Incubator

Reviewed bids for EDA construction grant. LDFA awarded contract to T.H. Marsh Construction. Pre-construction meeting held with T.H. Marsh; construction started July 19. Progress meetings scheduled every Wednesday. Working with client tenant Sanza, Inc. to make lease space modifications. Showed building to State Representative Jeff Farrington. Reviewed alcohol policy; waiting for risk management comments. Met with client tenant Brar Technology. Worked with client

tenant Terra Telesis regarding insurance issues. Defense Met with Ron Lamparter, Mary Lamparter, and Anne Williams about DC3S and future Business Spotlights at City Council meetings. Met with City of Warren and MCC to discuss the $428,000 NEI Defense & Homeland Security grant and the role of the cities in the Stakeholder Defense & Homeland Security Industry Council Task Force. Economic Development Website Continuing to work with Community Relations to simplify and revise existing website. Updated information provided to Community Relations for new Economic Development Fact Sheet; Community Relations re-formatting. DPW Office Lighting Grant: 95% complete. Energy efficient ballasts, new fixture wiring, reflectors and new T-8 bulbs will replace lighting that has been in the building since the 1970s. This project was funded by a Michigan Public Services Commission grant thru the Michigan Suburbs Alliance, the parent organization for the Southeast Michigan Regional Energy Office (SEMREO). Pollution Prevention (P2) Grant: Applied for EPA Grant. The purpose of the P2 Grant program is to develop a sustainability plan for the City of Sterling Heights. It also aims to improve business competitiveness without increasing environmental impacts. Notified that City was not selected for funding. Advanced Lighting Technology Demonstration Grant: Applied to the Bureau of Energy Systems (BES) for grant. Still waiting to hear if City is eligible for funding. This would replace the City Center Commons decorative acorn lights with LEDs. There is approximately $1 million available to fund an estimated 15-20 grants ranging from $30,000 to $100,000. The funding comes from the American Recovery and Reinvestment Act of 2009, Energy Efficiency & Conservation Block Grant program.

Better Buildings for Michigan Program: Sterling Heights was one of five suburbs chosen to participate in this DOE-funded pilot program. This unique community-based program creates a

sustainable energy efficiency market and puts people to work by providing homeowners in the target areas with an energy

assessment and a package of upgrades worth up to $1,000 per household that will save most people an average of $300 a year. Providing Better Buildings staff members with address labels, neighborhood contact information, working with media to get the word out regarding September program.

PACE Program: Preparing appropriate documentation so that the City can enter into an Interlocal Agreement with Cities of Roseville, Lathrup Village, Lincoln Park, South Lyon, Southgate and the County of Washtenaw to create and join the Southeast Michigan Regional Energy Office Community Alliance to develop and operate the Property Assessed Clean Energy Program.

Energy Efficiency & Conservation Block Grants (EECBG) - Economic Stimulus: The City received notice of award from DOE on October 29, 2009 for $1,203,800 in grant monies for energy efficiently improvements. New roofs for the Court, Police and Library have been installed. New windows have been installed at Fire No. 5. The mechanical systems are 70% complete. The DPW garage lighting improvements are 90% complete. Continuing Davis-Bacon wage rate interview. Working with Detroit Edison and Consumers Energy to claim appropriate rebates. Retail Retention & Attraction Attended ISCS Idea Exchange in Novi, MI. The MORE Program MORE designers completed City templates. City suggested revisions, there were also issues with log in. Working to resolve.

MANAGEMENT SERVICES The City Manager discussed the following items in his City Manager’s Reports during the July 2011 City Council meetings:

In observance of Independence Day, City offices were closed on Monday, July 4; this was also an employee unpaid holiday. Normal business hours resumed on Tuesday, July 5. Since there was no refuse collection on Monday, refuse collection was delayed one day through the end of the week. The Management Services Specialist has begun coordinating with the Information Technology Office in establishing a new central meeting rooms reservations procedure in Microsoft Outlook. The site will be accessible to employees allowing them to independently reserve meeting rooms at City Hall which will ultimately save time and streamline internal operations. This project is expected to be completed in the next several weeks; detailed instructions will be distributed to staff at that time. The following Administrative Policy & Procedure Orders were approved and signed by the City Manager:

• APPO #1-11 – Internal Accounting Controls for City-Related Organizations – This updated policy replaces APPO #7-03 which established a policy where proper controls are in place regarding the use of funds raised and spent by various groups affiliated, or perceived to be affiliated, with the City.

• APPO #2-11 – Expressive Activities During City Events – This rewritten policy replaces APPO #2-07 and clarifies the rules for solicitation activities during City events taking place on City property.

• APPO #3-11 – Legislative Liaison and Coordination – This rewritten policy, confirmed by City Council on June 21, 2011, replaces APPO #3-09 and updates the changes that reflect the recent restructuring of a number of departments/offices (City Administration, Community Services, City Development, and Community Relations) with clarification of all administrative job title/descriptions.

Administrators are reminded to review these APPOs with their staff. City APPOs are available on the Employee Intranet under City Documents/Policies and can be printed for convenient reference.

The Management Services Specialist continues to work closely with the Treasurer’s Office, City Attorney’s Office, and Police & Fire Departments in assisting with the review of false alarm appeals received in the Management Office. During the month of July, the Management Services Specialist was busy processing the five new False Alarm Letters of Appeal that were received. Additionally, seven false alarm appeals were finalized and notifications of the appeal determinations were sent to the respective appellants. The Management Services Specialist assisted the Assistant City Manager/City Clerk in coordinating a maintenance check of laptop computers assigned to City Council members. The routine exercise allows the Information Technology staff to conduct general testing, as well as install updates, and to collectively address any issues regarding the use of this equipment while maintaining maximum performance during City Council meetings. Preparations have begun for the year-end 2010/2011 Performance Objectives Status Reports. Templates were posted on the Z-drive for easy access by all departments. The final draft of this comprehensive status report will be completed next month for review by the City Manager and ultimately will be distributed to City Council. The Management Services Specialist completed the final FY2010/11 City Management and City Council Performance Indicators. Pursuant to the City of Sterling Heights Governing Body Rules of Procedure, Rule 25-Council Travel, the Quarterly City Travel Report-June 30, 2010 was distributed to City Council this month. Management Services Specialist assisted the City Manager with the Economic Development Office’s Velocity Kick-Off on July 12, as well as the establishing of its Mission Statement. Additionally, a Velocity Partners Distribution List was created in Outlook and shared with the Economic Development Office for potential future correspondences. Preparations have commenced for members of Council and City Manager to attend the MML Annual Convention in Grand Rapids in October. Various legislative issues are expected to be explored. Participant attendance and registration will be confirmed in the next several weeks. The Management Services Specialist assisted in the coordination of the Macomb Area Communities for Regional Opportunities (MACRO) Meeting that was held on July 14. An additional signed resolution in support of MACRO from a neighboring community (Roseville) was shared at this meeting. Next month’s meeting is scheduled for August 11 and will be held in the Council Chambers at City Hall. Arrangements were finalized for the City Manager’s attendance at the following:

• MEDA Annual Meeting as guest speaker/panel participant in August • ICMA Annual Conference in September

HUMAN RESOURCES K. Winnega, Human Resources Director

Labor Relations Meetings and communications continue with the following union groups whose contracts have end dates of Jun 30, 2011: Police Officers Association and Police Clerical. The District Court Clerical & AFSCME local 1884 ratified a new two-year Collective Bargaining agreement. City and the police command unit continues to discuss opening the contract for possible concessions. Communication continues between the City and the Fire Fighters Union to discuss the possibility of starting negotiation early for their June 30, 2012 contract end date. Healthcare The Premium Only Plan (POP) is now offered by the City of Sterling Heights in conformance with Section 125 of the Internal Revenue Code. POP allows employee health, prescription and dental premiums to be withheld from gross pay before taxes are calculated. Personnel Economic Developer Manager position, the City is in the finale stags of selecting the new incumbent.

Steve Kovalcik retired from the city on July 29, 2011. Michael Deprez has been named Interim Fire Chief. Danielle Deverna has accepted a co-op position within the Finance Department.

