PROCEDURES FOR PUBLIC COMMENTS

MOORE COUNTY AIRPORT AUTHORITY

The Moore County Airport Authority is committed to allowing members of the public an opportunity to offer

comments and suggestions. All comments and suggestions addressed to the Authority during the Public Comment

Period shall be subject to the following procedures:

1. The comment period will be limited to items not listed on the current Agenda. Comments related to any current

agenda items will be heard at such time the Authority addresses the agenda item during the meeting and prior

to any formal vote being held by the Authority.

2. Any individual that wishes to speak will have five (5) minutes to make his/her remarks. Speakers are asked

to state their identity for record before beginning remarks.

3. The Authority reserves the right to respond to public comments, but is not required.

4. Speakers will be courteous in their language and presentation. Matters or comments which are harmful,

discriminator y or embarrassing to any citizens, official or employee shall not be allowed. Speaker must be

respectful and courteous in their remarks and must refrain from personal attacks and the use of profanity.

5. Speakers who have prepared written remarks or supporting documents are encouraged to leave a copy of such

remarks and documents with staff

6. Speakers shall not discuss any of the following:

a. Matters which concern the candidacy of any person seeking public office, including the candidacy

of the person addressing the Board;

b. Political Issues;

c. Closed Session matters.

The Moore County Airport Authority Meeting began at 10:00 a.m. on Tuesday, Apri14th, 2020

through Cisco WebEx Virtual Meeting Program, with concessions made for the public to attend

telephonically or by video, due to the COVID-19 (Coronavirus) Pandemic. Airport Authority quorum

was present.

o Upon motion made by Vice Chairman, Barry Lerman, and seconded by Secretary, Mike Jones, the Authority voted 5 to 0 to approve the January 2020 Annual Meeting Minutes & the March 10th, 2020 Airport Authority Meeting Minutes.

L. Report Inquiries/Comments/Action Items 1. The Authority members reviewed/heard the following reports listed below:

o Airport Manager, Scotty Malta, Reported:

▪ The easement from Jim O’Malley ha been obtained and recorded. ▪ Some changes have been made to adapt to the COVID-19 concerns.

Admin staff is working from home, the schedule for Customer Service, Line Techs, and Building Maintenance has not changed, however security measures have been implemented. Access to the building has been restricted to essential business only.

▪ Finance Administrator, Jane Long, is retiring, effective May 1st, 2020 and Carol Oakley has been hired as her replacement and is training with Jane currently.

▪ The Budget is scheduled to be presented to the Moore County Commissioners, Wednesday, April 15th, 2020 by Ron Maness.

▪ As anticipated, revenues are down due to the impact of COVID-19. ▪ Landscaping along Aviation Drive is underway.

2. Committed/Exploratory Project Summaries: o Grant Projects:

▪ Hangar Taxi Lane, Access Road & Parking, and Utilities Project.

• Requested formal approval for Work Authorization No. 18-02, Project #: STI 5855: TBI Project No. 3201-1802, Hangar Taxi Lane, Access Road & Parking, and Utilities, Amendment No. 1.

o Upon motion made by Secretary, Mike Jones, and seconded by member, Pat Corso, the Authority voted 5 to 0 to approve the Work Authorization No. 18-02, Project #: STI 5855: TBI Project No. 3201-1802, Hangar Taxi Lane, Access Road & Parking, and Utilities, Amendment No. 1.

• Requested formal review and approval of the Hangar Taxiways & Internal Airfield Service Road (Rev. 1) Resolution & Budget Ordinance to be submitted to the MC BOC.

o Upon motion made by Secretary, Mike Jones, and seconded by member, Pat Corso, the Authority voted 5 to 0 to approve the Hangar Taxiways & Internal Airfield Service Road (Rev. 1) Resolution & Budget Ordinance to be submitted to the MC BOC.

▪ Master Plan • Ratification of the NCDOT DOA Master Plan Agreement Change

Request.

o Upon motion made by Secretary, Mike Jones, and seconded by member, Pat Corso, the Authority voted 5 to 0 to approve the NCDOT DOA Master Plan Agreement Change Request.

• Requested formal approval of the Hayes Group Contract to complete Strategic Plan Project.

o Upon motion made by Vice Chairman, Barry Lerman, and seconded by Secretary, Mike Jones, the Authority voted 5 to 0 to approve the Hayes Group Contract to complete Strategic Plan Project and to approve the scope of work.

o Local Projects:

▪ Airport Manager, Scott Malta informed the Authority a request was made of Talbert & Bright, Inc to include a fee proposal for Hangar Development in the Hangar Taxi Lane, Access Road & Parking, and Utilities Project.

