Executive summary
This is the final dissemination and communication report about the Mobile Age project which started in February 2016 and now completes three years of successful implementation. As it has been already said in all reports, Mobile Age project’s mission was to develop and test innovative processes of co-creation with older adults in order to help them get more involved in the design and use of open government data and electronic access to government services. As Europe’s senior citizens are steadily increasing relatively to the rest of the society, it is crucial to ensure that no one is left behind.
These co-creation activities and work took place in four field sites as foreseen in the Description of Work (DoW): Germany (Bremen), United Kingdom (South Lakeland), Spain (Zaragoza) and Greece (Region of Central Macedonia) with special focus mainly put on four use case scenarios for older adults across Europe: social inclusion, independent living, a safe and accessible city for older people and access to health information, in collaboration with public authorities in these areas. Thanks to the preparatory work that took place in the previous years of the project, this final year we managed to get and proudly present the outcomes of these efforts, the four videos that were produced and show the work done.
The main objective of this period was to raise awareness about our work and project results, as well as to set the main steps towards exploitation of the results. In this context the current deliverable presents the efforts of all WP5 partners towards this goal. A number of events that were organised by our partners and major events that were attended by them raised the visibility of the results. Moreover, the meetings with stakeholders, the media coverage in our partners’ countries and social media visibility prove that the project’s outcomes had an important impact.
Thus D5.6 Final Dissemination and Communication Report presents the last update of the WP5 objectives for Year 3 and the online and offline activities of the same period that were undertaken by WP5 partners to better disseminate the project and its outputs at European and local level ensuring its sustainability and future take-up.
In detail, the current deliverable includes the following chapters:
• Introduction – short presentation of the deliverable, its scope, methodology, structure, audience, relation with other WP5 deliverables;
• Communication and Dissemination objectives in Y3 – objectives that were set for Year 3
• Communication and Dissemination activities of Y2 –detailed presentation of these activities that were performed by partners during the second year (M25-M36) of the project’s implementation. This is the most interesting and lengthy part of the current deliverable as it clearly shows the efforts made and the work done within the reporting year regarding the online and offline activities for the dissemination and communication of the project findings and developments;
• Conclusions – this is the last part of the deliverable.

1 Introduction This section of the deliverable shortly introduces the main information about the WP5, the deliverable, its structure, its audience and its relation with relevant, previous WP5 deliverables so as to make it easier for the reader to view the progress made during Y3 of the project, covering the period from M25 (February 2018) to M36 (January 2019).
1.1 WP5 Communication, Dissemination and Exploitation
WP5 is a subset of the Mobile Age project, led by Government to You (Gov2u) and in which all the partners (ULANC, TT, AGE, FTB, ifib, AUTH, UPM, ZGZ and RCM) participate. WP5 is responsible for the dissemination and exploitation of the project results through an effective internal and external communications strategy.
The implementation of WP5 is directly related to the following tasks:
• Task 5.1 – Planning and Coordination of Communication and Dissemination Activities (Leader: Gov2u, duration: M1-M36)
• Task 5.2 – Implementation of Communication and Dissemination Activities (Leader: Gov2u, duration: M1-M36)
• Task 5.3 – Transferability, Sustainability and Business Plan (Leader: ifib, duration: M17-M34)
• Task 5.4 – Uptake of Mobile Solutions and Demonstrator Application by City Information Providers and Public Authorities (Leader: UPM, duration: M33-M36)
Apart from being responsible for the dissemination and communication strategy, WP5 contributed towards the establishment of a wide network with various stakeholders and audiences that had a vested interest in the project, while it was also responsible for the internal communication of the WP5 with the rest of project WPs.
1.2 The deliverable: D5.6 Final Communication and Dissemination Report
1.2.1 Scope of the deliverable
The scope of this last deliverable is to report the online and offline dissemination and communication activities undertaken by WP5 partners during Y3 of the project. Thus the report shows that the objectives set for Y3 has been achieved and it successfully concludes the project’s tasks regarding dissemination and communication.
1.2.2 Methodology of the deliverable
The current report feeds into the Task 5.1 Planning and Coordination of Communication and Dissemination Activities (M1-M36) and Task 5.2 Implementation of Communication and Dissemination Activities (M1-M36). Not repeating the initial dissemination and communication planning, D5.6 just focuses on the objectives and activities of the final phase of the project. As in previous deliverables, it goes without saying that Gov2u as a Dissemination Leader would not be able to provide a coherent and complete report without the fruitful collaboration with and effective contribution of all WP5 partners. Thus, in this final report on dissemination and communication Gov2u reports the feedback received by WP5 partners and its final version has been submitted to the project officer for final approval.