FINANCE & BUDGET DIVISION B. Baker, Finance & Budget Director

FINANCE & BUDGET Projects & Issues We continued to revise and update the new Fire Transport Report. In addition, we updated cost information and completed a transport survey of surrounding and comparable cities. We prepared personnel cost analyses for three unsettled labor contracts. The Director completed the necessary Emergency Management NIMS training required for all Municipal Security Team (MST) members. We assisted the media with several news stories about the value of new business investments in the City and fund balance levels compared to other cities. The Budget Management Assistant has been assisting Assessing, City Clerk, Treasury, and Financial Services with projects during the month. As part of the GFOA’s Budget Review Panel, we reviewed the budget document from Cedar Falls, Iowa. 2011/12 Operating Budget We completed the GFOA application forms and submitted our 2011/12 budget document to the GFOA for the Distinguished Budget Presentation Award.

Performance Reporting We received the 2010 comparative performance data excel files from the ICMA. We sorted the data to determine our national rank and rank percentage and completed the two-page data summary report listed in the budget document. We also sent this information to SEMCOG. For the first time, we developed a Performance Dashboard that shows how our 2010 data compares to the prior data as well as showing our national rank and progress trend. The Dashboard is one of the requirements to qualify for a portion of State statutory revenue sharing. We created a one-page Retiree Health Care Liability Performance Scorecard, which shows the progress the City has made in reducing our health care costs and the associated long-term unfunded liabilities. We sent out requests to all offices for their 2010/11 fiscal year performance indicator data. In addition, we will be coordinating the collection of this data with Financial Services for the audit process. These indicators were due back to this office by mid July. We began the process of reviewing and inputting this data into our performance measurement system and reviewing the results. We completed and reviewed our division’s 2010/11 Performance Objectives Status Reports. Meetings The Director attended meetings regarding the MGFOA Legislative Committee, General Employees Retirement Board, Ford and Detroit News Tax Appeals, MACRO, Utility Billing Staffing, Rep. Farrington Personal Property Update, Labor Meetings, and Performance Review.

Total documents processed in July exceeded 1,067 and checks issued were approximately 575. Payroll Checks and NODs issued with the last pay in July were 145 and 598, respectively, while the same period last year was 169 and 612, respectively. This represents 80.5% NODs and 19.5% checks. In addition to the normal payroll activity, this department processed longevity checks, updated records for contract changes and completed all preliminary work for FLSA payments in August. Year-End During the month of July, we emphasized the processing of 2011 invoices. We are in the process of preparing all required work papers for the year-end audit which is scheduled to begin October 17, 2011. We are scheduled to close the 2011 Fiscal Year beginning on Friday, August 26 thru 8:30 a.m. Monday, August 29. The month of July 2011 will also be closed at that time. No one will be able to access MUNIS during this time.

ASSESSING The July Board of Review (BOR) took place on July 18, 19 and 20, 2011. The members in attendance were Rick Golpe, Ken Krawczak and Betty Jane Sukkar (BOR #1) and George Medvedik, Raymond Nadolski and Mark Valente (BOR #2). The results of the 2011 July BOR are as follows: Financial Hardship Appeals: 124 Principal Residence Exemption (PRE) Changes: 118 Qualified Errors: 61 Assessing Issues The City Assessor prepared the top 20 Taxpayer Reports and emailed them to Macomb County Equalization Department. The City Assessor prepared 2010-2011 Performance Indicators and the 2010-2011 Performance Objectives Status Report and filed them with the Budget Department. The City Assessor reviewed the following Split Application this month: SPL-0719 Industrial Facilities Tax Exemption Certificate (IFEC) Issues The City Assessor met with representatives of Conti Electric regarding potential tax abatement issues including application information and SIC information. The City Assessor prepared and gave a presentation on July 5, 2011 for an Industrial Development District (IDD) to be awarded to Macomb Pipe & Supply at 6600 15 Mile Road.

The City Assessor took a tour of the facility to be renovated and prepared an Agenda Statement to set an IFEC Public Hearing for Macomb Pipe & Supply at 6600 15 Mile Road. The City Assessor prepared all of the backup information, Agenda Statements and Staff Reports for an IFEC Application for ATCO Industries at 7200 15 Mile Road and gave a presentation to City Council on July 19. The City Assessor prepared the Agenda Statement, Staff Reports, IFEC backup and gave a presentation on July 19 for an IDD for Joel Nosanchuk at 5545 Bridgewood Drive. Michigan Tax Tribunal (MTT) & State Tax Commission (STC) Issues The City Assessor prepared Sales & Income Approach Reports for the Maximus Self Storage/Flagstar Bank/EZ Mini Storage appeal and made a settlement offer for 2009-11. The City Assessor reviewed consent judgments for Kunath Enterprises and K & K Die. The City Assessor met with representatives of the Detroit News regarding their pending real and personal property appeals and exchanged information regarding the business. The City Assessor prepared sales comparable information and emailed two settlement offers for the properties owned by Stechschulte & Stechschulte & Partners. The City Assessor prepared valuation disclosures for 2009-2011 for the Toys R Us appeals. The City Assessor prepared a summary of Ford Motor Company real property issues, forwarded them to the Ford representative, and met with City Administration on a settlement. The City Assessor prepared sales comparison and income approach information for the Creative 14 L.P. 2009-2010 appeal and made a settlement offer through the City Attorney. Appraiser III (Roxanne Reeder) worked on assembling backup information for pending appeals filed by Toys R Us, Imperial Investments, Sunrise Professional & Creative 14, L.P. Appraiser III (Dawn Peterson) prepared evidence for five small claims residential cases to be heard in August and September. She also prepared stipulation offers for six cases, prepared nine respondent forms, and prepared one form (3452) to recalculate Taxable Values for 2011 and attended one residential small claims tax tribunal hearing in Mt. Clemens. She input nine MTT Consent Judgments, three final judgments, and three Orders of Dismissal. She also worked on reviewing 124 Hardship Exemption Applications and prepared calculations that would become the recommended Assessing Office Hardship Exemption reduction. She input July BOR changes into the Equalizer system, prepared value spreadsheets and exported changes to Equalizer Tax. She also did some prep work to

make sure that the Hardship Exemption Applications are processed smoothly in December. She prepared one PRE Local Unit Denial Form and reversed one PRE Denial per the Department of Treasury. Appraiser III (Jerry Jackson) prepared two additional Sales Comparison Analysis Excel Worksheets for future vacant land appeals and for apartment complexes that will be reviewed and implemented in the next few months. He also settled the Small Claims appeals filed by Van Dyke Firehouse, replied to the Capcon Properties Appeal, and prepared Sales Comparison Approach worksheets for three industrial properties that were appealed in 2009-2011. Appraiser I (Lori Peterson) assembled information for the Palmer Woods small claims appeals. Appraisal Staff Issues Roxanne Reeder processed nine personal property statements for late filers and sent letters to 14 leasing companies regarding their 2011 personal property statements. She also completed scanning and attaching personal property statements into the system. She scanned Macomb County personal property audits into the Equalizer Appraisal system, processed July Board of Review information by printing L-4035s, and worked on a Fisher & Company L-4155. Internal Personal Property Audit Correspondence Detail

Jerry Jackson received and reviewed 25 commercial or industrial permits this month. He also prepared three commercial or industrial sales summary sheets and prepared three Real Property Statements. He also appraised five building alterations this month. He also completed three interviews this month on the ongoing Sales Research Program (13 completed to date). He also updated the monthly Commercial & Industrial Asking Price Surveys. Lori Peterson drew individual digital apex sketches for two properties. She also appraised five detached houses or condominiums. She assisted in the July BOR process by logging and entering in BOR Petitions, assembling Hardship Exemption Information packets, calling the Petitioners to get all of the required information for the BOR and assisting during the BOR at the counter and with phone calls concerning general information and BOR procedural issues. Clerical Staff Issues Appraiser I (Patty Figurski) ran, printed and checked control totals each morning from the Equalizer Assessing Information System to insure that the database is sound and changes have not corrupted existing assessing information totals. She also sorted and distributed 171 building permits and 147 mechanical permits to the appraisers in the Assessing Office. She also worked on administering the July BOR, typed the minutes of

the 2011 July BOR, arranged petitions for processing, and signed all L-4035’s and attached one to each Petition. She also copied every Petition to responses and mailed all responses on July 27. Appraiser Aide (Shawn Biernat) provided new owner information to Community Relations. She also assisted in administering the July BOR, including proofreading BOR minutes, printing envelopes, and dealing with a heavier volume of calls and counter business during the BOR. Matt Schmidt attended a Michigan Assessors Association (MAA) monthly business meeting on July 11, 2011 in Traverse City.

