Looking back I would have to say that the most pleasant surprise of 2010 was the astounding success ofTea Party candidates in the November elections Irsquom still amazed that what began as a handful of ralliesand occasionally uncivil ldquomeet the candidaterdquo meetings grew into a gigantic uprising against bloated big-spending government

Even as millions of newly aroused voters headed to the polls the mainstream media continued todemonstrate how out-of-the-mainstream they really are by dismissing the Tea Party as an insignificantbunch of racist malcontents

But ignoring them didnrsquot work And smearing them only caused their numbers to grow By the evening ofNov 3 the truth could no longer be denied mdash something new had happened in America And a lot of theold guard who had practiced ldquopork as usualrdquo on Capitol Hill for many decades found themselves sweptout of officeHow sweet it was

Ah but while campaigning can be tough mdash the smears the innuendos the microscopic investigation ofeverything a candidate has ever said or done are enough to dissuade most mortals from ever running foroffice mdash actually doing what you promised can be even harder

The 112th Congress will be sworn into office this week Each and every Senator and Representative willtake a solemn oath to ldquopreserve and protectrdquo the Constitution of the United States of America Very soonthereafter wersquoll see how many of them actually meant it

Two key issues will come up almost at once The first will be a new budget bill As Irsquove discussed inprevious columns nearly a dozen different appropriation bills were introduced in the last Congress Not asingle one of them passed

So the Democrats in charge tried to pull off quite a stunt in the closing days of the recent and unlamented



lame duck session Senate Leader Harry Reid (D-Nev) House Speaker Nancy Pelosi (D-Calif) and theWhite House agreed to combine everything they wanted into one gigantic 1924-page legislative packageThere was something in it for everyone One columnist called it ldquoone oozing ball of pork and bad policygoing beyond even the obscene budget of 2000rdquo

It was all of that and more One of the billrsquos sponsors was Daniel Inouye (D-Hawaii) who has proven manytimes that he is a wily and sly strategist This time was no exception As a ldquofavorrdquo to his Republican friendson the other side of the aisle Inouye and his staff dug out every earmark request they could find that aRepublican had ever requested No matter if they had long since abandoned such pork they decided tocram it all into the new bill

Word is that by the time they got done there were more than 6000 earmarks in the new legislation Noone knows the exact number because by the time the Frankensteinrsquos monster came up for a vote no onehad had a chance to read it Which was just how Reid and his cohorts wanted it

Two of the toughest conservatives in the Senate mdash Tom Coburn of Oklahoma and Jim DeMint of SouthCarolina mdash came up with a great stalling tactic however They proposed that before a vote could be takenon the measure the entire thing mdash all 1924 pages of it mdash had to be read out loud to the assembledSenators

When he finally realized he didnrsquot have the votes to squash debate and ram the measure through SirHarry finally threw in the towel Instead of Reidrsquos nearly 2000 page monstrosity Senate Republicanleader Mitch McConnell introduced a one-page resolution that would maintain spending levels for alldepartments at then-current levels for the next 60 days There would be no new increases (such as thebillion bucks the Dems wanted so they could start funding ObamaCare) But no cuts either mdash somethingalmost every Republican had promised the folks back home

Facing the inevitable Reid allowed a vote on the measure A majority quickly said ldquoayerdquo then headedhome for the holidays The House approved the measure later that day on a 193-165 vote (Yes I knowthat only adds up to 358 votes What can I tell you Seems that 77 of your representatives pleaded theyhad a plane to catch and left early)

So the 111th Congress is now history And a pretty sad one it is The latest Gallup poll taken in the finaldays of the lame-duck session showed that the approval rating of Congress hit an all-time low of 13percent Is there any profession anywhere in more disrepute

What happens next Wersquore about to find out folks Look for the fireworks to start soon after the newCongress takes their seats next week

Among the many issues theyrsquoll have to address fairly soon is raising the debt ceiling once again Evenwithout any new spending total US public debt continues to grow by more than $100 billion a monthThis means it will approach the mandated limit of $143 trillion sometime in March If Congress does notagree to raise the ceiling the Treasury will not be able to continue issuing new debt

I can already hear the near-hysteria in the popular press about what refusing to raise the debt ceilingwould mean After all we have to keep the government operating donrsquot we We canrsquot have anldquoemergencyrdquo shut down of vital government services can we

If the new Congress gives in to establishment pressure and media alarmism about shutting down thegovernment by voting to increase the debt ceiling once again you will know that the status quo hasprevailed You will know that Congress despite the rhetoric of the midterm elections is doingbusiness as usual You will know that the simple notion of balancing the budget by limiting federalspending to federal revenue remains a shallow and laughable campaign platitude

As you can see the lines in the sand are already being drawn Irsquoll be reporting on many of the battles infuture columns But for now let me ask you something In the coming contests which side will yourcongressman be on If you donrsquot know the answer mdash or even who he or she is mdash yoursquore not part of thesolution Yoursquore part of the problem

Now after investing more than $15 billion in turbines in west Texas Pickens is bowing out of wind Whatmade his plans fizzle He has blamed the lack of a power grid necessary to transmit energy generated byremote wind farms Media reports confirm this is one of the problems with wind energy

Another problem is natural gas Reporting for the Wall Street Journal Robert Bryce explains ldquoTwo yearsago natural gas prices were spiking and Mr Pickens figured theyrsquod stay highrdquo But they didnrsquot Natural



gas currently sells for around $4 for every 1 million British thermal units (BTUs) of energy it produceswhile wind energy eats up $644 per million BTUs in federal subsidies alone Pickens claims the price ofnatural gas would have to be $7 per million BTUs to make wind energy economically viable

According to Bryce low natural gas prices are here to stay because of ldquothe drilling industryrsquos newfoundability to unlock methane from shale bedsrdquo He also quoted Dr Fatih Birol chief economist for theInternational Energy Agency who predicted ldquoThe gas glut will be with us 10 more yearsrdquo due to a globaloversupply poised to keep prices below $6 until 2017

As for Pickensrsquo now-useless west Texas turbines Bryce says ldquoHersquos hoping to foist them on ratepayers inCanada because that country has mandates that require consumers to buy more expensive renewableelectricityrdquo

This news of Pickensrsquo epiphany comes hand-in-hand with the announcement last month by TexasComptroller Susan Combs that her state is paying too high a price for wind farms Her annual report tothe legislature explains the economic development incentive program allowing school districts to offer taxbreaks is ldquoincreasingly used to over-incentivize projects that create few or no jobsrdquo Sixty-five percent ofthese projects are ldquorenewable energyrdquo and wind makes up the majority of them However of the morethan 6000 jobs created by the incentive program a meager 8 percent are in renewable energy Moreovera disproportionate 38 percent of the programrsquos tax benefits go to wind

