What is Covered In This Manual?The MOTOBRIDGE™ Dispatch Application (DA) is a Windows PC-based Graphical UserInterface (GUI) application. It displays WorkStation Gateway Unit (WSGU) connections as wellas creates requests for new connections based on user selections.

This user guide provides an overview of how to use the DA PC-based software. Thisguide is intended for anyone who will use the DA to operate and manage radio, dispatch,conference, and telephony (optional) connections.

The guide is organized as follows:

Interoperability as defined by the Association of Public-Safety Communications Officials (APCO)represents the ability of different government agencies or first responders (such as law enforcement,EMS, and fire fighters) to communicate within, and across departmental and jurisdictionalboundaries. The MOTOBRIDGE system helps agencies achieve interoperability by enablingagencies with different radio systems to communicate with one another.

The various agencies are connected through a network. The MOTOBRIDGE network includes geographicterritories that may consist of statewide, regional, or local areas. The MOTOBRIDGE network is available 24hours a day, seven days a week and can be activated at any time, such as in an emergency situation.

MOTOBRIDGE System ComponentsThe MOTOBRIDGE system includes the following components. A description of eachof these components appears in Table 1-1.

Component DescriptionDispatch Console PC The Dispatch Console PC enables a

dispatcher to activate the WSGU. TheWSGU allows control over a large numberof connected remote radios, intercomconnections, audio conferences, and phonecalls.

Administrator Control Panel (ACP) Client PC The ACP Client PC allows an administrator,located anywhere in the system, to performmanagement activities for the system.

Radio Gateway Unit (RGU) The RGU connects radio equipment to thesystem.

WorkStation Gateway Unit (WSGU) The WSGU interfaces with the DispatchConsole PC to provide the MOTOBRIDGEdispatch position used by the public safetyinteroperability dispatcher.

Operations and Management Center (OMC)Server

The OMC server is the management server inthe system-a central location where all thesystem users (administrators, dispatchers,radios) are registered, and where system-wideinformation, such as active talkpaths andconferences, security parameters, and othersare stored and controlled.

Web Management System (WMS) The WMS is a web based client application.It enables the user to control the OMC serversand SIP servers with a friendly and easyinterface.

Session Initiation Protocol (SIP) ProxyServer

The SIP server is a signalling server that isused for establishing talkpaths (connections)across the system.

MOTOBRIDGE System UsersThe MOTOBRIDGE system has three types of users. These users and their responsibilitieson the system are described in Table 1-2.

MOTOBRIDGE System TalkpathsA talkpath is a connection that is established between various users on the system. Talk-paths can be created by the following methods:

• Dispatcher using the DA.

• Dispatcher activating a Drawer Plan.

• Administrator using the Administrator Control Panel (ACP).

• ACP activating a Drawer Plan.

• Cellular user using SMS.

The following types of talkpaths are available:

• Dispatch-to-Radio

• Radio-to-Radio

• Dispatch-to-Dispatch

• PSTN Phone to Dispatch/Radio

• Dispatch to External Radio System resource

• Radio to External Radio System resource (External Radio System patch)

Figure 1-1 shows an example of a Dispatch-to-Radio talkpath where County A Dispatcherhas connected with a radio from County B Fire Department.

Figure 1-2 shows an example of multiple dispatch and radio talkpaths. In this example, the Dispatcher fromCounty A has established talkpaths with a dispatcher from County B as well as the County C Fire Department,County D Police Department and the Coast Guard. This could be an interoperability example of an emergencysituation that required combined resources from several counties along the coast and the Coast Guard.

The DA is a Windows® based GUI application that displays WSGU connections and enables dispatchersto create requests for new connections based on user selections. The DA operates on the DispatchConsole PC and is intended for dispatchers in police, fire, and other organizations.

There are two Dispatch Applications:

• Remote Dispatch Application (Remote DA)

• Local Dispatch Application (Local DA)

Remote Dispatch ApplicationThe Remote DA allows multiple dispatchers using standard PCs to share a single WSGU platformin a MOTOBRIDGE system. The Remote DA feature allows connecting remotely to the WSGUand opening a DA remotely in a position within the MOTOBRIDGE IP network, or VirtualPrivate Network (VPN) into that network from the Internet. The Remote DA utilizes the PCAudio card for Voice In and Out of the MOTOBRIDGE system.