PURCHASING/RISK MANAGEMENT General Met with the Police Department regarding the sale of excess property. Meetings were held with Grainger regarding delivery procedures at City buildings. Attended various meetings to discuss the city park restroom janitorial services bid and recommendation. Met with Cornerstone to discuss the implementation of the new vision insurance plan through EyeMed. Attended a meeting regarding the status of the Freedom Hill and Fostoria Landfill gas and leachate remediation. Attended the LDFA Board Meeting regarding the bid approval for the Macomb Technology Advancement Center interior alterations. Attended a meeting to discuss the demolition of the fire damaged residential structure at 36680 Cecilia Drive. Attended meetings and assisted with issues relating to Sterlingfest.

Attended Directors’ Meeting to discuss co-chairing a labor/management committee to look at employee and retiree health care and pension issues. Attended a meeting at the Police Department regarding equipment/vendor issues and options regarding the implementation of the public mobility system. Met with Robert Shelby of Corporate Dining to discuss the vending services contract. Conducted a pre-bid meeting with potential bidders at the demolition site of 36680 Cecilia Drive. TREASURY Treasury Office

• During July, the Treasury staff processed 1,847 summer property tax bills collecting over $4,925,113. Additionally, 4,587 tax bills, worth $10,980,053 were collected via the City’s lockbox at Comerica Bank. In addition, 304 Board of

• Treasury and DPW staff generated 217 general billing invoices with a total value

of $133,453.65 during July. In addition, Treasury staff also issued 167 false alarm warning letters during the month.

• During July, 38,961 public record data retrievals were conducted by residents and others using the BS&A Equalizer internet product. Included in that total were 9,341 property tax inquiries and 421 special assessment inquiries. The following graph shows the number of retrievals by month for the fiscal year.

Utility Billing • Eight new customers began using the auto-pay option in July. This brings the

total number of auto-pay users to 2,923. • The on-line service registered 2,224 hits during July 2011, which is slightly

higher than the 2,142 hits registered last year. • 52 customer bankruptcy filings and items of correspondence were processed

during July. The backlog of active cases will be five at the end of the month. Billing staff continues to coordinate collection of charges under bankruptcy protection with the City Attorney’s Office.

• The number of residents registered under the budget-billing program is 148 as of the end of the month.

• During July web-based credit card payments were made by 1,163 customers, paying 1,315 bills totaling $118,433.59. Additionally, customers made 8,789 payments, totaling $1,413,412.55 via the City’s water/sewer billing lockbox at Comerica Bank.

CITY CLERK Animal Ordinance The staff has been inundated with license renewals and new license applications due to the new ordinance and the outreach through the notice in the water bills and other efforts by Community Relations. Our office has issued over 11,000 licenses to date. Last year 5,105 licenses were issued. We had eliminated a four-week backlog in the issuance of renewal licenses to those that submitted renewal by mail. After eliminating the backlog, the staff was inundated with license requests both in person and by mail the last part of June so that once again there was a 2 to 3 week backlog in mail in license applications. If the envelope is postmarked by June 30, these license requests were charged at the pre-July 1 rate. Staff has caught up with the backlog and we are now current with all requests. Liquor License Applications Request to transfer ownership of escrowed 2010 Class C licensed business locate at 33950 Van Dyke from Lone Star Steakhouse and Saloon of Michigan to Quality Fresh Cigars, Inc and transfer location to 44791 Schoenherr. Quality Fresh Cigars is a cigar bar that is requesting to serve alcohol. They are located in the Clinton Valley Mall. The transfer was approved at the July 19, 2011 City Council meeting. A request to transfer ownership of escrowed Tavern license from Pizza Hut of America, Inc., 43650 Schoenherr to Ichiban Japanese Bistro, inc. 44955 Hayes Road and transfer classification from Tavern license to Class C license was received this month. Applicant is operating similar restaurants in Ann Arbor and near Dayton, Ohio. This is located at the southwest corner of Hall and Hayes. The restaurant is the familiar Japanese steakhouse style with tableside cooking and sushi bar. The first step was approved at the July 19, 2011 City Council meeting. It is scheduled for final approval at the August 2, 2011 meeting. Carnival and Festival licenses Staff is processing a number of carnival and festival licenses. Itinerant Merchants Licenses Staff has been busy processing itinerant merchant licenses. Each summer there are many applications for door-to-door sales.

PUBLIC LIBRARY Automation/Technology A new phone call menu system was installed and a queue system was put in place at the Youth Services and Adult Services public service desks. We have received no complaints and it seems to have greatly reduced the need for staff to route calls from Circulation to other areas of the library, which in turn is providing faster service for our residents. The 10 new wireless PACs switched places with 10 of the older PACs to solve a compatibility problem with Windows 7. Cathy Les and Joe Vitale went to a meeting at SLC to discuss policies and set up of the new laptops that will circulate in-house. The staff training e-readers are available and are being checked out. Two second-floor catalog stations were moved for improved patron access. Services/Programs/Issues In July, the library circulated 50,980 items and responded to 9,821 resident requests for information. 44,231 residents visited the library in July, an average of 1,843 a day or 198 an hour. Consumer Reports materials were rearranged for better access and visibility. The Friends of the Library generously approved new funding for the purchase of music CD shelving. The Gadget Guy program held in July had its most attendance ever, helping seven people in one-on-one appointments. During Sterlingfest, the Upton House was open hosting 402 visitors on Friday and 563 on Saturday. There were 27 entries for the Historical Commission contest created by Debbie Vercellone. The Friends of the Library’s Used but Sterling Bookstore had a very successful Sterlingfest. The Friends’ water sale set a record due to the high temperatures. There were 99 Friends of the Library contest guesses. During Sterlingfest, the library also launched the Geek the Library campaign and visitors signed our Geek board, which is now on display in the library. Teen programs featured cartoon drawing and gaming with 21 teens in attendance.

934 children registered for the Summer Reading Club so far this year. Pokémon continues to be a popular program with 56 attending. The Harry Potter movie marathon brought in 275 fans. The library’s magic show had 302 people being entertained. Over 530 people attended the Exotic Zoo program. The program included a giant rabbit, a python, a hedgehog and more! Our Monday night Family Craft had 74 creating and gluing. Boards/Commissions/Staff The Sterling Heights City Council and the Suburban Library Cooperative Board approved the agreement for administrative services for Tammy Turgeon to serve as the Director of both entities from August 1, 2011 – July 31, 2012. Cathy Les and Sue Woodward attended the SLC System Managers meeting. Jason Groth and Jennifer Willer, who previously worked as substitute librarians, have been hired as our new part-time librarians. Their fall schedules will have them working in both Adult and Youth service areas.

PARKS & RECREATION

Staff drafted the intergovernmental agreement for services with the City of Warren.

Administration

Registrations continue for the Grand Experience trip to Mackinac Island. Staff finalized the Fall 2011 Dance schedule. Staff conducted and attended multiple meetings regarding Sterlingfest.

Summer Playgrounds Athletics

Summer Playgrounds continued and were enjoyed by many participants this month. Summer Playgrounds participants went on a field trip to CJ Barrymore’s on July 1 and also enjoyed some bowling at Sunnybrook Lanes on July 15. The inaugural Summer Playground Tournament Day took place at Davis Jr. High on July 19 and 20. Registrations for Adult Fall Softball has begun.

The Adult Tennis League continued this month. Baseball field rental season has ended as of July 31. A few late season rentals will still take place as they are requested. Teenfest was held on July 12 in Dodge Park with over 720 teens enjoying some fun and friends.

Special Events

The Sterling Civic Theatre held their show performances of The Wizard Of Oz on July 15 – 17 and also on July 22 – 24 with approximately 2,000 tickets sold!!

Nature Center

On July 9, the Nautre Center attended the Bat Festival at Cranbrook to promote the upcoming programs. Cranbrook in return provides the City with grants for free programs funded by Critter Catchers, Inc. Approximatley 250 patrons visited the booth during the festival. Sue Hoebig brought her “Butterfly Tent” to the the Nature Center on July 10. This event was attended by 67 guests. On July 13, the Nature Center held a wetland study class led by the Macomb County Environmental Division; there were 21 attendees. On July 20, an insect class led by Mandy Liddle was held with 39 people attending.

