STATEMENT TO BE READ BY PRESIDING OFFICER:
CALL TO ORDER Statement is hereby made that adequate notice of this meeting has been properly provided by the
giving of a meeting notice, by mailing same to the Hub Newspaper, and Asbury Park Press on
Wednesday January 10, 2018, filing same on Wednesday, January 10, 2018, with the clerk of the
Borough of Tinton Falls, Borough of Eatontown and the Township of Shrewsbury, and by
prominently posting said notice on the Monmouth Regional High School Internet Web page and
the main doors into the High School building in the Administration wing on Wednesday January
10, 2018.

I. SUPERINTENDENT’S REPORT –
1. Student of the Month April: Jason Manos: Mr. Spampanato presented the
Student of the Month Award for April 2018 to Jason Manos
2. Student of the Month June: Bobbi Rene Fullerton: Mr. Spampanato reported
Ms. Fullerton would not make the meeting.
3. Tinton Falls Representative on MRHS Board: Mr. Cohen reported the board
subcommittee met earlier and is recommending Mitch Kulberg to be named Tinton
Falls Representative Board Member to replace Dr. Mayer who resigned last month.
Motion by Mr. Gaetano, seconded by Mr. Seavey, and carried THAT: The Board approves the
following:
Tinton Falls Representative June 5, 2018 – December 31, 2018:
Mr. Mitch Kulberg as the Tinton Falls Representative on the Monmouth Regional High School
Board of Education for the period of June 5, 2018 to December 31, 2018.
Roll Call Vote: All in Favor. Motion Carried
At this time, Mrs. Parry swore in Mr. Kulberg. Mr. Kulberg took his seat on the Board.
4. Employee of the Quarter- Tina Legere: Mr. Teeple announced that the Employee
of the 4th quarter is Tina Legere. He presented to Ms. Legere a certificate, pin and
gift card.
5. Statement for School Business Administrator Contract Hearing: Mr. Teeple
and Mr. Cohen held a hearing for the School Business Administrator Contract-
opened by Mr. Gaetano, seconded by Dr. Uddin. No comments. Closed by Mr.
Gaetano and seconded by Dr. Uddin.
6. Welcome Eileen Cilino: Mr. Teeple welcomed Eileen Cilino to the board meeting.

B. Off Guide Benefits 2018-2019:
The Off Guide Benefits for 2018-2019 for non-associated staff personnel:
2018-2019 Off Guide Annual Personnel Benefits Days granted for Personal, Family Illness, and Death:
The off guide personnel will be entitled to benefits as outlined in Policy 4151.7. At this time
those benefits include five (5) days death in the immediate family per occurrence, three (3) days
for relative of the second degree, one (1) day death of a relative or friend per occurrence, two (2)
days serious family illness, and three (3) days for personal business.
Personal sick leave benefits will equal one (1) day for each month worked in a year up to a
maximum of twelve (12) days. Unused sick leave accumulates until retirement. At the end of
each school year, unused personal days will be added to the accumulated sick leave for each
employee.
Sick leave upon retirement will be as follows:
Information Technology Personnel will receive benefits equal to the Secretarial Unit Agreement
in place at time of retirement.
The Building and Grounds Supervisor, Permanent Subs, Transportation Supervisor, Student
Records Coordinator, Confidential Secretaries and Business Office Clerk will receive benefits
equal to Teachers Agreement in place at time of retirement.
Perfect Attendance
All employees listed above with perfect attendance will be eligible for payment in accordance
with the current teacher contract language. (2017-2020 Contract, Article XVIII section E, Pg30)

Vacation
10 month employees follow the 10 month calendar/holiday schedule with no vacations.
12 month employees are entitled to vacation as follows:

C. Transfer of unexpended appropriations and/or excess revenue to reserve:
The Board approve the following:
WHEREAS, NJSA 18A:21-2 and NJSA 18A:7G-13 permit a Board of Education to establish
and/or deposit into certain reserve accounts at year end and,
WHEREAS, the aforementioned statutes authorize procedures, under the authority of the
Commissioner of Education, which permit a Board of Education to transfer anticipated excess
current revenue or unexpended appropriations into reserve accounts during the month of June by
board resolution, and
WHEREAS, the Monmouth Regional High School Board of Education wishes to deposit
anticipated excess current revenues and/or unexpended appropriations into a Maintenance;
and/or Emergency; and/or Capital Reserve account at year end, and
WHEREAS, the Monmouth Regional High School Board of Education has determined that up
to $400,000 each is available for such purposes to transfer,
NOW THEREFORE BE IT RESOLVED by the Monmouth Regional High School Board of
Education that it hereby authorizes the district’s School Business Administrator to establish this
account if necessary and make this transfer consistent with all applicable laws and regulations.

I. Buses for Graduation – Eatontown Public Schools 2018: Monmouth Regional High School providing buses to Eatontown Public Schools to
Monmouth Regional High School for 8th grade graduation on June 20th and 21st at no charge
to Eatontown Public Schools.
J. Addendum- Non Public Nursing
The addendum to the Non Public Nursing Services Agreement between Monmouth Ocean
Educational Services Commission and Monmouth Regional High School – stating that the non-
public nursing services will be provided during the regular school day hours only as well as on
site after school co-curricular activities. All day, evening and overnight class/field trips will not
be covered under the agreement and will be the responsibility of the non-public school to provide
their own nurses at their own expense unless prior written approve is given by MRHS to the
MOESC Director of Special Services.
K. 2018-2019 Anticipated contracts to be renewed, awarded, or to expire during the
school year PL 2015-chapter 47: Per PL 2015 chapter 47 the intent to renew, award, or permit to expire the following contracts
previously awarded by the board of education. These contracts are, have been, and will continue
to be in full compliance with all state and federal statutes and regulations; in particular NJ title
18A:18 et seq. NJAC Chapter 23, and federal procurement regulations 2CFR part 200.317 et seq.

Ms. Van Wagner: Ms. Van Wagner wished Mr. Gaetano well and thanked him for his years of
service to the board.
Ms. Fisher: Ms. Fisher reported she attended many athletic events and thanked Mr. Gaetano for
his years of service to the Board of Education.
Mr. Seavey: Mr. Seavey welcomed Mr. Kulberg, updated everyone on recent meetings on the
legislative level, and thanked Mr. Gaetano for his years of service to the Board of Education.
Mr. Kulberg: Mr. Kulberg thanked the board members for their vote of confidence.
Dr. Uddin: Dr. Uddin reported she attended the World Language Honor Society induction
Mr. Gaetano: Mr. Gaetano thanked everyone for their comments and reminded the board
members to Stay Executive.
Mr. Cohen: Mr. Cohen reported he attended many sports and school events and thanked Mr.
Gaetano for his years of service to the Board of Education.

On a recommendation of the Superintendent, motion by Mr. Seavey, seconded by Ms. Fisher and
carried THAT:
WHEREAS, the Sen. Byron M. Baer Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., (the
“Act”) provides that the Monmouth Regional High School Board of Education may hold an
“Executive Session” from which the public is excluded to discuss matters that are confidential or
are one of the nine (9) subject matters listed Section 12(b) of the Act; and
WHEREAS, it is recommended by the Superintendent and Business Administrator that the
Monmouth Regional High School Board of Education go into Executive Session on June 5, 2018
at 8:17 PM to discuss matters that are permissible for discussion in Executive Session; and
WHEREAS, the length of the Executive Session is estimated to be 1 hour 38 minutes after which
the public meeting of the Board shall reconvene and proceed with business; and
WHEREAS, that the Board hereby declares that its discussion of the following subject(s) will be
made public at a time when the public’s interest in disclosure is greater than any privacy or
governmental interest being protected from disclosure.
NOW, THEREFORE, BE IT RESOLVED by the Monmouth Regional High School Board of
Education that the Board shall go into Executive Session to discuss the following items:
1. Student Matters
2. Legal Matters
3. Personnel
ITEMS DISCUSSED IN EXECUTIVE SESSION WILL RESULT IN BOARD ACTION
