TECHNICAL MANUAL ATHLETICS

1. About this manual

Technical manuals provide detailed information on each sports competition and discipline at the I

Junior Pan American Games Cali - Valle 2021 as well as operational information that may be of

interest to participating teams.

The information contained in this manual may be subject to change by the Organizing Committee,

the Pan American Confederation (CP)/International Federation (FI) or by Panam Sports. Any changes

made will be promptly communicated in a timely manner and uploaded to the most updated version

of the extranet, which you can access through the website www.calivalle2021.com using the

username and password provided to your National Olympic Committee.

2. Information about Cali and Valle del Cauca

Cali, officially the Special, Sports, Cultural, Tourist, Business and Services District of Santiago de Cali,

is a Colombian district, capital of the Valle del Cauca department and the third most populous city in

Colombia with 4,600,000 inhabitants in 2015. It is located in the southern region of Valle del Cauca,

geographically the City is located in the Valle del Río Cauca formed by the western mountain range

and the central mountain range of the Andean region, with an average height of 1,000 meters above

sea level.

It is the only major City in Colombia that has quick access to the Pacific Ocean, 114 km from

Buenaventura, the country's main port. It was founded on July 25, 1536 by Sebastián de Belalcázar,

which makes it one of the oldest Cities in America.

Valle del Cauca is one of the 32 departments that make up the Republic of Colombia and is the second

most populated department after Antioquia with 208 inhabitants/km².

The name of the department is taken from the Valle del Río Cauca or Valle Alto, between the central

and western mountain ranges, where the first Cities of the department were founded with an average

altitude of 1,561 masl.

The capital of the Valle del Cauca is a City that has tourist attractions with history, a very active

cultural life and musical rhythms that have made it famous worldwide.

The musical rhythms of Cali, thanks to its ethnic wealth, range from the currulao of the Pacific coast

to the great protagonist of the City: salsa, a contagious and frenetic rhythm that is part of the

country's culture and makes Cali internationally recognized as the “world capital of salsa”.

On the tour of the City, you can go to the banks of the Cali River to appreciate the architecture of

churches such as La Ermita and other colonial buildings that are authentic national monuments like

the Archaeological Museum La Merced and other emblems such as the Coltabaco building, the Jorge

Isaacs Theater and a modern banking area.

It is important to visit key points such as the Cali Zoo, the Granada neighborhood and the imposing

Cristo Rey, a statue similar to the Christ the Redeemer of Rio de Janeiro that watches over the City

from the Cerro de las Tres Cruces.

The museums are also part of the tourist sites of Cali: la Tertulia Museum of Modern Art, the Calima

Gold Museum and Caliwood are some of the best known.

In addition, the sugar cane that grows in the Valle del Cauca gives rise to a wide variety of sweets,

such as the white delicacy, the cocadas, the cholado and the champús, a rich drink made with corn,

lulo, pineapple, cinnamon and molasses of panela.

Of course, one of the best plans to do in Cali is to party, especially in the area of the Alameda

neighborhood, the historic center and the Obrero neighborhood, where the dance floors abound,

which with their unique atmosphere will vibrate each fiber of your body.

Without a doubt, one of the City's unique experiences is the Cali Fair, which is held in December to

say goodbye to the year to the rhythm of salsa. This impressive fair has the presence of great artists

of this genre who meet every December 25 at the traditional Salsódromo de Cali. In addition, the fair

is completed with cultural and sports events.

Other important celebrations are the Petronio Álvarez Pacific Music Festival, which takes place in

August, and the World Salsa Festival.

To learn how to dance salsa, Cali is the ideal tourist destination. Although it may seem difficult to

learn because of the speed and coordination of movements, in Cali there are many plans to

internalize some steps in academies and schools.

Another good plan is to know the nature of the surroundings and visit the Hacienda El Paraíso, where

María, one of the most remembered love stories in Latin American literature, written by the immortal

Jorge Isaacs, takes place.

On Sundays, many people from Cali move to rivers such as the Pance, to cool off and spend a quiet

day of leisure. Walking upstream, you reach the Farallones Foundation camp, where there is a hostel

and guides to get to know the Park.

