On behalf of SENSAIC, the government and industry supporters listed below, and our symposium committee, I invite you to participate in the 2008 Tri-Service Radar Symposium. It will be held in Monterey, California from 23–27 June 2008. Our DoD’s expectations for radar, especially in the areas of non-cooperating targets, con-tinue to grow. Meeting this challenge is vital to preserv-ing our battlefield superiority. At this time our committee is focusing on assembling this year’s TSR program. It will

ABOUT THE TRI-SERVICE RADAR SYMPOSIUMThe Tri-Service Radar (TSR) Symposium is the most prestigious and the oldest continuous meeting of radar engineers, scientists, and technologists. TSR celebrates its 54TH Symposium in 008. Since its inception, this symposium has focused on providing a forum for peer review and exchange of R&D information that is typically not available through the open literature. Most informa-tion is classified, limited-distribution, or ITAR-restricted material. Indeed, classified material is given preference by the Papers Selection Committee. The Symposium evolved from the Synthetic Aperture Radar Symposium, first held by the University of Michigan in 1955. The change from university to military sponsorship in the late 1960s expanded the event by providing a forum

for presenting of a wider range of radar technology Programs ranging from Research and Development through current fielded systems of the Army, Navy, Marines, Air Force, and Coast Guard are highlighted. The Chair rotates yearly among the Army, Navy, and Air Force. This rotation synergistically benefits the services, the broader Government, and DoD contractors through peer interactions that enhance the quality of work and stimulate creativity by sharing critiques and ideas across organizational boundaries. More recently, the participa-tion of industry partners has increased, with the Sympo-sium becoming a truly integrated community event. The Symposium consists of successive lecture and poster sessions (no parallel sessions), with all papers published in the proceedings and delivered to every attendee.

PROGRAM TOPICSThe Program will feature three days of selected papers for presentation in lecture and poster sessions and two days of short courses and workshops. Classified and ITAR-restricted papers are strongly encouraged for the lecture and poster sessions and will be given precedence, but relevant unclassified papers are also welcome. Short course and workshop material may be classified or unclassified.

Tentative session topics that have been identified to help set the theme of the 008 TSR are:• Affordable Radar Systems/Technologies, Radar Open

System Architecture, Cost Analysis of Radar• Radars in Systems of Systems• Multi-Mission or Multi-Function (Radar / EW / Comms)

Radars• Radar Operations in Urban Environments• Ballistic Missile Defense• Radar in Support of Current Operations• Expeditionary Warfare (Littoral, Riverine, Urban)• Maritime Domain Awareness• Defense Against Terrorism (Counter IED)• Radar Spectrum & Environmental Effects• Other Topics

Abstracts may be submitted addressing the aforementioned topics or any topic relevant to military radar, including but not limited to:• Radar Systems: Ground, Shipboard, Airborne/UAV, Space,

Missile• Netted Radar, Distributed Radar• Intelligence (Threat Systems, Electronic Attack)• Multistatic & Passive RF• Active Aperture Radar / Digital Radar / Digital Beamforming• Antenna Technology• Electronic Protection• Automated Target Recognition

• RF Imaging / SAR / ISAR• Airborne SMTI & AMTI• Ground Surveillance• Secondary Radar / Combat ID / RF Tags• Signal Processing / Adaptive Processing / Waveform

Diversity• Data Processing: Tracking, Target Discrimination, Image

Processing• Modeling and Simulation• Phenomenology: Targets, Interference, Clutter, Propagation• Key Enabling Technologies: T/R Modules, Exciters, Waveform

Generators, Processors• Ultrawideband Radar

All submitted abstracts will be considered both for Lecture and Poster sessions. Since the TSR is the only venue specifically concentrating on classified and sensitive information on radar, submissions dealing with this subject matter are greatly desired and have first priority.