Combs stated that the cost to the state per job is nearly $16 million roughly 40 times more than the costper job under the Texas Enterprise Fund which is the governorrsquos principal economic development planCombsrsquo recommendation to the Texas legislature ldquoThe program should be restructured towards itsoriginal intentrdquo

Bad wind and market realities certainly didnrsquot discourage the lame-duck Congress from extending windsubsidies and tax credits for another year On December 17 President Obama signed into law the TaxRelief Unemployment Insurance Reauthorization and Job Creation Act of 2010 Denise Bode CEO of theAmerican Wind Energy Association called it a ldquogreat holiday present for the 85000 American workers inthe wind energy industryrdquo She claimed ldquoOrders will be on the rise for new wind power and investors willput more capital into the US economyrdquo

Californians Face New 2nd Amendment Restrictionswritten by James Heiser



The adoption of AB 962 on October 11 2009 is one more of the grave betrayals of the rights ofCalifornians to occur under the misguided leadership of RINO Governor Arnold Schwarzenegger whorefused to veto the bill despite his veto of similar legislation in 2004 Various legal challenges have beenraised to provisions of the new law but unless there is court action before the end of January the law willgo into effect February 1 2011

The draconian provisions of AB 962 criminalize the transfer of ammunition in California in the absence ofextensive reporting (including obtaining a thumbprint) for every sale The Legislative Counsel Digestobserves of the billrsquos provisions

This bill would subject to exceptions commencing February 1 2011 require handgun ammunitionvendors to obtain a thumbprint and other information from ammunition purchasers as specified Aviolation of these provisions would be a misdemeanor

This bill would provide that a person enjoined from engaging in activity associated with a criminalstreet gang as specified would be prohibited from having under his or her possession custody orcontrol any ammunition Violation of these provisions would be a misdemeanor

The bill would prohibit supplying or delivering as specified handgun ammunition to prohibitedpersons as described by persons or others who know or by using reasonable care should knowthat the recipient is a person prohibited from possessing ammunition or a minor prohibited frompossessing ammunition as specified Violation of these provisions is a misdemeanor with specifiedpenalties

The bill would provide subject to exceptions that commencing February 1 2011 the delivery ortransfer of ownership of handgun ammunition may only occur in a face-to-face transaction with thedeliverer or transferor being provided bona fide evidence of identity of the purchaser or othertransferee A violation of these provisions would be a misdemeanor

By creating new crimes this bill would impose a state-mandated local program

Restricting ammunition sales is a relatively new tactic which the Left is using to deprive Americans oftheir constitutionally guaranteed right of self-defense Since the Supreme Court has upheld the



constitutionally enumerated right of possessing firearms for self-defense the logical next line of attack forthose who are waging war against our civil liberties is to take away the ammunition The substantialpenalties threatened against anyone violating the provisions of AB 962 (up to a year in jail and a $1000fine) are enough to give pause to anyone except the criminals the law was purportedly enacted to stopfrom getting access to ammunition And in the minds of legislators ldquoammunitionrdquo is a stunningly variableconcept

For purposes of this subdivision ldquoammunitionrdquo shall include but not be limited to any bulletcartridge magazine clip speed loader autoloader or projectile capable of being fired from afirearm with a deadly consequence ldquoAmmunitionrdquo does not include blanks

Calling a speed loader or a magazine ldquoammunitionrdquo is like referring to an automobile transmission or aspare tire as ldquogasolinerdquo

Thus far the intimidation seems to be working For example Cheaperthandirtcom mdash one of the largestonline retailers of ammunition firearms and related supplies mdash filed a Declaration in Support of aPreliminary Injuction in June which made it clear that the restrictions on ldquohandgunrdquo ammunitionfunctionally banned the company from selling any ammunition to Californians

Because I do not know what ldquohandgun ammunitionrdquo is under California Penal Code sections 1206012061 and 12318 CTD Inc will cease shipping all types of ammunition that are suitable for use inboth handguns and long guns to non-exempt California customers beginning January 1 2011 toavoid risking criminal prosecution under California Penal Code section 12318

At present it appears that the only thing which could halt enactment of AB 962 would be a ruling in thecase of Parker et al v State of California et al According to the ldquoDaily Bulletinrdquo at AccurateShootercom

Right now it looks like ldquohandgun ammunitionrdquo will be interpreted broadly and this could include223 Rem 3030 762times39 mdash basically anything that has ever been shot in a handgun (even thesingle-shot variety)

Not surprisingly the California Department of Justice has not created any regulations to betterdefine what constitutes ldquohandgun ammunitionrdquo under AB 962 Currently the Department of Justiceis involved in litigation challenging the constitutionality of AB 962 The case Parker et al v State ofCalifornia et al is expected to go to trial January 18 2011 The judge has indicated he intends torender a ruling before February 1

Meanwhile the California Department of Justice has refused to provide any practical guidance thatwould better enable industry members to comply with the lawrsquos vaguely worded definition ofldquohandgun ammunitionrdquo

The Justice Departmentrsquos nebulousness in defining ldquohandgun ammunitionrdquo is another element of the Leftrsquospattern of intimidation Law-abiding citizens and frightened merchants will err on the side of cautionknowing that almost any sale might constitute the basis for jail time in the hands of a government whichhas apparently lost any regard for the rights of the citizens to whom it is supposedly accountable

In the Federalist Papers Alexander Hamilton supports the American expression of this timeless principle

The proposed Constitution so far from implying an abolition of the State Governments makes themconstituent parts of the national sovereignty by allowing them a direct representation in the Senateand leaves in their possession certain exclusive and very important portions of sovereign powerThis fully corresponds in every rational import of the terms with the idea of a Federal Government

However any such hopes were dashed Thursday night as a series of attacks on Christian homes inBaghdad signaled that no sanctuary remains for the persecuted remnant in their native land

An Associated Press article (ldquoIraq Christians bury their dead after more attacksrdquo) gives a sense of thecalculated brutality behind the most recent attacks

At least four Christian homes in Baghdad were hit Thursday night in the first string of attacks sinceal-Qaida-linked militants last week renewed their threats of violence against Christians in Iraq hellip

Father Mukhlis a priest at Our Lady of Salvation church the target of the October siege said asmany as 12 violent incidents occurred against Christian homes across the capital Thursday night

Police officials confirmed seven attacks against Christian homes In the deadliest attack two peoplewere killed when a bomb exploded outside a Christian familys house in Baghdads easternneighborhood of al-Gahdir Three people were injured in the blast police and hospital officials said

