Starting in spring or summer of 2019, the project will span approximately 3 months, ex- cluding repaving. Will traffic be detoured during construc- tion? Yes it will with some short-term closures; however, local traffic will still be maintained for most of the time. Will any property be acquired? This pro- ject is expected to occur entirely within the existing public right-of-way. No acquisition is anticipated. Urbana Monument Square Historic District How will the project affect the Monument Square Historic District? The project will not require new right-of-way from the historic district. The proposed plant- ings within the four quadrants of the intersec- tion are expected to enhance the visual appeal of this important resource. Based on this, it is expected that the project will be found to have “no adverse effect” on the historic district. Will customers be able to park in the load- ing/unloading zones? The City proposes to restrict these areas to loading/unloading only during typical delivery hours. The load- ing/unloading zones are expected to affect only 8 to 12 parking spaces. Can rumble strips be provided at the cross- walk approaches to better alert drivers? This is not a recommended treatment at this location. Drivers may become accustomed to rumble strips and similar static devices, causing the devices to lose effectiveness. In response to the valuable input received from the public at the meeting held on February 1, 2016, the City of Urbana is pleased to present the refined design for the proposed safety improvements to the roundabout: Pedestrian-actuated rectangular rapid flashing beacon cross- walk signage will be provided at the roundabout and the in- tersections of Scioto Street/Locust Street and Miami Street/Walnut Street to improve crossing safety. Additional lighting is proposed in the four quadrants of the intersection to improve pedestrian visibility at night. The angled parking space nearest the parking area entranc- es will be eliminated to reduce conflicts between backing ve- hicles and exiting roundabout traffic. Mountable curbing is being considered in the areas presently striped between the through/left and right lanes to prevent vehicles from passing in this area and to reduce speeds. The loading/unloading zones within the four quadrants of the intersection will be converted to landscaped islands. Loading/unloading zones will be provided within the nearby parallel parking areas on US 36 and US 68. The proposed refinements are presented on the following page.