The vallecaucano has dancing in his blood. Dance is his passion and its roots go back to the time of

slavery, the Pacific area is diverse in its cultural and folk expressions that are still preserved due to

the concern of the natives to cultivate their popular traditions.

Their music goes back to the pellejos dances, so called because the drums, that were the life of the

parties, were made with the skins of the animals. Among its native instruments is the guasá, the

marimba, the cununo and the bombo or tambora, which are used to perform dances such as the

currulao, the best known of the coast.

In the center and north of the Valle, tropical orchestral music predominates, and the best known

worldwide is salsa, with the greatest exponents of the genre characteristic of West Indian countries

such as Cuba, Puerto Rico and the Dominican Republic. The origin of the Pacific folklore is mostly

African, although it has a Spanish part, since the slaves, once the festivities of their Spanish masters

ended, made fun of them.

The adobe walls, the floor made of large bricks and the musty smell reveal some of the secrets that

are kept in a dozen old farms that survive in El Cerrito. Two of them have marked for centuries the

history of hundreds of vallecaucanos that have become true cultural, historical and tourist icons: El

Paraíso and Piedechinche.

Currency

Colombia's currency is the Colombian peso (COP).

Language

The official language is Spanish. In addition, more than 60 indigenous and Creole languages are

spoken in the country.

3. Pana, Cali - Valle 2021 official character

Pana

Cusumbo or coati (Nasua nasua)

What better word to describe exceptional youth, that spirit of seeking greatness in small actions, that

constant struggle to claim their ability to persist, not give up, to do wonderful things. It was that

young spirit that inspired us to choose the official character of the I Junior Pan American Games Cali

- Valle 2021 after selecting her from more than 100 proposals.

This is how “Pana” was born, a small but exceptional mammal that lives from the south of the United

States to the north of Argentina, covering the entire American continent with different names, but

always being the same.

"Pana" is an expert swimmer and climber, rules both dry and humid forests, nothing stops it. Its body

is designed to be a stealthy and persistent athlete, a complete champion of nature.

It is also very sociable, it lives in groups of up to 30 individuals. Its home is the Valle del Cauca, in

specific a burrow that it built with a dedication, where its recharges each night to shine during day.

Its name was brought up from a Colombian expression that denotes friendship, companionship,

team, fraternity, a bond from the heart. At the same time it is a tribute to the Pan American family,

of which “Pana” is its son.

It represents therefore the exceptional, the greatness of the small beings, the effort and work to

accomplish their objectives. It also represents the unusual, the claim of simpliCity of bringing inside

force.

We would like to introduce to you “Pana”, everyone´s partner in this I Junior Pan American Games

Cali - Valle 2021, a friend that shows that kilometers are not enough to distance us, that we will always

have something in common. That from the Arctic to Antarctic we are a single continent, where youth

will meet in 2021 in a City and department that are ready to give our #AllForYou.

7. Qualification system:

7.1 Athlete eligibility

The athletes must have signed and submitted the Athlete Eligibility Condition Form.

Only the NOCs recognized by Panam Sports and whose respective National Athletics Federations are

affiliated to World Athletics /APA may enter competitors in the Cali 2021 Pan American Junior Games.

The NOCs can only enter athletes in the Cali 2021 Pan American Junior Games that have qualified

according to the system established by World Athletics and APA. The competitors should be U23.

Male and female athletes that will compete in the Throwing events, Heptathlon, Decathlon, 10,000m,

20,000m Race Walk event should be at least 18 years old (born in 2003) and athletes born in 1999.

Any athlete aged 16 or 17 years on 31 December in the year of the competition (born in 2003 and

2004) may compete in any event except the Throwing events, Heptathlon, Decathlon, 10,000m, and

Race Walk.

7.2 Quota

According to the quota established by Panam Sports, the maximum number of competitors in

Athletics will be 592.

Note: For relays there will be no quota of athletes.

