INDIA UNLEASHES THE LION: NARENDRAMODI’S TRIP TO FRANCE, GERMANY ANDCANADA

France, Germany and Canada, which, in his own words, were‘historic’ and gave him ‘immense satisfaction’. Prime MinisterNarendra Modi’s foreign visits have always beenenthusiastically followed by the Indian media, right from hisfirst trip to Bhutan last year. The trend repeated this week aswell when PM Modi undertook a three-nation tour as part ofhis attempts to woo foreign investors and CEOs tostart business in India.The three-nation tour, reportedly aimedat attracting investments for India’s development, has beenhailed as a productive one. Several important agreementswere signed, including one which will have India buy 36Rafale fighter jets from France.His trips are a heady mix ofeverything that includes cultural programmes, visits to warmemorials and detailed bilateral talks. While his publicfunctions are broadcasted across television channels andplastered across newspaper front pages, people are oftencaught in the dark when inquired about the actual deals onthe ground that India signed with these countries. Well,there’s no need to worry at all as we attempt to break downthe Prime Minister’s tour to France, Germany and Canada.
Visit to France: eye on multi-billion dollar Rafale dealPM Modi held wide-ranging consultations with French PMFrancois Hollande and conducted round-table discussionswith French CEOs. His pet themes were giving a boost tothe ‘Make in India’ campaign and to re-energizekey infrastructure deals with these countries. He also had a‘naav pe charcha’ with Hollande as he went on a cruise onthe Seine river with the French premier.Here are some of the key agreements signed between thetwo countries.
1. An MOU was signed between L&T andAreva aimed at cost reduction by increasinglocalisation and improve the financial viability of theJaitapur nuclear plant project in Maharashtra.Transfer of technology in this regard is also enabled.
2. An MoU between ISRO and FrenchNational Centre for Space Studies (CNES) on theIndo-French Megha Tropiques satellite whichwas launched on board the Indian launchvehiclePSLV on October 12, 2011.
3. India asked France to supply 36 Rafale fighter jetsin ‘fly-away’ condition. The deal was deemedlandmark as there has been hectic negotiations overthe deal for years. The deal is good news forthe Indian Air Force which desperately needs moremulti-role combat aircraft.
4. An MoU in the field of renewable energy was signedby respective ministries of the two countries.
5. An MoU to renew exchange and cooperation inthe field of sports medicine, support of participationof women and disabled in sports was alsoundertaken.
6. A railway protocol to develop semi high speedcorridor in India was taken up by both countries.\
7. Airbus, a leading aircraft manufacturer, promised toincrease outsourcing in India from the present 400million euros to 2 billion euros.
Other agreements signed between both nations in the fieldsof economy, energy, culture, tourism, conservation, Ayurveda,skill development and science and technology.
Visit to GermanyThe PM’s visit to Germany was widely covered bythe media there especially his inauguration of the famousHannover industrial fair along with German ChancellorAngela Merkel.
1. Both leaders spoke in favour of afree trade agreement between the European Unionand India. PM Modi said that this was importantfor the expansion of India as a manufacturing hub.