Local Dispatch ApplicationThe Local DA is connected through an external or internal LAN. The Local DA allows forcontrolling and monitoring of the WSGU; no Voice is supported by the Local DA. All Voice ishandled by the WSGU device Microphone Input and Speaker Output.

Up to eight Dispatch Applications can be connected simultaneously to a single WSGU. The WSGU actsas a "Proxy Voice and Control Server" to all the remote DA applications. Every remote DA connectioncaptures one WSGU voice channel; therefore it reduces the WSGU channel capacity by one.

The simplified formula is:Total Radio Modules + Total Dispatcher Modules + Total Remote DA = 24.

So if we have 5 Remote DA users, then WSGU can be connected to 19 Radio channelssimultaneously. See Table A-1 for exact calculation.

The list of Local/Remote Dispatchers connected to current WSGU is available from the mainmenu: View->Dispatcher List on WSGU and from tool bar.

Local Dispatch is highlighted gray, and Remote Dispatch is highlighted in yellow.

The local dispatcher can disconnect the remote dispatcher from this list by clicking on the

button. The local dispatcher cannot disconnect other local dispatchers.

All voice processing and talkpaths creation is done at the WSGU. The DA PC isjust for controlling and viewing the DA GUI. Therefore a dispatcher can talk andlisten even if the PC is disconnected, or restarted.

A WSGU can be a bridge of aconference and member of otherconference bridges. In this case, itcan only disconnect and destroy aconference where WSGU is bridge,and other conferences will not beaffected.

This button displays the Conference List. TheConference List displays conferences and theirmembers. The conference initiator (bridge)and the WSGU’s conference are highlighted inyellow.

This button opens the Send Text Message dialogbox which allows you to send an SMS from thedispatch console. You need to enter the numberto send the SMS to, select the gateway throughwhich it will be sent, and enter the content. See"Short Text Messaging".

This button opens the Talkpath NetworkStatistics window, which displays the PacketLoss Rate, Round Trip Delay, PSAP Name, andIP status of resources which are not on hold.The IP network monitoring is done in real-timethus enabling the user to find out if the suddenfall in voice quality is due to IP network issuesor Radio RF coverage issues.

Icon Window DescriptionThis button allows you to create a radio-to-radiotalkpath. Clicking this button opens the Selectup to 5 radios for talkpath dialog box. A usercan select up to five radio resources to bepatched. The Search Name box saves user timein searching a Radio resource by featuring autocomplete on the resource name prefix.

When you patch two radio systems,all Voice traffic from one systemwill be at the second system andvice versa. This means that if Radiosystem 1 is loaded in 10% and Radiosystem 2 is loaded in 20% then bothradio systems can reach up to 30%usage.

This button allows you to create a unidirectionalradio-to-radio talkpath. Unidirectional talkpathis when only one Radio system (Only Receive)can activate the patch voice. Once there istraffic at the Only Receive radio system, thepatch will become bi-directional for a period ofthe unidirectional timeout. Clicking this buttonopens the Select radios for Uni DirectionalRadio Patch dialog box from which you canselect radio resources. A user can filter resourcesby agency, region, county, and PSAP. One ofthe radios will be bi-directional and the otherwill be receive-only. The dialog box also allowsyou to determine the timeout period (in seconds)during which the receive-only radio will be ableto transmit to the transmit/receive radio - only,when it received an audio transmission from it.

This button displays the Radio PatchList window. This window displays allradio-to-radio talkpaths currently connected.The icons represent the type of connectivity:uni-directional/ bi-directional. The owner of thepatch and the creation time are also displayed.

The Resource Tool Bar is located on the bottom panel and contains the Packet Loss Rate, a master volumeslider, master volume value, PSTN-to-Radio patch auto answering information, and a PTT button.

• Master volume is the volume of the speaker. If a user changes the master volume usingthe slider, a new value appears in the master volume value box. For Compact WSGU,it sets the right and left GU speaker (not available for Remote DA).

• PSTN-to-Radio patch auto answering is explained in "Setting Up an AutomaticPSTN-to-Radio Patch" on page 6- 8 .

