    FROM THE PRESIDENT

UPCOMING MCA MEETINGSFORALL MONTPELIERHOMEOWNERSBOARDOF TRUSTEES MEETINGS

Mark your calendar for Tuesday May 14 and Tuesday, June 11 for the monthly board meengs at

Deerfield Community Center, preschool room. All meengs begin at 7 PM. Montpelier homeowners are

    encouraged to aend.

ARCHITECTURAL CONTROL & COMPLIANCE COMMITTEE MEETINGS (ACCC)

Meengs are the first Thursday of every month at 7 PM at the Deerfield Community Center, preschool room.

The next meengs will be Thursday, May 2 and Thursday, June 6.

    Dear Neighbors,

Since being seated in October, your 2013 Board has

been busy with ACCC issues and geng ready for an

other great summer. We welcome Brad Gimbert to

the team; thank you for stepping up to the plate. As a

legacy family he brings deep seeded feelings and great

    ideas for our wonderful community.

The most obvious project for this year is the pool park

ing lot. Due to the careful maintenance of the parking

lot by previous Boards, we got 5 more years out of the

asphalt, since it had an esmated wear out date of

2008. Thank you to those that filled cracks and kept it

sealed. But now we must commit to the project of

grinding off the top layer and applying 2 inches of new

asphalt. We will get our three planters refurbished,

individual parking stops for each space, speed bumpsand handicapped as well as regular parking space

    striping.

To keep the price as low as possible on that project,

we are using the ground up parking lot to start the

foundaon of our walking trail around the common

grounds. Our trail is to be an alternave to playing in

the parking lot. We have envisioned that some day we

could have a sidewalk of concrete and asphalt that

forms a loop all round our nice common grounds. We

have extended the concrete sidewalk in front of the

pool and we are connecng it to the gravel walkway to

make our loop around the tennis courts.

The pump house is geng some much needed repairs

to the brick mortar that has been washed out over the

years. The repoinng of the brick stabilizes the exte

rior wall that has been protected by future water dam

age by last year's addion of a sloped roof. We also

replaced a secon of cracked pool deck that had sunk

and put in new steps to the lifeguard office.

One of the most excing projects is the eliminaon of

the standing water in the bathrooms, that kept us

from providing as clean a bathhouse as we would have

liked. By ling the bathroom floors, the water will

flow to the drains, providing easier maintenance.

One of the nicest new addions to our community is

the revival of the MCA Welcoming Commiee by Rilla

Poer. Rilla and a few friendly volunteers have visited

many new neighbors to welcome them to Montpelier

with a tasty treat and some informaon about the

community, Laurel and Prince George's County.

Thank you to Tricia and John Douville and their volun

teers who put on a wonderful community Easter EggHunt. The weather cooperated and between the

countless colorful eggs, games, sack races and a spe

cial visit from the Easter Bunny himself, everyone took

home chocolate and memories that will last a lifeme.

The lile ones love to hug the Easter Bunny.

The pool has been drained, inspected and refilled and

we are just about ready for another super summer

around the common grounds. We look forward to a

summer filled with Wednesday Night Pizza, swimming

lessons, water aerobics, swim team compeons and

sand volleyball. Tricia plans to revive 'Flick n Float'

movies around the pool. Come on down the first

weekend for our Memorial Day Pot Luck where your

Associaon provides the hot dogs and drinks and we

share everyone's favorite side dish, Monday, May

    27th. See you there!

    OLD BUSINESS

The sponsored swim team program needs to be ex-

plained in wring by the Swim Team leadership. The

swim team treasurer will take care of the payment to the

MCA for last years sponsored swimmers.