On July 27, a Biodiversity Program featuring live creatures was led by Dale Smart from the Cranbrook Institute of Arts. 25 people attended the presentation. Two family group hikes were held in July with 32 participants attending hikes highlighting “Photo Fun” and “Sights & Sounds of Nature”. The total number of drop-in visitors for the Nature Center in July was 1,675. The Nature Center showed 3 movies in July with 18 people attending. The Nature Center held four Birthday Parties in July with 101 guests. Nine field trips were led by the Nature Center in July with a total of 270 attendees. Sterlingfest kept all employees and the park busy for the entire month with all of the many preparations and clean up.

Parks/Building Operations

The scoreboards at L.W. Baumgartner Park have been repaired.

Senior Center The seniors participated in four “day trips” in July:

July 13, 51 seniors travelled to beautiful Saugatuck, MI. July 14, 50 seniors visited the St. Sabbas Orthodox Monastery. July 15, 52 seniors took in the Detroit Tigers game. July 20, 32 pressed their luck at the Motor City Casino.

The seniors enjoyed Bingo on July 12 with 162 in attendance.

The monthly Card Party was held on July 8 with 158 in attendance.

On July 19, the movie The Kings Speech was shown to 52 seniors.

Eight Get-Togethers were held at the Center in July with a total of 309 seniors attending.

The Calorie Conscious group met three times in July with a total of 110 seniors attending.

A total of 51 seniors attended three Woodcarving meetings this month.

14 seniors attended three Model Builder meetings held in July.

22 seniors attended three Open Painting Workshops and 13 seniors attended the two Paint Instruction classes in July.

Pickleball continues to be popular with 391 seniors enjoying court time in July.

Badminton continues to be popular with 23 participants this month.

Bridge-playing on Monday, Tuesday, and Thursday continues to have high attendance with 471 seniors participating in 11 sessions. A total of 224 seniors used the Pool Room in the month of July. On July 11 the Pool Tournament had 20 people. A total of 877 seniors used the indoor walking track during the day in July and 2 seniors used the track in the evenings and on Saturdays. 225 seniors participated in two weeks of golf at Sunnybrook this month.

The Foot Doctor saw 32 seniors for appointments in the month of July.

Three sessions of massage were held at the Senior Center with 22 participants. On July 13, blood pressure readings were held at the Senior Center with 23 in attendance.

19 seniors enjoyed ice cream at the Senior Center on July 27.

On July 6, Shelia Tepper from Macomb County came to speak to 23 seniors about strokes and how to prevent them. 64 seniors enjoyed the game of Bunco during the month of July.

A total of 623 patients in the month of July were transported to area hospitals via Universal-Macomb EMS. FIRE EXTINGUISHMENT The extinguishment division responded to 1,035 alarms in July 2011. This averages out to 33 alarms per day or 1 run every 43 minutes. Fiscal runs year to date are 1,035. Fire Activity July 7; Engine 5 was dispatched to check out a candle fire reported out. The husband extinguished a small candle that was burning a little too vigorously on the top of the stove. He used a cup of water to put out the fire. When the water hit the hot burning wax, it exploded and spread fire to the top of the upper kitchen cabinets, including a decorative artificial flower basket. The owner extinguished the fire with more water. There was smoke and fire damage to the cabinets, wall, and ceiling. Engine 5 opened some windows to clear the remaining smoke. During the process, the husband sustained 2nd degree burns to his right wrist/arm. The Fire Marshal was called to the scene. The patient refused transport. The scene was left with the Fire Marshal, and Engine 5 was released. Estimated Property Loss: $5,000. July 25; Truck 1 responded to a structure fire that was an exposure fire to a vehicle fire. On arrival, Truck 1 found a two-story residence with a fully involved two-car attached garage and two vehicles burning in the driveway. On arrival, the garage door was open and flames were through the roof of the garage with extension beginning to the exterior siding of the structure. The front door of the residence was open and little smoke was observed within the residence. PD arrived on scene before FD and had determined that all occupants were out of the building. When the fire was called under control, overhaul was initiated. When obtaining information from the homeowner, he stated that he was alerted to the fire by a knock on the door, he exited the front door, and observed the flames. He further stated that he was unable to re-enter the home by the front door, and he went to the rear doorwall to assist his wife and daughter from

the home. He also had assistance from a police officer and bystanders. The homeowner stated that the garage door was closed at the time of the fire. The garage had a refrigerator that was operating and no other electrical appliances. The vehicle had been driven earlier in the day and had not run since approximately 16:30, there were no known mechanical problems with the vehicle. Inspector 1201 was requested to the scene to determine cause and origin. The third engine was released shortly after the fire was under control, and the remaining companies were released on completion of overhaul. After overhaul the residents were escorted in on several occasions to retrieve clothing and medication. A board-up company was requested and arrived on scene. The scene was left with the board-up company and Truck 1 was placed in service. Estimated Property Loss: $72,000 / Estimated Contents Loss: $8,000. EMS Activity July 7; Engine 2 was called for a possible sudden death of a 3-month-old infant. The patient was found supine on the couch, all vital signs absent, body and extremities were cold, lividity was present in posterior legs and buttocks (as viewed from side of pt,) pupils fixed and dilated, mottling was present, and some clear colored frothy sputum was around the nostrils. This fluid was not touched, but appeared somewhat "dried." The patient was asystole in all 4 leads. There were no visible signs of any trauma. The patient was found clothed in a "onesie." There was no blanket on the patient. Except for the EKG lead placement, Engine 2’s crew did not disturb the patient. The patient was left in the original condition found. The patient was pronounced deceased by the doctor at HFM. Per the patient’s mother, her boyfriend (child's father) fed and changed the child at approximately 0530 am and then went to work. The child was left to sleep on the couch. The patient’s mother woke up, and found the child in the above condition, and then called 911. She stated that she did not move the child. She stated the patient was in good health, with no health history. All above information was given to SHPD officers on scene. The patient’s body was left on scene with PD. July 10; Engine 1 was dispatched to a medical on La Grand Blvd for a 2-year-old with a dog bite. Engine 1 arrived to find a 2-year-old in care of family and SHPD. Family stated that the patient was bit in the head by a big black dog. Engine 1’s initial patient survey found vitals as above with a 4-inch laceration to the top of his head with the skull showing, and two other minor lacerations to his face. No other trauma was noted. The patient’s family denied loss of consciousness or medical history. Engine 1 put a dressing on the laceration and an ice pack. No orders were received from BTR. The patient was transported with his father. The patient was alert and oriented x3 throughout the run. BTR received the patient in the trauma room with a full report. Motor Vehicle Accidents July 1; Engine 1 responded to a motorcycle injury accident. Engine 1 arrived to find a 23-year-old male sitting upright against a concrete barrier. The patient was the operator of a motorcycle that struck the barrier at a glancing angle after failing to negotiate a curve. He was complaining of left knee and elbow pain, he had no other complaints and eventually consented to transport. An exam revealed multiple abrasions to the patient’s extremities and trunk. Vitals, history, medications, allergies all noted. The patient was prepared for transport and the patient’s care was transferred to UMAS A59 for basic transport to BTR.