▪ Airport Manager, Scott Malta, stated the Main Hangar Door is underway for replacement.

o Exploratory Project Summaries: ▪ Airport Manager, Scott Malta, informed the Authority the Ramp

Rehabilitation Project is in que for consideration by the NCDOT, however it has not been approved at this time. Authority Chairman, Tom McPherson, stated the Authority has set aside the local match for this project should it get approved. Mr. McPherson also indicated he would like a letter to be drafted and sent to Senator McGillis asking for his support for this project upon approval of the Moore County Board of Commissioners. By consensus, the Authority members agreed.

▪ Airport Manager, Scott Malta, suggested to the Authority to temporarily suspend moving forward with potential economic development of utilizing unused space and structures at the Airport for projects such as a Restaurant or a Museum due to the impact of the COVID-19 pandemic. The Restaurant RFQ was not distributed and will be held to a later date fir release.

▪ Airport Manager, Scott Malta, informed the Authority of his conversations

with Duke Energy to analyze the lighting at the Airport and research cost saving measures that may be implemented at the Airport. A proposal is being prepared by Duke Energy.

M. Unfinished Business

1. Requested formal approval of the FY 2020/2021 Airport Budget Ordinance to be submitted to the Moore County Board of Commissioners.

o Upon motion made by Chairman, Tom McPherson, and seconded by Vice Chairman, Barry Lerman, the Authority voted 5 to 0 to approve the FY 2020/2021 Airport Budget Ordinance.

2. Requested formal review and approval of the Elliott Davis Contract for Auditing

Services pursuant to the Single Audit Act and Subpart F of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), and the State Single Audit Act.

o Upon motion made by Vice Chairman, Barry Lerman, and seconded by Secretary, Mike Jones, the Authority voted 5 to 0 to approve the Elliott Davis Contract for Auditing Services pursuant to the Single Audit Act and Subpart F of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), and the State Single Audit Act.

3. Requested to review and consider the three submitted Aircraft Maintenance Services RFP(s).

o After review of the three proposals, the Authority agreed to move forward with a special meeting to have two (2) of the three (3) Maintenance Providers present to the Authority their scope of work.

o Authority Chairman, Tom McPherson, also directed Airport Manager, Scott Malta, to consider any additional alternatives for Aircraft Maintenance Services at the

N. New Business

1. Requested formal review & consideration of the Temporary COVID-19 (Coronavirus) Pandemic Leave Policy implemented by the County of Moore BOC in response to the Families First Coronavirus Response Act.

o Upon motion made by Chairman, Tom McPherson, and seconded by Vice Chairman, Barry Lerman, the Authority voted 5 to 0 to approve the Temporary COVID-19 (Coronavirus) Pandemic Leave Policy implemented by the County of Moore BOC in response to the Families First Coronavirus Response Act.

O. Additional Agenda Items

1. Requested formal approval of the Grant Agreement for the Runway, Taxiway and

Apron Lights / Signage (Design/Bid Phase) Project.

MOORE COUNTY AIRPORT

WORK AUTHORIZATION FOR PROFESSIONAL SERVICES Work Authorization No. 17-02

Original Work Authorization: June 1, 2018

Amendment 2 – April 9, 2020

TBI Project No. 3201-1702 It is agreed to undertake the following work in accordance with the provisions of our Contract for Professional Services. Description of Work Authorized: It is agreed that the Contract between Talbert & Bright, Inc. and the Moore County Airport shall be amended to reduce the scope of work for Subconsultant Airport Strategic Planning Services by SPG, Inc. The following work elements of the Airport Strategic Planning Services performed by SPG, Inc. shall be modified as indicated:

• Task 3: Interviews shall be reduced to the individual County Commissioners and Airport Manager; focus groups shall be deleted; and analysis/write up shall be reduced.

• Task 4 work scope is reduced to the information provided in the document of December 4, 2019.

