Year-on-year (y-o-y) Industrial ProductionIndex (IPI) in November 2009 contracted by1.3%. The y-o-y contraction was due to thedrop of mining index (-7.4%). However, theindices of manufacturing and electricity postedan increase of 0.9% and 5.9% respectively.
Month-on-month (m-o-m) the IPI fell by 6.0%.

ECONOMIC DEVELOPMENTS
The Forum on ASEAN-China Free TradeArea was successfully concluded in Nanning,People’s Republic of China. The Forum washeld to mark the full implementation of theASEAN-China FTA on 1 January 2010. Under the FTA, import duties on over 90% of theproducts traded between ASEAN-6 (Brunei,Indonesia, Malaysia, the Philippines, Singaporeand Thailand) and China were eliminated andcan enter these countries duty free.
Y.B. Dato’ Mukhriz Mahathir, Deputy Minister of International Trade and Industry Malaysiaparticipated in the Forum. 500 participantsattended the Forum which focused on ways

to boost trade, investment and economiccooperation between ASEAN and China.
The Forum also witnessed the launching of the China-ASEAN FTA Business Portal (www.asean-cn.org), Qinzhou Free Trade Area andthe Nanning Bonded Logistics Park. Eighteeninfrastructure cooperation projects involvingChina and several ASEAN Member Statesvalued at US$4.89 billion were signed during
the Forum.

• Text on ASEAN-China Free Trade Agreement,
including the Framework Agreement,Annexes and Schedules Commitments;
• Latest News on exhibition and fairs as well
as publications;
• Tariff Schedules including a search
engine for the ASEAN-China Frere TradeAgreement rate, Rules of Origin andCustoms procedures;
• Schedules of commitments;
• Economic Cooperative Initiatives particularly
for small and medium enterprises (SMEs);and
• Country Prole of ACFTA members.
The ACFTA comprises a market of 1.9 billionpeople with a combined GDP of about US$6
The ASEAN-India Free Trade Agreement(AIFTA) which came into effect on 1 January2010 for Malaysia and India would create amarket of 1.7 billion people with combinedGDP of US$2.8 trillion and combined globaltrade of over US$2 trillion. Under the AIFTA,by end of 2013, 71% of products tradedbetween Malaysia and India will be duty freeand another 10% of products by 2016. Inaddition, duties on another 10% of productswill be reduced to 5%.
The commitments undertaken by Malaysia inthe AIFTA is to eliminate import duties on 6,792
ASEAN and India have agreed to exclude someproducts from tariff reduction commitments. Asfor Malaysia, 898 tariff lines comprising selectedpoultry products, tropical fruits and rice, iron
and steel, automotive products, chemicals,alcoholic beverages; tobacco and tobaccoproducts, and used tyres are excluded fromtariff concessions. The products excluded from

Compliance to Rules of Origin (ROO) isimportant in exporting products under thepreferential trading arrangements. To qualifyfor preferential tariffs under AIFTA, exportersmust meet two conditions namely RegionalValue Content (RVC) 35% + Change in Tariff
Despite the global economic setback, Indiacontinues to register impressive economicgrowth and in 2009, the growth is expectedat 6.9%. In 2010 and 2011, the growth isforecasted to be between 7-9%. Based onWTO report, India’s foreign trade totaledUS$470.9 billion which accounted for 1.5%of world trade in 2008. There is also a risingmiddle class population estimated at 300million.
India has traditionally maintained high tariffsin which over 80% of the products importedinto India attract duties ranging from 15-100%.As such, Malaysia stand to gain from theFTA as exporters can now export to India at

preferential tariffs compared to India’s other major trading partners. With the duty reductionand elimination, there are opportunities toexpand and diversify the range of productstraded between Malaysia and India.
There are also ample opportunities for Malaysian and India businessmen to worktogether to form strategic partnership. R&D is anarea where Malaysian companies could forgelinkages to enhance their product strength not
only for the Indian market but also the globalmarket. Besides, other sectors where Malaysiaand India can form strategic partnership are inpharmaceutical, ICT, healthcare, auto parts,machinery and equipment, rubber and palm oil
can benet from preferential tariffs provided the
products are not on the Malaysian ExclusionList.

This 6-digit subheading for pneumatic rotary type (tools) is HS8467 11. However, in the process to manufacture this prod-uct, other parts of products falling under HS8467 92 and HS8467 99 may have been used. Thus at the 6 digit level there ischange from HS8467 92 and HS8467 99 to become HS8467 11

based products. Many Malaysian companiesare already actively involved in activities inIndia such as building of roads, rails, ports,airports and running other services facilities.
AIFTA offers the opportunities for Malaysiancompanies to source their requirements for their projects in India from Malaysia.
JOINT ARTICLE MANAGEMENT PROMOTION (JAMP) TOOLSAND SYSTEM FOR SOUND CHEMICAL MANAGEMENT

The Joint Article Management Promotion(JAMP) programme undertaken in Malaysiain 2008 and 2009 consist of seminars,workshops and training courses to introduceand disseminate JAMP’s activities and its tools.To date, some 150 manufacturing companiesrepresenting middle-stream and downstreamindustries i.e. chemical manufacturers, partsmanufacturers, assemblers and nal product
manufacturers have undergone training under the programme, which were organized in co-operation with the Chemical Industries Councilof Malaysia (CICM), Federation of MalaysianManufacturers (FMM), Ministry of InternationalTrade and Industry (MITI) and MalaysianIndustrial Development Authority (MIDA).
The JAMP is a Japanese private sector initiative developed primarily to promote themanagement and appropriate information
transfer of chemical substances contained inarticles in the supply chain. The programmeis sponsored by the Japan External TradeOrganization (JETRO) and co-sponsoredby the Japan Environment Management
Association for Industry (JEMAI) andsupported by the Ministry of Economy, Tradeand Industry (METI-Japan). Demonstration of JAMP Program has been carried out in China,Malaysia and Thailand.
The main activities under the JAMP includepromoting the JAMP guidelines for informationmanagement of chemical substancescontained in products and format sheets for transfer of chemical substances information,i.e. the JAMP Material Safety Data Sheet Plus(JAMP MSDSplus) - for upstream to middlestream users and JAMP Article InformationSheet (JAMP AIS) - for middle stream todownstream users. In addition, JAMP haslaunched a brand new IT global portal service(JAMP-GP) in July 2009 for extremely safeand convenient transfer of JAMP MSDSplusand JAMP AIS.

The JAMP is no doubtuseful as its goal is to contribute to internationalcompetitiveness for industry, especially theSMEs, by promoting appropriate managementof chemicals contain in products. Malaysianindustries are encouraged to make use of the
JAMP tools and systems to communicate withother players to disclose substances containedin different products. Exports, RegulatoryAffairs & Safety, Health and EnvironmentManagers / Ofcers in these companies are
urged to take note of the availability of the
JAMP tools which also provides potentialsolution to industry’s obligation under the EU’sRegistration, Evaluation, Authorization andRestriction of Chemicals (REACH) regulationsand other chemical related legislations.