1.3 Relation with other WP5 deliverables
The present deliverable relates to the following deliverables:
• D5.1 Communication and Dissemination Plan (M2): this is the communication and dissemination strategy and actions to be implemented throughout the project’s lifetime in order to achieve the project’s widest promotion, greatest visibility and awareness to the external audience. Moreover, this deliverable states clearly the methods and tools of internal communication within the work package.
• D5.2 First Communication and Dissemination Report (M24): this is the first report on communication and dissemination activities that were implemented during the first year of the project and will be following the initial action plan of activities as described in D5.1 deliverable.
• D5.4 Update of the Communication and Dissemination Plan (M24): this is the updated version of the communication and dissemination plan based on the developments of the project and the remaining tasks and time till the end of the project. Moreover, the report outlines a yearly report related to the dissemination and communication activities performed and tools used by project partners during Y2 (M13-M24) of the project to achieve the objectives of the reporting period.

1.4 Quality of the deliverable
The structure and the way of reporting are similar to the previous reports related to communication and dissemination. The draft of the deliverable and the final version was prepared by Gov2u. The content of the Y3 reporting on activities was provided by consortium partners. The deliverable was reviewed by ULANC and then submitted to EC by the project coordinator for final review and approval. The deliverable is written in English, is included in the correct template of the project and a language quality control has been performed.

2 Communication and Dissemination Objectives in Y3 During 2018, the major priority of the project was to continue the project’s promotion to the wider audience, to maximize the impact of the project findings and conclusions, as well as to intensify the networking by organizing project events and participate in other major, third party events. As a result of this strategy we expect that exploitation planning and further take up of solutions can be supported.
In detail, we focused on and managed to achieve the following objectives:
• To participate in various events at local and European level to raise visibility of Mobile Age project and developments so far as well as to increase our audience and their interest in Mobile Age;
• To create new marketing materials (field sites videos, policy briefs, poster, e-invitation, etc.) for the communication online and offline of the project;
• To organize, raise visibility about and accomplish the Final Conference of the project where the project’s applications and policy briefings will be presented;
• To organize a meeting with MEPs at the European Parliament to present the project solutions and policy briefings;
• To organize a workshop at the European Economic and Social Committee presenting the co-creation approach for coping with the digital divide;
• To design and launch the web version of the Co-creation Guidebook, one of the project’s main output;
• To promote the project via the website, media and social media as well as the online community of Joinup;
• To establish a wide network of audiences that have a strong interest in the project and thus raise more visibility of the project, its co-creation method and achievements so far;
• To create synergies with other projects and mainly focus on Common Dissemination Booster provided by EC for intensification of dissemination of EU projects’ results;
• To support all WP5 partners as far as their communication activities are concerned;
• To plan, coordinate and report on communication and dissemination activities that have been performed by WP5 as foreseen in the DoW for Y3;
• To produce the dissemination deliverables and any other project report including WP5 efforts on dissemination and communication as foreseen in the DoW for Y3;
• To maintain and enhance positive reputation of the project, as well as gain trust and acceptance of the key outputs and exploitable results of the project by further networking with similar projects and target customers.