Internet, and without Net Neutrality, they would seize everypossible opportunity to profit from that gatekeeper control.
What’s Net neutrality?It is the principle that all traffic on the Internet must be treatedequally by Internet service providers. Those advocating Netneutrality believe all bits of data are equal and bits of data reequal and therefore should not be discriminated on the basisof content, site or user. This has largely been the default modesince Internet started.
Why has there been so much of noise about Net neutralityin recent months?First, India’s top telecom company Bharti Airtel, towardsthe end of last year, decided to charge subscribers extra foruse of apps such as Skype and Viber. These apps competewith the voice and messaging services of telecom providersand are even cheaper. There was uproar, after which Airtelstayed its decision, saying it would wait for regulator TelecomRegulatory Authority of India’s (TRAI) Consultation Paperon Regulatory Framework for Over-the-top (OTT) services.Then, Facebook brought to India internet organization a pre-selected bouquet of Web sites offered free to subscribers ofReliance Communications. There was not much controversythen.The buzz became really big after TRAI put out a 118 pageconsultation paper asking the public for its opinion on 20questions, most of them about how the Internet can beregulated. Views were also sought on Net neutrality.Over 4.2 lakh mails had been sent in support of Net neutralitythrough the savetheinternet in Web site. Political parties suchas the Congress, political leaders such as Arvind Kejriwaland celebrities such as Shah Rukh Khan joined thebandwagon, as has the comedy group. All India Bakehodthrough a video. All of them argue why the Internet shouldnot be touched TRAI will be open to taking comments tillApril 24 and counter comments by May 8. In between allthis, Airtel Zero, which is a free offering of a slew of appsthat sign up with the telecom provider. Flipkart pulled outthe platform after initially agreeing to be on it, saying it wascommitted to Net neutrality.
Who benefits from Net neutrality? How?Every Internet user. Think through how you would like tobrowse the Internet Wouldn’t you like to access the Webwithout worrying about how differently videos will be chargedcompared to other forms of content? Wouldn’t you like to
access the Web without the telecom service provider gettingto serve some sites faster than others? If yes for both, youare pro-Net neutrality.New ventures benefit too. In fact, one of the key reasons forstart-ups to have come up in a big way in recent decades isthe openness of the Internet. The Internet has reducedtransaction costs and leveled the playing field.A start-up can come up with an app today and canimmediately attract a global audience. The likes of Googlesand Facebooks could have struggled to grow if the Internethad not been open.
Then, why do we need to think about regulating theInternet?Essentially because the telecom companies do not like theway the apps are riding on their networks for free. Thecompanies complain that voice-calling and messaging appsare cannibalizing on their business. On top of all this, it isthey who have to invest billions in getting access to spectrumand build networks as also adhere to regulations.
So, absence of Net neutrality will benefit telecomcompanies?It could make them a gate-keeper to a valuable resource, arole that supporters of Net neutrality feel will be misused tocreate winners and losers. They could charge companies apremimum for access to users.It would not be a telecom companies versus internet playersissue, as could be mistakenly perceived. For the absence ofNet neutrality could also benefit established Internetcompanies who are flush with money. They could nipchallengers in the bud with vastly higher payoffs to telecomcompanies.
Is this an issue in India alone?No. the Federal Communications Commission just recentlyvoted for what is seen as strong Net neutrality rules. This isto ensure Internet service providers neither block, throttletraffic nor give access priority for money. Europe is trying tocorrect a 2013 proposal for Net neutrality, in which privilegedaccess was allowed to ‘specialized services’. This was vagueand threatened Net neutrality. Chile last year banned zerorated schemes, those where access to social media is givenfree to telecom subscribers.

railway infrastructure for private operators: service standardregulation; licensing and enhancing competition; and settingtechnical standards. The committee listed two ways forrestructuring changing the institutional arrangements betweenthe government and the Railways and introducing competitionin the functioning of the Railways.It also suggested thatseparate Railway budget to be phased out progressively andmerged with General Budget.
Emphasizing that organizational restructuring of theRailways will be mammoth task, the committeestrongly recommended that implementation shouldnot be left to the existing directorates of the RailwaysBoard; otherwise this report is bound to confront afate similar to its predecessors.
For mobilization of resources for the Railwayprojects, it concluded private entry into running bothfreight and passenger trains in competition withIndian Railway should be allowed and privateparticipation in various Railway infrastructureservices and non-core activities like production andconstruction should be encouraged by the Ministryof Railways.
Indian Railway should focus on core activities toefficiently compete with the private sector. It willdistance itself from non-core activities such asrunning a police force, schools hospitals andproduction and construction units it said-
Highlighting that private investments will come onlyif there is an independent umpire, a regulator,responsible for ensuring fair and open access andfor setting access charges on the rail track, thecommittee said, ‘ This RRAI will set tariffs incases where there is no price discovery by themarket. It will adjudicate disputes betweencompetitors. The regulator will ensure safety at alllevels in the Railway system”. To improveperformance of employees the committee hasrecommended tangible rewards in terms of havingan impact by way of posting, assignment and evencareer growth of employees.
BREAKTHROUGH ON IRANThe JointComprehensive Plan ofAction (JCPOA) onIran’s nuclearprogramme announcedby Iran and the EU3+3 ( the UnitedKingdom, France,
Germany along with China, Russia and the United States) atLausanne, Switzerland, is a significant break though that willhave long-lasting, implications globally. The possible rewardfor Iran’s promised steps namely ramping down its uraniumenrichment, capabilities and stockpiles of enriched uranium ,reducing the number of centrifuges, allowing for thoroughinspections by the International Atomic Energy Agency andgiving up nuclear reprocessing is the lifting of the toughsanctions regime against the country. That the 18 –monthlong negotiations between the various parties finally borefruit had much to do with the fact that Iran’s current regimeis headed by a pragmatist President Hassn Rouhani who waselected in 2013 on the promises of bringing about an ententewith the West, among others. The determination of U.SPresident Barak Obama for repairing ties with Iran andbringing about an agreement over the latter’s nuclearprogramme had also helped . Mr Obama managed toovercome the stiff opposition to the deal from the right wingRepublican Party in the U.S which had become politicallystronger over the past year.Iran has always maintained that its nuclear programme ismeant only for peaceful purposes as it is a signatory to theNuclear Non-proliferation Treaty, It was entitled toenrichment of uranium for energy generation. But theunrelenting pressure from the west in the past decade,including recurring talk of open hostility from the U.S andIsrael, had led to defiance from the Mahmoud Ahmadinejad-led regime. Iran went on to expand its nuclear programmeby furthering enrichment capabilities and building clandestinenuclear facilities. These actions had invited sanctions fromnot only the U.S and EU but the UN as well which had hurtIran economically and also made it difficult for countries suchas India to engage in trade with the country. India’s importsfrom Iran-particularly petroleum products- had been severelycurtailed due to the sanctions. The nuclear agreement withIran should also help ease the long- standing hostile ties

