1. Scope / Procedure Objectives North American Electric Reliability Corporation (NERC)’s standard MOD-032-1 Requirement 1 (R1), is effective on July 1, 2015. MOD-032-1 is a consolidation and replacement for MOD-010-0, MOD-011-0, MOD-012-0, MOD-013-1, MOD-014-0 and MOD-015-0.1. MOD-032-1 will completely replace these standards on July 1, 2016 when MOD-032-1 R2, R3 and R4 become effective. One of the major guidance documents used by Western-RMR and other entities in the Western Electricity Coordinating Council (WECC)’s region to ensure compliance with the standards listed in the paragraph above is WECC’s Data Preparation Manual (DPM). In use since 2012, WECC’s Guidance document, “Data Preparation Manual” addresses the majority of R1. This procedure further defines Western Area Power Administration – Rocky Mountain Region’s (Western-RMR’s) modeling data requirements and reporting procedures Western-RMR follows as the Planning Coordinator (PC). Western-RMR, as the NERC registered PC, and each of the NERC registered Transmission Planners (TP) within Western-RMR’s PC area of purview, jointly develop steady-state, dynamics, and short circuit modeling data under MOD- 032-1 R1.

R1.2.4 Each Transmission Planner within Western-RMR’s PC area shall fully adopt WECC’s Data Preparation Manual in preparation of steady-state, dynamics and short circuit modeling data. The submitted data shall be in a readable format that can be easily incorporated to the existing models that Western-RMR is maintaining. The data submission shall be done via email. Submission of data by the TP to Western-RMR shall be by a schedule determined by Western-RMR and will be no less than every 13 months.

R1.3 Western-RMR will distribute a data request letter to each of its Transmission Planners in January of every year that will include data submission instructions and schedule. Transmission Planners need to provide updates to its existing steady-state, dynamics and short circuit modeling data within 90 calendar days upon request as outlined in the instructions. This letter will include the request of annual data update to steady-state, dynamics and short circuit modeling data via email. Transmission Planners shall send out an acknowledgement

email upon receipt of request. Both the PC and the TP will need to archive evidence of submittal and receipt to document compliance with this requirement. R3 When technical concerns are found with the data submitted under Requirement R2, Western-RMR will provide the Balancing Authority, Generator Owner, Load Serving Entity, Resource Planner, Transmission Owner, or Transmission Service Provider with written notification of such concerns. R4 Western-RMR will provide the models provided to it under Requirement R2 to NERC’s designee for the Western Interconnection. This designee is WECC, as designated in the NERC letter to WECC dated May 22, 2015. This letter is included as Attachment A.

3. Summary WECC’s DPM has been used in the WECC region for several years. MOD-032 is a replacement and consolidations standard that will utilize the same process to ensure compliance. This procedure addresses the new elements not currently addressed by WECC’s DPM.