During the reporting period (from February 2018 to January 2019), WP5 focused its efforts on developing and implementing the strategy and activities that had designed since the beginning of the project and will result in the best and most effective promotion of the project at local, European and international level.
In this context, WP5 partners organized 19 events in order to promote the project and participated in 37 third party events, while they continued their communication and contact with various stakeholders with vested interest in the project. They gave interviews to press and generally managed to promote the project through media. Lots of articles have been published about Mobile Age on newspapers and websites.
Special emphasis was put on the organization and implementation of the Mobile Age Final Conference which took place on October 10th in Brussels. The event was organised by AGE and supported by Gov2u. An e-invitation was designed by Gov2u and sent to various stakeholders to invite them, while a poster, goodie bags and a feedback evaluation card were created for this event. From more than 70 registered participants, around 50 professionals were present in the Final Conference, mainly coming from the academia (18 people), civil servants at EU and local level (11 people) and from the non-governmental sector (10 people). Kieran McCarthy, Member from the European Committee of the Regions and Cork City Council (Ireland) and Gary Copitch from the CoSIE project were among the invited speakers. After the completion of the conference, AGE issued a press release to announce about the conference’s main outcomes. This is the second Mobile Age press release and it is available at: https://www.mobile-age.eu/images/press_release/pdf/Press_Release_MobileAge_Final-conference.pdf .
Another important event of the reporting period that has to be mentioned is the Mobile Age presentation and discussion at the European Parliament Joint Intergroup Meeting “The future of Europe is co-created. Digital public services for age-friendly cities and communities”. This event was held on January 29th, 2019 at the European Parliament. Organised by AGE and hosted by the Intergroup on Active Ageing, Intergenerational Solidarity and Family issues, and the Urban Intergroup, this event was the opportunity for Mobile Age to reach out to European decision-makers and to bridge the gap between European policies and local practices. The report about the event and the presentations are available on the project’s homepage.
At European level, it is also worth mentioning the participation of Mobile-Age at the ICT2018 Conference in Vienna (December 2018). Organised by the European Commission, this is a major European event for professionals in the ICT sector. Within this framework, AGE organised a networking session, which was successfully attended by more than 30 participants. Attendees were particularly interested in CIDER – the co-creation guidebook, and in discussing with AGE, ifib, TingTung and Aristotle University about ideas for fostering co-creation especially in the public sector.
Furthermore, again at European level, AGE organized the workshop on ‘Empowerment to Bridge the Digital Divide’ on 24 May 2018 at the EESC – the European Economic and Social Committee in Brussels. The event looked at how to increase digital skills for older persons, how to connect rural territories, how to make internet accessible for persons with disabilities. It was the occasion for showcasing practices from the UK, Belgium, Greece and Germany, from the Mobile-Age project, fostering an inclusive and participatory approach to the topic.
Moreover, another highlight of this reporting period is the fact that AGE, Gov2u and Tingtun AS participated in the Common Dissemination Booster (CDB) that encourages projects to come together to identify a common portfolio of results and shows them how best to disseminate to

end-users, with an eye on exploitation opportunities. It is a brand-new service from the European Commission which is free of charge. The aforementioned partners participated in conference calls with the rest of interested projects, CoSIE and SoCaTel. We focused on Service 2 of the CDB, Stakeholder/End user mapping. The service basically acknowledged the good structure of the dissemination opportunities foreseen by AGE at the beginning of Y3 and then implemented, and welcome the fact that Mobile-Age had conceived several settings for cross-fertilisation with CoSIE and SoCaTeL.
It is also important to mention that great effort of WP5 partners has been put on the preparation of the policy briefs that is a main output of the project and were presented during the Final Conference in Brussels. ULANC, ifib and Tingtun AS, in collaboration with AGE, wrote six interesting policy briefs focusing on crucial topics related to Mobile Age such as the accessibility of older adults to digital services, e-inclusion, co-creation method, etc. The full list of the policy briefs is available on the project website at: https://www.mobile-age.eu/project-outcomes/policy-briefs.html .
During the reporting period, a significant number of co-creation meetings have been organised in the four field sites, namely Bremen, Region of Central Macedonia, South Lakeland and Zaragoza. A number of older adults participated in this co-creation process of Mobile Age project and contributed to the development of the app/services. So, as soon as these meetings were completed and recorded by each pilot partner, Gov2u produced four video testimonials in which older adults from Bremen, Region of Central Macedonia, South Lakeland and Zaragoza narrate how they contributed, how satisfied they are with the outcome in their city, how they experienced the co-creation process and what they have learnt. Last but not least, for better communication of the project and dissemination of the so far results, Gov2U used the Joinup platform to promote various news about the project concerning newsletter issues, events, press release, Final Conference, policy brief, etc. to the general audience.