    NEW BUSINESS

Homeowners of 8945 Oxwell Lane and 12504 Raven Wayappealed the ACCCs decision not to rescind the Novem-

ber 3, 2011 approval for installaon of a 6 foot fence at

12502 Raven Way. They contended that (1) the cove-

nants do not allow any fences to be constructed across

an easement; (2) the approval expired in May 2012 be-

cause the covenants state that construcon must begin

within 6 months and be substanally complete in 12

months; (3) one of the homeowners concerns and state-

ment explaining her inability to sign the approval form

were ignored by the ACCC; and (4) the fence which was

installed is radically different than what was proposedand does not contour to the ground. The homeowners

of 12502 Raven Way produced permits which they be-

lieve show that (1) they received permission to build the

fence across the area designated as an easement on

their plat (WSSC stated their records show no easement

and Prince Georges County issued a building permit); (2)

they started the project within 6 months by contribung

funds to help remove bamboo in the fence line and it

was substanally completed within a year and a few

days; and (3) the fence is exactly the same as what they

proposed and the county permit inspector dictated that

the fence not conform to the ground to allow for drain-

age. The board asked the appellants what they thinkshould happen with the fence. The appellants at 8945

Oxwell Lane would like to have the fence moved further

back on their side and cut to 4 feet high and they were

considering giving the homeowners $1,000 toward the

cost of making this change. Since there were so many

offers and counter offers the Board requested a leer

with what specifically was being requested and offered.

Trustee Derrick explained that the meeng room was

closing and the acon on the appeal would require me

to study so a vote on the maer would have to wait unl

the March Board meeng. He instructed each of the

Trustees, now that they have heard the discussion, toreview the documents this month, visit the fence and be

prepared to uphold, amend, or overturn the decision of

the ACCC at the next meeng.

The next board meeng will be held on Tuesday, March

12, 2013 at 7:00 PM at Deerfield Recreaon Center, pre-

school room. The moon was made and seconded to

adjourn at 9:02pm. The moon passed unanimously.

    OLD BUSINESS

The Board has studied the documents presented by

neighbors (Doane and Habig) and the owners (Medina/

Frigm) of 12502 Raven Way. The ACCC held that the own

ers of 12502 Raven Way are in compliance with the cove

nants with regard to the installaon of a six foot fence on

their property. Trustee Buehler made a moon to up

hold the decision of the ACCC. Trustee Douville seconded

the moon. Dr. D. Doane spoke for ten, uninterrupted

minutes, on their appeal: 1) relave to the governing

documents, the ACCCs decision to grant an excepon for

a six foot fence was an injusce to neighbors, Doane and

Habig; 2) 8745 Oxwell Lane is close to 12502 Raven Way

    and the fence defines the view from 38% of their home;

    3) they never saw the plat which outlines the fence so

that they could have applied for an excepon; 4) they did

not know of the ACCC meeng of November 2011 at

which they fence was discussed. Ms. Habig was also giv

en ten, uninterrupted minutes to speak. She read her

observaons of alteraons to the fence on February 23,

2013: 1) Mr. Medina lowered panels so that no part is

higher than six feet and the fence looks worse than it did

before; 2) Ms. Frigm trespassed on her property and dug

a trench to drain the water from their yard. Ms. Frigm

was given ten, uninterrupted minutes to speak. She said

that they provided informaon to the ACCC and the

Board and installed the exact fence as proposed. She

agreed that the fence does now look worse aer the2/23/13 alteraons, but the county received a complaint

that porons of the fence were over six feet from the

ground (due to space le for swales for drainage) so

they made the changes the next day. She said that she

did dig out the swale as it is supposed to drain water

across their properes and then into the woods, but did

not enter Ms. Habigs property. Trustee Derrick present

ed a meline of acon on the installaon of the six foot

fence, from October 2011 to February 2013. Board mem

bers asked several quesons. The Board voted to uphold

the decision of the ACCC. (Vong yes Trustees Buehler,

Douville, Gimbert, Mason, Sorrenno. Trustee Keangabstained as he is a member of the ACCC.)

Trustee Buehler has the rules for the sponsored swim

team program, but needs to write it out.

A new person is needed for emptying the trash cans. The

contract will be wrien and a path outlined. It takes

    about an hour to complete.

The playground equipment is tabled for now with all the

    other projects in the works.