• Task 5: Workforce Analysis and Roll Out Event / Workshop shall be deleted

The Airport’s intent is to contract with the Hayes Group to perform these services locally. The “Moore County Airport Economic Development Strategic Plan” report prepared by SPG, Inc. dated December 4, 2019, shall be considered complete as submitted and no further submittals shall be required. The cost for Subconsultant Airport Strategic Planning Services shall be reduced by the amount of $20,000. The revised contract amount for Subconsultant Airport Strategic Planning Services shall be $42,000. MOORE COUNTY AIRPORT

WORK AUTHORIZATION FOR PROFESSIONAL SERVICES

12-Unit T-Hangars and 5-Unit Box Hangars Work Authorization No. 19-02 May 4, 2020 TBI Project No. 3201-1902 It is agreed to undertake the following work in accordance with the provisions of our Contract for Professional Services. Description of Work Authorized The Engineer shall provide professional services for Project Formulation and Design and Bidding of the new 12-Unit T-Hangar and 5-Unit Box Hangar project to be performed at Moore County Airport. The project and scope of professional services will generally be as described below, and in the attached Work Hour Estimate. Moore County Airport currently does not have hangar space to accommodate additional aircraft requesting to be based at the Airport, with a waiting list of aircraft. This project will provide for a new 12-Unit T-Hangar, approximately 295’ long by 60’ wide, and a 5-Unit Box Hangar, approximately 300’ long by 60’ wide. These hangars will allow the airport to accommodate most of their current demand for hangar space. Each hangar unit will be designed with an electric bi-fold door, with T-hangars having a 44’ by 14’ clear door opening height and box hangars having a 60’ by 18’ clear door opening height. The base bid will include a polished concrete hangar floor finish with an epoxy floor coating included in the project as an alternate bid item. A bathroom will be installed at one end of the T-Hangar structure. We understand it is the Owner’s intent to bid the hangars with the Hangar Taxilane, Access Road and Parking, and Utilities project as a separate schedule of work. The Project Formulation phase includes development of work scope, work authorization, Project Budget and Schedule, and Subconsultant scopes and coordination of these items with the Airport and NCDOA. Design will be performed in accordance with the following FAA Advisory Circulars and other state/local/federal design standards:

- FAA AC 150/5300-13A Airport Design - FAA AC 150/5370-2G Operational Safety on Airports During Construction - FAA AC 150/5370-10H Standards for Specifying Construction of Airports - Other Advisory Circulars will be utilized as we determine applicable during the design

phase of the project.

Subconsultant services shall be provided for subsurface investigation, sewer and water design, and mechanical, electrical, and plumbing (MEP) design associated with the project. Subconsultant services shall be provided in accordance with the attached proposals from GeoTechnologies (Subsurface Investigation), Catlin Engineers and Scientists (Water & Sewer), and Cheatham & Associates (MEP). The Subsurface Investigation scope will include borings for the proposed hangar structures as well as borings for the Hangar Taxilane that was added to

the Hangar Taxilane, Access Road and Parking, and Utilities scope subsequent to the original work authorization approval. Geotechnical firm will also provide the seismic site classification for the hangars. Services will also include preparation of the FAA 7460 form for the construction phase and permanent building elevations. A Construction Safety Phasing Plan (CSPP) will be prepared as part of the current Hangar Taxilane project CSPP. Prior to advertising the project for bids, the project DBE goals will be coordinated with the NCDOA. NEPA requirements for the hangars will be included in the environmental documentation completed as part of the Hangar Taxilane project. If after coordination it is determined that additional environmental documentation is required, the additional work can be added as additional services to this work authorization. Bidding Assistance Phase services will be performed as part of this work authorization including answering contractor’s hangar questions during the bid period. It is assumed this project will be advertised and bid with the Hangar Taxilane project. In the event an additional advertisement and/or bid phase is required, the additional work will be added as additional services to this work authorization. It is expected the Airport Sponsor will follow the state of North Carolina bidding laws. Deliverables will include a 90% Design Submittal and Final Bid Documents to NCDOA and the

Airport. The 90% design and final bid package submittals will include Plan Sheets, Technical Specifications, Engineer’s Report, itemized Opinion of Probable Construction Cost and CSPP. Upon receipt of bids, Engineer will submit a bid tabulation to NCDOA and Airport. Upon completion of the project, Engineer will deliver a set of plans in electronic format to NCDOA. Deliverables will be submitted in accordance with AV-100 checklist (dated 10-30-15). Time Schedule:

• Subsurface work will be performed within 30 days from Notice to Proceed.

• 90% Plans and Specifications to Owner and NCDOA for Review: 75 days from Notice to Proceed.

• Final Plans and Specifications to Owner and NCDOA, ready for bidding: 20 days from receipt of 90% comments.