Russia lifted ban on delivery of S-300 missiles toIranThe Russian president has repealed the ban prohibiting the
delivery of S-300 missile airdefense systems to Iran.Russia lifted the ban in theback drop of an informalagreement reached
between P5+1 , the EU and Iran to prepare the final draftof Joint Comprehensive Plan of Action (JCPOA) by 30 June2015. Russia signed the $800 million contract to sell Iranthe S-300 missile system in 2007 and the ban was introducedby former President Dmitry Medvedev in 2010.
Ukraine bans Communism & NazismParliament of Ukraine, VerkhovnaRada, passed a legislation thatequates Communism with Nazism(nationalist-socialist) and bannedboth the regimes. The law evenbanned the public use and
propaganda of their symbols. The aim of the law is to notallow such crimes to happen in future and eliminate the threatto Ukraine’s sovereignty, territorial integrity and nationalsecurity. The law does not ban communist ideology, as thatwould contradict the basics of any democratic state

Obama removed Cuba from the list of state sponsorsof terrorismUS Govt. announced that itwill remove Cuba from thelist of state sponsors ofterrorism. Thisannouncement is seen as akey step in President BarackObama’s bid to normalize relations between the twocountries. The announcement comes just days after a meetingbetween President Obama and Cuban President RaulCastro at a summit in Panama. Cuba has been on the list ofstate sponsors of terrorism since 1982 because of “efforts topromote armed revolution by organizations that usedterrorism”.The United States has currently kept Cuba, Iran,Sudan in the “State Sponsors of Terrorism” list.

India has overtaken the US to become the third-largest steelproducer in the world with a production of 14.56 milliontonnes (MT) in first two months of the year. Data compiledby World Steel Association ( WSA) showed that the country’sproduction growth was the highest during the January-February period at 7.6 per cent as compared to the globalaverage of just 0.6 per cent at 127.6 MT.The top four steelproducer country are China, Japan, India and the US.
3.8 billion US dollar support aid for SyriaThe global community pledged financial support of 3.8 billionUS dollars to crisis hit Syria at the third InternationalHumanitarian Pledging Conference for Syria held in Kuwaitcity. The financial aid will help the United Nations (UN)organisations and partners to meet urgent needs of victimsof Syria’s civil war and neighbouring countries.
China and Sri Lanka inked five agreementsChina president XiJinping and Sri Lankanpresident MaithripalaSirisena signed fiveagreements in Beijing to
deepen development partnership between the two countries.The two nations signed five agreements related to cooperationfor special aid in public health, development of watertreatment methods and technologies in kidney disease affectedareas, research and development of the coconut industry andrefurbishment of the Superior Courts Complex in Sri Lanka.Sri Lanka accepted the China’s invitation to become afounding-member of the Chinese proposed AsianInfrastructure Investment Bank (AIIB). China agreed toprovide for 2000 training opportunities for young scientistsfrom Sri Lanka in the next five years. China agreed to set upChinese language training centres in Sri Lanka to deepencultural partnership between both the countries.
UN observed 8th International Day ofRemembrance of the Victims of SlaveryInternational Day ofRemembrance of theVictims of Slavery and theTransatlantic Slave Trade2015 was observedglobally. The theme for the year 2015 is Women and Slavery.On this occasion the United Nations (UN) unveiled a
permanent memorial for victims of transatlantic trade, namedas Arc of Retrun, at the UN headquarters in New York.
Saudi Arabia along with GCC launched militaryoperation against Houthi rebels in Yemen
Saudi Arabia alongwith Gulf CooperationCouncil (GCC) andseveral other countrieshave started militaryoperations against
Houthi rebels in Yemen. The operations were stated afterYemeni President Abd Rabbuh Mansur Hadi had requestedto counter radical Houthi movement in the country and todefend and support the legitimate government of Yemen. Thecountries included in the operation led by Saudi Arabia areJordan, Sudan, Morocco, Egypt and Pakistan along with GCCmember countries. GCC members involved are United ArabEmirates (UAE), Bahrain, Qatar and Kuwait.
Turkey launched construction of first nuclearpower Turkey launched the construction of its first nuclear powerplant located at Akkuyu in Mersin province on the shores ofthe Mediterranean Sea.This $20 billion project is the jointcollaboration of Turkey and Russia’s nuclear agency Rosatom.The project is strongly backed by President Recep TayyipErdogan as part of his plan to make Turkey one of the world’stop ten economies.
Turkey blocked access to Twitter, Facebook andYouTube.Turkish authorities haveblocked access to Twitter,Facebook and YouTube overtheir initial refusal to removephotos of a prosecutor whowas taken hostage by militantsin Istanbul.But the ban was revoked as all three social mediaplatforms complied with a court order after eight hours. Arecent court ordered authorities to block a total of 166websites that published the controversial photos.

