Members of the MSCPA Awards, Education & Scholarships Committee reviewed and approved applications in July from students at institutions which award accounting degrees. Scholarships are then reviewed and funded through the MSCPA Education Foundation. To be eligible, students must be majoring in accounting, have completed their junior year in preparation for their senior year or graduate study, be a Mississippi resident, excel academically, be recommended by a professor, have a financial need and be involved in campus activities. The scholarships include three $1,000 scholarships to graduate students: the Ross/Nickey Scholarship and two Gary E. Thornton Memorial Scholarships. This year undergraduate scholarships for $2,000 were awarded to students at ten colleges/ universities. One scholarship winner is selected to receive the Hamp King Award. This award was established to recognize and honor the memory of the late Hamp King who served as Mississippi’s State Auditor for many years. Dana Rene Apperson of Philadelphia was selected from all applications for this honor and will receive a second scholarship check from the Mississippi Tax Institute Trustees during their November meeting. Dana attends Mississippi State University where she has a 4.0 in accounting and a 4.0 overall. Jonathan Stephen Adcock of Madisonwas named the recipient of the Thomas A.Ross/Robert L. Nickey Scholarship, establishedin 1998 to honor their contributions to theaccounting profession. Ross, who died in2007, was an MSCPA Past President, long-timepractitioner and former State Board member.Nickey, who died in 2003, served as ExecutiveDirector of the MSCPA for 23 years. Jonathanattends Mississippi College where he has a 4.0in accounting and a 4.0 overall. Charles LindsayAppointed Chairman

MSCPA Member Charles Lindsayrecently was appointed Chairman ofthe Transparency and ComplianceSubcommittee of the MississippiSecretary of State's Business TaskForce on Charities and Non-Profits.

Recommendations from thissubcommittee include raising theMississippi charitable registrationexemption amount from$4,000/year to $25,000/year andconforming the Secretary of State’sregistration deadline with the IRS’deadline for filing Form 990. Inaddition, a change in the law isrecommended to allow theSecretary of State to grantextensions mirroring the IRSextension schedule. This changewill simplify the charity renewalprocess by having Form 990 andthe MS renewal due at the sametime. The recommendations areexpected to be presented duringthe 2009 Legislative session.

The Accountant’s CSI: A Forensic Credential for CPAsby Robert Harris, Chairman, AICPA’s National Accreditation Commission and Stephen Winters, AICPA’s Director of SpecializedCommunities and Firm Practice Management

For the past eight years, eversince CSI debuted on CBS, watercooler talk has included the not-so-serious idea that the next spin-offwill be all about forensicaccountants. While that may neverhappen, forensics is now animportant part of the CPAprofession. A new breed ofaccountant has emerged as thenumber one career choice foraccounting graduates. “Studentssee forensic accounting as sexy andfun” the Chicago Sun Times tells us.Indeed, according to a survey bythe AICPA’s Private CompaniesPractice Section (PCPS), 85% oflarge CPA firms say that forensicaccounting is increasing as apercentage of their billable services,and 100% expect demand for theseservices to increase over the nextfive years.

When you think about what

forensic accountants actually do, itis no wonder college students andyoung CPAs are so interested. Thefield gives them an opportunity todo much more than crunchnumbers. A skilled forensicaccountant looks behind thenumbers to trace the movement ofmoney through financialinstitutions, use methods of proofto tie financial events together, andinterpret financial information thathas purposely been obfuscated. It isa job that requires accountingexpertise, but other characteristicsas well, like curiosity, technologicalknow-how, credibility,communications skills, and soundjudgment. Forensic accountants areasked to do everything fromuncover squirreled-away bankaccounts in a divorce case, todetermine the economic damagesfrom a negligent act, to find out

why a busy doctor’s office isconsistently in the red. It involvesapplying specialized knowledge andinvestigative skills to collect,analyze, and evaluate a financialsituation, and then tocommunicate those findings in acourtroom, boardroom, or othervenue.

A New Forensic AccountingCredential for CPAs

In May of this year the AICPA’sGoverning Council voted to acceptthe recommendations of itsNational Accreditation Commissionand launch a new CPA credential,to be called Certified in FinancialForensics (CFF). The Commissioncame to its recommendations aftera two-year investigation as part of acollaboration with the ForensicCredential Task Force and the

Forensic and Valuation Services(FVS) Executive Committee. Theresearch revealed the alignment of astrong market demand from buyers,support from practitioners, andgrowing niche practices for firmsproviding financial forensicservices. The Commission foundan environment in whichmatrimonial litigation, proxy fights,and other legal battles have becomemore intense and sophisticated.We also learned that the need forexpert testimony has exploded, andthe definition of “expert” has comeinto question. Today even thosewith the most impeccablecredentials face close scrutiny incourt. As a result, judges andlawyers increasingly tend to rely onspecialized credentials.

The other big change we foundhas to do with the repercussionsfrom the Enron and WorldComaccounting scandals, particularlythe Statement on Auditing Standards(SAS) No. 99 issued by the AuditingStandards Board (ASB) six years ago.SAS 99 sets forth the proceduresrequired of the auditor to look forindications or evidence of materialmisstatements of financialstatements due to fraud. If andwhen fraud is suspected, theauditor is responsible forcommunicating that information tomanagement, the audit committee,or others who then determinewhether an investigation should belaunched. At this point a forensicaccountant is often asked toinvestigate the matter further andassist the organization in itsresponse.

