Federation of Trade Unions of Macedonia is admitted as a full member of the ITUC. Today the Federation of Trade Unions
of Macedonia celebrates this historic day, said President of SSM Zivko Mitrevski PhD at solemn session of the Council of
SSM on 29 October..
The Council meeting was attended by Minister of Labour and Social Policy Dime Spasov, Minister of Defence Talat Xhaf-
eri, President of the Economic Chamber of Macedonia Branko Azeski, President of the Organization of Employers Angel
Dimitrov, President of the Association of Pensioners of Macedonia Dragi Argirovski, honorary President of KSS Dojčin
Cvetanovski, President of KSS Jakim Nedelkov , prof. Dr. Todor Kalamatiev and MsC Aleksandar Ristovski of the Faculty of
Law, Heinz Bongartz of Foundation "Friedrich Ebert", President of the Business Confederation of Macedonia Mile Boškov,
Macedonian OHS Association Milan Petrovski and representatives of other organizations.
Greetings for the admission were sent by President of Republic of Macedonia Gjorge Ivanov and Prime Minister Nikola
Gruevski, as well as by ITUC General Secretary Sharan Burrow and Deputy General Secretary Jaap Wienen.

Federation of Trade Unions of Macedonia of9icially celebrated the reception in the
International Confederation of Trade Unions with a solemn session of the Council on October 29
“Federation of Trade Unions of Macedonia in 2011 became associate member of ITUC and today we are received the full mem-
bership in the International trade union family. This recognition is historic as it happens in terms of world economic, 9inancial
and debt crisis where trade union recognitions are really rare”.
International Trade Union leadership closely followed all activities of the new SSM leadership and was able to recognize ration-
al reforms and modernized institutional trade union methods and strategies. Creating of the new contemporary trade union posi-
tion of a relevant social partner, creation of new social dialogue and the results veri9ied in labor legislation, its improvement in-
stead of reducing, adoption of several historical laws in most dif9icult circumstances such as the Minimum Wage Law, the Law on
European Workers Councils and the Law against Mobbing were seen by ITUC as well as SSM’s efforts for their adoption. Just as
they could not miss the implementation of 19 Directives in the Labor Law that dramatically improve the position of the the vul-
nerable groups such as youth, women, pregnant women, information and consultation, the elimination of discrimination etc. In
this period increased international standards, over 8 ILO Conventions were rati9ied, increased the number of bene9icial jobs etc.
Integrating SSM in the ITUC is a con9irmation of our ability in achieving the commitments and actions to create conditions and
normative foundation for improving the economic and social work and legal status of workers - our members, for improving of
living standards and quality of life and the willingness of SSM for mutual respect and tolerance and broad involvement in imple-
mentation of the Common strategic goals and objectives.
SSM’s admission in ITUC is con9irmation of the well institutionalized social dialogue in Macedonia legitimated by the new
agreement for the establishment of the Economic and Social Council in August 2010 and by the latest initiatives and signed agree-
ments on establishment of local economic and social councils.
SSM’s admission is con9irmation of the well established social dialogue with the Government and employers who searched for
exit from the crisis in the new economic policies instead in restrictions, reduced labor rights, layoffs and increased pension limits,
which is present not only in our neighborhood, but throughout most of Europe and the world.
The membership of SSM in ITUC means improved and intensi9ied cooperation with other members and increased coordination
and effective implementation of joint activities particularly focused on solving problems of economic and social nature such as
unemployment and the need to increase employment (of youth in particular), determining the minimum social protection and
construction of comprehensive systems of social security, which is in conformity with the ILO standards on social Justice for a
Fair Globalization, achieved as a result of global tripartite consensus reached by the 185 member states of the ILO, which stresses
interconnectedness and mutual support on employment, social protection , social dialogue and labor rights, i.e. the 4 strategic
objectives of the Decent Work Program.