The recommended MOTOBRIDGE PC to WSGU connection is using the WS_PC LANEthernet port. This port is on "Local WSGU" LAN segment of 10.0.0.XX. This is why a useris not prompted for the WSGU IP address, since it is fixed to10.0.0.1. However, if a userlikes to connect his/her PC to the MOTOBRIDGE IP, then he/she is required to add the IPaddress. Entering the IP address can be done by holding the CTRL key and double-clickingwith the left mouse key on the area above the OK button. This will open an IP dialog box.Once the IP is entered, then the DA will always use this IP as a default WSGU IP replacingthe 10.0.0.1. No need to repeat this process on that PC when entering the DA.

If it is the first activation of remote DA, then we recommend the user to:

1. Enter the OMC IP and click the Get Updated List from OMC button.

Result: This action loads all WSGUs that the user is entitled to work with.

2. Select the WSGU name from the List of Names drop-down list.

Result: The IP Address field is updated.

3. Click the LOGIN button.

If the user knows the WSGU IP, he/she can skip the above processby entering the IP in the IP Address field and clicking the LOGINbutton.

Any authorized land/mobile SUand soft-phone can initiates a phone call to a radio network (assuming that this R-GU radio port hasbeen utilized with a MOTOBRIDGE SIP phone number). Assuming that the MOTOBRIDGE PSTNGW has an “xxxx” phone number and the radio has an “yyy” phone number.

If the phone call is activated from PSTN, the SU user has to dial is of the followingforms (depends on the PSTN GW way of work):

1. Dial “xxxxyyy”.

2. Dial “xxxx”, wait for a free connection line, dial “yyy” (overdial).

If the phone call is activated from Internet/Intranet SIP Phone, the call entering the MOTOBRIDGE system isalready authenticated and the MOTOBRIDGE has only to authorize the caller to the desired Radio network.

If the connection is made from a SIP/Soft phone located in MOROBRIDGE network, the call is alreadyauthenticated and the MOTOBRIDGE has only to authorize the caller to the desired Radio network.

The conference name must be less than 19 characters.

If the Create Conference failed or a member was not added to theconference, an error entry is added to the Notification window.

4 To end the conference call, do one of the following:

• Right-click the mouse on the Conference Module and choose EndConference Call from the popup menu

• Click on the conference window

• Click the End Conference Call button from the tool bar

• Select Action->End Conference Call from the menu bar

Only the initiator of the conferences can end a conference call.The Conference List button appears on the tool bar if you are theconference initiator.

The Global user list is stored at the OMC DB and maintained by the WMS tool at theOMC. Entries from that list are highlighted in red.

4 Click the OK button to store the new entry.

Result: If all fields are filled properly, the Add Contact dialog box disappearsand a new private phone book entry appears in Phone Book dialog entries list.Otherwise, an appropriate error message will appear and the user should fix theproblem or discard the new contact.

To discard a new contact changes and return to the Phone Bookdialog box, click the Cancel button. The Add Contact dialog boxdisappears and Phone Book entries are not changed.

Editing an Existing Entry

2 Select the desired entry and click the Edit button.

Result:

• If you select the System phone book entry, you will be asked to copy thesystem book entry into a private book. If you agree, the Modify Contactdialog box will appear with appropriate contact information. Otherwise, youwill be returned to the Phone Book dialog box.

• If you select the Private phone book entry, the Modify Contact dialog boxwill appear with appropriate contact information.

• If you do not make a selection, No selection warning message willappear, and you will be returned to the Phone Book dialog box.

Local Area Mode Users ManagementMOTOBRIDGE has a special working mode called Local Area mode or Transportable mode.In this mode, WSGU may operate standalone without being connected to OMC. In such cases,the user’s authentication is performed by WSGU itself.

To support Local Area users’ authentication, DA provides Local Area Mode Users Management tool.

Management tool is enabled only in Local DA for administrative user thatconnected to WSGU using IP 10.0.0.1.

Local Area Mode Users Manager Dialog Box Overview

This dialog box allows editing authenticated users list and storing it in WSGU. Thedialog box looks as shown in Figure 4-9.

Local Area Users Management Procedures

Local Area Users management consists of the following operations:

• Add new user record, where the record is username - password pair

• Modify user’s record (change username and password)

• Delete user’s record

• Save user’s list to WSGU

• Maximum user name length is 15 characters.

