CAREER HISTORY SELECTED HIGHLIGHTS

Manager Analytics/Business Intelligence, Penn Medicine/Lancaster General Health (Penn/Lancaster), 2015-2016. Recruited to direct all data, reporting and analytics for a 631-bed hospital network. Led development of data-rich tools for tracking and improving performance, outcomes, reimbursements and regulatory compliance. Notable accomplishments include:

Cured a methodological error, boosting STARS scores five-fold. Penn/Lancaster was severely undercounting BMI metrics, resulting in artificially deflated Medicare reimbursements. Identified and corrected flawed data collection/analysis methods. Elevated BMI STAR scores from 1 to 5. Contributed to an increase in overall rating from <3.7 to >4.1, directly driving reimbursements from neutral to positive ranking.

Directed an ACO data integration initiative. Penn/Lancaster needed to meet Accountable Care Organization (ACO) standards and mandates. Drove a multi-phased program, creating a multi-payer claims data mart and EHR data exchange portals. Completed the program ahead of schedule, meeting or exceeding all ACO guidelines. The program is projected to contribute to significant reductions in costs and readmissions, as well as improvements in clinical outcomes.

Chief Analytics Officer Pittsburgh Regional Health Initiative (PRHI), 2014. Recruited to develop a strategic roadmap for analyzing and publicly reporting data on clinical outcomes, utilization and costs. Managed relations with policy makers, consumers, payers and providers. Part of a reduction in force/reorganization in December 2014. Key contributions include:

Established a robust Medicare claims review structure. PRHI needed to establish a secure, HIPAA-compliant means for physicians to respond to comments/reviews from patients gathered from Medicare Parts A and B and commercial claims data. Assembled and led a multidisciplinary task force comprising representatives of CMS, regional medical associations and a private third-party data analytics firm to devise processes for managing attribution of comments. Forged a consensus around a rigorous set of review, approval and multi-stage appeal processes for physicians.

UnitedHealth Group (UHG), a $157B diversified healthcare management company, 2006-2013. Roles include:

Analytics Client Services Manager, Executive Health Resources, 2012-2013. Promoted to direct data analytics projects for provider customers to monitor and improve performance and Medicare compliance. Major achievements include:

Streamlined analytics project management, reducing costs & boosting efficiency. United Healthcare Group faced dual threats to its hospital analytics programs from rising costs and strained capacity. Developed new staffing assignment, resource allocation and project management strategies. Implemented virtual tools to significantly reduce costly and time-consuming travel demands. More than doubled project handling capacity from less 250 assignments to 500 annually.

Dramatically improved in reimbursements with a no-cost process improvement. A Nebraska hospital sought UHG’s expertise to identify and cure lower than expected Medicare reimbursements for in-patient care. Conducted extensive analysis of the client’s performance metrics, identifying a strong correlation in cases where in-patient status was denied between the time of day patients were discharged and the when nursing shift changes occurred. Recommended that hospital revamp schedules to improve continuity during discharges to avoid flaws in data collection and erroneous utilization reviews. Helped the client achieve a 70% jump in in-patient classifications and a more than $2M increase in related reimbursements.

Product Manager, Optum Integrated Data Services, 2006-2012. Recruited to direct design, development and delivery of data-driven solutions utilizing claims data to drive health economics and outcome improvements. Contributions include:

Quickly resolved a potentially catastrophic data privacy/security breach. A major global pharmaceutical client of UHG discovered a confidential lab result with potentially identifiable patient information in an unsecured field in economic research portal. Tasked by UHG’s CEO and client leadership, convened a war room task force to isolate and cure the threat. After demonstrating that no actual breach occurred, directed an emergency operation to secure all personal patient information in the suspect databases. Resolved the crisis quietly and rapidly, avoiding all legal liability and inestimable reputational damage. Received commendations from senior leadership.

Reengineered processes, protecting proprietary data while meeting client needs. UHG was contractually obligated to share certain cost and payment data with pharmaceutical provider clients, but needed to safeguard crucial business secrets. Worked closely with internal and outside stakeholders to hammer out an agreement about calculating standardized CMS RVUs imputed from external sources. Met all client requirements while rigorously protecting essential trade secrets.

Earlier: Director of Development & Technology, WebMD / HealthShare Technolog; Assoc. Director, Institutional Research, Project Manager and Staff Asst., Office of the President, University of Massachusetts. Contributions in these roles include:

Leveraged a Cloud solution to drive three-fold growth. HealthShare’s dependence on delivering data products to hospitals via client-server solutions were costly, inefficient and lacked scalability. Directed migration to a Citrix-based virtual server farm solution, going from concept to go-live in less than six weeks. Streamlined client onboarding, delivery and maintenance. Simplified sales cycles and expanded capacity without increasing costs. Took advantage of the new efficiencies and scalability to grow the organization’s client base six-fold and boost revenues 200%.