In contrast to the traditional role of Poster sessions, Poster and Lecture papers for the TSR Symposium are considered equally important. The Chairs would like to emphasize that Poster papers are an integral part of the Symposium technical program, have their own session (do not compete with the Lecture sessions), and are explicitly solicited for their unique contribution. Papers allocated to the Poster session generally require more author interaction with the audience, receive a more targeted and interested audience, and afford an author time to present their topic in more depth.

Short Courses and Workshops, conducted on the first and last days of the Symposium, are also an important aspect of the overall technical program. Prospective instructors and chairs are invited to submit topics and descriptions on proposed courses and workshops for consideration by the Technical Committee.

Guidelines For AuthorsIt is always difficult to select papers based only on submitted abstracts. The committee, therefore, requests that those submitting abstracts:

(1) Provide an outline of your presentation in addition to the abstract.

() Provide the following information:

(a) The classification of the material to be presented and published.

(b) An indication that you have taken into account prior art in the area which your paper treats. You might cite two or three references to the latest papers preceding your paper.

(c) A summary statement that clearly states the substance of your paper’s contribution to the field, how it adds to exist-ing technical information, or what is new and significant about the work. Also, indicate if the work is a new program, a continuing effort, or a completed program.

(d) Abstracts for papers/presentations that are to be unclas-sified should clearly demonstrate relevance to military, homeland security, or related applications.

(e) If the work has already been reported at another confer-ence, state when and where it was presented, why it should be presented again, or in what way it is a different presentation.

(f ) Please note what type of information will be presented (measurement, analytical, design, test, etc.)

Call For ExhibitsAgain this year, we are inviting organizations to propose exhibits to be displayed at the Symposium. Exhibits may consist of anything from graphic displays to hardware. Hardware displays may consist of anything from components to entire systems. All displays will be considered, but must relate directly to radar. Interested parties should contact MSS. There is no exhibit space fee. Exhibitors are responsible for all other costs, that is, shipping or special on-site support. Exhibits will be selected on the basis of how well they complement the Symposium program theme and fit available space.

Short Course & Workshop ProposalsProvide the relevant information on the Abstract Submission Form, either via our website (preferred) at www.sensiac.gat-ech.edu or using the attached form (be sure to complete both pages). Please note that if you use the website, do NOT submit the form in this Call for Papers. Please check the appropriate box for Submission Type. Proposals should be limited to 500 words and must be UNCLASSIFIED.

Selection CriteriaPreference will be given to papers with depth and technical content consistent with publication in scholarly journals and that provide insight into operational needs and deficiencies. Factors important to the selection of papers include the degree to which the paper:• Deals with classified or controlled material;• Has new findings not previously reported;• Provides measured data and results where appropriate;• Is relevant to current and anticipated DoD requirements.

Abstracts must be UNCLASSIFIED. Since classification of the paper is a consideration in paper selection, the abstract should state the classification of the material to be presented and published. Reclassification of papers subsequent to selection may prompt the committee to review the submission.

To facilitate the distribution of accepted papers to appropriate Sessions, authors are asked to identify a choice of Session for their paper (from the list of Session Topics). Questions regarding the technical content of the meeting should be addressed to the Chair or Vice Chairs using the contact information on page 7.

Submission of an abstract is deemed a firm commitment to prepare the presentation and paper described by the abstract. The abstract must be in accordance with the guidelines and dates detailed for authors in this Call For Papers. All authors are required to prepare manuscripts that are published in the proceedings. The deadline for completed manuscripts is 6 June 008. The publication of papers received after this date will be delayed until the proceedings for TSR 009.

REMiNdER: All presenters must be U.S. Citizens and must hold a SECRET-level clearance.

Submit Your AbstractFill out the Abstract Submission Form completely, either via our website (preferred) at www.sensiac.gatech.edu or using the attached form (be sure to complete both sides). Please note that if you use the website, do NOT submit the attached form. Follow the instructions provided either on the website or on Page 5 of this Call for Papers and submit a completed Abstract Submission Form with your 00-500 word abstract.

REMiNdER: Your abstract must be UNCLASSiFiEd UNLiM-iTEd diSTRiBUTiON.