Six other people were wounded in four separate bombings across the capital on Thursday nightpolice said A sounds grenade that landed inside a Christian house in the Dora district in southernBaghdad injured three others

One person was wounded when a rocket hit a Christian home in downtown Baghdad Thursdayevening police said Friday

Hospital officials confirmed the casualties

The coordinated character of the attacks and the decision to target the homes of Christians marked adeadly development in the war against the Christians of Iraq The Baghdad massacre clearly signaled thatmilitant Muslims would allow no place for Christians in post-occupation Iraq other than in a state oflsquodhimmitudersquo being relegated to a permanent status as second-class citizens Attacking both the churchesand the homes of Christians signals that as far as the Jihadists are concerned there will be no place for



private or public expressions of Christianity in the new Iraq

At the same time even emigration is not guaranteed to deliver Iraqi Christians from persecution mdash as thepublication of an al-Qaeda ldquodeath listrdquo of 200 Coptic Christians recently made clear Copts residing inCanada and Austria are among those targeted by Jihadists mdash over one hundred of those included on theldquodeath listrdquo reside in Canada and may have lived there for decades As militant Islamists grow bolderthere is no reason to believe their rage against other emigre groups will be any less brutal

The martyrdom of an elderly Christian couple gives a sense of the savagery of the Jihadists According toone press account

The latest bloody attack on Iraqs Christians was brutal in its simplicity Militants left a bomb on thedoorstep of the home of an elderly Christian couple and rang the doorbell

When Fawzi Rahim 76 and his 78-year-old wife Janet Mekha answered the doorbell Thursday nightthe bomb exploded killing them Mekhas brother told The Associated Press on Friday Three otherpeople apparently passers-by were wounded

Clearly no one could view such a couple as a lsquothreatrsquo to Islam rather in the words of Fr Nadhir Dakkothe priest who presided at their funeral ldquoToday we stand next to two martyrs whose crime was that theypreferred to stay in their countryrdquo And the priest bravely addressed the plight of the Church in Iraq

The Christians in Iraq are always targeted because they do not have militias and they do notbelieve in the power of weapons said Father Nadhir Dakko a priest at St George ChaldeanChurch who performed the funeral service for the slain couple

Speaking to reporters after the service Dakko railed against what he called the governmentsinability to establish peace and security for all Iraqis Muslim and Christian All Iraqis aresuffering he said but the situation is harder for Christians because they are a minority

How would you eliminate traditionalism from the armed forces Obviously by instituting its oppositepolitically correct social engineering You could perhaps start by enlisting more women and then makingthem part of combat units and you could make military academies co-ed Also be sure to have womenserving aboard naval vessels which will result in a sky-high pregnancy rate You then could cater to theincreasingly feminized atmosphere by issuing ldquostress cardsrdquo to trainees who could produce them in bootcamp if they felt a drill sergeant was being you know a real meanie And you could bring in a

And after complaining about spending several days a month in mandatory classes designed to combatthings such as stereotyping and ldquoracial profilingrdquo one ex-soldier wrote ldquoWe only went to the firing rangeonce during the last year I was in the Army but we watched a ton of prevention presentations in air-conditioned auditoriumsrdquo

The fact is that the kind of warriors you want in the military appreciate a robust masculine almostSpartan environment and are deterred by a feminized namby-pamby Dr Happy approach And good mendid in fact leave because of Bill Clinton Good men left because of social engineering And more good menare leaving because of Barack Obama Of course there are still plenty of good men left in the military It is still a relative bastion oftraditionalism And it is still most would say far-fetched to believe that Obama might be laying thegroundwork for a future dictatorship As I said Irsquom just thinking out loud

The obvious question for Danish authorities is what to do about immigration The Scandinavians arefamously ldquodiverserdquo and ldquomulticulturalrdquo And Denmark and its neighbors Sweden and Norway havedropped even any pretense to national sovereignty and permitted the unfettered immigration of AfricanMuslims The results have been apparent for years as the European blogger Fjordman observed in 2007of Scandinavia

Officials in this city of nearly 15 million are unsure exactly how many have left because it is difficult togauge the population Juarez has always attracted thousands of high-turnover factory workers many ofwhom work on one side of the border and live on the other Additionally the city is also used as a way-station for those crossing illegally into El Paso Texas

Yet one thing city officials are sure of is the reason for the fright flight Juarez is crucial turf in the viciousdrug wars Incredibly the city has witnessed more than 3000 murders this year as the number ofbombings massacres kidnappings and beheadings mounts

Long controlled by the Juarez [drug] Cartel the city descended into a horrifying cycle of violenceafter Mexicorsquos most-wanted kingpin Joaquin El Chapo Guzman and his Sinaloa Cartel tried toshoot their way to power here beginning in 2008 President Felipe Calderon sent nearly 10000troops to restore order Now the Mexican army and federal authorities are going door-to-doorconducting an emergency census to determine just how many residents have fled

A cultural term has even emerged for some of the evacuees juarochos (those leaving Juarez) Many whopreviously immigrated to Juarez from central Mexico are now returning to their regions of origin

More alarming for the US though are the thousands streaming across the border into El Paso a city of740000 As a result housing vacancies there are down requests for utility hook-ups are increasing andproblems associated with the increasing number of illegals are rising

Daniel Murguia president of the Juarez Chamber of Commerce reported that at least 6000 citybusinesses have closed this year not counting closings in 2008-2009 or those businesses targeted byarsonists Some of those businesses especially restaurants have relocated to El Paso



One of the businessmen is a 50-year-old factory owner who moved to El Paso last year and asked toremain nameless for fear of reprisals After being kidnapped [in Juarez] last year he managed to escapeand declares hersquoll never move back to the city He stresses

Therersquos a lot of people afraid I donrsquot blame them Even if they havenrsquot had a bad experience theydonrsquot want to be the next to have one so they run away

Here itrsquos a problem of opportunity not just violence There are no jobs and that means there aremore people who are becoming hit men and criminals

Indeed commerce in the city is declining Restaurant owner Marta Ramirez told CBS that since 2007sales have dropped 50 percent because fearful Americans stopped crossing into Mexico Residentsremaining in Juarez must now cross into El Paso more frequently for services no longer available in theircity And staying means paying off extortionists mdash a food wholesaler who asked not to be named saidEveryone is paying Those who arenrsquot paying are out of business even dead

In the last two years his own customer base has dwindled from 500 to 200 mdash two of the customersgunned down in their own stores a third in his home