• WSGU allows to store up to eight users.

Remote DA User must have approval from Active Local DA User - when this option is active, everytime the remote DA tries to connect the local user must authorize this connection. If the local user doesn’tapprove this connection in 30 sec, the remote will not be able to connect. When this option is activeand Remote DA is connected, the Local DA receives the following attempt window:

The default answer is "No".

If the dispatcher checks the Remember the Answer check box, this option will be activatedautomatically on the next Remote DA connection.

Remote DA user can wait for Time Out Timer or Active Local DA User - when this option is activeand the Local DA is connected he/she must approve Remote DA connection. If the Local DA does notapprove in 30 sec or if the Local DA is not connected, the request passes to the OMC/GU. The Drawer Plan feature provides interoperability communications capabilities for use in a timeof crises/emergency. With Drawer Plan, DA users can define groups of connections/dis-connections that will be needed for a specific critical emergency event, which can then beeasily and quickly activated at the time of the event.

Drawer plan enables to connect a resource with any other resource (according to maximum connectionlimits of the system and resource privilege). Work modes are System Mode - performed by OperationsManagement Center (OMC) and Local Mode - stored and performed by DA.

In the System Mode, the plans are stored in the OMC database. In the Local Mode,the plans are stored in the DA’s PC.

Access to the plans is restricted to authorized users. These users can perform the following:

• Define, save, and update a plan, including planned resource allocation and voice connections

• Retrieve, browse, and step through the saved drawer plans

• Activate a plan

• Copy a plan (save as a new plan with a different name)

By default Drawer Plan list is filtered by DA by user region and county. If this filtering hasbeen enlarged (changed), please refresh the list by clicking on Refresh List.

The Drawer Plan dialog box provides access to the following operations:

• Create Plan: Available from the menu bar, or by using the Create New Plan button onthe left side of the window. This displays drawer plan properties fields on the right sideof the window along with buttons for saving and activating the new plan.

• Open Plan: Available by clicking a Drawer Plan in the list on the left side of the window, thenclicking the Open Plan button below the list. This displays drawer plan properties fields on theright side of the window along with buttons for saving updates and activating the plan.

• Activate Plan: Available by clicking a Drawer Plan in the list on the left side of the window,then clicking the Activate Plan button below the list. Also available on the right side of thewindow after opening an existing drawer plan or saving a new drawer plan.

• Delete Plan: Available by clicking a Drawer Plan in the list on the left side of thewindow, then clicking the Delete Plan button below the list.

• Refresh List: The Refresh List button below the Drawer Plan list ensures that thelatest changes saved to the OMC database by other users (new plans, deleted plans,and renamed plans in System Mode) are reflected in the Drawer Plan list on yourscreen according to the selected Region/County/PSAP.

The Drawer Plan properties dialog provides the following functions:

• Resource Connections: Users can filter a list of radio and dispatch resources by Regionor County, then select resources and click one of the following buttons:

◦ Add connection(s): At least two resources must be selected before clickingthis button. This adds command(s) to the Drawer Plan Connections list to createone-to-one dispatch connections (dispatch to radio and dispatch to dispatch) andone-to-one radio connections for all of the selected resources (the connectionsare not actually made until the Activate button is clicked).

◦ Add conference: At least three dispatch resources must be selected beforeclicking this button. This adds command(s) to the Drawer Plan Connections list tocreate a conference call for all of the selected dispatch resources (the connectionsare not actually made until the Activate button is clicked).

◦ Remove all GU connections: If there are already connections in the system beforerunning a Drawer Plan that is close to the maximum connection limit, it is possiblethat not all connections in the Drawer Plan will be made. To prevent this situation,this button adds command(s) to the Drawer Plan to disconnect selected resource(s),before running the connection commands in the Drawer Plan. A disconnect commandremoves all connection types for a selected resource, including dispatch connections,radio connections, and any dispatch conference call that may be taking place.

Be careful about using disconnect commands. Thiscould disconnect important existing connections whenthe drawer plan is activated.

• Drawer Plan Name: The user can enter up to 19 characters to uniquely identifythe plan. Only alphanumeric characters, underscore, and hyphen are accepted. Thename must be unique in order for the plan to be saved. For existing drawer plans,you must click the Rename button before typing a new name.

