SPECIALIZED PRACTICE CREDENTIAL FOR SCHOOL SOCIAL WORK CALL FOR COMMENTS
Rationale
The NASW Commission On Education in collaboration with the NASW Competency Certification Board is currently in the process of developing a specialized practice credential for school social work This effort is prompted by the recognition that a growing number of state departments of education are establishing criteria for the credentialing of school social workers This trend presents an opportunity for the professional organization to propose what it considers to be appropriate minimal requirements for credentialing school social work practitioners In the absence of input from the profession itself states will undoubtedly move ahead with establishing credentials resulting in inconsistent and in some cases inappropriate requirements
Purpose
The purpose of a specialized practice credential is to define minimal entry-level knowledge and skills for school social work practice
Anticipated Benefits
The Commission On Education anticipates a number of benefits resulting from the development of this credential Some of these include
1 Greater uniformity among the states in credentialing practices
2 Greater uniformity increases the likelihood of reciprocity between states for credentialing
3 The professions participation in the development of the credential provides greater assurance that practices will be appropriate than if state departments of education act on their own
4 An increase in the credibility and legitimacy of school social work as an educational specialty has the potential to ensure quality services
Request For Comments
At this time the Commission On Education is seeking comments from school social work practitioners on the following tentative set of requirements for the School Social Work Credential
1 Masters Degree in social work from a CSWE accredited program
2 Successful completion of middot the school social work component of the National Teachers Exam NOTE This test is currently being developed in a collaborative effort with Educational Testing Service A minimum passing score has not been defined
3 A minimum of 480 clock hours of practicum in a school setting or one year of full time post-graduate sJlleYitcd employment in a school settin~-lt--u4r~1t ~L-I)

~ ~O This set of requirements is offered as a first draft of what might be included in this credential It should be emphasized that NASW has no power or authority to require states to adopt such a credential However for those states seeking to develop credentials or those intending to change or up-grade requirements this credential may be attractive NASW plans to develop strategies for the marketing and promotion of this credential to state departments of education

Credential
1 Masters degree in social work from a CSWE accredited program
2 Successful completion of the school social work component of the National Teachers Exam
3 A minimum of ~80 hours of practicum in a school setting or one year of full time post graduate supervised employment in a school setting

I recommend a change as follows full time post graduate employment in a school setting with discipline supervision provided by a licensed certified social worker Rationale If one is requ~r~ng a practicum in a school setting or an altershynative the alternative should have the same level of rigor Supervision should be provided by a social worker As it reads now the qualifications of the supervisor are unspecishyfied Thus it could be the principal a department head or anyone

~ Satisfactory evaluation from a school I recommend a change as site supervisor follows Satisfactory
evaluation from a school site administrator and the school social work supervisor
I realize that supervisory practices vary across jurisdictions Usually when new standards are introduced current employees are grandfathered in as method of dealing with these varied issues If the new requirements for a specialist certification are adopted by a state the implication will be that the supervisory standards also will require upgrading I do not believe one can occur without the other

I found our recent work together on the committee reviewing the school social work speciality questionnaire a very interesting productive experience It was good seeing you again I hope things are going well personally and professionally

I am writing to tell you that I have received a promotion within NASW and am now the Director of the Office of Quality Assurance
In this new capacity I shall have oversight of the legal regulation and credentialing programs of NASW This includes the ACSW ACBSW Clinical Register and Clinical Diplomate Programs as well as legal regulation of sooial work practice in general It also includes the School Social Work Specialist credential (for which Marianne Josem has primary responsibility) and issues of certification and licensing of schC)ol social workers
However I will no longer have responsibility ~or the general program in school social work After fourteen years of working in this area during which time I have travelled extensively attended numerous school social work conferences a ld met many of the pra~titioners and leaders in the field it is not easy for me to sever my ties It has been an inspiring and gratifying experience to serve you all and to advocate for our services in Washington DC and in the states
For these reasons I shall continue my interest in the field and hope that I can continue my relationships with you on a different basis I shall continue to be available for consultation should you need it
NASW is currently drafting a notice of job vacancy and will post it internally in the near future Vivian Jackson who was promoted in July 1994 as Director of the Office of Policy and Practice with oversight for the school social work program will be hiring a new staff person as quickly as possible

In the interim I am continuing to be available For information requests NASW now has a Front Line Team in place which offers quick response and referral to relevant program staff if necessary We also have a student intern Susan Dean who will be available to assist in program activities

I realize that supervisory practices vary across jurisdictions Usually when new standards are introduced current employees are grandfathered in as method of dealing with these varied issues If the new requirements for a specialist certification are adopted by a state the implication will be that the supervisory standards also will require upgrading I do not believe one can occur without the other

