Two secret writing messages have been received from the team, indicating that it was well-received by the local populace, many of whom joined it to form a resistance organization. The team reports that the supplies dropped to it were distributed amoung its adherents and were gratefully received.

B. PSYCHOLOGICAL WARFARE

(1) The objectives of this phase of the project are two folds firsts tounite exiled Albanians in the cause of freedom for their country throughthe pbulishing . in New York of ma Albanian language newspaper distributed toexiled Albanians throughout the world. erratic due to a ban imposed by the Department of State of approximatelytaus/soothe duration. Nine leaflet drops have been made by the jointBritish-American operation against Albania since November, 1950. . 'ahas been published on a regular bi-nonthly basis since the appearsits first edition in September. 1950. Msst leaflets have been droppedover urban targets. Among the countries to Whieh Shqipsria is sent are:Australia. Turkey, Greece, Italy*, France and, of course, TtKe United States.No opecitic pulp of Albanians has been singled out for special consider..ation. Reported reaction to leaflet drops is generally favorable.Interrogation reports of Albanian eafiltrees indicates that some decidedto leave the country in order to join the forces of the National Committeefor a Free Albania. Some advised that they obtained knOwledge of theCommittee from leaflets dropped from the sky. Reaction to S hasbeen mixed although there has been genera agreement that it was no aseffective a propaganda organ as the various party-newspapers published byAlbanians in exile. To rectify this situation, the format of ria

- has recently been changed and prominent medbers of the NCFA hmVedevooonsiderable time and effort to improving the content of the paper. It isnow generally acknowledged that Shqiipria has greatly improved since itsinception last year.

(2) During the month of October, two editions of • Shqiperia were publishedon schedule. NO leaflet drops were mede. The 0Pdradio station, the Voiceof Free Albaniat has been broadcasting nigitly. It is currently stressinga cable sent by Hasen Dosti, president of the NCFA, to Envier Boxer offeringfood and supplies to the destitute populace of Albania. This cable andits attending publicity reports the initial move in the propaganda supplyphase of =END operations. Hoxer l s refusal to accept this aid, tacit.or otherwise, is now being stressed by the Voice of Free Albania. Beforethe end of the year, 30,000 one-pound . bags of white flour will be droppedfrom covert aircraft over urben areas of Albania. Each bag will containa leaflet quoting the text of Doeti t s cable to Hexer and stating thatalthough the communist regime has refused cooperation to the NCFA in itsattempts to relieve the suffering of Albanians, the committee will not bedenied its desire to assist its countrymen.

C. INIELICEECE

The current spy trials in Tirana have come to a close after convictionsof all the men indited. Of the convicted, four were OPC agents. Theirsentences are unknown.

agNI$TRATION

Two secretaries and an intelligenoe office G5-7 were dispatched tothe field during the last month. An instructor at the covert sehool inOermanywas returned to Washington for termination, because of hisuncooperative atitude.

During this meeting the British RepresentattveS announced thatUnited Kingdom policy toward Albania had crystalised. They statedthat the Foreign Office definitely favors a Free and IndAnpendentAlbania and that the Department of State had been so advised. Theyindicated that the new British Ambassador to Yugoslavia had beeninstructed to inform Tito of Britain's attitude toward Albania andto request information concerning the objectives of the PrisrenLeague. The Btitish feel that if the arms of this Yugoslav sponsoredAlbanian Committee are cempatitae with their own, some degree of00eperationvith Yugoslavia may be desirable.

The British feel that presentation of Anglo ...American viewsshould be made in a coordinated manner, and feel the NCFA shouldrestrain frompropaganda that would make later cooperation with thePrisren League impossible.

The British have informed the Italians on a service level ofthis; Whereupon, the Italians expressed relief that no partition ofAlbania is envisaged; further, they complete satisfactionif the proUem is handled by the United States ard Britaim.