AGREEMENT IN ESTABLISHING LOCAL ECONOMIC AND SOCIAL COUNCIL IN GAZI BABA
SSM’sleadershipheldapressconference:ITUCmembershipwillintensifyinternationalcooperation
As a member of the ITUC, SSM expects 9low of information and communication for promotion of labor standards, rule of law and harmonization of national legislation with the EU acquis. Participation of SSM representatives in the work and decisions of ITUC
bodies will be useful, as well as intense involvement in the institutions of social dialogue for detecting, monitoring and delegation
of certain problems and issues of concern to workers and minimizing and overcoming possible consequences and risks to their
economic, social, working and legal status.
International Trade Union Confederation - ITUC is the world's largest trade union organization. It was established on 1 Novem-
ber 2006 at the Founding Congress in Vienna with the uni9ication of the International Confederation of Free Trade Unions (ICFTU)
and the World Confederation of Labour (WCL). The Second ITUC Congress was held in Vancouver, Canada, in June 2010.
International Trade Union Confederation - ITUC represents 176 millions of workers in 156 countries and territories, with 325
national trade unions.
On 1st November in Gazi Baba was signed an Agreement establishing Local Economic and Social Council of the Municipality
of Gazi Baba. The Agreement was signed by the mayor Toni Trajkovski, President of SSM Zivko Mitrevski PhD, President of OEM
Angel Dimitrov and Zoran Antovski of KSS.
The signing is a historic act for the municipality of Gazi Baba, as well as for all municipalities and entities involved in the so-
cial dialogue. Social dialogue in Macedonia intensively developes since 2010 being important tool of social consensus, which is
the primary means of overall social development of our country - said at the signing President Zivko Mitrevski. It is important
that social dialog and the establishment of local and economic Councils (LESC) comes at a time of global economic crisis and
Republic of Macedonia as an example of development and institutionalization of social dialogue.
President Mitrevski said that SSM on May Day this year launched a campaign to establish LES Councils. Gazi Baba is 9irst munici-
pality in Skopje with established LESC, which is an additional strategic element that will affect everyday life especially in terms
of programs for retraining and quali9ication and job creation especially among young people.
In the Mayor's Of9ice - Gazi Baba is the 9irst municipality in Skopje with established Local economic and social council
Mayor Toni Trajkovski said the formation of LESC will have great bene9its for all parties. Gazi Baba is municipality with many
economic structures and labor relations have special importance. LESC will be a serious tool for mutual exchange of information
between local government, trade unions and employers, as well as a place to talk about problems. In the work of the LESC will
be involved the Employment Agency, NGOs, university and high school students, pensioners and other associations - explained
Trajkovski.
SigningoftheAgreementinMunicipalityGaziBabaAngel Dimitrov, President of the Organisation of Employers, said the social partners in Macedonia are on the right track in
development and institutionalization of social dialogue. It seems that everyone understood the essence of social dialogue. LESC
is a tool for resolving con9licts and achieving solutions.
In SSM delegation, made of Angelko Angjelkovski, Secretary General of SSM and secretary of RTUO Skopje Cvetkoski Jovan,
was also president of Trade Union of Chemistry, Metals and Non-metals Zoran Mironovski whose parent company Alkaloid is
located in Gazi Baba. Mironovski said that given the fact that most companies are located in the municipality operating of LESC
will have special meaning. It would be good decisions to have binding character. KSS representative Zoran Antovski said the
formation of LESC is the right direction for cooperation between the three parties.

Regarding the amend-
ments to the Labor
Law on obsolescence,
the trade union standpoint was that it was too long and that distinction is not made regarding the invalidity of dismissal for
personal reasons and reasons regarding guilt. Corrections should be made by amendment plan.
Regarding the other points trade unions expressed the view that certain issues should be analyzed and some suggestions
that meant concessions from labor legislation were rejected.
The meeting of the Social and Economic Council was attended by President of SSM Zivko Mitrevski PhD and President of
SIER Pece Ristevski.