• Drawer Plan Connections: All Drawer Plan connection will be displayedin this area. For delete any connection: select line with the connection andclick the Remove selected connection button.

• Drawer Plan Description/Comments: Short note about the Drawer Plan, up to 79characters. This displays with the general information in the right side of the DrawerPlan window when stepping through the list Drawer Plans.

The four buttons at the top of the properties window perform the following functions:

• Save to OMC: Saves a plan to the OMC database, using the name in the Drawer Plan Name field.

• Save As…: Copies an existing Drawer Plan (saves it to the OMC database as a plan witha new name entered on the Save As window in System mode/saves it to the PC as a planwith a new name entered on the Save As window in Local mode)

• Save to PC: Saves a plan to the PC, using the name in the Drawer Plan Name field.

• Activate: This button runs the commands in the Drawer Plan Connections listcreating the actual connections and conference calls.

3 To add connections to the Drawer Plan connections list on the properties window,select one resource in the From Resource list and at least one resource in theTo Resource list that should be connected, then click the Add connection(s) orAdd conference button:

• To select consecutive resources in the To Resource list, hold the Shift keydown and then press the up or down arrow key.

• To select non-consecutive resources in the To Resource list, hold the Ctrlkey down and then click on Additional resource(s).

Result: Command(s) appear in the connection list for connecting all the selectedresources.

4 To add commands to the list for disconnecting resources, select one or moreresources and then click the Remove all GU connections button.

Result: Command(s) display at the top of the connection list for disconnectingall the selected resources.

Be careful about using disconnect commands. This coulddisconnect important existing connections when thedrawer plan is activated.

5 To delete a command from the connections list, select the command in the listand then click the Remove selected connections button under the list.

Result: The command is deleted from the connection list.

6 Save modifications to this Drawer Plan by clicking the Save to OMC / Save toPC button at the top of the properties window.

Result: If the Save operation fails, an error message displays. If no error messagedisplays, the operation was successful. You can see that your changes were savedby clicking on the same Drawer Plan in the list on the left side of the window,then clicking the Open Plan button.

Copying an Existing Drawer PlanFollow Procedure 5-5, "Copying an Existing Drawer Plan," on page 5-10 to open the propertieswindow for a specific Drawer Plan that has been saved to the OMC database/PC, and copy theDrawer Plan to a new Drawer Plan with a new name. You may want to do this when you needa new Drawer Plan that is similar to one that already exists.

The MOTOBRIDGE DA supports up to 4 Soft Phone Clients. The WSGU has dedicated phonenumber that can be reached from the IP or from any PSTN phone. Using the soft phone clientenable the dispatcher to have 4 simultaneously calls with 4 PSTN users.

The connection to the PSTN network is done using any PSTN IP gateway. Supported gateways areCisco FXO cards and Audio Codes MP114 which supports up to 4 analog PSTN lines.

The WSGU can route voice from a phone line user to the radio network, and backward.This feature is called PSTN-to-Radio patch.

A radio connected to the dispatcher can be set up to be patched to the next incoming/outgoing PSTN callautomatically. Follow Procedure 6-5 to set up Auto Answer Mode for a PSTN-to-Radio patch.

In Auto Answer Mode, a new phone call can be created only if there are no phone calls active yet.If there are no phone calls existing, the next incoming phone call will be automatically acceptedby the active radio talkpath that you selected when setting up Auto Answer Mode. If the radiotalkpath that you selected is disconnected, Auto Answer Mode is automatically cancelled.

1 Determine if there is an existing active radio talkpath that you want to patchto the next PSTN call.

Available radios are viewable in the Display Area of the DA mainwindow.

2 In the Resource Tool Bar, click Change Auto Answer button.

3 Select the radio that should be connected automatically to the next incomingPSTN call. Then click the Apply button.

Audio detection mode defines when audio from the phone line in a PSTN-to-Radio patch should betransmitted to the radio network. You can select from the following types of audio detection:

• Energy Threshold: Default value, recommended by Motorola. In this mode, any audio that islouder than the specified value will be transmitted to the radio network. Value limit is 0 - 15000.