Cost of Services: The method of payment for the Project Formulation, Design and Bidding Phase Services shall be lump sum in accordance with Section V of the Contract. The method of payment for Subconsultant Services for Water and Sewer Engineering Design, and Mechanical, Electrical, and Plumbing (MEP) Engineering Design Phase Services shall be lump sum, plus a fixed fee. The method of payment for Subconsultant Services for Subsurface Investigation shall be actual cost of services, plus a fixed fee. Subconsultant Services budgets shall not be exceeded without approval of the Owner.

Our proposal includes a scope of work and a recommended budget for the project.

STATEMENT OF QUALIFICATIONS GeoTechnologies, Inc. was formed in January 1992 as a professional engineering firm to provide geotechnical engineering and construction materials testing for the engineering, architectural and construction industry. The firms founding partners have more than 100 years combined experience in geotechnical engineering and materials testing. Project experience includes thousands of projects in the public and private sectors ranging from small residential structures to major industrial projects. GeoTechnologies has completed over 20,000 projects throughout the Southeast and Mid-Atlantic states since its founding in 1992. GeoTechnologies offers a full range of geotechnical and materials testing with a present staff of 45 employees. Airport Experience. Since its founding in 1992, GeoTechnologies, Inc. has provided geotechnical engineering and quality control/assurance testing for over 600 FAA and State sponsored projects with construction costs between $200,000 and $4 million. Employees of GeoTechnologies have a total combined airport experience of over 800 projects with construction costs of $200,000 to $50 million. Services provided on these projects have included: 1. Geotechnical Subsurface Investigations and Foundation Design Recommendations for New Terminal

Facilities and other Airport Related Facilities. 2. Pavement Condition Surveys Including Recommendations for Rehabilitation and Overlay Designs. 3. Quality Assurance Testing During Construction 4. Resident Inspection Services During Construction 5. Analysis of Materials Problems GeoTechnologies' employees have prior pavement and subsurface experience at Hyde County Airport. Through all our project experience, members of our staff have become very familiar with the high

degree of quality required on airport related projects. GeoTechnologies laboratory services are accredited through the AASHTO Re:Source Program.

SCOPE OF WORK Based on an exhibit provided by Talbert & Bright we understand that a row of new box hangars and a row of new t-hangars will be constructed to the north of the existing hangars. GeoTechnologies previously performed a subsurface investigation for new pavements in the area. This proposal also includes drilling for a bid-alternate taxilane south of the proposed hangars. Each row of hangars is approximately 60 feet by 290 feet. The new taxilane will be about 415 feet long. We are proposing the following scope of work for the project.

1. We are proposing to perform three borings to 10 feet for the taxilane, 6 borings to 15 feet in the t-hangars, and 6 borings to 15 feet in the box hangars. Some additional drilling footage has been budgeted for in case borings within the hangars need to be extended deeper due to the conditions encountered.

2. Borings locations will be marked by an engineer and utility locating will be arranged prior to mobilization of the drill rig.

3. Borings will be advanced with a drill rig turning hollow stem augers. All test borings will be backfilled after they are completed. A bulk sample will be collected from the taxilane borings.

4. Representative samples of soils from the test borings will be retained for visual classification and laboratory testing.

5. Laboratory testing will include but not be limited to standard Proctor (ASTM D-698), laboratory soaked CBR tests (ASTM D-1883), Atterberg limits tests ASTM D-431, Grainsize–Wash #200 Sieve (ASTM D-1140), and Natural Moisture Content Tests (ASTM D-2216).

Upon completion of the field and laboratory investigation, we will provide an engineering report which will include but not be limited to a site plan showing the location of borings, test boring data including subsurface soil profile and strengths, photographs, and laboratory data. The report will include a discussion of conditions encountered in the borings. Conditions which could impact construction of new structures or pavements will be included. Recommendations will be included for site development, design CBR values for the pavements, and for foundation design for the hangars.

SCHEDULING & COST OF SERVICES

At this time we understand that the fieldwork can be performed during daytime hours. The drilling will require 1 to 1.5 days. Laboratory testing will require 1 to 2 weeks. Report generation can be completed within 1 week of completion of the field work and laboratory testing. Based on our current work load, we are prepared to mobilize to the site within approximately 3 weeks of notice to proceed.

A cost estimate is included as Table 1 for your review. Based on the proposed scope of work, we

have estimated the cost of the investigation to be approximately $10,553.20. We will not exceed the estimated cost without direct authorization by the Engineer and will only invoice for the actual time and tests performed.