ofsocialdialoguesince2010andSSMactivitiesOn 18 October in Zagreb was held the Fourth Regional Roundtable on Social Dialogue in South East Europe.
Theconferencewasattendedbyrepresentativesofgovernments,ministriesoflaborandsocialpolicy,tradeunionsandem-
ployers.ThegatheringanalyzedsocialdialogueandchangesinlaborlegislationinthecountriesofSoutheastEurope.
Onthesetopicsandcurrentsituations in thecountryaddressedMinisterofLabourandSocialPolicyofMacedoniaDime
Spasov, President of Business Confederation of Macedonia Mile Boškov, President of SSM Zivko Mitrevski PhD. The
roundtablediscussedonvariousexamplesontheseissuesthatmovetowardreducingofthelevelofsocialdialogueand-lexi-
bilizationofemploymentandworkingtime.
Unlike the commonpractice,Republic ofMacedoniawasmentionedas an exampleof successfullydevelopedprocessof
socialdialogue,especiallysince2010,ascountrywithnotedpositiveexamplesintheareaofimprovementof laborlegisla-
tion.BythePresidentofSSMDr.ZivkoMitrevskiexposurewasshownthisprocess,theactivitiesareorganizedbytheFeder-
ationofTradeUnionsofMacedonia.PresidentZivkoMitrevskiPhDchronologicallypresentedthedevelopmentofsocialdia-
loguesince2010andtheactivitiesoftheFederationofTradeUnionsofMacedonia.

Unions of Macedonia a meeting of the
Workinggroupsregardingtheharmoni-
zation in the amendments of GCA for
private sector in the area of economy
washeld.
During the meeting a press confer-
ence was held on which the execu-
tive chairman of the Business Con-
federation of Macedonia, Mile Bos-
kov said that the basis of any com-
promiseisdialogueandunderstand-
ing.

accession. The interest is evident in
all social partners - trade unions,
employers and government, noted

FromtheAssociationofFreeTradeUnionsofSloveniawasspeakingAndrejZorka,whonotedthattheprogressontheseissues
isactuallyopeninganotherimportantwayforfasterEUintegration,provedbytheexampleofSlovenia.
TheRegionalProject"WIM–InclusionofworkersforbetterandsustainablemanagementofenterprisesinSlovenia,Macedo-
nia,MontenegroandSerbia"beganonFebruary5,2013andisstillongoing.Partnersintheprojectaretradeunionsandemploy-
ers'organizationsfromMacedonia,Slovenia,Serbia,MontenegroandAustria,whiletheprojectwasrealizedwiththesupportof
theEuropeansocialpartner"BUSINESSEUROPE".

SSM ORGANIZED A PANEL DEBATE ON THE
LAW ON HEALTH AND SAFETY AT WORK
TheLawsarenot theonly framework in the
area of health and safety at work; equally
important are the practical experience and
positive examples of enterprises. Therefore
weareheretolistendiverseexamplesandto
enrich sharedexperienceswith apurpose to
upgrade the system for health and safety
(OHS).
Thisispartoftheintroductoryremarksofthe
GeneralSecretaryofSSMAngjelkoAngjelkov-
ski o the panel debate "Good examples of
implementation of the Law on Safety and
HealthatWork"organizedbySSMandFoun-
dation"FriedrichEbert"on22thOctober.
TheGeneralSecretaryoftheCouncilofSSMAngjelkoAngjelkovski
(inthemiddle)presentedtheviewsofSSM
Theinvolvementofemployeesindecisionmakinginenterprisesmeanslegitimacyandtrans-
parency in companies aswellasproviding stable relations inworkenvironmentsbut also in
societyingeneral.ThisisoneoftheconclusionsoftheWorkshop"Inclusionofworkersforbet-
terandsustainablemanagementcompaniesinMacedonia"thatwasheldinSSMon17October.
Theworkshopispartoftheregionalproject"WIM"whosegoalsincludeinclusionofemploy-
ees in decision-making in companies identifying the situation in theMember States,meeting
withexistingregulations,encouragingworkersandemployersformore-lexiblewaysofwork-
ing.
The workshop reviewed different experiences and European legislation