• VAD Threshold: Only audio that is definitely recognized as speech and is louder than thespecified value will be transmitted to the audio network. Value limit is 15 - 60.

• DTMF: not supported.

After the audio detection mode is changed, new patches will be created using that mode.

Follow Procedure 6-7 to set up Audio Detection Mode for a PSTN-to-Radio patch.

MOTOBRIDGE R-DA and (KERNEL32.DLL): 0x000006D9 exception and:

If the "Windows Firewall/Internet Connection Sharing (ICS)" service (Firewall) is switched off theRemote Dispatch Application can stop work with exception. This is the case for trusted zone networkslike Motorola’s private network. Windows XP images which are set up on our computers contain theswitched off firewall service. For the computer with switched on firewall (default XP installation) the popupwill open only once, when R-DA will first time starts. Then user should choose Unblock:

User should perform similar actions in case of any third party firewall installed in the computer. Therefore theexception will not happen and the remote DA application will successfully connect through the firewall.

In case when firewall service is not running we have two choices:

1. Ignore the exception, it is preferable in most of the cases.

2. Search for the MS update which contains the broken dll. The problem here is that thedll contains many more fixes than the one which caused the exception.

In order to prevent any problems related to the issue in the future MOTOBRIDGE-R-DA, DAdevelopment team recommends to remote DA users running firewall on the computer.

GlossaryACP Client PC — The ACP Client PC runs the Administrator Control Panel softwareapplication. The ACP Client PC runs on the Microsoft Windows XP operating system.

Administrator Control Panel (ACP) — The ACP is software that allowsan administrator, located anywhere in the system, to perform managementactivities for the MOTOBRIDGE system.

Association of Public-Safety Communications Officials (APCO) — APCOis the world’s oldest and largest not-for-profit professional organization dedicatedto the enhancement of public safety communications and exists to serve the peoplewho manage, operate, maintain, and supply the communications systems used tosafeguard the lives and property of citizens everywhere.

Automatic Gain Control (AGC) — Amplifies a voice signal.

Bridge — Conference initiator.

Bridging System Interface (BSI) — It is the mechanism responsiblefor connectivity between MOTOBRIDGE resources and external radioresources defined in certain Bridging System.

CPU — See Central Processing Unit.

Central Processing Unit (CPU) — The heart of a computer system, wherearithmetic and logical operations are performed.

Compact WSGU — The Compact WSGU product is the MOTOBRIDGE systemcompact sized, portable gateway unit for the dispatcher between the user andthe network. It is dedicated to small managerial offices, enabling an individualoperator (manager) to access the MOTOBRIDGE system.

Conference — A call established between three or more resources.

DA — See Dispatch Application.

DSP — Digital Signal Processing.

DTMF — Dual-Tone Multi-Frequency.

Digital Private Line (DPL) — A Motorola acronym for the mechanism that is known in theindustry as Digital-Coded Squelch (DCS). DPL is a way to create user groups in an analogconventional two-way radio channel using Digital message within the audio band. Eachgroup is assigned to one DPL code (unique from the DPL code of other groups). When aradio from group “a” is transmitting, it superimposes a continuous stream of Frequency-ShiftKeying (FSK) digital data, at about 131 baud, on the transmitted signal. All the radioswithin the same channel receive the signals with the DPL code in it. The radios, which areassigned to this DPL code, will change their state to un-squelched and the user will be able tohear the audio message. All other radios within the same channel stay squelched. The codemessage is 23 bits (9 bits data) FSK coded, continually transmitted at a 134.3 Hz.

Dispatch Application (DA) — The MOTOBRIDGE system Dispatch Application (DA)is a Windows-based Graphical User Interface (GUI) application that displays WorkStationGateway Unit (WSGU) connections and enables dispatchers to create requests for newconnections based on user selections. The DA operates on the Dispatch Console PCand is intended for dispatchers in police, fire, and other organizations.

Dispatch Console PC — The Dispatch Console PC enables a dispatcher toactivate the WSGU, which allows control over a large number of connected remoteradios, intercom connections, audio conferences, and phone calls. The DispatchConsole PC runs on the Microsoft XP operating system.

Dispatch position — The WSGU and the Dispatch Console PC work-ing together for a dispatcher.