His son-in-law was kidnapped early last year and only released when the family exchanged $230000 on adebit card for his safe return In addition his store had been burglarized But once he began paying forprotection all crime around him ceased and his customers are no longer harassed by police

He receives a weekly call in which a distorted voice provides an account number in a bank branch wherehe is to deposit cash

Khodorkovsky made a reputation for himself not only by being a self-made billionaire through his oilcompany but also by becoming a nettlesome critic of the Kremlin Kodorkovsky has many critics of hisown in Russia and the West who denounce him as a robber baron a godfather of the Russian Mafia and acorrupt oligarch mdash and just as many supporters who praise him as an entrepreneurial genius politicalreformer and human rights champion His Khodorkovsky Center carries out an aggressive public relationscampaign that has won support for him among many political leaders academics human rights activistsand celebrities worldwide

While many facts concerning Khodorkosky and Yukos are in dispute his carefully cultivated image as anexemplar of free market capitalism does not exactly square with reality There is little question thatKhodorkovskyrsquos priviledged status as a member of the Communist Party and the Komsomol gave him a legup on most of his fellow Russians when the false privatization of state assets began under Yeltsin And itwas not only that this gave him a head start Khodorkosky continued to benefit from assistance andsponsorhip from the Komsomol and crucial favoritism from the Yeltsin clique in power This was especiallytrue with regard to the special arrangement that put Khodorkovskyrsquos Bank Menatep in charge of theauction of the massive Yukos assets as is explained in this story from Forbes in 2002

Khodorkovskyrsquos Bank Menatep was put in charge of processing the bids in the Yukos auction Thewinner turned out to be a company controlled by hellip Khodorkovsky and his partners A rival bid bythree big Russian banks which offered more money than Khodorkovskyrsquos outfit was disqualified on



technical grounds

The $350 million that Khodorkovsky and his partners paid for control of 78 of Yukos was quite thebargain It implied a value for the whole company of $450 million When the shares began trading lessthan two years later Yukosrsquo market capitalization was $9 billion Today the market cap is closer to $15billion

As a result of Khodorkovskyrsquos sweeping changes Yukos skyrocketed to top tier status outperforming allother Russian companies in both efficiency and profit-making By 2000 Yukos was paying nearly $2 billionin taxes to the Kremlin and was responsible for nearly 2 of the worldrsquos total oil production All of this was certainly not a crime What was a crime mdash in the eyes of Putin and the Kremlinrsquos politicaloligarchs mdash was Khodorkovskyrsquos apparent intention to build his own power base by ldquospreading thewealthrdquo of his companyrsquos profits not only among Kremlin-approved Duma members of parliament but totheir opponents as well Khodorkovskyrsquos supporters point to these political campaign contributions asproof of his heroic commitment to pluralism and democracy in the face of tyranny But much of hissupport mdash to Gennady Zyuganovrsquos Communist Party and the Yabloko Party for instance mdash fails to provideconvincing proof of anything other than a pragmatic will to co-opt political support wherever possibleWhile these controlled opposition parties are allowed to function to provide a fictitious image ofdemocracy in Russia genuine opponents of Putinrsquos ruling siloviki are harassed imprisoned beaten andmurdered If Khodorkovskylsquos political jockeying riled the Kremlin power structure he undoubtedly crossed the linewith his plan to construct his own oil pipeline (with the help of a US energy company) to rival RussiarsquosTransneft state-owned Druzhba pipeline The BBC News described Khodorkovskyrsquos apparent defiance of Russiarsquos ruling elite as challenging thevery foundation of the oligarchic systemrdquo A less melodramatic and more accurate assessment might seethe Khodorkovsky vs Putin affair simply as a falling out among thieves a case of one set of oligarchsattempting a coup against another set of oligarchs And in this case Khodorkosky is no match for Putinwho is holding all the guns Putinrsquos government made its disapproval of Khodorkovsky and his companyYukos very clear with thearrest in 2003 of Platon Lebedev director of Group Menatep the parent company of Yukos In what nowappears as an allusion to Khodorkovskyrsquos eventual fate Lebedev was arrested on charges ofembezzlement Khodorkovsky did not buckle to the Kremlinrsquos attacks but instead retaliated by taking a highly-publicized



tour of Russiarsquos Far Eastern Federal District to meet with local political and business leaders Hisresistance however was futile on October 25 2003 when his private jet landed to refuel at theNovosibirsk airport in Siberia FSB officials stormed the plane and arrested him sending him to a federalprison in Moscow until his court trial Within days of his arrest Yukosrsquo stock market shares plummeted and by 2006 the once mighty oil giantwas submerged in bankruptcy Khodorkovsky was forced to sell his personal company stock shares andeventually the company itself piece by piece in order to make payments for the taxes and fees leviedagainst him Russiarsquos richest man had become the destitute resident of a decrepit Russian prison cell The titanic fall of Yukos was a grim reminder to Russiarsquos business leaders never to challenge thegovernment It also serves as a timely reminder to outside observers that we are witnessing a repeat ofthe fate that befell Russian business oligarchs at the hands of Stalin following the capitalistinterlude ofLeninrsquos New Economic Policy As The New American reported last year

There is good reason to believe that many of the murders of (and murder attempts on) Russianoligarchs and crime bosses may be part of the larger Putin effort to take back state control of assetsthat were privatized in the 1990s It can be likened to Stalinrsquos re-nationalization of wealth that hadfound its way into private hands during Leninrsquos New Economic Policy (NEP) The NEP was a massivedeception run by Leninrsquos NKVD (forerunner of the KGB) to lure Western aid and investmentCommunist Party officials posing as Russian businessmen went into partnership with Westerncompanies and for a number of years gave the appearance that capitalism was replacingcommunism in Russia In order to make the ruse convincing the communist capitalists had to begiven some latitude Many of the newly minted business elite quickly became seduced by the wealthand lifestyles that came with their assignments they began building impressive dachas and stashinggold foreign currencies and other valuables Stalin put an end to that He instructed GenrikhGrigoryevich Yagoda NKVD chief and Peoplersquos Commissar for Internal Affairs to ferret out all thesecreted wealth of the corrupt comrades including their secret Swiss bank accounts This Yagodadid and Stalin then had the offenders purged (usually tortured and killed) However Yagoda hadmade one particularly startling omission in his otherwise thorough investigation his own Swiss bankaccount Stalin not trusting anyone had had his own personal secret inner intelligence serviceinvestigate Yagoda He confronted Yagoda with his own theft of the Peoplersquos property Yagodahimself was executed in the same manner as those he had executed

lsquooligarchsrsquo who dare to stand up to the authorities have problems with the lawrdquo wrote Andrei Ostalski ofthe BBC Some of Khodorkovskyrsquos supporters rallied outside the court in a sign of solidarity shouting remarks suchas ldquoFreedomrdquo and ldquoPut Putin in prisonrdquo reported the BBC White House Press Secretary Robert Gibbs relayed the White Housersquos response to the guilty verdict ldquoWeare deeply concerned that a Russian judge today has indicated that for a second time MikhailKhodorkovsky and Platon Lebedev will be convicted We are troubled by the allegations of serious dueprocess violations and what appears to be an abusive use of the legal system for improper endsrdquo President Obama said Gibbs viewed the verdict as an attack on the rule of law and constitutional order