Ontheconferencethecurrentsituationandtrendsregardingminimumwageintheworldandinthecountrywasdiscussed.
On this conference,despite ILOexperts, representativesof theMinistryofLaborandSocialPolicy , the three tradeunions-
SSM,KSSandUNASMwerepresentawsellasbothemployers'organizationsORMandtheBusinessConfederationandrepresent-
ativesofotherorganizationsandinstitutions.
IntheintroductoryspeechthepresidentoftheSIERPeceRistovski,whoisalsoamemberoftheEconomic-SocialCouncilhas
notedthatSSMhasalwaysfoughtandcontinuesto-ightfortherealizationofadecentminimumwage.Itisanimportantcategory
andshouldbefollowedincontinuitybecausetheminimumwageisthestartingpointfordeterminingthesalariesinthecountry.
InhispresentationSlobodanTrenda-ilov,HeadofDepartmentsinSSM,saidthatfortheFederationofTradeUnionsofMacedo-
niathewagepolicy,i.e.regulationofwagesbylawandcollectiveagreements,theirdurationandregularityofpaymentisofpri-
maryimportance.
Therepresentativeofthe"FriedrichEbert"Foundation,MilanZivkovicsaidthatthegoalsandviewsoftheFoundationand
thetradeunionsalmostcoincide.TheFoundation"FriedrichEbert"hasorganizednumerousseminars,roundtablesandoth-
ermeetingswiththeuniontacklingsafetyandhealthissues.
AgimShaqiri,representativeoftheMinistryofLaborandSocialPolicysaidthatOHShasdevelopedintoacultureinthe
laborenvironmentinMacedonia.OHSinMacedoniahasalonghistory,since1946andin2001wehaveenteredthestageof
universalaccess,i.e.adoptionofEuropeanstandards.Thelawwasenactedin2007andthefollowingregulationshavebeen
adopted:BasicFrameworkDirective391andadditional11Europeandirectives.TheLawisagoodbasisforadoptionofoth-
ersublegalactsandweareontherighttrackinthefurthercreationofagoodlegalOHSsystem.
OnbehalfoftheOrganizationofEmployerswasspeakingJasnaMishevskawhoemphasizedthatOHSisoneofthemain
prioritiesofORM.Wemusttakecareofouradjustmentsinordertoachievegreatersafetyintheworkplace.
During the panel discussion presentations had Darko Tasev and Tanja Midzovska representatives from the company
"ImperialTobacco",IvanAngelovrepresentativefrom"CementarnicaUsje"JSCSkopjeandDijanaRadevskaTrpovskarepre-
sentativefrom"DASSEngineering"-Ohrid.
AtpaneldebateaninitiativetoawardNationalAwardforgoodOHSpracticeswasraised.
TheFederationofTradeUnionshasbeenpayingparticularattentiontoissuesofsafetyandhealthatwork.Wehavebeen
maximallyactivebeforeandaftertheadoptionoftheLawonSafetyandHealthatWorkandtheadoptionofadditionalregu-
lations.SpecialattentionhasbeenplacedontheselectionofOSHrepresentatives inenterprises. It isagoodmannerthat
tradeunionparticipatesinthechoiceandinthisdirectionde-icienciesincompanieswhichhavenotformedtradeunions
haveshown.EmployersshouldbeawarethatcannotavoidtheimplementationofOSHstandardsandthatwouldbeabene-
-ittoall.Itisbesttoactpreventivelyinordertoreducesideeffectssuchasinjuriesatwork,stressedAngjelkovski.
AtthemeetingpositivepracticesfromseveralMacedoniancompanieshavebeenpresented.

TheDeputyMinisterofLaborandSocialAffairsIbrahimIbrahimisaidthatwhentheLawonminimumwagewasadopted
thecomparativeanalysesinotherEuropeancountriesweretakenintoconsideration.