Dispatcher — Dispatchers receive public calls and issue a rescue request to theappropriate local/county public safety dispatchers (police, fire, or health) and mayhandle radio patching between the rescue teams when required.

FXO — Foreign EXchange Office.

G.711 Encoding Type — An ITU standard for audio companding. Represents 8 bitcompressed pulse code modulation (PCM) samples for signals of voice frequencies, sampledat a rate of 8000 samples / second. Creates a 64 Kbit/second bitstream.

G.729 Encoding Type — An audio data compression algorithm that compresses voiceaudio in chunks of 10 milliseconds (or multiples thereof). Mostly used in Voice overIP (VoIP) applications due to its low bandwidth requirement. Standard G.729 operatesat 8 Kbits / second. The annex B of G.729 is a silence compression scheme supportingVoice Activity Detect (VAD) and Comfort Noise Generator (CNG).

GU — See Gateway Unit.

GUI — See graphical user interface.

Gateway Unit (GU) — In the MOTOBRIDGE system, gateway units are based on onehardware platform which can be configured to serve as either a Radio Gateway Unit(RGU) or a WSGU. The RGU connects radio equipment to the system. The WSGUinterfaces with the Dispatch Console PC to provide the MOTOBRIDGE dispatchposition used by the public safety interoperability dispatcher.

Graphical User Interface (GUI) — A GUI is a user interface in which information isdisplayed graphically on the screen. A combination of icons, scroll bars, windows, helpsystems, menus, and other services may also be employed to make a program easier to use.

Group — A list of resources.

Integrated Digital Enhanced Network (iDEN — It is a mobile telecommunicationstechnology, developed by Motorola, which provides its users the benefits of atrunked radio and a cellular phone. iDEN places more users in a given spectralspace, compared to analog cellular and two-way radio systems, by using speechcompression and time division multiple access(TDMA).

Interoperability — Interoperability is defined by the Association of Public-SafetyCommunications Officials (APCO) as the ability of different government agencies orfirst responders (such as law enforcement, EMS, fire fighters) to communicate within andacross departmental and jurisdictional boundaries. Interoperability has been identified byfirst responders as a key factor in the success of any coordinated response.

LAN — See Local Area Network.

LED — See Light Emitting Diode.

Light Emitting Diode (LED) — An LED is a semiconductor diode that emits light whenvoltage is applied. LEDs can emit red, green, yellow, blue, and other colors. LEDs are used aspower indicators, information displays, and as the light source in some fiber optic systems.The Dispatch Application phone module has a software-based “LED” to indicate connection.

Local Area Network (LAN) — A LAN is a high speed data communication system forlinking computer terminals, programs, storage, and graphic devices at multiple workstationsdistributed over a relatively small geographic area such as a building or campus.

Logical Radio — For certain types of Radio resources it is possible to define up to 16logical indexes per radio. These types are: 4 Wire E&M, SPECTRA, MCS2000, CDM,SP1:XTL+Ctrl Head Ver05, SP2 with CONVENTIONAL RF Mode (not TRUNKED).

Private Line (PL) — The Motorola acronym for the mechanism that is known in theindustry as Continuous Tone-Coded Squelch System (CTCSS). PL is a way to createuser groups in an analog conventional two-way radio channel using low-pitch audiotones. Each group is assigned to one PL tone (unique from the PL tone of other groups).When a radio from group “a” is transmitting, it continuously superimposes any one ofabout 50 low-pitch audio tones on the transmitted signal, ranging from 62.5 Hz to 254.1Hz. All the radios within the same channel receive the signals with the PL tone in it.The radios, which are assigned to this PL tone, will change their state to un-squelchedand a user will be able to hear the audio message. All other radios within the samechannel stay squelched. The tones are between 60 Hz and 300 Hz.

OMC — See Operations Management Center.

OS — See Operating System.

Offline — User does not have a LAN connection.

OMC Server — The OMC Server is the main management server in the system-a centralrepository where all system users (administrators, dispatchers, radios) are registered, andwhere system-wide information (active patches and conferences, security parameters, andso on.) is stored. The server runs on the Red Hat Linux operating system. A user levelinterface to the OMC is provided by the Administrator Control Panel (ACP) Client PC and amaintenance interface to the OMC is provided by the Web Management System (WMS).