July 3; Engine 4 responded to, “check out a vehicle into a house with no injuries”. Engine 4 arrived to find Sterling Heights Police on the scene with a vehicle that had hit the group home on the “D” side of the building. The vehicle made heavy damage to the wall with intrusion into the front room. The kitchen area received heavy damage with a water pipe breaking and leaking water into the house. One of the workers on the scene turned the water off at the main shut off before Engine 4 arrived. The house was stable with no injuries inside. The driver of the vehicle left the scene with the police returning him to the scene in police custody. The driver and passenger were not injured. The Director of the group home asked to have a board up crew respond to the scene. Dispatch responded a board up crew to the scene and said they had an ETA of one hour. The crew of Engine 4 turned off the power to the front room at the breaker. The scene was left with the Director and workers. Other Alarm Activity July 9; Truck 1 responded to a reported wire down on Beecher. Truck 1 arrived to find a primary wire on a home with visible damage to the siding on all four sides of the structure. Neighbors reported that the family was out of town for a wedding. Dispatch was contacted to inform DTE of the situation. Numerous calls were made to contact the homeowner, and all were unsuccessful, but a message was left. The keyholding neighbor was able to get a hold of a relative who was going to try to make contact with the homeowner. There was a strong smell of natural gas noted across the street, while taping the area off. Consumer’s was also called to the scene. DTE arrived and isolated the line, but waited for a supervisor to legally document the situation. During that time Consumers found an underground gas leak, but was unable to get a crew to the scene today. Consumers told Truck 1 that the repair would be scheduled. Once DTE documented the scene, they removed the power line and de-energized the house. Consumers turned off the gas meter as well. Truck 1 entered the home with the keyholding neighbor, DTE, and Consumers. There was a water leak found in the basement, so the water supply was turned off at the meter. It appeared that a ground clamp burned through the water line in the basement. There was no gas found in the basement. The interior of the home was searched with a TIC finding nothing, and the siding was opened up at the damaged areas finding no extension. The neighbor locked the home, and all companies cleared the scene. July 28; Truck 1 was dispatched on a fire alarm. Truck 1 called the homeowner to gain entry through the garage by code. Inside the home, the toilet on the first floor was overflowing. There was minor damage on the first floor, and major damage in the basement. Ceiling tiles were water logged and lying on the floor in soaked carpet in the basement. The water to the toilet was shut off, also the main in the basement. No one had been home for one week. The homeowner’s son arrived on scene, and Truck 1 explained what was done. Neither the homeowner’s son or F.D. were able to reset the alarm. Truck 1 had dispatch notify the alarm company and left the situation with the son so they could handle another run. Other Activity July 7; Engine 5, Truck 1, & Rescue 1 provided a fire safety talk and demonstration of Engine 5, Truck 1, and Rescue 1 for the Holy Martyr’s Chaldeon Catholic Church.

In addition to the above-mentioned activities, the Fire Prevention Division conducted 11 General Inspections, 5 Liquor License, Amusement Device and Site Inspections, 9 Witnessed Acceptance Test Inspections, and 3 Fire Investigations during the month of July. This Division performed 29 plan reviews for sites, buildings and fire suppression systems. The Inspectors completed 91 Fire and Life Safety inspections and discovered 164 violations that were reported to the building/business owners.

NEWS RELEASES Robbery of Armored Car ~ July 8, 2011 Suspect #1: Black Male, 5’7, thin build, black mask, black cap, white shirt Armed with 9mm handgun At approximately 9:22 a.m. on Friday, July 8, 2011, Sterling Heights Police responded to the Michigan Department of Treasury, located at 41300 Dequindre, regarding an armed robbery. Upon arrival, officers spoke with the employee of Total Armor, who related that at approximately 9:15 this morning, the armored car arrived at the location for a drop-off / pick-up of cash. As the driver was waiting for his partner to exit the building, he was approached by two black males armed with handguns. One suspect ordered the driver out of the vehicle and once the driver exited the vehicle, both suspects entered the armored car and fled the area. A search of the area for the suspects involved was negative. The armored vehicle has been located on 18 Mile west of Dequindre in the city of Troy. Police are also looking for a 2005 – 2009 red Impala that may be involved in this incident. The vehicle has tinted back windows and one door of a different color. Personal Injury Accident ~ July 30, 2011 @ 4:20 p.m. Officers were called out to 14 Mile and Ryan regarding an injury accident. It was determined that a collision had occurred between a Pontiac Grand Prix and a motorcycle. A 48-year-old male resident of Liverpool, New York was traveling westbound on 14 Mile Road on the motorcycle, when he collided with the Grand Prix, driven by a 20-year-old Troy resident. The Grand Prix was exiting an apartment complex at the time of the collision. The motorcycle driver suffered serious injuries and was transported to Royal Oak Beaumont, where he is listed in serious condition. The driver of the Pontiac was not injured. It does not appear that drugs or alcohol were a factor in this accident.

CRIMINAL ACTIVITY JULY 1: A resident of American House, located at 33433 Schoenherr Road near 14 Mile Road, reported that someone stole the catalytic converter from his vehicle while it was parked in the lot.

A resident in the 2000 block of Parkway Circle, located in the 16 Mile Road and Dequindre area, reported that someone entered his vehicle and stole approximately $3.00 in loose change from the center console. There were no signs of forced entry to the vehicle. A resident in the 13000 block of Summerwood Drive, located in the Schoenherr and Moravian area, reported that she was contacted by her credit union regarding 4 charges on her Visa debit card totaling almost $700.00. The victim informed the credit union that she did not authorize the charges and canceled the debit card immediately. JULY 5: A resident in the 34000 block of Giannetti Drive, located in the Hayes and 15 Mile Road area, reported that someone shot a window of her vehicle with what appears to be BB pellets. A resident in 4000 block of Bloomfield Drive, located in the 17 Mile Road and Ryan area, reported that someone set off fireworks inside his mailbox, which caused damage. Three residents in the Moravian and 15 Mile Road area reported that the catalytic converters had been stolen from their vehicles while they were parked near their residences. JULY 6: A resident in the 35000 block of Ensign Drive, located in the 15 Mile and Schoenherr area, reported that someone set off an explosive device inside her curbside mailbox. The debris was strewn as far away as across the street and there were char marks inside the mailbox itself. A resident in the 4000 block of Dreon Court, located in the 17 Mile Road and Ryan area, reported that she was notified by two of her credit card companies regarding suspicious charges to her accounts. There was a charge of over $500 in Georgia on one card, and a charge of over $700 in Virginia on another. A resident in the 11000 block of Fifteen Mile Road, east of Dodge Park Road, reported that someone took a package that had been delivered to his residence. The victim checked with the postal worker, who confirmed leaving a package at the front door, however the victim never saw the package. JULY 7: An employee of a business in the 44000 block of Hayes Road, south of Hall Road, reported that the back windows of the building had been broken out, and there was a tire track visible on the sidewalk next to the broken window. There was also some minor structural damage to the outside of the building. The interior of the office was intact, but some of the bottom molding was pushed out. Nothing was stolen and it

does not appear that entry had been made. It is unknown if the damage was accidental or an intentional act. A resident in the 2000 block of Tiverton Drive, located in the 18 Mile and Dequindre area, reported that someone forced entry to his backyard storage shed and stole a lawnmower and a weed whacker. The office manager of a business in the 38000 block of Mound Road, south of 17 Mile Road, reported that the air conditioning unit had been stolen from the building. JULY 8: A resident in the 8000 block of Crestview Drive, located in the 14 Mile and Van Dyke area, reported that someone stole her steel rod plant holder from the front yard. A resident in the 40000 block of William Drive, located in the Dodge Park and Utica Road area, reported she found an unauthorized charge on her bank statement. The charge was for nearly $800 at an Apple Store in Virginia. A resident in the 5000 block of Kreger Street, located in the 15 Mile and Mound area, reported that someone stole the touch screen GPS / radio system out of her vehicle. There were no signs of forced entry, and the victim believes she may have left the vehicle unlocked. JULY 11: Three residents of Sterling Heights reported that their mailboxes have been vandalized since the 4th of July. Residents in the Foxhill and Dequindre, 16 Mile and Van Dyke and the Ryan and 16 Mile Road areas all reported that someone set off some type of explosives / fireworks inside their mailboxes, causing extensive damage. A resident in the 8000 block of 18 Mile Road, east of Van Dyke, reported that he had been contacted by subjects from three different phone numbers, all advising him that he was the winner of a car and a large cash prize, but that he would have to send them money to “unlock the winnings”. Over the period of a month that followed, the victim has sent personal checks to different people by way of the postal service and through Western Union in an amount well over $30,000, and is now concerned that he has not received his winnings. The victim was advised to stop sending any additional money. Over the course of the past two weeks, three victims reported that the catalytic converters had been stolen from their vehicles. One was a resident in the 14 Mile and Schoenherr area, who stated her vehicle was parked in the parking lot of her residence. A patron of a restaurant in the Lakeside Mall area reported that she was having lunch when the converter was stolen from her vehicle, and an employee in the Mound and 17 Mile Road area, reported his vehicle was parked in the business parking lot at the time of the theft.