OntheoccasionofWorldSavingsDay-October31,TradeUnionFinancialAffairsofMacedoniayesterdayinSSMorga-
nizeddebateintheareaofpreventionofmoneylaundering.Morespeci-ically,thesubjectofdiscussionwastreatmentof
con-idential informationwith respect to the legalprovisions contained in theLawagainstmoney laundering andother
proceedsofcrimeandterrorist-inancing,BankingLawandtheLawonProtectionofPersonalData.
Theissueofbusinesssecretsisofgreatinterestinthescienti-icandprofessionalcommunity.Inasituationwhere-inan-
cial institutions are -ighting for each customer, the treatment of con-idential information creates many dilemmas and
problems.Inthisareaanybankmustbeverycarefulorotherwiseitcanhappencon-identialinformationtobeturnedinto
apublicsecret.
Whatdilemmascommonlyariseinthe-ieldofstorageofcon-identialinformationandexchangeofinformationwiththe
competentauthorities?TheforumspeakerswereDr.GoceTrajkovskiasmoderatorwhoexplainedtheLawagainstmoney
laundering,IskraIvanovskawhichspokeoftheLawonBanksandAnitaTomevskadiscussedFATCA.Followingquestions
anddilemmaswerereviewed:
How to obtain ormaintain customer’s con-idence knowing that by law their personal havedata to be transferred to
stateauthorities?Shouldtherebeexchangeofdataonlyintermsofprotectionagainstcreditriskorintermsofdepositsas
well?WhatattitudetotakeregardingtheinfamousFATCA(ForeignAccountTaxComplianceAct),whenitisknownthat
muchricherandmoredevelopedeconomiesthanoursarefacedwithopenquestionsinthisarea.
Participantsinthedebatetriedtorespondtotheseandsomeotherissues.Ifwebearinmindthatparticipantsworkin
thisareaandareemployedinprofessionalservicesforpreventionofmoneylaunderingincommercialbanksandsavings
banks,itisclearthatthisforumgavetheexpectedresults.
This is the thirdeducationaleventonpreventionofmoney launderingorganizedbySFDM.Lastyear therewere two
events,andthesametopicwillbereviewedagain.

RTUO Kumanovo. Visits to companies in the region in order to recruit members. Employees wish to join
howeverbiggestobstacleisfearofemployers.
On October 10 court hearing is rescheduled for TTK Kumanovo and employees reacted because the
postponementresultswithlosingoftheirrighttocompensation.On28OctobermeetingisheldwiththeHead
ofESAontherecruitmentproceduresinTTKKumanovo,buttheissueofremunerationforemployeesisnot
yetresolved.
RTUOSecretaryattendedone-dayseminaroftheCommitteeforcross-bordercooperationoftheRepublicof
Macedonia andRepublic ofBulgaria inBlagoevgradon10October, also attendedby representativesof the
Ministries of Foreign Affairs and Local Government of Macedonia and Bulgaria as well as of NGOs. The
seminarreviewedtheIPACross-borderprogram.25October-activitiesonworkingvisitofPresidentZivko
MitrevskiinKumanovo.

on the collective bargaining achievements, adoption of key laws, SSM’s role in the rati;ication of ILO
Conventionsetc.

union members. Secretary General of SGIP was also at the meeting and all issues on membership were
determined.

age,4Octoberataseminaronnon-discriminationinTetovo,on25OctoberdebateonBene;itsofpromoting
acultureofsafeoperationofnationalandregionallevelorganizedbyMOSHA.

StipregionwhocallSSMof;iceforinformation.
OnOctober23inProbishtipwasheldthefestivalwhichcontinuesthetraditionofthefestivalSinger-Worker,
withthetradeunionasisco-organizer.
RTUOTetovo.Legalaidprovidedforworker fromPHIHemomedika-Tetovoonpayandbene;itsandfora
workerinIGMVratnicafromJagunovceonprotectionagainstharassmentintheworkplacewhichproduced
lawsuit.
On 4 Octoberwas held training on the Concept of non-discrimination and implementation of the national
strategy forequalityandnon-discriminationbasedonethnicorigin,age,disabilityandgender.Thetraining
wasattendedbySSM’slegalrepresentativesfromTetovo,SkopjeandKumanovoandthesecretaryofRTUO
Skopje.