Surveys Show a DemandThe National Accreditation

Commission conducted numerousresearch surveys in order tomeasure demand for a new forensicaccounting credential on the part ofcurrent and future CPAs, as well asby those who might hire them.The results? Every one of the more

than two dozen or so surveys thatwe either sponsored or studiedrevealed a very strong demand for anew forensic accounting credential,particularly one that was exclusiveto CPAs.

For example, attorneys are theprimary purchasers of forensicaccounting services, and in ourstudy of 150 law firms, 75%indicated that they expected aforensic accounting expert to holdsome kind of credential, and 59%wanted the person to be a CPA. Infact, 94% of forensic experts hiredwithin the last two years wereCPAs, and when asked about theidea of a new credential issued bythe AICPA, 73% said it would beparticularly valuable if heldexclusively by CPAs.

The supply side showed equalenthusiasm. According to a PCPSsurvey of large firms conducted inJanuary of this year, 73% wouldencourage CPAs in their firms topursue a new forensic accountingcredential for CPAs, 86% wouldallocate education budgets to trainCPAs to become forensicaccountants, and 96% would paythe credential’s dues for the CPAson their staff.

Competition and ExpectationsEvery group we surveyed also

supported the idea that a newforensic accounting credentialshould be exclusive to CPAs. Thisis one important distinctionbetween the CFF and other

credentials. Another is that thescope of the CFF is very broad,essentially covering any financialarea that warrants a thoroughinvestigation. That includes suchareas as bankruptcy and insolvency,computer forensics, economicdamages, family law, fraudinvestigations, litigation support,stakeholder disputes, and businessvaluation.

A Ready Pool of CandidatesThe new credential begins with

an immediate pool of potentialcandidates, including the membersof the AICPA’s Forensic andValuation Services (FVS) MemberSection, 44% of whom expressedinterest in pursuing the CFF,according to a 2007 study. The FVSMember Section was launched in2004 for CPAs who practice in bothvaluation and forensic accounting.Additionally, because the 2,700CPAs who currently hold theAICPA’s business valuationcredential (ABV) often testify inareas outside valuation, we alsoexpect many of them to apply forthe new CFF. In recognition of thecommonality of the knowledge andskills possessed by those who holdthe ABV and those who will qualifyfor the CFF, a bundled pricingstructure will be offered to AICPAmembers who qualify for bothcredentials.

In order to attract the mostqualified CPAs who are alreadyworking in the field, the initialqualifications for the CFF relyheavily on experience andeducation. CFF requirements

include AICPA membership, a validCPA license, and a minimumnumber of hours of relevantforensic accounting experience andcontinuing professional education.Additional credit towardsqualification will be granted toapplicants who hold one of severalcredentials related to forensicaccounting. Beginning in year four,we anticipate instituting aqualifying exam which applicantswill have to pass.

We project that at least 3,500CPAs will seek the CFF within thefirst three years of its launch, and atleast 4,500 CPAs will hold thecredential after five years. The CFFbrings together the solidfoundation of a CPA’s core skillsand knowledge with fundamentaland specialized forensic expertise.It represents an importantinnovation that will help theprofession attract and retainmembers, and meet a criticaldemand in the marketplace.

SEC ROADMAP FOR IFRSThe Securities and Exchange

Commission’s roadmap for the adoption ofInternational Financial Reporting Standards(IFRS) marks an important stage in what theAmerican Institute of Certified PublicAccountants believes will be the eventualmove from U.S. Generally AcceptedAccounting Principles to internationalaccounting standards for public companies.

“The AICPA supports one set of high-quality global accounting standards forpublic companies,” said Barry Melancon,AICPA president and CEO. “We believe thecapital markets ultimately will insist on IFRSfor public companies. Today’s action by theSEC continues a robust and thoughtfuldebate that is critical as the transitionoccurs.”

The Institute believes the following arekey steps, among others, for a smoothtransition:

- ongoing collaboration between theFinancial Accounting Standards Board(FASB) and the International AccountingStandards Board to achieve convergence;

- preparation for the shift to IFRS-basedreporting using eXtensible BusinessReporting Language (XBRL).

“A critical initial step is the developmentof a project plan that directs all componentsof the financial reporting system towardachieving the milestones laid out by theSEC,” said Arleen Thomas, AICPA seniorvice president – member competency anddevelopment. “The AICPA will work closely

with the FASB, the IASB and theInternational Accounting StandardsCommittee Foundation to help bring thesemilestones to fruition. We are working withour members, both preparers and auditors,on IFRS to help them prepare for what’sahead.”

In May 2008, the AICPA createdwww.ifrs.com to serve as a resource for IFRS-related publications, articles, conferences,educational courses, videos and links toadditional sources of information. The site

includes materials for auditors, financialmanagers, boards of directors and auditcommittees, and investors.

The SEC is proposing that IFRS reportingbegin with 2014 filings if the interimmilestones are met. That timeline isconsistent with a 2008 AICPA surveyshowing that a majority of members polledbelieve it will take three to five years toprepare for IFRS: 34 percent said theywould need three years, and 31 percent saidit would take four or five years.