3.2 Detailed description of the online and offline activities in Y3
3.2.1 Mobile Age Website
During Y3 (from February 2018 to January 2019), WP5 regularly updated the Mobile Age website. As indicated by the numbers below, the project website remains the most informative and resourceful dissemination tool. It is a major channel of information and communication for visitors and, for this reason, is harmonized and interrelated with the main goals of WP5 to disseminate the project findings as well as to engage key stakeholders with a view to knowledge sharing. Furthermore, given its importance, the website will be hosted by Gov2u for 2 more years after the project ends.
The website is a means to convey all information pertained to the project for a range of audiences. Since its launch, the website is regularly updated to maintain a sustained interest in project activities. Updates made during the reporting period highlight project news, project in the press, events, relevant articles, press releases, newsletter issues, synergies and other activities dedicated to dissemination.
In Y3 we communicated the most important developments and events of the project through the website. The website’s homepage hosts the banner that links the visitor of the website to

Co-creation is an approach adopted on the assumption that a participatory process will lead to services becoming more relevant and usable. This guidebook offers good practice examples, materials and tools to practitioners in local and regional government, as well as NGOS, who provide services to citizens and who intend to collaborate with them to co-create digital solutions that improve their service delivery. While our own experiences and lessons learned are based on six co-creation projects with older adults, the guidebook also provides useful recommendations for co-creation projects with other target audiences.
More banners have been added on the homepage to highlight important events that have been organised by Mobile Age partners. The Mobile Age Conference “Co-creating open digital services for age-friendly cities and communities” that was held on October 10th, 2018 in Brussels was posted on the website to attract more attendees that were able to click on “Registration” and book their place in the Conference. After the Conference, the presentations have been posted and are available on the website:

Besides the various events that are announced in the form of banners on the homepage to attract attention of the visitors, the homepage has been updated also with the links to the App Store and Google Play where Lancaster University has uploaded the Mobile Age app. According to the description in both online stores, “The Mobile Age app aims to provide information on services, volunteering opportunities and events aimed at older adults living the South Lakeland area in the UK. These events and services are combined with information for transport and travel, facilities on route, such as public toilets and benches and weather. Users can specify their preferences in a user profile to tailor searches to their specific needs. Clear and trustworthy information is provided through one portal that links up open data from various trusted sources, avoiding the need for multiple searches, thus reducing barriers to social participation.”

3.2.2 Mailing Lists
A data base of contacts including stakeholders and interested parties from local regional, national and European level has been created by WP5 leader, Gov2u, and project partners continue to contribute to this activity.
This data base has been used to make announcements related to the project about specific achievements, developments, event participation, etc. The aim of using these lists is to raise awareness about Mobile Age, and to inform and engage stakeholders.
These lists were updated in Y3 and the number of recipients decreased after the implementation of General Data Protection Regulation (GDPR) in May 2018. Gov2u created a campaign to inform all mailing lists recipients about the new policy and the compliance of the website with the GDPR. However we didn’t receive confirmation from all previous subscribers and recipients that they would like to keep receiving news from the project.
3.2.3 Mobile Age Social Media
Social media accounts for Mobile Age were created in order to reinforce the direct communication with its audience. Since the beginning of the project regular posts are made by Gov2u and AGE partners. All project news, events, new promotional materials, presentations at third party events and other news from other EU funded projects where cross dissemination synergies had been established with them, were posted and shared on Mobile Age social media accounts.
The following tables present how the number of “likes”, “followers” and “members” evolved during the years of project implementation. The numbers for Y1 were presented at D5.2 First Communication and Dissemination Report and those for Y2 were presented at D5.4 Update of the Communication and Dissemination Plan respectively.

3.2.3.1 Facebook Page Insights & Twitter Page Analytics
As already explained in previous reports, the “Facebook Page Insights” is a free service for all Facebook Pages and Facebook Platform application and websites. Facebook Insights provides Facebook Page owners and Facebook Platform developers with metrics about their content. By understanding and analyzing trends within user growth and demographics, consumption of content, and creation of content, Page owners and Platform developers are better equipped to improve their business with Facebook. Only Page administrators, application owners, and domain administrators can view Insights data for the properties they own or administer. The metrics data is aggregated on a daily basis and is made available within 24 hours after a full day is complete.
The figures presented in Appendix II show overall data from Facebook Page Insights for the Mobile Age page within the reporting period. Data on “Total page likes”, “Post reach”, “Followers”, “People reached”, etc. are presented.
Finally, some analytics about Mobile Age Twitter page are presented in Appendix III.
3.2.4 Mobile Age on Scribd, Issuu, Slideshare and Vimeo platforms