The Japan Times reports the Japanese Cabinet this week adopted a basic policy on global warming aimedat cutting emissions by 25 percent from 1990 levels within the next 10 years Missing from the plan was



an expected cap-and-trade measure to place quotas on carbon dioxide and other so-called pollutants Thescheme sets emission ceilings for companies allowing those that exceed their annual quotas to purchaseemission allowances from other companies which have not yet reached their limits

If adopted cap-and-trade would have gone into effect by April 2013 Instead cabinet officials stated theyplan to ldquocarefully examinerdquo the proposal some time in the future The Daily Yomiuri Online quoted the newpolicy document praising the idea of cap-and-trade as ldquoa pillar of the fight against global warmingrdquo whilestating it ldquoposed risks of excessive government interference in corporate activities and speculativefinancial transactionsrdquo

The adopted measure contains other provisions of government interference such as an environment taxbeginning in October 2011 which will raise rates on fuel sources such as oil and coal It also imposesupdated Renewable Portfolio Standards (RPS) mandating that utilities purchase a certain percentage oftheir electricity at high fixed prices from ldquorenewable energyrdquo sources starting in 2012

Media sources credit pressure from Japanese business as the deal-killer for cap-and-trade in their countryAccording to The Diplomat ldquoA September survey by the Nippon Keidanren Japanrsquos most influentialbusiness lobby found that 61 of 64 firms were against the schemerdquo The article explained companies fearcap-and-trade will cripple them under unwarranted regulations and associated costs in an alreadygrueling economic environment

ObamaCare Repeal Just What These DoctorsOrderedwritten by Michael Tennant

Regular readers of The New American are undoubtedly aware of The John Birch Societyrsquos ChooseFreedom mdash Stop ObamaCare tour last fall which featured physicians opposed to the recent federaltakeover of medicine (See for example ldquoDoctors for Freedomrdquo in the October 11 2010 issue) Howeverthe doctors participating in the Birch Societyrsquos tour are far from alone they are joined in the fight bymany other doctorsrsquo groups some of which were formed explicitly to oppose ObamaCare TNA recentlyinterviewed the leaders of three of these organizations Dr Jane Orient executive director of theAssociation of American Physicians and Surgeons (AAPS) Dr Hal Scherz founder and president ofDocs4PatientCare and Dr Adam Dorin founder of Physicians Against Obamacare


Doctors Going Against the Grain

The AAPS is by far the oldest of these organizations Founded in 1943 to oppose the federal governmentrsquosfirst attempt to nationalize healthcare the Wagner-Murray-Dingell bill (named after its sponsors SenRobert Wagner of New York Sen James Murray of Montana and Rep John Dingell Sr of Michigan allDemocrats) the AAPS has been a consistent principled opponent of government intrusions into medicineever since It opposed Medicare and Medicaid from the outset and in 1993 sued then-First Lady HillaryClinton and other federal officials for their secrecy surrounding the healthcare task force that came upwith Clintonrsquos legislation to create a single-payer national health-insurance scheme (A federal judgefound in favor of the plaintiffs only to be overturned on appeal) The group later participated in lawsuitsagainst various provisions of the Health Insurance Portability and Accountability Act (HIPAA) of 1996 andon May 25 2010 became the first organization of healthcare providers to file suit against ObamaCare

Dr Jane Orient an internist in solo private practice in Tucson Arizona and clinical lecturer at theUniversity of Arizona College of Medicine has been the executive director of AAPS since 1989 Sheexplained that AAPS ldquotake[s] a stand on principle and itrsquos been that same principle since we were



founded We believe in the US Constitution and limited government and the Oath of Hippocrates and thatphysicians shouldnrsquot be compromising themselves by getting into conflicts of interest with their patientsrdquoTo that end AAPS encourages doctors to deal directly with their patients for payment avoiding bothpublic and private third-party payments patients however are free to file claims with third partiesOrient practices what she preaches She said she has ldquonever taken insurancerdquo and ldquonever did participatein or take Medicarerdquo

Atlanta pediatric urologist Hal Scherz founded Docs4PatientCare in the spring of 2009 to in his wordsldquorepresent doctors in this country who lost their representation when the AMA bailed out and when theirspecialty societies and state medical societies failed to do the job of stopping the onslaught againstAmerican medicinerdquo that is ObamaCare Witnessing the Obama administrationrsquos attacks against doctorsgo unchallenged by medical societies Scherz as he recounted it ldquogot 40 doctors to go into a room toagree to pony up some money and that we were going to try to go ahead and put together an organizationto get the word outrdquo in hopes of preventing the passage of ObamaCare Thus was born Docs4PatientCarewhose membership has since grown to 3500 doctors and according to Scherz ldquothousands more in ouralliance people who support what we are doingrdquo

Scherz believes that the grouprsquos efforts were successful in getting the public to express to Congress itsopposition to the ObamaCare legislation Unfortunately he said ldquothe problem was that Congress wasnrsquotlistening and they did what they wantedrdquo

Having recognized early in the organizationrsquos existence that they had ldquoan opportunity to be more than justa one-issue advocacy group to stop ObamaCarerdquo Scherz said Docs4PatientCarersquos main objective now isldquoto grow our membership so that we become a strong force in Washington so that we can go ahead andrepresent doctors and help people understand issues that affect our patients every day because nobodyhas ever done that beforerdquo

A late but still very valuable entry into the anti-ObamaCare fray is Physicians Against Obamacare awebsite created by Dr Adam Dorin an anesthesiologist in San Diego California Dorin playing off hisstrength as a writer (he is the author of the 2007 book Jihad and American Medicine) created the websitein the spring of 2010 just as ObamaCare was becoming law