7.3 Qualification System

Each NOC may enter a maximum of two (2) athletes in each individual event under the following

conditions:

a) According to the maximum quota of competitors per individual event, the first positions will

be taken into account according to the ranking of the Pan-American area of January 1st, 2020 and

until midnight (Colombian time) of October 24th, 2021 until the maximum quota for each test is filled.

The World Athletics ranking by events must be used as a reference.

For the 4x100 and 4x400 relays of both genders, and 4x400 mixed relays, national teams will

automatically qualify, based on the following provision:

The Technical Delegates and APA will invite national teams until the quota of 8 teams per relay is met,

based on the Pan American area’s ranking from January 1st, 2020 thru October 24th, 2021. The

Technical Delegates and APA will inform the corresponding NOCs accordingly.

Each invited NOC will participate with athletes already registered in any individual event. There will

be no athletes added for relays.

The principles of universality, parity and equity will be observed. All NOCs have the right to enter at

least one (1) man and one (1) woman in any event. NOCs must send their request of universality

places before October 14th, 2021, to the following emails: [email protected] y

[email protected]. The request must include the names of the athletes, event and record.

As host country of the Cali 2021 Pan American Junior Games, Colombia will automatically qualify one

(1) athlete per each Athletics event in which it does not have an athlete already qualified.

To be validated, all performances should comply with the following:

The performances should be achieved during competitions organized or authorized by World

Athletics, its Regional Associations (NACAC/Consudatle) or member federations. Therefore, the

results and marks achieved in university and/or school competitions should be certified by the

national federation of the country that hosted the competition (see below the regulations for the

20,000m Race Walk Event).

The performance should be achieved in an official competition held according to the current World

Athletics Rules.

The performances achieved in mixed events (please refer to Rule 9 (RT9)) will only be accepted under

the following circumstances: for all field events and track events of 5,000m or more held in an indoor

stadium, the results will be managed as follows:

• Performances achieved in national competitions will be automatically accepted.

• Performances achieved in competitions that fulfill Rule 1.1 (i) and (j) of World Athletics will

only be accepted if approved by the Regional Association.

• Performances will not be accepted if achieved in competitions held under Rule 1.1 (a) to (h)

of World Athletics.

• Performances achieved in race walking events will always be accepted if the course has been

certified by a World Athletics/AIMS Certified Measurer.

Wind assisted performances will not be accepted.

Hand-timed performances in the following events: 100m, 200m, 400m, 800m, 1,500m, 110m/100 m

hurdles, 400m hurdles, and 4 x 100m and 4 x 400m relays and 4 x 400m mixed relays will not be

accepted.

Indoor performances in all field events and for 200m and longer races will be accepted.

For running events of 200 meters and longer, performances achieved on indoor oversized tracks will

not be accepted.

Race walking track performances 20,000 meters will be accepted.

Race Walk

Performances achieved at international race walking competitions defined under Rule 1.1 (a), (b), (c),

(d), (l), (f), (g), or (j) of World Athletics will be valid for the ranking, providing the following conditions

(where applicable) are always respected:

The course will be measured by a Grade A or B international road race course measurer approved by

World Athletics /AIMS.

A minimum of three international or area race walking judges are on duty.

7.4 Confirmation of Quota Places

APA will confirm to Panam Sports and to the NOCs the places that each NOC has qualified no later

than October 26th, 2021.

The NOCs will confirm to Panam Sports and APA the places they will use no later than October 27th,

2021.

7.5 Reallocation of Unused Quota Places

If necessary, no later than October 28th, 2021 APA will reallocate unused quotas to the next best

positioned NOC that has not yet qualified.

NOCs that received reallocated quotas should confirm their participation no later than October 29th,

2021.

Please note that the Athletics nominal entry system will be open from October 26 to 29.

7.6 Timeline

8. Qualification to the Santiago 2023 Pan American Games

In athletics, all gold medalists in individual events will qualify directly to the Santiago 2023 Pan

American Games. Twenty (20) spots per gender (40 in total) will be allocated in these competitions.

These quotas will be for the athletes, not for the country. If the athlete that earned the place cannot

participate in the Santiago 2023 Pan American Games, said place will be lost and may not be

transferred to the country or to any other athlete placed in another position in the corresponding

event of the I Junior Pan American Games Cali – Valle 2021.