JULY 12: A resident in the 8000 block of Crestview Drive, located in the 14 Mile and Van Dyke area, reported that someone entered his unlocked vehicle while it was parked in the condominium parking lot and stole the CD / radio system. A resident in the 35000 block of Collingwood Drive, located in the 15 Mile and Schoenherr area, reported that someone stole her purse from her attached garage. The victim came home from shopping and left her purse in the garage with the door open. She noticed it missing approximately 7 hours later. A resident in the 33000 block of Timmy Drive, located in the 14 Mile and Ryan area, reported that she received a letter from a collection agency stating that she owed Dish Network over $300 for an unpaid bill. Upon contacting Dish Network to advise them that she never had an account with them, she was told that there were actually two accounts in her name; one account has been open since 2004 in Sterling Heights, and another open since May of 2010 in Oak Park. A resident in the 13000 block of Stonegate Drive, located in the 14 Mile and Schoenherr area, reported that while checking his bank account, he found 4 fraudulent charges to Metro PCS, totaling over $240. JULY 13: A resident in the 11000 block of Filer Drive, located in the 15 Mile and Dodge Park Road area, reported that four unauthorized charges were made to online stores with her debit card in a two-hour period. The victim became aware of the charges when a computer was delivered to her home, which she did not order. As she was attempting to cancel the card, an attempt was made to purchase another computer, which did not go through. The shipping address was in New Jersey. Two residents in the 15000 block of Shoreline Drive, located in the Lakeside Mall area, reported that the catalytic converters had been stolen from their vehicles while parked in the lot. A resident in the 3000 block of Jennifer Drive, located in the Ryan and 17 Mile Road area, reported that she was contacted by her bank’s security regarding several transactions made in California, in an amount of nearly $1000. A resident in the 44000 block of Oleander Drive, located in the Hall Road and Schoenherr area, reported that someone scratched the driver’s side and the tailgate of her vehicle while it was parked in her driveway. JULY 14: A resident in the 3000 block of Cherry Creek Lane, located in the Hall Road and Ryan area, reported that she discovered a fraudulent charge made at a gas station in

Dearborn on her charge card statement. The victim is in possession of the card in question. A resident in the 33000 block of Karin Drive, located in the 14 Mile and Ryan area, reported that someone broke out the rear door window of her vehicle while it was parked in the parking lot. An employee of a business in the 44000 block of Phoenix Drive, located in the 19.5 Mile and Utica Road area, reported that someone stole his mini-bike. The victim stated he drove the bike to work and parked it next to the dumpster. When a coworker arrived a short time later, he advised that the bike was no longer in the lot. The victim states that the bike can be picked up or pushed away without a key. The owner of Monava Spa, 37218 Dequindre Road, north of 16 Mile Road, reported that someone damaged the store’s front sign. It appears that a large box truck backed into the sign, damaging it. From the amount of damage to the sign, it is not likely the driver did not notice hitting it. JULY 15: A resident in the 2000 block of Pinehurst Court, located in the 16 Mile and Dequindre area, reported that someone attempted to enter her residence by kicking the front door, and damaging the door jamb. It does not appear that entry was actually made, and nothing was missing from the home. A Shelby Township resident reported that his lost credit card had been used at Lakeside Mall. The victim stated that he lost his wallet on July 11th. The next day, his wife received a call from the credit card company regarding suspicious activity on the card. There were 9 charges made to the credit card at Lakeside Mall within a 3-hour period, totaling nearly $1000. A resident in the 33000 block of Sebastian Lane Drive, located in the 14 Mile and Van Dyke area, reported that someone broke out the passenger side window of his vehicle while it was backed into his driveway, and stole the GPS system out of his dashboard. The dashboard was pulled apart to gain access to the factory-installed system. A resident in the 35000 block of Eden Park Drive, located in the 15 Mile and Van Dyke area, reported that the passenger side window of her vehicle was shattered and the radio / navigation system was stolen. The vehicle was parked in her driveway, adjacent to the attached garage. It appears a pry tool was used in the lower left corner of the window, and then the dash trim was pried off to gain access to the unit. JULY 18: A resident in the 34000 block of Valleyview Drive, located in the 15 Mile and Maple Lane area, reported that someone stole his vehicle while he was out of town. The vehicle had been parked in the complex parking lot at the time of the theft. There were no signs of forced entry in the area.

A resident in the 4000 block of Fifteen Mile Road, east of Ryan, reported that someone broke out the front and back passenger lights of his vehicle and caused a dent on the passenger side rear panel of his vehicle. A resident in the 4000 block of Shoal Creek Drive, located in the 15 Mile and Ryan area, reported that someone stole the catalytic converter from his vehicle while it was parked in the lot of the complex. JULY 20: A resident in the 35000 block of Terrybrook Drive, located in the 15 Mile and Van Dyke area, reported that someone stole her bicycle, which is kept next to her front porch. The bike was still there in the morning, however later in the evening, the bike was gone. A resident in the 4000 block of Nathan West, located in the 17 Mile Road and Ryan area, reported that she received a call from her bank’s fraud department regarding suspicious activity on her debit card. She was advised that there were four fraudulent purchases made in Pennsylvania. An employee of Speedway, 3875 - 15 Mile Road at Ryan, reported that a customer pumped $29.00 worth of gas into his vehicle, and then drove away without paying for his purchase. A resident in the 11000 block of Glenis Drive, located in the 15 Mile and Maple Lane area, reported that while checking his credit report, he found that there was a Comcast account opened in his name and Social Security Number from January through May of 2010. The account showed as going into collections, however the victim stated he never received any type of notification from a collections agency. A resident in the 35000 block of Alta Vista Drive, located in the Moravian and Hayes area, reported that she received a notice in the mail from a collections agency regarding an unpaid bill for Comcast. The victim has no idea who may have stolen her identity. JULY 21: A resident in the 38000 block of Sumpter Drive, located in the 17 Mile Road and Dequindre area, reported that someone stole her Coach purse from her vehicle while it was parked in the street by her residence. The purse contained her checkbook, a camera and a pack of cigarettes. There were no signs of forced entry to the vehicle. The victim cancelled her checking account. A patron of MJR Theatre, 35400 Van Dyke Avenue, at 15 Mile Road, reported that someone stole his vehicle from the lot while he and his wife were inside watching a movie.

A resident in the 4000 block of Osmond Court, located in the Ryan and 17 Mile Road area, reported that someone entered her unlocked vehicle while it was parked in her driveway and stole a GPS system from the glove box. The GPS system was borrowed from her friend. A resident in the 39000 block of Forbes Drive, located in the 17 Mile Road and Ryan area, reported that someone placed a newspaper into the newspaper part of her mailbox, and set it on fire. The fire caused the plastic mailbox to melt. JULY 22: A resident in the 2000 block of Parkway Circle, located in the 16 Mile Road and Dequindre area, reported that someone entered her unlocked vehicle during the night and stole her Tom Tom GPS unit. There were no signs of forced entry. A resident in the 40000 block of Sawyer Drive, located in the 18 Mile Road and Ryan area, reported that someone keyed two of his vehicles that were parked in front of his residence. An Almont resident reported that the contents of his wallet were stolen from his locked vehicle while he was inside Bally’s located at Hall Road and Schoenherr. The victim received a call from his bank regarding a $500 purchase that was just made at Target. When he returned to his vehicle, he found his wallet on the driver’s seat with 4 debit/credit cards missing and $20 cash missing. There were no signs of forced entry to the vehicle. A resident in the 38000 block of Sumpter Drive, located in the 17 Mile Road and Dequindre area, reported that someone entered her vehicle that was parked in front of her residence and stole a Coach purse with her checkbook and camera in it. There were no signs of forced entry. JULY 25: Two residents in the 16 Mile Road and Ryan area reported their vehicles had been entered and items stolen. One resident stated that his wallet that was left on the passenger side floor of his vehicle had been gone through and his credit card was stolen. The other resident stated that a laptop computer and 3 pairs of sunglasses were stolen from his vehicle. There were no signs of forced entry to either vehicle, and both victims weren’t certain that the vehicles were locked. A resident in the 35000 block of Hatherly Place, located in the Mound and 16 Mile Road area, reported that two vehicles that were parked in his driveway had loose change stolen from them. There was no visible damage to either vehicle. A resident in the 43000 block of Bordeaux Avenue, located in the Van Dyke and 19 Mile Road area, reported that someone shattered the driver’s side front window of her vehicle.