The site caught the attention of AAPS which contacted Dorin Together they sponsored the NationalDoctors Tea Party which held events across the country beginning with August 7 rallies including one inDorinrsquos home base of San Diego That rally attracted 25 speakers among them Dr Orient Reed Wilson ofDocs4PatientCare Joseph Farah of WorldNetDailycom Sally Pipes president and CEO of the PacificResearch Institute and author of The Truth About Obamacare San Diego talk-show host RogerHedgecock who occasionally substitutes for Rush Limbaugh and Nevada Senate candidate SharronAngle Dorin said the event ldquowas just a lot of funrdquo and received ldquoa fair amount of media attentionrdquo ldquoI thinkwe raised awareness and got people to realize that the AMA does not speak for anything close to themajority of docsrdquo he added Orient counted the event a success saying that it ldquoenabled us to express a lotof basic ideasrdquo that ldquowerenrsquot being said at allrdquo but became ldquoplanted in the public discourserdquo as a result

Dorin obviously enjoys his public role though he prefers to write rather than as he put it ldquojust sit thereand yell and scream all the timerdquo With the success of Physicians Against Obamacare under his belt hedecided to create Americarsquos Medical Society which was formally launched in October Much like AAPSand Docs4PatientCare Americarsquos Medical Society is intended to represent members of the medicalprofession Dorin said he created the society in part because he wanted Docs4PatientCare and AAPS to



ldquocome together to form onerdquo organization but ldquosaw that it wasnrsquot going to happenrdquo

(Orient argued that trying to combine the groups under a single umbrella so to speak would merely addldquoanother layer of administrationrdquo Furthermore she noted that while the groups arenrsquot ldquoworking againsteach otherrdquo and in fact have cooperated on more than one occasion they do ldquohave some different ideasabout thingsrdquo and ldquodifferent prioritiesrdquo AAPS for example is a very conservative organization trying toroll back nearly all government involvement in medicine whereas the majority of Docs4PatientCarersquosmembers are according to Scherz ldquocenter or center-rightrdquo and therefore willing to accept a greaterdegree of government intervention in their field)

In addition Dorin felt that the cost of membership in those organizations might be prohibitive for somedoctors and decided to ldquocreate a real low-overhead alternativerdquo with only nominal or potentially nomembership fees According to Dorin there are ldquoabout a thousand docsrdquo actively aligned with PhysiciansAgainst Obamacare and ldquoprobably more than thatrdquo as members of Americarsquos Medical Society (he declinedto provide a specific number) though still ldquoa bit less than AAPS or Docs4PatientCarerdquo

Itrsquos Not About Improving Healthcare

Despite their differences which are usually a matter of degree rather than kind the three physiciansagree on several key points

The first point of agreement is that ObamaCare is a destructive piece of legislation that ought to berepealed as soon as possible Orient with characteristic directness called it ldquonot healthcare reformrdquo butldquoan attempt to destroy the currently existing institutions both for health insurance and for providingmedical carerdquo Scherz too declined to consider it a healthcare law but deemed it rather a ldquotax-and-rationingrdquo law Dorin referred to it as ldquogoing the socialist routerdquo which he said is ldquothe worst wayrdquo toreform the healthcare system He explained

My brotherrsquos lived in London the last two-and-a-half years and he has the best insurance in the worldthrough [his employer] and yet hersquos the first person to tell you that the healthcare system isnrsquot evenclose to what it is in the United States The quality the cleanliness the way itrsquos kept up the ability toget things done mdash itrsquos just not there and I think that unfortunately thatrsquos whatrsquos going to happen inmedicine [here in America]

The British National Health Service (NHS) of course is the socialist entity with which Centers forMedicare and Medicaid Services (CMS) Administrator Donald Berwick claimed to be ldquoin loverdquo One of thereasons Berwick is infatuated with the NHS is that it rations care something Berwick believes isinevitable in any healthcare system As he put it ldquoThe decision is not whether or not we will ration carethe decision is whether we will ration with our eyes openrdquo Dorin noted that ldquothe only way [ObamaCare]can work hellip is to lower the level of care ration itrdquo

Moreover Berwick whom Dorin called ldquothe wrong person for the jobrdquo is a proponent of wealthredistribution declaring that ldquoany health care funding plan that is just equitable civilized and humanemust must redistribute wealth from the richer among us to the poorer and the less fortunaterdquo mdash a pointnot lost on Orient who argued that ldquoa lot of [ObamaCare] is just simply redistribution of wealthrdquo AAPScontends in its lawsuit that ObamaCare ldquoviolates the takings clause of the Fifth Amendmentrdquo sheexplained ldquobecause it is taking property from people and forcing them to pay it [to] a private insurancecompanyrdquo That is of course redistribution albeit in this case from the poorer and less fortunate to well-



heeled politically connected corporations

Even more troubling to these physicians than the socialist aspect of the legislation is the damage it will doto the doctor-patient relationship Scherz for example said that ObamaCare and other federal policiesldquoare very patient-unfriendlyrdquo and ldquoput the government between the patient and the doctor and that is justunacceptablerdquo

Orient Scherz and Dorin are all hoping that ObamaCare is repealed Scherz and Dorin have more faith inRepublicans to do the right thing mdash both said they believed the incoming GOP House of Representatives islikely to defund some parts of ObamaCare mdash than Orient who recalled that although Clintonrsquos 1993attempt at healthcare nationalization went down to defeat in a Democrat-controlled Congress theRepublican Congress that followed in its wake ldquoenacted quite a lot of itrdquo in HIPAA This time she saidldquowersquoll have to see whether they stand their groundrdquo

A second common belief among the doctors is that the AMA as Scherz put it ldquohas become a special-interest group unto itselfrdquo rather than representing physicians across the country Dorin calculated thatthe annual cost of membership in the AMA and affiliated state and local organizations is around $2000 mdashand he added ldquothatrsquos a lot of money to be sold out not being representedrdquo

What gives the AMA its enormous clout in Washington the doctors agreed is the roughly $100 million ittakes in annually from member and non-member physicians alike as a result of a government-grantedmonopoly on Medicare and Medicaid billing codes Orient as it happens is the person who uncovered theunholy alliance between the Health Care Financing Administration (HCFA) which is now CMS and theAMA in 1998 HCFA had given the AMA the exclusive copyright on the codes and doctors have ever sincebeen forced to fund the AMA through their purchases of code books the sales of which generateenormous royalties for the AMA

This deal with the devil if you will has not come without a price namely the AMArsquos independence Scherzpointed out that the AMA originally came out in favor of ObamaCare opposed it after finding out whatwas in it and then reversed its position once more and endorsed it ldquoAndrdquo he concluded ldquoyou can justconnect the dots and figure that somebody twisted their arm and reminded them that if they didnrsquot playball they would lose their monopolyrdquo