Operating System (OS) — The OS is the underlying computer software that controlsthe execution of application programs and enables the computer to communicatewith the operator. The operating system performs essential housekeeping taskssuch as input/output (I/O) control and memory allocation.

Operations Management Center (OMC) — The OMC is a location that houses theOMC Server, which contains the system database; the SIP Proxy Server, which managesthe IP connections between various audio resources; and often the Administrator ControlPanel (ACP) Client PC, which enables an administrator to manage the system.

PSAP — See Public Safety Answering Point.

PSTN — See Public Switched Telephone Network.

PTT — Push To Talk.

Packet Loss — Packet loss is a condition in which data packets appear to be transmittedcorrectly to one end of a connection but never arrive at the destination due to an erroralong the path or Internet congestion, resulting in audio impairment.

Public Safety Answering Point (PSAP) — A PSAP is a location where 911emergency telephone calls are received and then routed to the proper emergencyservices. These sites are typically radio dispatch sites as well. This site may house

a WSGU and a Dispatch Console PC, which allow a dispatcher to interact with thesystem by adding talkpaths and conferences. The site may also house a Radio Gatewayunit (RGU) and the radios that interface with the radio equipment.

Public Switched Telephone Network (PSTN) — The worldwide voicetelephone network that handles both analog and digital voice communications.See also: Plain Old Telephone Service.

RF — See radio frequency.

RGU — See Radio Gateway Unit.

Radio Frequency (RF) — RF is electromagnetic energy wavelengths above the audiorange and below visible light, typically between 30 kHz and 300 GHz.

Radio Gateway Unit (RGU) — The RGU connects radio equipmentto the MOTOBRIDGE system.

Remote DA — Remote DA supports most of the DA functionality. In addition tostandard Dispatch Application (DA) properties, Remote DA Application supportsaudio processing using standard PC Sound card.

Repeater — An electronic device that receives a signal and retransmits it at ahigher level and/or higher power, or onto the other side of an obstruction, so thatthe signal can cover longer distances without degradation.

SIP — See Session Initiation Protocol.

Session Initiation Protocol (SIP) — SIP is a standard signaling protocol forestablishing real-time, interactive communication sessions over IP networks. SIPis a text-based protocol similar to HTTP, enabling devices, and servers from manymanufacturers to exchange information seamlessly.

Session Initiation Protocol (SIP) Proxy Server — In the MOTOBRIDGE system,the SIP Proxy Server routes call requests between resources in the system based on theirregistration data. The server runs on the Red Hat Linux operating system.

Short Text Messaging — This feature will utilize Standard SMS technology throughexisting cellular infrastructure to access MOTOBRIDGE services.

TRC — See Tone Remote Control.

Talkpath — A talkpath is a call across the MOTOBRIDGE system, es-tablished by the SIP Proxy Server.

Tone Remote Control (TRC) — TRC is a Motorola control se-quence used to key transmitters.

TTL — Time to live, is a limit on the period of time or number of iterations ortransmissions in computer and computer network technology that a unit of data(e.g. a packet) can experience before it should be discarded.

VAD — See Voice Activity Detector.

VoIP — See Voice Over Internet Protocol.

VPN — Virtual Private Network.

Voice Activity Detector (VAD) — An algorithm used in speech processing where inthe presence or absence of human speech is detected from the audio samples. VAD insertsartificial noise during silent periods of speech, thus saving bandwidth.

Voice Over Internet Protocol (VoIP) — VoIP is a two-way transmission ofaudio over an intranet that is called "Internet telephony" when transmitted over theInternet. Both parties involved in an Internet/Intranet telephone conversation musthave software that uses the same communications protocol. Users are identified bythe IP (Internet protocol) address rather than a telephone number.

Voter (or Diversity combining) — It is the technique applied to combine the multiplereceived signals of a diversity reception device into a single improved signal.

WAN — See Wide Area Network.

WSGU — See WorkStation Gateway Unit.

Wide Area Network (WAN) — A WAN is a public or private data communicationsystem for linking computers distributed over a large geographic area.

WorkStation Gateway Unit (WSGU) — The WSGU provides the dispatcherwith remote radio connections, intercom connections, telephony connections,conferencing, and radio-patching setup capabilities.