3.2.5 Newsletter Issues
Two newsletters were created during the last year of the project and sent online to all subscribers, announcing news and developments in an interesting and easy to understand way. As always, these newsletter issues were created, designed and distributed via email to the mailing list and the subscribers for disseminating the project’s developments and communicating to the general public the consortium’s performed work. All issues are also available in electronic version at project’s website. They are accessible via the Mobile Age website under the section “Project Outcomes”, subsection “Newsletter Issues”. 3.2.6 Press Releases
During the third year of the project another press release has been published and circulated via the project’s mailing lists. The 2nd press release is focused on the Mobile Age Final Conference which took place on October 10th, 2018 in Brussels. The press release presents the highlights of the Final Conference and some important quotes by key speakers. The press release was disseminated as usual and posted on social media, etc. to gain more visibility.
Although in previous reports we estimated that three press releases would be published in Year 3 (focused on field site reports OR field sites and results of co-creation events, about the Final Conference and about the project’s completion), at the end we thought that these issues would be better covered in Newsletter issues, news articles on the website and social media posts that are more direct to the lay audience. 3.2.7 Promotional Materials
Gov2u has designed a series of dissemination materials (online and offline) in order to create and maintain the common identity of the project, raise its visibility and support project partners to their promotional activities in workshops, face to face meetings, etc.
The offline dissemination of the project through workshops and other related events was supported with the creation of the promotional materials addressed to senior citizens. These materials supported partners’ activities and co-creation workshops at field sites in Lancaster, Thessaloniki, Bremen, and Zaragoza. Moreover, WP5 leader, Gov2u, provided the design of the “Interim Co-creation Good Practice Guide Book” (D1.3) in order to achieve the optimum graphic outcome for it.

The aim of the one-hour-and-a-half workshop was to remind and present the basic services of the application and the questionnaires results of the services evaluation; to demonstrate various options for the interface/functionality of the application; to co-create the provided services; to demonstrate the current interface and functionality of the developed mobile application through mockups, and to discuss about the preferred/favorite pharmacies of the seniors.

Moreover, seniors had the opportunity to take some tablets and test the application with various themes and styles (e.g. different colors, different layout etc). Seniors were asked to proceed with various tasks related to the application, like finding the closest hospital, or calling to a doctor in order to evaluate the accessibility and the user experience of the application's various user scenarios.

The Governor of the Region and the president of the OCC attended the event. Dr. Juliane Jarke from ifib represented Mobile Age at the international workshop exploring the intersection of Science and Technology Studies and Age Studies, which was held in the Internet Interdisciplinary Institute (IN3/UOC) in Castelldefels (Barcelona). Her presentation took place on Thursday 21st of June and, along with Andreas Bischof (University of Technology Chemnitz), they focused on "Configuring the Older Adult: Instances of Shaping Age and Ageing through Digital Technology Design". They presented 3 papers (15 minutes each) and 15 minutes were dedicated to questions.

3.2.13 Media coverage
Media coverage of Mobile Age has high importance as target groups can be reached at local and pan-European level. This practice also helps to increase project impact and informs stakeholders about the project’s developments and achievements.
In this section we mention press releases, articles, interviews, website links, references on webpages, reference in news items, etc. These references can be external (meaning third party references around Mobile Age in newspapers, magazines, websites and other media e.g. social media) as well as internal (references around Mobile Age in partners’ websites, partners’ press releases, partners’ newsletters and other media e.g. partners’ social media pages). A detailed table of these activities can be found in Appendix VII.
3.2.14 Collaboration with other projects, networks & initiatives
Communication with other EU funded projects were continued and within this year AGE, Gov2u and Tingtun AS participated in the Common Dissemination Booster(CDB) provided by EC for intensification of dissemination of EU projects’ results. The aforementioned partners participated in conference calls with the rest of interested projects, CoSIE and SoCaTel. We focused on Service 2 of the CDB, Stakeholder/End user mapping. Moreover, AGE partner that organized the Mobile Age Conference, invited these stakeholders to the event to attend and inform them about the latest developments of the project.

4 Conclusions This is the final report on Communication and Dissemination activities of WP5. The number of online and offline activities undertaken during the last year of the project prove that the efforts of all WP5 were successful in promoting the project and its outcomes at European and local level ensuring its sustainability and future take-up. At last, the detailed presentation of the activities in tables is the most important part of this deliverable and the tangible evidence of the work done by all WP5 partners.