I am writing to tell you that I have received a promotion within NASW and am now the Director of the Office of Quality Assurance
In this new capacity I shall have oversight of the legal regulation and credentialing programs of NASW This includes the ACSW ACBSW Clinical Register and Clinical Diplomate Programs as well as legal regulation of sooial work practice in general It also includes the School Social Work Specialist credential (for which Marianne Josem has primary responsibility) and issues of certification and licensing of schC)ol social workers
However I will no longer have responsibility ~or the general program in school social work After fourteen years of working in this area during which time I have travelled extensively attended numerous school social work conferences a ld met many of the pra~titioners and leaders in the field it is not easy for me to sever my ties It has been an inspiring and gratifying experience to serve you all and to advocate for our services in Washington DC and in the states
For these reasons I shall continue my interest in the field and hope that I can continue my relationships with you on a different basis I shall continue to be available for consultation should you need it
NASW is currently drafting a notice of job vacancy and will post it internally in the near future Vivian Jackson who was promoted in July 1994 as Director of the Office of Policy and Practice with oversight for the school social work program will be hiring a new staff person as quickly as possible

Rationale
The NASW Commission On Education in collaboration with the NASW Competency Certification Board is currently in the process of developing a specialized practice credential for school social work This effort is prompted by the recognition that a growing number of state departments of education are establishing criteria for the credentialing of school social workers This trend presents an opportunity for the professional organization to propose what it considers to be appropriate minimal requirements for credentialing school social work practitioners In the absence of input from the profession itself states will undoubtedly move ahead with establishing credentials resulting in inconsistent and in some cases inappropriate requirements
Purpose
The purpose of a specialized practice credential is to define minimal entry-level knowledge and skills for school social work practice
Anticipated Benefits
The Commission On Education anticipates a number of benefits resulting from the development of this credential Some of these include
1 Greater uniformity among the states in credentialing practices
2 Greater uniformity increases the likelihood of reciprocity between states for credentialing
3 The professions participation in the development of the credential provides greater assurance that practices will be appropriate than if state departments of education act on their own
4 An increase in the credibility and legitimacy of school social work as an educational specialty has the potential to ensure quality services

I am writing to tell you that I have received a promotion within NASW and am now the Director of the Office of Quality Assurance
In this new capacity I shall have oversight of the legal regulation and credentialing programs of NASW This includes the ACSW ACBSW Clinical Register and Clinical Diplomate Programs as well as legal regulation of sooial work practice in general It also includes the School Social Work Specialist credential (for which Marianne Josem has primary responsibility) and issues of certification and licensing of schC)ol social workers
However I will no longer have responsibility ~or the general program in school social work After fourteen years of working in this area during which time I have travelled extensively attended numerous school social work conferences a ld met many of the pra~titioners and leaders in the field it is not easy for me to sever my ties It has been an inspiring and gratifying experience to serve you all and to advocate for our services in Washington DC and in the states
For these reasons I shall continue my interest in the field and hope that I can continue my relationships with you on a different basis I shall continue to be available for consultation should you need it
NASW is currently drafting a notice of job vacancy and will post it internally in the near future Vivian Jackson who was promoted in July 1994 as Director of the Office of Policy and Practice with oversight for the school social work program will be hiring a new staff person as quickly as possible

I am writing to tell you that I have received a promotion within NASW and am now the Director of the Office of Quality Assurance
In this new capacity I shall have oversight of the legal regulation and credentialing programs of NASW This includes the ACSW ACBSW Clinical Register and Clinical Diplomate Programs as well as legal regulation of sooial work practice in general It also includes the School Social Work Specialist credential (for which Marianne Josem has primary responsibility) and issues of certification and licensing of schC)ol social workers
However I will no longer have responsibility ~or the general program in school social work After fourteen years of working in this area during which time I have travelled extensively attended numerous school social work conferences a ld met many of the pra~titioners and leaders in the field it is not easy for me to sever my ties It has been an inspiring and gratifying experience to serve you all and to advocate for our services in Washington DC and in the states
For these reasons I shall continue my interest in the field and hope that I can continue my relationships with you on a different basis I shall continue to be available for consultation should you need it
NASW is currently drafting a notice of job vacancy and will post it internally in the near future Vivian Jackson who was promoted in July 1994 as Director of the Office of Policy and Practice with oversight for the school social work program will be hiring a new staff person as quickly as possible

In the interim I am continuing to be available For information requests NASW now has a Front Line Team in place which offers quick response and referral to relevant program staff if necessary We also have a student intern Susan Dean who will be available to assist in program activities
In addition the Steering Committee ofNASWs new School Social Work Section is in place and is available for consultation The members are

They will be contacting you in the near future NASWs National Board of Directors is expected to grant the Section full status at its meeting this weekend (January 21-22) and bills for the Section membership fee will go out in February This will provide the Section with its own resources to allocate to program activities
