictAuthorities of States and UTs, either the information has not beenuploaded or in cases where the same has been uploaded, theinformation is incomplete and not up-to-date. Due to this, the Ministryis put in a very embarrassing position at various fora as information isnot readily available to the public at large defeating the basic purposefor which this website was created.

Out of the 430 nodal districts, data has been uploaded from 420 districts. 10districts viz. Darbhanga, Khagaria, Kishanganj, Banka in Bihar, Baramullah,Kathua, Leh in Jammu & Kashmir, Imphal (East) in Manipur and Kohima inNagaland have not uploaded any data even after four years of the launch of theSoftware Manual for Monitoring of works under MPLADS.

As on 31.12.2008, data in respect of 1959 MPs have been uploaded. Of these,1474 belong to the Lok Sabha (current and previous periods), with 520belonging to the 14th Lok Sabha and 954 belonging to the previous Lok Sabha.Data in respect of 485 Rajya Sabha MPs (sitting and previous) have beenentered, of which 168 are of sitting MPs and 317 are of previous MPs. Thedetails are at Annexure-VII.

Hon’ble Minister had, in the meeting of 4th December, 2007 desired theStates/UTs to complete the uploading in the MPLADS Software by 30.06.2008.This needs to be completed on priority latest by 31.03.2009.

As this matter cannot be kept pending further because of the need andrequirement of data to be made available on this website, MOSPI

impresses upon all States/UTs to ensure that complete, accurate up-to-date information may be uploaded in the specified proformae of theworks monitoring software already available with the DistrictAuthorities by 30th June, 2008. The Guidelines do provide for utilizationof 0.5% as contingency expenses with regard to expenditure incurredon operationalisation of the works monitoring software.

(viii). Training of District Officials

Many States/UTS have still not conducted ant training programme on MPLADSGuidelines. In the last meeting held on 10.04.2008, the Hon’ble Minister askedthe defaulting States/UTs to send their proposal to the Ministry for financialand other assistance for conducting these training As on date 12 States/UTs,namely Bihar, Goa, Himachal Pradesh, Jammu & Kashmir, Manipur,Nagaland, A&N Islands, Chandigarh, D&N Haveli, Daman & Diu, Delhiand Pondicherry have not yet sent theirproposals. The details are indicated inAnnexure-VIII.

(ix) Best practices of implementation by the State/UT Nodal Departments

The MPLADS Division proposed to bring out a booklet depicting some of the“Best Works/Projects” implemented under MPLADS and “Best Practices” adoptedby the States/UTs Government for execution of these works for emulation byother States/UTs. In this regard the Nodal Secretaries of all States/UTsGovernment were requested vide letter dated 30.07.2008,(i) to furnishinformation on innovative practices/features leading to better Implementationand positive impact/perception about the Scheme among the local communityand (ii) to furnish details on ten best MPLADS works covering both big and smallworks in different sector. Despite reminders dated 30.10.2008 (p-168/C.) and08.12.2008 (P-206/C.) only following eight States/UTs have forwarded therequisite details 1. A&N Islands2 .Haryana3. Uttar Pradesh4. West Bengal5. Madhya Pradesh6. Arunachal Pradesh7 .Lakshdweep.8. Orrisa

(x). Revision of MPLADS GuidelinesThe Ministry of Statistics and Programme Implementation is administering theMember of Parliament Local Area Development Scheme (MPLADS). This Schemewas announced on 23rd December, 1993. This Scheme is governed by a set ofGuidelines issued from time to time. The first set of Guidelines was prepared bythe Ministry of Rural Development, in February 1994, who initially handled theScheme. Subsequently, the Scheme was transferred to this Ministry. ThisMinistry has revised the Guidelines in December 1994, February 1997,September 1999, April 2002 and November 2005.

During the course of review meetings taken by Hon’ble MOS (S&PI) and seniorofficers of this Ministry various suggestions were made for further amendment ofthe Guidelines. Some MPs have also requested for revision of some provisions ofthe Guidelines. An exercise has now been undertaken for further revision ofGuidelines as some clarifications have been issued from time to time and acompendium of clarifications was also brought out. In this regard, the NodalSecretaries of State/UT Governments have been requested vide letters dated 27th

May, 2008 and 26th June, 2008 to send their suggestions/views for revision ofGuidelines based upon their experience of implementation of the Scheme andinteractions/dialogues with DMs/DCs. Agenda Item No. (ii) & (iii) : On-line Month Progress Reports (MPR) and WorkMonitoring System

II. Online Monthly Progress Reports (MPRs) - The present MPLAD systemenvisages release of funds by MOSPI on the basis of MPRs being submitted bythe District Authorities containing financial and physical performance of MPLADworks and monitoring of works through the data being uploaded by the DistrictAuthrities on the work monitoring software. However, the late and incompletereceipt of MPRs results in delay in release of funds. Further, the present MPRsenable availability of only cumulative information on MPLADS both physical andfinancial information.

