Missouri’s first two circuit courts were estab- lished in 1815. The 1820 Constitution provided for the creation of four circuits, each containing from four to eight counties. The number of cir- cuits has increased over the years; today 45 cir- cuits operate in Missouri. The first circuit judges were appointed by the governor and confirmed by the Senate. However, the life term of the judges and their method of appointment proved unpopular; in 1849, the Constitution was amended to provide for popular election. Most circuit judges are elected today, although judges in some circuits are selected under provisions of the Nonpartisan Court Plan. Constitutional amendments approved by Missouri voters in 1976 provide that the circuit courts shall be courts of original civil and crimi- nal jurisdiction. All trials start at this level. For- mer courts of limited jurisdiction became divi- sions of the circuit court on January 2, 1979. Within the divisions of the Circuit Court there are three levels of jurisdiction: circuit, associate and municipal. Circuit judges may act within all circuit jurisdictions. The Fine Collection Center The Missouri Supreme Court established the Fine Collection Center (FCC) pursuant to Section 476.385, RSMo. The Fine Collection Center is a central bureau authorized by statute to process certain traffic, watercraft and conservation viola- tions for the courts of counties that voluntarily join the Center’s program. The Center began operation on July 1, 1999 and 63 Missouri coun- ties were members of the program as of July 1, 2003. Offenders who receive citations in partic- ipating counties will have the option of paying their fine and costs directly to the FCC or plead- ing not guilty to the FCC and having their tickets sent to the county prosecutor for processing in the court system. The Supreme Court appoints the Director of the Fine Collection Center. The Supreme Court also appoints a Fine Collection Center Commit- tee of at least seven associate circuit judges. This committee provides oversight of the FCC pro- gram and establishes and maintains a uniform fine schedule to be used by the FCC. Counties that voluntarily join the program will agree to use the uniform fine schedule. The schedule contains all traffic, watercraft and conservation offenses that the FCC is authorized to process. The FCC fine schedule sets uniform fines for the same offenses in all counties participating in the FCC, resulting in a more equitable system for offenders. Benefits of participating in the FCC include better accountability, improved collec- tion rates, and a reduction in clerical workload associated with processing traffic tickets that allows court staff to redirect their efforts to other areas. The FCC also provides user friendly cus- tomer service at a toll free number that offenders can call from anywhere within the United States. The FCC accepts payment by check, money order or credit cards, making payment more convenient for offenders. When an offender pays a ticket to the FCC, the Center is legally authorized to issue a record of conviction. The FCC sends payments of fines and courtcosts to member county treasurers twice permonth. The FCC keeps no part of the fine or

costs. The county where the offense occurredreceives all the fine money and all the county’sshare of court costs on each case. The FCC sendscourts costs and fees designated for state agen-cies directly to those agencies.