The third thing on which the physicians concur is that real healthcare reform lies in the direction of thefree market not socialism Every one of them mentioned that health insurance ought to cover onlycatastrophic care not everyday sniffles ObamaCare said Orient ldquobasically outlaws anything that followsthe principles of insurancerdquo by prohibiting insurers from refusing customers with pre-existing conditionsand from imposing limits on policyholdersrsquo benefits which only exacerbates the problem The doctorsbelieve that in addition to repealing ObamaCare tax policies that encourage employer-based non-catastrophic health insurance should be modified Putting patients in control of their own healthcarespending mdash ldquoa return of personal responsibilityrdquo as Scherz described it mdash is the first step towardreducing costs

Finally the doctors all expressed some degree of optimism that ObamaCare can be stalled if not repealedAs mentioned earlier Scherz and Dorin are fairly certain that Congress will defund parts of ObamaCareand Dorin believes that the Senate and the White House will go Republican in 2012 after whichldquoObamaCarersquoll hellip probably get repealed in rsquo13rdquo though he fears that some of it will already have takenhold by then and will be difficult to repeal Orient although not quite so convinced that Republicans will



stand by their campaign promises said ldquoI do not think the situation is by any means hopeless because Ithink Americans are waking up Therersquos a limit to what the federal government can do because it reallydoesnrsquot have any money and I think wersquore in for some very very hard timesrdquo ldquoButrdquo she advised ldquoI thinkwhat we need to do is stay true to our principles and help each other outrdquo And that is the bestprescription for the health of our families communities and nation in good times and bad

Hotline On Call reports According to a Hotline review of records compiled by Citizens AgainstGovernment Waste the 52 members of the [Tea Party] caucus which pledges to cut spending and reducethe size of government requested a total of 764 earmarks valued at $1049783150 during Fiscal Year2010 the last year for which records are available


Citizens Against Government Waste Vice President David Williams responds to the staggering figuresItrsquos disturbing to see the Tea Party Caucus requested that much in earmarks This is their time to put upor shut up to be blunt Therersquos going to be a huge backlash if they continue to request earmarks

Some however contend that earmarks are in fact necessary in order for Congress to properly appropriatefunds Republican Congressman Ron Paul who votes against unconstitutional spending but supports theconcept of congressional earmarks explains



Congress is reneging on our responsibilities [when it does not earmark] because it is theresponsibility of the Congress to earmark Thatrsquos our job Wersquore supposed to tell the people howwersquore spending the money not to just deliver it in a lump sum to the executive branch and let themdeal with it And then itrsquos dealt with behind the scenes

Actually if you voted against all the earmarks there would be less transparency Earmarks reallyallow transparency and we know exactly where the money is being spent

Others assert that the process of banning earmarks would be a symbolic step in exhibiting a real effort tobe fiscally responsible though it should be one in a number of actions taken to reduce the deficit andfederal spending

House Republican Michelle Bachmann founded the Tea Party Caucus in July claiming that it would be aforce against government overspending ldquoThe American people are speaking out loud and clear They havehad enough of the spending the bureaucracy and the government knows best mentality running rampanttoday throughout the halls of Congressrdquo she declared in a July 15 statement In a letter addressed toHouse Administration Committee chairman Bob Brady she indicated that the Caucus ldquowill serve as aninformal group of Members dedicated to promote Americansrsquo call for fiscal responsibility adherence tothe Constitution and limited governmentrdquo

Hotline indicates that Bachmann and 13 of her colleagues did not request earmarks in the last fiscal yearbut that a number of others have Some Tea Party members who had previously requested earmarkswithdrew their requests upon joining the Caucus including Rodney Alexander of Louisiana who assertsthat he ldquostands with his fellow Republicans in the House in supporting the current earmark banrdquo

So far we have seen how individuals can rise to the Presidency via traditional channels of Republican andDemocratic political activity But now we have a new source of potential candidates for the White HouseSaul Alinskyrsquos Chicago school for Marxist Revolutionaries Both Hillary Clinton and Barack Obama areAlinsky disciples and they have tried to impose Marxism over the American people Hillary first tried todo it when her husband was elected President giving her the opportunity to organize an effort to imposesocialized medicine on the nation Thanks to Republican opposition that effort failed



But it was Barack Obama on being elected President who went to work immediately to impose socialismon the American people Of course he had the help of Nancy Pelosi the most leftist Speaker of the Houseto hold that position and Senator Harry Reid of Nevada whose leftism seems to have been adopted as ameans of gaining support of the leftist unions

Pelosi is a San Francisco liberal who really doesnrsquot know the difference between socialism and capitalismShe is not a thinker She came from an Italian Catholic family that was very active in Baltimore Democratpolitics She attended Catholic schools and probably absorbed enough Liberation Theology to solidify herliberal beliefs which became the basis of her left-wing politics She is the least philosophical woman everto be elected to Congress When she was asked if the National Healthcare Bill was constitutional heranswer was ldquoAre you seriousrdquo Which means that she has no conception of what a ConstitutionalRepublic is and probably doesnrsquot want to know

Harry Reid was born to a very poor family in Searchlight Nevada After graduating high school heattended Southern Utah University and graduated from Utah State University From there he went toGeorge Washington University Law School

He returned to Nevada with a law degree and first served as Henderson city attorney He was thenelected to the Nevada Assembly in 1968 He then ran for Lieutenant Governor of Nevada but lost He alsolost a bid to become mayor of Las Vegas But due to his very strong political connections he was able tobecome chairman of the Nevada Gaming Commission in 1977 When a gambling entrepreneur tried tobribe Reid he turned the individual in to the FBI That helped improve his political qualifications Theresult is that he was elected to Congress in 1982 In 1986 he ran for the Senate and won

In reviewing Reidrsquos political career which consisted of party loyalty above all else one can see why hewas able to beat his opponent in the last election His connections in Nevada guaranteed his reelectionHe is clearly not a Marxist Hersquos a Democrat and the Democratic Party has become the chosen vehicle forthe Marxistsrsquo to gain political power in Washington He is a party loyalist above all else For him thepolitical game has nothing to do with the Constitution or the principles of the Founding Fathers So he canloyally serve a Marxist President without any qualms

And so neither Nancy Pelosi nor Harry Reid are conscious Marxists They probably know very little ifanything about Saul Alinsky And since many of the precepts of Karl Marxrsquos Communist Manifesto havealready been adopted by the United States under the guise of liberalism how can anyone call it socialism

One good thing the Tea Party movement has done is bring to the new Congress men and women whoactually believe in the Constitution and the principles of the Founding Fathers They are not MarxistsThey are not socialists They are Constitutionalists or Americanists And they know that Marxists andSocialists move about Washington under the label of liberalism So the Tea Partiers are more aware of thesemantic trickery of the Left and will not be fooled by it any longer They are also the harbingers of theconservative counter-revolution that is so badly needed in Washington That is why 2011 will prove to beone of the most decisive years in American history