9. Competition format

In accordance with the World Athletics, In accordance with the World Athletics, the athletics

competition format at Cali 2021 will include semifinal and final rounds.

Qualifying heights, distances and advances

The qualification system for track events (number of semifinal series and the method to progression

to the final), qualifying standards, as well as the starting heights and the raising of the crossbar for

vertical jumps will be determined by the international technical delegates after the closing date for

entries. Team delegates will be informed on the decision at the technical meeting.

Technical Information Center - TIC

The Technical Information Center – TIC will be located at the Pascual Guerrero Olympic Stadium in

Cali.

The main function of the TIC will be to ensure a smooth liaison between each delegation and the

technical delegates, in relation to technical problems.

The TIC will be responsible for:

1. Complete information on the procedures for qualification.

2. Present official communications to teams, including starting lists, results and presentation time in the call room. This information will also be displayed in the warm-up area.

3. Distribute urgent communications from technical delegates through the lockers. It will be the responsibility of the team leader to collect this information in a timely manner.

4. Receipt of written questions for the technical meeting.

5. Receipt of final confirmations.

6. Distribution of the relay order confirmation forms (these should be returned to the TIC counter).

7. Receipt of withdrawal forms.

8. Manage the requirements of the doping control registry.

9. Answer general inquiries.

10. Written appeals.

11. This will be the main desk for technical information, although some documents produced at the TIC desk will be distributed electronically.

Sports equipment

The sports equipment for the competition will be provided by the organization.

Personal belongings

The technical delegates may, in accordance with the applicable regulations, authorize the athletes to

use personal items, provided that all are certified by World Athletics, controlled and marked as

approved by the Organization, before the competition and made available to all the athletes.

● These items will not be accepted if the same model appears on the list of those provided by the

Organization.

● No more than two items can be submitted by any athlete, for any throwing event in which he

competes.

● No modifications can be made to the items during the competition.

● They are in good condition and the brand and model are easily identified.

● The implements must be delivered for verification at the Technical Information Center (TIC) in

the stadium no later than 17:00 on the eve of the competition.

The procedure will be like this:

REGISTRY PLACE AND TIME RETURN

Personal throws equipment must be checked prior to the event. A received form will be

delivered.

At the TIC before 17:00 the day before the event is held.

The implements are returned after the final in exchange for

the received form.

Pole Vault

The crossbars will be collected by the organization, directly at the Alfonso Bonilla Aragón airport,

and transferred directly to the storage area for competition equipment. The day of the event, the

crossbars will be transferred to the competition area.

After the competition, the crossbars will be taken directly from the stadium, to the Alfonso Bonilla

Aragón airport. The athletes/team will have to identify the crossbars, making sure they have a label,

with the athlete/team details for easy identification. The return itinerary must also be reported.

Note: Not all the planes that arrive and depart from the Alfonso Bonilla Aragón International Airport

have the storage capacity for the size of the crossbars, this transport must be coordinated in

advance.

Shot put, discus and hammer Athletes may use only a temporary marker, which is placed on the ground. Rule 25.3.2 WORLD ATHLETICS

Relays Competition officials will issue masking tape.

Bib numbers

The bib numbers will be distributed during the accreditation procedure. Bib numbers that are not

collected will be taken to the Technical Information Center of the stadium. All athletes will receive

four (4) bib numbers, which must match the information written on the starting list.

Each athlete must wear two (2) bibs, which, during the competition, must be worn visibly on the

front of the torso and back, except in jumping events, where they may use only one (1), on the front

of the torso or in the back. If a jacket or tracksuits are worn during the competition, the bib numbers

must be worn on the tracksuit in a similar manner.

The bib numbers for relays (which bears the country code - for example "COL") will also be

distributed in the call room.

No athlete will be allowed to compete without the proper bib number(s) and/or identification.

Bibs must be worn as delivered and cannot be cut or concealed in any way.

In case of loss of the bib numbers, you must change for another one at the Technical Information

Center.

Track athletes must also wear the hip numbers provided in the call room.