CONTRACT MODIFICATION FOR WATER AND SEWER DESIGN AND PERMITTING

MOORE COUNTY AIRPORT SOUTHERN PINES, NORTH CAROLINA

SCOPE SUMMARY

MARCH 25, 2020

BACKGROUND: CATLIN submitted 60% design deliverables to Talbert & Bright (TBI) on January 17, 2020 in accordance with the schedule dated January 2, 2020. The schedule indicates 90% deliverables were due February 21st; however, Division of Aviation comments were not received by CATLIN until February 26th. Additionally, Moore County Airport has decided to add a set of T-Hangars and a set of Box-Hangars to the design scope. These hangars will include a new hose bib on each end. A bathroom will be installed at the end of the T-Hangar structure; therefore, an additional sanitary sewer connection is required. A markup of our current layout was provided to CATLIN via email on March 11, 2020. SCOPE OF WORK:

CATLIN will provide the following services:

1. Add a set of T-Hangars and a set of Box-Hangars to our current layout. 2. Update the plans and profile to show the extension of water service lines to the

proposed hose bibs at each end of the new hangars as shown in the markup provided to CATLIN 3/11/20.

3. Update the plans and profile to show the extension of a sanitary sewer service line to the proposed bathroom at the end of the T-Hangar as shown in the markup provided to CATLIN 3/11/20.

4. Update the water model to include these new water services. 5. Update the cost opinion to include the proposed additional service lines. 6. Update the permit/approval application packages to includes these new water

and sewer services. These include:

Town of Southern Pines Water & Sewer Approval NCDEQ Public Water Supply Water Permit NCDEQ Sewer Extension Permit Moore County Fire Marshal Approval

CATLIN has based this scope of work on the following assumptions:

Revisions to 60% deliverables that include the additional hangars and associated services lines will be submitted to TBI as 90% deliverables rather than a revised set of 60% deliverables.

Additional water service lines are 1.5-inch; sewer service line is 4-inch.

It is assumed that no new meters or backflow devices are required for the new water service lines.

CATLIN will adjust the limits of disturbance shown on the plans to accommodate the new service lines.

It is assumed TBI will update their plans to reflect the changes to CATLIN’s plans for water and sewer.

TBI will serve as the registered agent for Moore County Airport for the Application to the Town of Southern Pines. CATLIN will submit the permit package to the Town of Southern Pines for water and sewer only. TBI will be responsible for submitting for any site plan or stormwater review required by the Town.

Services beyond the scope of work described above and the original scope of work will be reimbursed on an hourly basis at the following 2020 rates:

Dear Stephen,

As requested, this is our fee proposal letter incorporating the services of an Architect for

assistance with the hangar restroom finishes and details. Our understanding of the project

criteria, tasks, and fee proposed follows.

Project Criteria:

• Two hangars will be constructed; one 5-unit box hangar and one 12-unit T-hangar

• Hangars will be for aircraft storage only with no maintenance activities allowed.

• Electric hangar doors will be installed.

• No floor drains in the hangars will be configured.

• Interior lighting for each unit.

• Grounding receptacle with ball stud terminal for each unit.

• Provisions for connection of a portable generator with manual transfer switch for each

hangar.

• Exterior wall mounted flood lights as coordinated with Talbert & Bright.

• Box hangar:

o Each unit of the box hangar is to have a hose bibb.

o Four receptacle outlets per unit.

o Evaluate the provision of 3-phase power in coordination with the utility company.

• T-Hangar:

o One end unit of the T-hangar will include a restroom.

o Two receptacle outlets per unit.

o Heat in the T-hangar restroom for freeze protection.

o Exhaust in the T-hangar restroom for ventilation.

Information to be provided to Cheatham & Associates:

• Autocad files of the hangar building site, building floor plans, and building elevations.

Tasks:

• Ongoing coordination with Talbert & Bright’s design team.

• Plumbing systems design for domestic water, domestic hot water, and sanitary sewer will be to 5’-0”

outside the building. Connections of those systems to site utilities will be by the project’s Civil

Designer.

• HVAC systems design for the T-hangar restroom will accommodate heat for freeze protection and

exhaust for ventilation.

• Electrical systems design to accommodate understood space usage for receptacles, hangar doors,

interior lighting, and exterior lighting on the building.

• Plumbing, Mechanical, and Electrical design and preparation of drawings & specifications

for hangar construction.

• Architectural subcontract services: o Preparation of Appendix B for the T-hangar building. o Preparation of restroom floor plan, sections, and ADA details. o Preparation of restroom specifications to be included on drawings.

• Response to bid phase questions and preparation of addenda material as needed.