India to grow at 7.8% in 2015-16; surpass China:ADB
The Asian Development Bank(ADB) projected India’sgrowth rate to surpass Chinaand improve to 7.8 percent innext fiscal and further to 8.2percent in 2016-17. At this
rate, India’s economy would contribute more to the worldeconomic expansion than the US, although less than whatChina would achieve in, ADB said in its World DevelopmentOutlook 2015. China is projected to contribute 1.15 per centto the world economic growth, followed by India at 0.55 percent. The US’ contribution is pegged at 0.52 per cent.

FDI in services sector up 47 per cent during April-JanuaryFDI inflows into services sector grew by about 47 per centto $2.64 billion in April-January last fiscal. Helped with thegrowth in FDI in important sector like services, overall foreigninflows in the country rose by 36 per cent to $25.52 billionduring the ten months of 2014-15.The other sectors whereinflows have recorded growth are: telecom ($2.83 billion),automobile ($2.04 billion) and power ($612million).Government has raised the FDI cap in insurancesector to 49 per cent from 26 per cent. (I) MEANINGSi) ALL = a number of people or things considered as a

and therefore exactly similar to each other in use.EVERYONE/EVERYBODY can replace ALLPEOPLE/ALL THE PEOPLE, but EVERYONE/EVERYBODY takes singular verb, whereas ALLPEOPLE/ALL THE PEOPLE takes a plural verb.
iv) EVERYTHING = ALL THINGS/ALL THE THINGS v) BOTH = one and the other. It takes a plural verb.
(II) USES1. EVERY is used with singular nouns, whereas to give

Chit funds, a savings avenue that is as popular with
housewives as it is with businessmen, have earned a bad name.
The reason is the scores of scams in the name of chit funds,
the latest being allegedly perpetrated by the Saradha Group
in West Bengal. Promoters put up a stern defence and say
chit funds are the only financial product that gives people
the option to both save and borrow, and the scams are giving
them a reputation that is undeserved. India has nearly 10,000
registered chit fund companies, the largest one being run by
the Kerala government which has been in existence since
1969. Financial advisers also say that chit funds can be a
good investment, provided the promoters follow the strict
rules that have been laid down for them. There are many
organised companies incorporated to do this as a business
and these are governed by state or central laws. There is a
central Chit Funds Act of 1982, apart from a number of state
chit fund Acts. There is an office of “registrar of chit funds”in every state that monitors operations which are quite
stringent. Utilisation and appropriation of subscriber ’smoney is strictly prohibited. Chit fund is a unique financial
concept, which has flexibility to borrow or save. By paying
one-month instalment amount, a person can get to borrow
from the chit value, by offering a discount not exceeding the
maximum limit ascertained in the chit agreement. The duration
of chits are normally 25 months, 40 months and 50 months.
The chit groups vary from 25,000 to few lakhs depending on
the Chit Fund Schemes. In a chit value of Rs.100000/- for a
period of 50 months, first the subscriber can get an amount
of 55000/-by paying only Rs.2000/- and remaining
instalments he pays over a period of 50 months. The rate of
borrowing is much cheaper than several other financial
schemes. The non prized subscriber who is a saving member
up to the last instalments gets dividend which is
comparatively higher than the interest that are accrued by
way of Recurring Deposit Schemes. The purpose of drawing
the prized amount need not be disclosed. It can be used for
any need by the member for Example: House construction,
Marriage, Education, Expansion of business, buy a Computer
or any other purpose at his discretion. The dividends earned
in a chit are not taxable. If you want to claim the bid as loss
then these dividends has to be shown as revenue income in
the assessment. Thus Chit is a mutually beneficial scheme
where in a group of people contributes towards the chit value
and one member from the group is given the prize amount
and the dividends are distributed to all the other members.
The biggest risk is misuse of pooled funds by promoters. The
other is default by subscribers, affecting the promised fund
distribution. It is not advisable to invest in unregistered chit
funds. Further, one should not put money in a chit fund whose
other members are unknown to you.