If an athlete does not follow this rule, he will be disqualified.

Combined events

There will be a rest area for combined events. Access to this area will be limited to competing athletes

and one accredited person per athlete (coach, doctor, etc.) who will be given a pass at the sports

information desk before the start of the combined events competition. Fruits and beverages will be

offered to athletes.

Final confirmation

Team leaders will carry out the final confirmation of participants with the form that will be distributed

to each delegation upon their arrival in the country, at the Pascual Guerrero Olympic stadium

Technical Information Center and the technical meeting.

For events that take place on the first day of the Games, team leaders or their representatives must

confirm their athletes’ participation by 10:00 on the day before the event. Team leaders will have the

opportunity to confirm every participation of their athletes before the first competition day.

Athlete participation confirmation forms must be completed and submitted to the Technical

Information Center at the Pascual Guerrero Olympic stadium, according to the deadlines and times

indicated in the table below:

Once confirmed, if the athlete/s is/are not present for the event in question, World Athletics Rule

142.4 will be enforced: failure to participate, an athlete shall be excluded from participation in all

further events in the competition, including relays.

For relay events, each team must submit the final confirmation the day of the event and provide the

athletes’ names according to their participation order. The form must be submitted at the technical

information center of the competition venue, no later than 60 minutes before the start of the event.

Competition schedule

The competition schedule will be found in the competition program, this includes a schedule for a

medal ceremony. This schedule may change, according to the number of athletes, in each event after

final confirmation.

The information on changes will be delivered at the technical meeting and through the TIC.

Call room

Entry for the field of competence

All athletes will enter the field from the call room, escorted by competition officials. No athlete will

be allowed to leave the competition area during an event without permission from the chief judge. If

an athlete must leave the competition area, an official must escort the athlete. There will be

hydration points in the competition area.

There will be two call rooms for all track and field events. Call room 1 and Call room 2, Athletes must

present themselves to the call room according to the official schedule, considering that entry to the

competition area will be as follows:

● Pole vault: 75 minutes before the official start of the event.

● High jump: 55 minutes before the official start of the event.

● All other field events: 45 minutes before the official start of the event.

● Track events: 20 minutes before the official start of the event.

According to the competition rules of World Athletics, the call room officials will verify:

● That the numbers are worn correctly and correspond to the starting list.

● Number and size of spikes.

● That the athletes wear the national uniforms.

● Bags (identification and content).

● That the advertising of clothing and bags is in accordance with the applicable regulations and

that any type of unauthorized materials is not introduced into the competition area.

Refraining from participating

After the final confirmation, if the athlete (s) does not appear for the test, or in the call room,

according to the call room schedule, Rule 4 of the Technical Regulations or RT4 of the, abstention

from participating, will apply, with which the athlete will not be able to continue participating in

subsequent events, including relays.

Relays

The composition of the teams and the relay race order must be officially communicated on the day

of the event, no later than 60 minutes before the first call (the time when the athletes have to be

present in the Call Room).

Personal belongings at competition entry

Athletes (including those participating in combined events) may take a backpack or similar-sized bag

with them onto the field of play. Athletes participating in combined events may take larger bags with

them but must leave them in the rest area during the events.

A strict inspection will be made for illegal or forbidden items that athletes may be carrying with them.

No electronic devices will be permitted, such as radios, CD/MP3 players, digital music devices, cell

phones, cameras, etc.

Any items that do not comply with IAAF technical rules and regulations will be confiscated.

Confiscated items may be retrieved from the Technical Information Center (TIC) after the event at

the stadium.

Specific event procedures

Track events

The starter’s commands will be announced in English. For events up to 400 m (included), the

commands will be:

• “On your marks”

• “Set”

• “Gun”

For events 800 m and above, the commands will be:

• “On your marks”

• “Gun”

Field events

In the competition area and before the events, each athlete will have test attempts. The attempts

will be made under the supervision of the judges, the athletes will compete following the current

regulations.