JULY 26: A resident in the 35000 block of Hatherly Place, located in the 15 Mile and Mound area, reported that someone stole the GPS system from his unlocked car while it was parked in the street. A resident in the 5000 block of Caraway Drive, located in the 18 Mile and Mound area, reported that someone stole his vehicle from his driveway. A resident in the 35000 block of Balboa Drive, located in the 17 Mile and Van Dyke area, reported that he found an unauthorized charge to his debit card made in Atlanta Georgia. The victim is still in possession of his card, which he cancelled. An employee of the Ford Motor Company, 41111 Van Dyke, north of 18 Mile, reported that she parked and locked her convertible vehicle in the parking lot upon arrival for work. When she came out at the end of her shift, she noticed that the passenger side window was slightly open. The window appears to have been pushed down and then the vehicle was unlocked. Her Coach wallet was stolen from her purse, which was left on the front passenger seat. The wallet contained her driver’s license, a credit card, a debit card, an unemployment card and cash. JULY 27: A resident in the 5000 block of Chadbourne Drive, located in the 16 Mile and Mound area, reported that someone egged and smashed a glass container against his vehicle. The victim was able to wash the egg off, however there is a 4” dent in the driver’s side door from the glass container. There was broken glass all over the ground in the area. A resident in the 35000 block of Drake Drive, located in the 15 Mile and Mound area, reported that someone entered his unlocked vehicle while it was parked in his driveway and stole his checkbook and at least one credit card. The credit card was used several times at various gas stations. A resident in the 36000 block of Arlene Drive, located in the 16 Mile and Ryan Road area, reported that someone stole his vehicle while it was parked in the street in front of his house. The victim is still in possession of the key to the vehicle and states that he is up-to-date on his payments. A resident in the 8000 block of Strom Drive, located in the Clinton River Road and 19 Mile area, reported that someone stole her son’s bike from the front yard. A resident in the 34000 block of Maple Lane Drive, south of 15 Mile Road, reported that someone stole a set of golf clubs from his attached garage. The victim stated nothing else appeared to be missing.

JULY 28: A resident in the 40000 block of Republic Drive, located in the area of Saal and Clinton River, reported that someone stole his Garmin GPS unit from the center console of his vehicle. The victim believes that the vehicle was locked, but there were no signs of forced entry. A resident in the 35000 block of Connecticut Drive, located in the area of 15 Mile and Ryan, reported that someone stole her Garmin GPS unit and a medical bag containing personal information and medical supplies. The vehicle was locked when the victim noticed her items were missing, but there were no signs of forced entry. A resident in the 37000 block of Dundee Street, located in the area of 16 Mile and Dequindre, reported that someone broke into his vehicle and stole his wallet from the center console. The victim stated that he accidentally left the vehicle unlocked while it was parked in his driveway. JULY 29: A resident in the 2050 block of Fox Hill Drive, near Dequindre, reported that someone stole her 2006 Chevy Trail Blazer that was parked in her driveway. The victim is not sure if the vehicle was locked. An employee of M53 Auto Sales, located at 42955 Van Dyke near 19 Mile Road, reported that someone stole one of their vehicles from the parking lot. The vehicle is owned by the dealership and nobody had permission to take it. There were no signs of forced entry in the area. A resident in the 44000 block of Apple Blossom Drive, located in the area of Dobry and Dequindre, reported that someone entered his garage and stole his bicycle. The victim stated that the garage door was left open at the time of the theft. A Shelby Township resident reported that someone broke into her vehicle while she was in Fitness USA, located at 39333 Van Dyke near 17 Mile, and stole her purse. The suspect(s) smashed out the front driver side window and took the purse from the floorboard in front of the driver seat. The purse contained her ID, house keys, credit cards, and approximately $200 cash.

Activities for the Month of July for the Office of Emergency Management

• The Emergency Manager monitored the flood, severe thunderstorm, and tornado watches and warnings that occurred during the month of July, including the severe thunderstorm on July 2.

• Ms. Miller conducted an Emergency Services Operations Group (ESOG) meeting

on Monday, July 11, in preparation for the 2011 Sterlingfest Arts and Jazz festival. The ESOG is comprised of operations level personnel from the Police Department, the Fire Department, and the Department of Public Works, with assistance from Community Relations, the Building Department, and the Information Technology Department.

• The Emergency Manager attended the Regional Citizen Corps Council meeting on

Monday, July 18. The city was awarded $6,000 in Grant Monies to continue Community Emergency Response Team training.

• The Emergency Manager attended the regional counter bio-terrorism meeting

held on Tuesday, July 26.

• An additional Emergency Services Operations Group (ESOG) meeting was held on Tuesday July 26 to finalize emergency preparedness for the 2011 Sterlingfest Arts and Jazz festival.

• A Sterling Heights Community Emergency Response (CERT) meeting was held on

Tuesday, July 26. Members prepared for their participation supporting the 2011 Sterlingfest Arts and Jazz festival.

• On Wednesday, July 27, the Emergency Manager participated in the region-wide

800MHz radio test.

• Ms. Miller and the Office of Emergency Management supported the 2011 Sterlingfest Arts and Jazz festival from Thursday, July 28 through Saturday, July 30.

FLEET MAINTENANCE DIVISION

• Provided 16,434 gallons of unleaded fuel and 5,918 gallons of diesel fuel thru 1,949 transactions.

• Completed 98 repair orders and 40 Preventative Maintenance work orders on City vehicles and equipment.

• In coordination with the Police Department, the mechanics have been working multiple 8-hour overtime shifts to complete the installation of the vehicles new computer systems.

• All of the SMART buses and other Sterlingfest vehicles and equipment were repaired or prepped before the festival.

• The Mechanics Store processed an average of 10 invoices per day for a total of 206 invoices for the month.

• The total number of parts issued to mechanics was 666, an average of 33 parts per workday.

• Total expenditures for the Mechanics Store were $34,861.16. • The dispatcher has handled the opening and closing of work orders and is also

used as our afternoon parts runner. • The dispatcher processed 16 invoices. • Fleet Maintenance processed a total of 222 invoices for the month.

PARKS AND GROUNDS MAINTENANCE DIVISION

• 23 parks (559 acres) were cut (4 times each). • Dodge Park was sprayed 4 times for mosquitoes. • 45 maintenance/repairs were made to park apparatuses. • 22 times the restrooms facilities were cleaned. • 22 days the parks and municipal sites trash collection was performed. • The 5 parks that are contracted for cutting/trimming were cut 4 times.

Ball diamond maintenance was conducted on a daily basis. The 8 diamonds at Delia, L. W. Baumgartner, and Jaycee Parks were dragged daily. All the other diamonds were dragged, as needed, as well as lined for specific needs. All of the ball diamonds citywide were dragged at least once a week to stay on top of weed infiltration. Soccer fields and baseball outfield lining was done weekly. Delia Park: 4 soccer fields and 4 ball diamonds L.W. On top of our daily duties, we also had Sterlingfest this month. We spent the last two weeks mulching and trimming City Hall, as well as setting up for the festival. We moved all the picnic tables and trash barrels from the city to Dodge Park, and we painted all of them. We also laid all of the flooring for the food vendors, setup the jazz stage, and did anything else that was needed from Parks and Grounds Maintenance to do.

SEWER MAINTENANCE DIVISION Inspectors:

• 136 Service requests/complaints issued and 125 closed. • 50 Miss Dig inspections. • Inspected 6 sanitary connections with 4 water line connections, 2 sanitary line

repairs, and 7 new sump installations with 1 repair. • Televised 120’ of sanitary line and 400’ of storm line. • Assisted with retention pond maintenance and rear storm drain yard cleaning, 13

grease trap inspections on commercial food preparation sites, excavation and repair of storm lines, and with water main restorations and concrete work.

Jet operators:

• Assisted with saw cutting and concrete break out for water main breaks and water service repair cleanups.

