In the advent of Kenya’s Constitution, a new governance dispensation arose which Devolved key Government services in to the County System under the Chapter of Devolution and under the Legislation of the County Governments Act.

There are 47 Counties listed under the First Schedule of the Constitution and the list of functions devolved under the 5th Schedule including Trade and Licensing.

1. Introduction



The County Government is head by a Governor and a Deputy Governor under the Executive arm and an oversight – elected body of the County Assembly representing 30 Wards.

The Executive Arm is composed of 10 Departments which implement the functions and projects outlined under the County Integrated Development Plan (CIDP).

The County of Mombasa has 6 Constituencies represented by Members of Parliament in the National Assembly.

The E-business permitportal



The Electronic Business Permit (e-business permit)System is an automated system used to process applications for the issuance of SBP certificate to new businesses and renewal of a SBP certificate for existing businesses.

WHAT IS AN ELECTRONIC SINGLE BUSINESS PERMIT (SBP)?



Features of the E- SBP

Businesses can access SBP application forms through the system to make their submission online by logging onto: ebusinesspermit.mombasa.go.ke

County staff are able to review the submitted applications for issuance or cancellation of SBP certificate

The system can integrate with any existing e-payment and revenue collection systems

Applicants can therefore make payments using the system

Businesses will be able to make payments using several methods: M-PESA, VISA, Airtel Money and others



Features of the E- SBP

The system allows businesses to track their applications at any time by logging into the system.

Applicants also receive notifications through email or SMS when:

their application goes to the next level;

when a correction is required;

when the application has been approved.



Step 1

Access the Mombasa county SBPsystem at

eservices.mombasa.go.keand register in order to obtain a profile that will be used to access the system henceforth.

You will not need to register again once you have created your profile.

Using your profile details log onto the Mombasa County SBP system on:

eservices.mombasa.go.ke

(b) Renew SBP form

Provide the requisite information and upload the necessary documents (e.g. certificate of incorporation where applicable).

In cases of renewal, some of the information may not need to be re-entered.

Benefits of the E-SBP to Businesses

Improved quality of services delivery by the county especially during peak periods.

SBP system allows multiple users to simultaneously use the system without delay or queueing.

Reduced costs and time to apply/renew permit especially businesses located far from the county SBP offices.

Convenience to apply and pay for permit online, Applicants can track their applications online and receive notifications via email or SMS.

Enhance public service delivery Enables county to build a comprehensive automated register of businesses for

better planning and business inspections Sealed revenue leaks, Transparent processes. Minimized manual human intervention, errors and corruption



Increased compliance and enforcement –

the SBP system will improve public health and safety by ensuring

that businesses operate in a way that protects and safeguards the

public and the environment.

Benefits to Stakeholders



The County Department of Lands, Planning and Housing automated the submission, review, inspection and approval of development plans in 5th March 2015.

The first version of the system allowed:

• Registered architects; • Submit development plans online; • Notification for payments, • Amendments; • Uploading receipts into the system for verification; • Processing and Approvals.

b. E- Construction Permit



Effect of the above: • Reduced compliance costs for the private

sector (developers) • Eased the approval process of the county

approving team (Reviewers).

In December 2016 - System upgraded with improvements that allow:

• Online payment (Pesaflow)• Inspection compliance • Occupation permitting process.

The Department is currently looking into automation of other processes such as change of user, Land consolidations, sub-divisions, extension of users and integrating the zoning maps and regulations into the system.



Before Automation of the E- Construction Permit



• Time Taken for approval of the building plans was 1-2months on average

• Missing plans/lost documents • Middlemen/facilitation costs• Poor Enforcement mechanisms due to lack of accessible information• Opaque process & need for liaison officers• Manual payments that required 4 different steps by developer,

architect and finance office and lands office.• Compliance costs when amendments of the drawings was required• Alteration/Replication of documents throughout the approval

process• Development plans designed by “unqualified architects”

Challenges Faced during the Manual Process



• Reduced time of approval to approximately 7 – 14 days – Reviewing of applications done simultaneously by all the relevant departments.

• No loss of files or building plans. All records easily retrievable from the system.

• Middlemen cut-off from the process and therefore processing made easier and cheaper for developers. Follow up is now done online.

• Reduced logistical/travel as well as compliance costs since all documents are in soft and can be amended and resent for approval online.

• Enhanced transparency of processes – SMS/email notifications, online tracking of application progress.

• Improved Public Safety adherence to good and lawful global practice• Robust Monitoring and Enforcement of the developments within the

county

Way Forward

Applicants requiring assistance submitting applications will be able to visit the Mombasa County offices in order to receive assistance in creating profiles and submitting.

This is an online platform that exists to facilitate investments in key economic sectors and position.

Mombasa as a globally competitive destination for investments, In an effort to create a better investment climate in Mombasa.



The Investment Portal supports the MombasaCounty Government to build a strong image as aninvestment destination and provides a platformfor corresponding with investors as well asfacilitate investments

These investments in key economic sectors leadsto job creation resulting in a better quality of lifefor residents of Mombasa County.