Damning Charge Slow NYC Snow Clean-up WasSanitation Department Budget Protestwritten by Selwyn Duke

The plot came to light after a group of conscience-wracked sanitation workers met with City CouncilmanDan Halloran and blew the whistle The Post continued

The snitches ldquodidnrsquot want to be identified because they were afraid of retaliationrdquo Halloran saidldquoThey were told [by supervisors] to take off routes [and] not do the plowing of some of the majorarteries in a timely manner They were told to make the mayor pay for the layoffs the reductions inrank for the supervisors shrinking the rolls of the rank-and-filerdquo

(Note Itrsquos wrong to characterize people who alert their fellow man about immoral unethical and possiblycriminal behavior with the negative term ldquosnitchesrdquo They should be called ldquohonestrdquo)

The problem is that this collective temper fit didnrsquot make the mayor pay as much as it did the cityrsquosresidents at least two of whom died as a result of snarled streets impassable to emergency vehicles Thetwo victims were a 75-year-old Queens woman with breathing difficulties who had to wait three hours forEMS workers and a newborn in Crown Heights who was found unresponsive when finally reached bypolice and firefighters nine hours after an emergency call

Of course such consequences were entirely foreseeable In the wake of a blizzard sanitation workersprovide an emergency service as much as the police firemen and EMS workers whose movement theyimpeded do Thus their action is a bit like disenchanted emergency-room personnel conspiring to effect aslowdown It is deadly immaturity There are ways you protest and ways you donrsquot You can assemble atcity hall on your own time and dime give speeches and make news but what you donrsquot do is exhibit ablatant disregard for human life by shirking life-or-death responsibilities while on the taxpayer-fundedclock This job slowdown is the most damnable shameful immoral of actions

It also is an outgrowth of our modern spoiled-brat spirit of entitlement and is the same phenomenon thatcaused the riots in Greece and France Too many people today behave as if money grows on trees as if



wanting something mdash be it nationalized health care another handout or plum salaries and benefits mdash isenough reason to get it Perhaps they really do mistake government for God and thus believe that ldquobudgetcrunchrdquo is a euphemism for a punishment visited upon them by an omnipotent entity that could if itwerenrsquot bent on tormenting them manufacture wealth from thin air Yes daddyrsquos just being mean intaking the T-bird away and wersquoll throw a tantrum until he relents mdash even if people have to die

And this is a mentality epitomized by unions which if they ever had any usefulness have long outlived itTo paraphrase a commenter under the Post article unions are like diapers Once some maturity isrealized theyrsquore no longer necessary Although given the actions of NYCrsquos sanitation workers it could besaid that their union is more like the baby who soils the diapers

And there is an irony here Many of the union rank-and-file and virtually all the bosses have longsupported the tax-and-spend politicians and policies that caused the budget woes by which they feelunfairly victimized You know who they should be protesting Themselves

As for the wider society wersquove spared the rod and spoiled the child for too long and itrsquos time foraccountability What should be done American Thinkerrsquos Gene Schwimmer suggests that criminalcharges could be filed While he points out that hersquos no lawyer he wonders

if (a) these ldquoSanitation Department Bossesrdquo can be identified and (b) a grand jury can be convincedthat the ldquoSanitation Department Bossesrdquo did in fact order the slowdown with reckless disregard ofthe potential consequences could someone be guilty of at least negligent homicide manslaughter orat least accessories to one of the two

Irsquom not only no lawyer Irsquom not even an optimist So I wonrsquot hold my breath waiting for justice But there isno doubt that the NYC sanitation union mdash along with most other unions mdash needs to be thrown out with thetrash



lame duck session Senate Leader Harry Reid (D-Nev) House Speaker Nancy Pelosi (D-Calif) and theWhite House agreed to combine everything they wanted into one gigantic 1924-page legislative packageThere was something in it for everyone One columnist called it ldquoone oozing ball of pork and bad policygoing beyond even the obscene budget of 2000rdquo

It was all of that and more One of the billrsquos sponsors was Daniel Inouye (D-Hawaii) who has proven manytimes that he is a wily and sly strategist This time was no exception As a ldquofavorrdquo to his Republican friendson the other side of the aisle Inouye and his staff dug out every earmark request they could find that aRepublican had ever requested No matter if they had long since abandoned such pork they decided tocram it all into the new bill

Word is that by the time they got done there were more than 6000 earmarks in the new legislation Noone knows the exact number because by the time the Frankensteinrsquos monster came up for a vote no onehad had a chance to read it Which was just how Reid and his cohorts wanted it

Two of the toughest conservatives in the Senate mdash Tom Coburn of Oklahoma and Jim DeMint of SouthCarolina mdash came up with a great stalling tactic however They proposed that before a vote could be takenon the measure the entire thing mdash all 1924 pages of it mdash had to be read out loud to the assembledSenators

When he finally realized he didnrsquot have the votes to squash debate and ram the measure through SirHarry finally threw in the towel Instead of Reidrsquos nearly 2000 page monstrosity Senate Republicanleader Mitch McConnell introduced a one-page resolution that would maintain spending levels for alldepartments at then-current levels for the next 60 days There would be no new increases (such as thebillion bucks the Dems wanted so they could start funding ObamaCare) But no cuts either mdash somethingalmost every Republican had promised the folks back home

Facing the inevitable Reid allowed a vote on the measure A majority quickly said ldquoayerdquo then headedhome for the holidays The House approved the measure later that day on a 193-165 vote (Yes I knowthat only adds up to 358 votes What can I tell you Seems that 77 of your representatives pleaded theyhad a plane to catch and left early)

So the 111th Congress is now history And a pretty sad one it is The latest Gallup poll taken in the finaldays of the lame-duck session showed that the approval rating of Congress hit an all-time low of 13percent Is there any profession anywhere in more disrepute

What happens next Wersquore about to find out folks Look for the fireworks to start soon after the newCongress takes their seats next week

Among the many issues theyrsquoll have to address fairly soon is raising the debt ceiling once again Evenwithout any new spending total US public debt continues to grow by more than $100 billion a monthThis means it will approach the mandated limit of $143 trillion sometime in March If Congress does notagree to raise the ceiling the Treasury will not be able to continue issuing new debt

I can already hear the near-hysteria in the popular press about what refusing to raise the debt ceilingwould mean After all we have to keep the government operating donrsquot we We canrsquot have anldquoemergencyrdquo shut down of vital government services can we