• Checked Sanitary Sewer Lift Stations & Storm Water Retention Pond Pump Stations. • Cleaned meter pits and impellers for pumps, and cleaned bar screens at ponds

and ditch locations. • Replaced the bar screens at one retention basin. • Crushed materials at the recycle sites. • Assisted with sanitary and storm line cleaning and repairs, water main cleanups,

and with sanitary and storm line inspections. • Supervised two confined space entries for storm maintenance. • Placed protective screening and odor control for Sterlingfest. • Installed steel plates over storm drains at Dodge Park to deter restaurants from

illegally dumping grease at Sterlingfest.

Laborers: • Assisted in all applications and job assignments for Sewer Division maintenance

STREET SERVICES DIVISION

• 4.45 miles of gravel roads were graded. • 2,819 gallons used for dust control – Calcium Chloride or homemade Brine. • 6.25 tons of patch was used for pothole patching. • 1 location for sidewalk patching. • 280 storm catch basin locations were cleaned. • 45 cubic yards of material was removed from the catch basins. • 76 tree and branch chipping locations were done. • 8 traffic signs were repaired or replaced. • 100.25 cubic yards of material was swept up on local road sweeping. • 2 revolutions of major road sweeping was done (not including contracted sweeping). • 4 Adopt-a-Road pickups. • 1 r.o.w. tree was trimmed in-house. • 139 r.o.w. tree inspections.

WATER DISTRIBUTION DIVISION S & W Excavating, the company contracted for Water Division work requiring excavating, completed the following:

• 7 residential service taps. • 9 water main/service line repairs.

S & W Excavating also performed 97 emergency water main and distribution line repairs in FY 2010/2011. Water Service Workers and our Meter Repair/Install crew respond to service requests from residential and commercial customers, as well as Water Billing. These service calls include high/low consumption investigations, meter repairs, hydrant repairs, flow tests, service line inspections, water main finals, and supervising/assisting contractors in installs/repairs. Daily inspections and maintenance procedures at the water booster station are also performed.

• 475 service requests. • 119 fire hydrants winterized. • 11 meters repaired, 24 meters replaced. • 11 fire hydrants were repaired.

Inspectors conduct cross connection inspections and maintain the department's Backflow Prevention Program. Requests for water main and service line locates are answered daily. Inspectors performed:

Meter Readers read 12,633 residential and commercial meters. Fire hydrant winterization for 2011 has begun. The contract for purchase and installation of replacement fire line meters for Chrysler Stamping, Andover Heights Condominiums, and Sterling Heights High School, has been awarded to SLC Meter Service.

WATER & SEWER ADMINISTRATION

• Jason Castor, Civil Engineer I, was transferred from the Engineering Department to the D.P.W. effective July 2, 2011.

• Darrell Laughlin, who was temporarily assigned to D.P.W., went back to Engineering – July 2, 2011.

• Marty Marchesi, Engineering Aide, started in DPW on July 5, 2011. 2011 Noxious High Grass/Weed Cutting Program Vacant Property Cutting Vacant lot property cutting, utilizing W & D Landscaping, continued through the month of July. During the month, there were 87 vacant properties considered to be in violation and subsequently cut, bringing them into compliance with the City’s ordinance regarding property maintenance. Invoices were sent to the owners of those properties for remittance to the City for work performed. These invoices include a $75 per hour contractor’s fee, 60% administrative fee, and a $29 flat fee. Residential Homes and Businesses Residential/commercial high grass and weed cutting continued as well utilizing W & D Landscaping. During July, 34 properties were considered to be in violation and subsequently cut bringing them into compliance with the City’s property maintenance ordinance. Invoices were sent to all property owners for remittance to the City for work performed. These invoices include a $50 per hour contractor’s fee, 60% administrative fee, and a $29 flat fee.

Grant Applications and Status 15 Mile Road/Ryan Road Retroreflective Sign Replacement Application was made on July 1, 2011, to the Federal Local Safety Program. If selected for program inclusion, the grant would cover 80% of City costs to replace existing signs with retroreflective signs via force account work. This project would lessen future City costs to meet the retroreflectivity requirements. The estimated cost of this project is $85,000.

Road Rating Reimbursement City approved for reimbursement for 2010 ratings in the amount of $3,142. Reimbursement check has been received. 17 Mile Road Bridge over Conrail On April 28, 2011, application was made for fiscal year 2014 Local Bridge Program Funding for the superstructure replacement of the 17 Mile Road Bridge over Conrail. The estimated construction cost of the superstructure replacement is $5,000,000. 15 Mile Road Right-Turn Lanes On March 18, 2011, application was made for Congestion Mitigation and Air Quality (CMAQ) funding for the installation of right-turn lanes for westbound 15 Mile Road to northbound Dodge Park Road and eastbound 15 Mile Road to southbound Maple Lane Road. CMAQ funding pays for 80% - 100% of project construction costs. The estimated construction cost is $184,000.

City Projects GIS Program The GIS is now active on the City's website. All private layers were removed. The GIS vendor is currently working on a public/private login to post sensitive layers correctly. Over the past several months, the Police Department has been updating their Dispatch Center to a new software program that utilizes a GIS database. The new system required certain fields to be added, changed, and populated. Engineering has been working with the vendor to ensure the new Police Dispatch software will operate correctly and seamlessly. Hayes Rd Sanitary Sewer, Moravian to Bartola Subdivision, City Project #974 Topo complete, design in progress, easement acquisition in progress. Section 4 Water Main Improvements, City Project #964 Design in progress by Hubbell, Roth & Clark, Inc. (HRC). Laurel Meadows Pump Station Repairs, City Project #06-138 Project awarded to Wozniak Underground on April 19, 2011. Preconstruction meeting held on April 26, 2011. Contractor has ordered parts to complete project. Mound Rd Water Main, 17 Mile Road to 18½ Mile Road, City Project #06-142 All water main installed and two tie-ins remain. Contractor working currently on restoration. One tie in completed. One remains.

2010 Sidewalk Gap Completion Program, City Project #07-173 Contractor began work on October 4, 2010. Ryan Road sidewalk completed. Schoenherr Road, 18 Mile Road, and Hayes Road sidewalk completed. Contractor to complete other locations in spring 2011. DTE relocations completed to enable spring construction. Contractor began construction on remaining gaps. Remaining gaps complete. Restoration remains.

Fairfield Pump Station Repair, City Project #09-196 Project awarded to Wozniak Underground on April 19, 2011. Preconstruction meeting held on April 26, 2011. Contractor has ordered parts to complete project. Section 2 & 11 Sanitary Sewer Relief System, City Project #09-200 Flow monitoring is required to determine the infiltration and inflow into the system. Data collection has been completed by HRC and report submitted for review. Report of study indicated the need to remove and replace approximately 600 linear feet of pipe to increase pipe size and capacity. Design alternatives being evaluated. Utica and Van Dyke Park, City Project #10-206 Construction is anticipated to begin in summer of 2011 once site remediation is complete and property purchase finalized. Speedway is pursuing site remediation but not yet completed. Site remediation scheduled for June. Site remediation underway. 2011 Asphalt Pavement Repair Program, City Project #10-211 Project will include a limited number of sectional local road repairs on Lori Drive, Betley Drive, and Gainsley. Major roadwork will include Dobry Road resurfacing (Ryan to east), Saal Road/Clinton River Road intersection work, Plumbrook Road intersection at Van Dyke and Riverland Drive intersection at Van Dyke. Project awarded to Capital Contracting at June 7, 2011 regular City Council meeting.

County Projects Metropolitan Parkway The Macomb County Department of Roads will commence construction activities on Metropolitan Parkway on April 11, 2011, from Dequindre Road to Mound Road. Construction cost is $1,797,625. Concrete repairs underway. Asphalt resurfacing portion of project underway. Anticipated completion date of July 16, 2011. Project complete with exception of minor items and installation of westbound right turn lane to northbound Van Dyke. 14 Mile Road Bridge over Big Beaver Creek The Macomb County Department of Roads will commence with the rehabilitation of the bridge over the Big Beaver Creek on April 4, 2011. Construction cost is $786,000. Bridge construction on schedule to be completed the first week of July. Construction complete. Mound Road Concrete Repairs (14 Mile Road to 18 Mile Road) The Macomb County Department of Roads is projected to commence construction on this project early to mid August of 2011. The estimated project construction cost is $2,800,000. Construction commenced in late August. It is anticipated construction will last through October 2011. Van Dyke Bridge over Clinton River Project is in design phase. Early 2012 commencement of construction anticipated.