Many a times, the Ministry does require information with regard to releases,expenditure, work details (recommended, sanctioned, completed, not started,discontinued) year-wise, constituency/MP-wise, House-wise, State-wise, etc. totalas well as separately for Scheduled Castes and Scheduled Tribes (SCs/STs). Theabove information is also required for replying Parliament Questions and variousother queries raised by Ministries/Committees.As per the existing system, the hard copies of the MPRs are received fromDistrict Authorities. The cumulative data on physical and financial aspects arepunched in this Ministry for the purpose of release of funds and generation ofvarious reports. However, this does not meet the various requirements of thisMinistry as mentioned above.

Keeping these aspects in view, and the need for availability of on-line informationthrough MPRs, the Ministry has modified the existing MPR proforma andproposes to host the same on the MPLADS website with the request to all the

District Authorities to upload the data especially for the release of funds by theMinistry and also to have information (both physical and financial) pertaining toSC/ST areas. This would facilitate the faster release of funds and availability ofsome information as indicated above. However, the success would depend uponthe uploading of up-to-date complete information both present and past by theDistrict Authorities. While uploading the information, the District Authorities alsohave to ensure that the information is also consistent with the information beingfurnished by them till now.

Since the new system of submission of on-line MPR is likely to take some time,the MOSPI is constrained to continue with the existing system till the new systembecomes fully operationalized throughout the country.

In order to operationalize the new system at the earliest, the Ministry would liketo request all the Nodal Secretaries of States/UTs to ensure that all DistrictAuthorities must submit the accurate and complete information in the new MPRproforma w.e.f. 1st June, 2008 in hard copy and post this information on-linew.e.f. 1st September, 2008.

With a view to ensure that the system becomes fully operational on-line, theMinistry proposes to release funds only on the basis of on-line MPRs containingall information i.e. the Ministry would not release funds after 1st September, 2008on the basis of hard copies of MPRs and the entire responsibility of non-releaseof funds in such cases will lie with the concerned Secretaries/District Authoritiesof States/UTs. (Copy of the modified MPR is enclosed)

III. Work Monitoring Software

In November, 2004, work monitoring software was launched on theMPLADS website, i.e., www.mplads.nic.in. The requisite softwaredeveloped by NIC was supplied to all the District Authorities with therequest to upload the information pertaining to all MPLAD sanctionedworks w.e.f. 1st April, 2005. It has been observed that despitedeadlines given and agreed to by all the Nodal Secretaries/DistrictAuthorities of States and UTs, either the information has not beenuploaded or in cases where the same has been uploaded, theinformation is incomplete and not up-to-date. Due to this, the Ministryis put in a very embarrassing position at various fora as informationare not readily available to the public at large defeating the basicpurpose for which this website was created. This issue was alsodiscussed in the last meeting of the Demands For Grants of thisMinistry held in February, 2008.

Out of the 430 nodal districts, data has been uploaded from 420 districts. 10districts viz. Darbhanga, Khagaria, Kishanganj, Banka in Bihar, Baramullah,Kathua, Leh in Jammu & Kashmir, Imphal (East) in Manipur and Kohima inNagaland have not uploaded any data even after lapse of four years of thelaunch of Software Manual for Monitoring of works under MPLADS.

As on 31.03.2008, data in respect of 1686 MPs have been uploaded. Of these,1274 belong to the Lok Sabha (current and previous periods), with 513belonging to the 14th Lok Sabha and 761 belonging to previous Lok Sabha. Datain respect of 412 Rajya Sabha MPs (sitting and previous) have been entered,

of which 247 are of sitting MPs and 165 are of previous MPs. The details are atAnnexure-IB

Hon’ble Minister had, in the meeting of 4th December, 2007 desired theStates/UTs to complete the uploading in the MPLADS Software by 31.01.2008.But only four districts have uploaded the data since the last meeting. This needsto be completed immediately.

As this matter cannot be kept pending further because of the need andrequirement of data to be made available to this website, MOSPI impresses uponall States/UTs to ensure that the complete accurate up-to-date information maybe uploaded in the specified proformae of the work monitoring software alreadyavailable with the District Authorities by 30th June, 2008. It is also imperative tomention that the Guidelines do provide utilization of 0.5% as contingencyexpenses with regard to expenditure incurred on opertionalization of workmonitoring software.

OTHER PENDING ISSUES

Action may be taken to distribute Unspent Balance available in theaccount of former Rajya Sabha MPs amongst the sitting Rajya Sabha MPsat that time.

MPR, UC and AC of the amount released are required to be furnished inrespect of ex-MP(RS) whose unreleased fund are to be distributedamongst the sitting Rajya Sabha MPs.

Distribution of unspent amount of Rs.5.62 crore amongst 16 sitting RajyaSabha (MPs) in the state of Bihar, which amount to Rs.35,12,500/- perMP. However, the amount could not be transferred to Hon’ble MPs Shri(Capt.) Jai Narain Prasad Nishad, Shri Mangni Lal Mandal and ShriSubhash Prasad Yadav due to incorrect report from the District Authorityof Gopalganj and Madhubani. Necessary action may be taken.

MPR, UC and AC are not being forwarded in prescribed format by theDistrict Magistrate in many cases. Some districts are being forwardedMPR only for 14th Lok Sabha period. DM may be requested to forwardcombine MPR (10th to 14th Lok Sabha period) for the constituency forupdating the data.