The Shoupes should be thanked for their service in lock

ing and unlocking the gates and fences every day.

They will also be nofied about the repaving project.

NEW BUSINESS:Trustee Derrick received a noce of WSSC Storm Drain

Repairs for Oxwell Lane. The noce will be put on the

SECURITY COMMITTEE REPORTOne of our residents was the vicm of a scam at Shoppers

Food in Laurel. The man in line behind her merged his

groceries with hers and then walked out with his grocer

ies. The resident realized what had happened when she

went to her car. She immediately took her groceries and

receipt to the store manager who apologized and refund

ed her the money for the groceries that were not hers.

Don't let a person in line distract you and check your

    receipt as soon as possible.

ONLINE SAFETY The web is a dangerous place: The se

curity company Sucuri scanned about 10 million websites

and found 26% of them were compromised (hosng mali

cious injecons or otherwise blacklisted) and people are

sharing more personal data than ever according to a sev

enyear study by Carnegie Mellon University.

What do you do when you see a link in a friends tweet,

Facebook or LinkedIn update, Instagram or Snapchat

posng? Do you click on it right away or do you think before you click? Hopefully you follow a preclick thought

    process that includes these quesons:

Do I trust the person who posted it? Some people ex

pand their social networking connecons by accepng

every friend request they get. That is not a good idea. You

should not accept requests to connect from people with

whom you have no connecon. Heres one way to explain

this, parcularly if you have kids: Would you invite every

one of your social media friends over for dinner? Should

    those uninvited guests be friends?

How likely is this post to be from that person? Hopefully

you do know your friends on social media well enough to

tell if an update is out of character for them. If you see

such a post, queson them. Their account might have

been hacked, or it could be a fake. (Bear in mind there are

more than 70 million fake Facebook accounts out there

right now and several million of those are thought to be

    malicious.)

Can I get to the linked content through a more trusted

channel? If you see a news report on social media that a

famous person has died please check the facts before

spreading the story. Phoney news stories are oen laced

with links that lead you to places you dont want to go.

If you use social media it makes sense to stay informed

about new developments, parcularly in the area of

scams. One useful website is Facecrooks and you can also

get updates from the Google Alerts service.

REMOVE IT OR LOSE ITCar Break-In Prevenon Tips

    1. Keep your car visible. Park in welllit areas, near peo

ple or with a lot or garage aendant on duty. Avoid hav

ing your car concealed by large vehicles, fences or plants.

    2. Dont make it easy. Keep windows, sunroofs, doors

closed and locked. Almost onefourth of thes from vehi

    cles are from unlocked cars.

    3. Acvate your vehicles alarm. Dont have one? Factory

installed anthe systems are best, but a professionally

installed alarm can discourage a car breakin thief.

    4. Hide your valuables. Many smashandgrab thieves act

on impulse. So keep stuff out of sight but dont count on

the glove box; thieves know to look there, and theyre

    easy to break into.

    5. Hide your valuables 2. If you have a wagon or SUV

with an open cargo area, get a retractable fied cover to

keep shopping bags or other belongings hidden.

    6. Dont hand a thief your keys. Take your keys with you.

If you think you have a great hiding place for a spare key,

car thieves know to look above the visor, in the center

console, under the floor mat, in the trunk well, etc.

    7. Stow your stuff before arrival. Thieves oen stake out

parking lots to watch for people pung items in their

trunk. Try pung valuables, like laptops and electronic

devices, into your trunk before you get to the parking lot.

    8. Stash the evidence, too. Aer youve put your stuff in

the trunk, dont forget telltale evidence such as power

plugs, MP3 adapters and navigaon system windshield

suconcup mounts. Thieves know what theyre looking

for, so hide the electronic accessories, too.

    9. Trust your insncts. If you see suspicious acvity, find

another spot to park. If youre concerned, tell theaendant or report your suspicions to police.

    10. Take it one more step. Many vehicles are broken into

with the intent of stealing the vehicle itself. Visible an

the devices, like steering wheel locks or steering column

    collars, may discourage a thief.