Pole vault

Before the competitions start, each athlete will inform the corresponding official of the position of

the crossbar they require for their first trial. This position will be recorded. If athletes want to make

changes later, they must immediately inform the corresponding official before the crossbar has been

set according to their initial request. Otherwise, the time for their attempt will continue to run.

Coaches’ zone

Dedicated seating will be provided in appropriate areas for the coaches of athletes participating in

field events. One coach per athlete may enter this area with the corresponding pass, which will be

distributed through the Technical Information Center once the start lists have been published.

Times and measurements

The official measurement and timing will be electronic. The transponder system will be used for race

walk events. In these cases, the front number (with the transponder) will be delivered to the call

room. The Lynx Laser Distance Measurement (EDM) will be used as the official measurement system

for determining results on horizontal jumps.

Refreshment stations

Refreshment stations will be located along the road in accordance with IAAF regulations. More details

will be provided at the technical meeting.

Post-competition procedures

All athletes must exit the competition area via the mixed zone. The media may conduct short

interviews in the mixed zone. Please note that the first three athletes in each final may also attend

the press conference after the event, according to how they are called.

After passing through the mixed zone, athletes will move to the post-event area where they will be

able to collect their clothing. The post-event area will be located at the superior grandstand. For the

medal ceremony, press conferences and doping control, the athletes involved will be escorted to the

assigned areas via specific routes. From here athletes that need to return to the warm-up area or to

the hotel will do so through the marked access point for athletes.

12. Appeals, regulations, uniforms and equipment

12.1 Appeals

Complaints and appeals will be treated according to rule 8 of the Competition Technical

Regulations or RT8, of the World Athletics and of the Panam Sports regulations.

12.2 Regulations

12.3 Use of branding on uniforms and sports equipment

Take into account that advertising and logos must be in accordance with the regulations for

the use of the Panam Sports brand and the uniform manual of the I Junior Pan American

Games Cali – Valle 2021.

All athletes must compete in the official national uniform, approved by their Federation.

The awards ceremony and any lap of honor are considered part of the competition.

Rule 5.1 states that athletes must wear clothing that is clean, designed and worn in a way that is not

offensive.

Clothing must be made of a material that is not transparent even when wet.

Athletes may not wear clothing that may obstruct the judges' vision.

Spikes

The spikes of the athletes will be reviewed in the call room (number, shape and size), they must

comply with regulations 5.2, 5.3, 5.4, 5.5 and 5.6, of the World Athletics Technical rules. For the

Mondo Track, use the pyramid model and/or Christmas tree, size 6mm (1/4 inch).

14. Technical meetings

Technical meeting will be held on November, 29th 2021 at 10:00 in the auditorium of the National

School of Sport, next to Pedro Grajales Escobar stadium.

Written questions

Any questions concerning the technical conduct of the athletics competition must be made in writing

(in English or Spanish). These questions will be answered at the technical meeting. The forms that

must be used for this purpose are available at the Technical Information Center (TIC) in the Pascual

Guerrero Olympic Stadium.

These forms must be submitted by November 28th 2021 at 10:00.

Questions will not be accepted during the Technical Meeting.

The passes for the technical meetings will be available to the team leaders at the Technical

Information Center TIC of the Pascual Guerrero Olympic stadium from the day of their arrival. Two

passes per country will be delivered for each Technical Meeting.

15. Medals and diplomas

Gold, silver and bronze medals will be awarded to the athletes who occupy the first three places in

all events of the I Junior Pan American Games Cali-Valle 2021 athletics competition.

According to the regulations of Panam Sports, a diploma will be awarded to the athletes who occupy

the first eight places in each of the events.

Medal ceremony

The medal ceremonies will be carried out according to the schedule, the athletes must go to the

podium where they will be presented with a gold, silver and bronze medal.

When a delegation competes in the semi-finals and relay finals with more than four athletes, only the

four athletes in the final will be awarded medals during the official ceremony. The other athletes will

receive their medals later through the Technical Information Center.

Athletes must wear the official uniform of their delegation at the medal ceremony.

It will be ensured that the award ceremonies are held during the same session of the event. If the

awards ceremony cannot be held during the same session of the event, it will take place during the

immediately following session.
